Apple Political Audit

Corporate Communications & Public Stance

Apple’s public stance regarding the Israel-Hamas conflict has been marked by asymmetry in its executive communications. CEO Tim Cook issued a company-wide email on October 9, 2023 — two days after the October 7 Hamas attacks — expressing grief for those who died or lost loved ones in the attack 316. As of April 2024, no comparable message from Cook acknowledged Palestinian civilian deaths, a disparity that became a central grievance in the Apples4Ceasefire open letter, which was signed by approximately 299 to 400 Apple employees 31316.

In May 2021, nearly 1,000 Apple employees signed an internal letter organized by the Apple Muslim Association, calling on Cook to issue a statement supporting Palestinians. Apple did not issue any such statement 16. The company has issued public statements on other geopolitical crises, including the Ukraine war, Russia’s invasion, Black Lives Matter, and COVID-19, but has maintained notably asymmetric silence regarding Palestinian civilian harm 316. No specific public statement from Tim Cook or Apple regarding the International Court of Justice advisory opinion (July 2024) or International Criminal Court arrest warrants (November 2024) has been identified in the available evidence 316.

Operations in Occupied or Contested Territories

Apple Israel Subsidiary: Apple Israel Ltd. is registered as a private limited company in Israel (Registration #514684893), incorporated on November 2, 2011, with a registered address at 12 Miskit Street, Herzliya. The company remains active, with its last annual report filed for the 2026 fiscal year 10.

R&D Centers in Israel: Apple operates multiple R&D facilities within Israel proper. The Herzliya R&D center opened in February 2015, inaugurated by CEO Tim Cook during a visit in which he met with Israeli President Reuven Rivlin and former President Shimon Peres. An expansion of approximately 44,000 square meters was announced via the Bayside/Gav Yam O2 Campus lease 1126. Apple also maintains a major development hub in Haifa and has announced a new development center in Jerusalem 26. A third Israeli development center in Ra’anana opened in 2013 27.

Operations in Rawabi (West Bank): Apple operates an R&D hub in Rawabi, located in Palestinian Authority territory (the West Bank), which has been operational since 2018. The workforce consisted of approximately 60 or more Palestinian engineers as of 2022, with expansion announced in June 2022 1225. The Rawabi operation works alongside Apple’s Israeli teams in Herzliya and Haifa, and uses ASAL Technologies, a Ramallah-based Palestinian software company, as a contractor 1225. No definitive public information was identified indicating whether Rawabi R&D operations continued, paused, or were impacted during or after October 2023 1225.

Settlement Enterprise Database: Apple does not appear on the current UN OHCHR database of business enterprises involved in settlement activities in the occupied Palestinian territory 621.

Internal Governance, Content & Retail Policies

Employee Relations — Pro-Palestinian Speech Suppression: Multiple instances of alleged suppression of pro-Palestinian employee expression have been documented.

  • Madly Laaibah Espinoza, a Palestinian operational specialist at Apple’s Lincoln Park, Chicago store, was fired on March 6, 2024, after wearing a traditional keffiyeh and “Save Gaza” bracelets. She reported receiving prior assurance from a team leader that wearing cultural items would not violate policy. She was terminated without any written warnings and filed a human rights complaint 1415.
  • Tariq Ra’ouf, a technical expert at Apple’s Seattle retail store and primary organizer of the Apples4Ceasefire campaign, was told he could not wear a Palestinian flag pin because it could be perceived as “political solicitation” 3.
  • Khaled Dibb, a former Apple retail worker at the Chadstone store in Melbourne, Australia, was ordered in May 2024 to stop wearing pendants in the shape of Lebanon with a cedar tree and historic Palestine, plus a rubber “Free Palestine/Save Gaza” bracelet. Apple told him the political situation was “incredibly sensitive” and his jewelry made others feel “unsafe.” He has filed a human rights complaint 14.
  • Multiple other employees across retail and corporate roles reported being placed on “retaliatory documented coaching” for wearing keffiyehs, pins, or bracelets supporting Palestine 3.

A protest organized outside Apple’s Lincoln Park, Chicago store on April 6, 2024, caused the location to shut down for the rest of the day 13.

Internal Slack Moderation: Business Insider reported in November 2023 that Apple had deleted Slack posts about the Israel-Hamas war and “paused” Slack channels for Jewish and Muslim employees 4.

App Store Content Moderation: In June 2011, at the direct request of Israel’s Information Minister Yuli Edelstein, Apple removed the iOS application “ThirdIntifada” from the App Store. Apple’s stated reason was that the app was “deemed offensive to large groups of people” 517. The +972 Magazine app — an independent Palestinian/Israeli journalism publication — is currently available on the App Store 17.

Brand Heritage & State Partnerships

Marketing Positioning: No public evidence identified of Apple utilizing military heritage, defense sector ties, or state-security origins in its commercial branding.

Institutional Government Ties: CEO Tim Cook visited Israel in February 2015 for the Herzliya R&D center inauguration and met with Israeli President Reuven Rivlin and former President Shimon Peres 11. Johny Srouji, Senior Vice President of Hardware Technologies and architect of Apple Silicon, is an Israeli native and has met with Israeli President Isaac Herzog 27.

Lobbying, Advocacy, Financing & Logistics

Political Lobbying: Apple spent a record $10 million on U.S. lobbying in 2025, representing an increase of nearly 30% from 2024 22. Apple states it does not make political contributions to individual candidates or parties and does not maintain a corporate political action committee 22. No direct evidence was identified of Apple lobbying specifically on anti-BDS legislation; only general lobbying expenditure data is available 22.

Employee Donation Matching: Apple, through its employee donation-matching platform Benevity, matches employee donations to organizations including Friends of the Israel Defense Forces (FIDF), HaYovel (a Christian organization supporting West Bank settlements), One Israel Fund (which supports Israeli communities in the West Bank), Jewish National Fund (JNF), and IsraelGives (a crowdfunding platform that channels funds to settlement and military causes) 12. FIDF is described as “the sole organization authorized to collect charitable donations on behalf of the soldiers of the Israel Defense Forces” 1.

An open letter from Apple employees, former employees, and shareholders, published on April 13, 2024, demanded Apple “promptly investigate and cease matching donations to all organizations that further illegal settlements in occupied territories and support the IDF” 2. HaYovel’s mission documents decades of contributions to illegal settlements within the occupied Palestinian territory 12. One Israel Fund describes its mission as supporting “the nearly 500,000 residents of Judea and Samaria” — terminology for illegal Israeli settlers in the West Bank 1. Israel’s Defense Ministry has recruited the JNF to purchase hundreds of dunams of private, Palestinian-owned land in the West Bank for settlers 23. The Guardian reported that IsraelGives allowed U.S. residents to donate to causes including illegal West Bank settlements, paramilitary groups, and IDF units 24.

ETF Holdings: Apple is a significant holding, with approximately 6.8% to 7.0% weight, in the TOV ETF (JLens 500 Jewish Advocacy U.S. ETF), which is sponsored by JLens, an affiliate of the Anti-Defamation League. TOV is explicitly designed to pressure companies and universities to resist BDS 181920.

Crisis Asset Mobilization: No public evidence identified of Apple directing corporate resources, physical logistics, or free services to assist state, military, or state-aligned NGO efforts during periods of active conflict.

Corporate Structure & Primary Mission

Apple Inc. is a publicly traded U.S. corporation listed on NASDAQ under the ticker AAPL. No public evidence identified of corporate charter, ownership structure, or founding documents explicitly tied to advancing state geopolitical goals. Apple’s corporate mission is commercial product development and distribution 7.

Executive & Leadership Footprint

Personal Philanthropy & Financing: No specific evidence was identified of personal donations by Tim Cook or major shareholders to FIDF, JNF, or settlement organizations in their individual capacity. The research focused on Apple’s corporate matching program rather than personal giving 12.

Public Advocacy & Statements: CEO Tim Cook has made multiple trips to Israel and cultivated relationships with Israeli government officials 11. Johny Srouji, Apple’s Senior Vice President of Hardware Technologies — the most senior Israeli in Apple’s executive hierarchy — has publicly championed Apple’s Israeli operations and met with Israeli President Isaac Herzog 27.

Board Memberships & Affiliations: No public evidence identified of current Apple board members holding direct affiliations with AIPAC, the Congressional Friends of Israel, defense contractors, or settlement NGOs. No public evidence identified of Apple board members holding positions in AIPAC, CFI, defense contractors, or pro-Israel lobbying organizations 22.
