eBay supports biometric authentication (fingerprint/facial recognition) as a browser login method and publishes a Biometric Information Privacy Policy covering identifiers collected for verification/fraud prevention with consent; no public evidence identified that this relies on Israeli-domiciled biometric vendors, the implementation appearing to use standard device-level WebAuthn/FIDO2 protocols.89 As an online marketplace eBay operates no physical retail premises, so no in-store surveillance applies; no public evidence identified of eBay deploying Israeli-origin physical surveillance technology.

Cloud Infrastructure, Data Residency & Sovereign Cloud Participation

eBay operates primarily on its own private data centres and on-premises infrastructure (private cloud on Kubernetes/Docker after migrating from OpenStack), and runs large AI/ML training on a dedicated on-premises NVIDIA H100 HPC cluster that its engineering leadership deemed more time- and cost-efficient than public cloud.1011 eBay uses AWS and Google Cloud for seasonal peaks and secondary workloads.12 No public evidence identified that eBay participates in Israeli sovereign-cloud programmes or routes data through Israeli cloud infrastructure; its primary data centre is in the US, with no Israeli data-residency arrangement identified.

Defence, Intelligence & Security Sector Technology Relationships

No public evidence identified of eBay holding contracts with, or providing technology to, the Israeli Ministry of Defence, the IDF, Israeli intelligence agencies, or Israeli defence-technology companies. The historical Fraud Sciences founders’ Unit 8200 background (above) is documented in open sources, but Fraud Sciences was a civilian commercial startup at acquisition and no ongoing operational relationship between eBay/PayPal and Israeli intelligence services is evidenced.3

AI, Algorithmic & Autonomous Systems

eBay’s generative-AI programme is US-headquartered on its own on-premises HPC infrastructure, with features including AI background enhancement, “Shop the Look,” seller caption/video generation, and an AI shopping agent.1314 eBay’s Israel R&D centre in Netanya was the primary site for its “Structured Data” initiative and applied research in ML, NLP, recommendation systems, information retrieval, and computer vision; Kira Radinsky (co-founder of acquired Israeli startup SalesPredict) served as eBay’s Director of Data Science and Chief Scientist for Israel 2016–2019.1516 Following layoffs from 2023, eBay announced in May 2025 that the Israel centre would close entirely in Q1 2026 (~200 remaining employees), so as of this audit the closure is complete or in final stages.17

Technology Ecosystem & R&D Footprint

eBay established its Israel R&D centre in Netanya in 2005 following its ~$620 million acquisition of Israeli price-comparison company Shopping.com Ltd.; at peak the centre employed ~350 staff and was eBay’s primary international R&D hub.1819 eBay’s portfolio of Israeli technology acquisitions feeding its core platform: Shopping.com (2005, ~$620m); Fraud Sciences (2008, ~$169m, via PayPal); The Gifts Project (2011, ~$20m - became eBay’s Israel Social Center); SalesPredict (2016 - co-founder became Chief Scientist for Israel); and Corrigon (2016, ~$30m - Tel Aviv visual search, integrated into the Structured Data group).13202122 These were eBay’s own corporate acquisitions, not seller/vendor arrangements, and directly shaped its platform technology. eBay’s Israel corporate presence is ending with the Netanya closure (announced May 2025, Q1 2026) after four layoff rounds from 2023; commentary cites eBay’s competitive decline versus Amazon and the post-October-2023 environment, though eBay did not explicitly attribute closure to the war.2324

Civil Society Scrutiny & Regulatory History

The Arab Center for Social Media Advancement (7amleh) documented in its 2020 “Access Denied: E-Commerce in Palestine” report (and a 2026 update) that Palestinians in the West Bank and Gaza face higher shipping costs and restricted access on platforms including eBay relative to Israeli users.2526 After 7 October 2023 eBay temporarily suspended US international shipping to Israel citing carrier disruptions; in April 2024 StandWithUs, the National Jewish Advocacy Center, and Zachor Legal Institute jointly alleged the suspension may have violated US anti-boycott laws and queried elevated Israel-bound shipping estimates, but no regulatory enforcement or court proceedings arising from these allegations were identified.2728 Separately, 2025 media reports of violent anti-IDF-slogan items listed by third-party sellers relate to seller content and platform moderation, not eBay’s own technology.29
