Subject: Comprehensive Forensic Audit of G4S / Allied Universal Military Complicity and Material Support to the Israeli Ministry of Defense
This forensic audit constitutes an exhaustive examination of the operational, financial, and technological entanglements of G4S, currently operating as a wholly-owned subsidiary of Allied Universal, within the Israeli defense and security ecosystem. The investigation was initiated in response to a directive to identify and document corporate entities whose leadership, ownership structure, or operational footprint materially or ideologically support the occupation of Palestine, the Israeli Ministry of Defense (IMOD), or the Israel Prison Service (IPS). The objective is to move beyond superficial public relations statements regarding “divestment” and to rigorously analyze the enduring supply chains, technological dependencies, and legacy asset structures that continue to bind Allied Universal to the Israeli security apparatus.
The audit findings reveal a complex, bifurcated reality that challenges the prevailing narrative of complete corporate withdrawal. While G4S plc formally divested its primary Israeli subsidiary, G4S Israel (Hashmira), to FIMI Opportunity Funds in a transaction completed in 2017—resulting in the entity now known as G1 Secure Solutions—the parent company, Allied Universal, retains a status of High Military Complicity. This assessment is based on a forensic triangulation of three distinct but reinforcing vectors of support: the proprietary technological sustainment of incarceration infrastructure through AMAG Technology; the direct physical protection of the global supply chains of Israel’s premier defense contractors, Elbit Systems and Rafael Advanced Defense Systems; and the long-tail financial participation in the Policity national police training academy, which persisted well into the current operational period.
Our analysis indicates that the 2017 sale of G4S Israel was, in functional terms, a restructuring of liability and brand exposure rather than a cessation of operational support.1 By retaining the “technological brain” of the occupation—specifically the Symmetry™ security management system used in military prisons—and simultaneously securing the “industrial muscle” of the occupation by guarding Elbit factories in the UK and US, Allied Universal remains a Tier-1 Enabler of the Israeli defense logistics network.3 The relationship has evolved from direct “boots on the ground” guarding of settlements to a more sophisticated, higher-margin provision of mission-critical technology and industrial counter-intelligence services.
The following report dissects these relationships with granular detail, adhering to the Core Intelligence Requirements of Direct Defense Contracting, Dual-Use/Tactical Supply, Logistical Sustainment, and Supply Chain Integration. It categorizes Allied Universal’s involvement not merely as incidental commercial activity, but as structural support essential to the maintenance of the occupation’s physical and digital architecture.
To understand the current state of complicity, it is essential to first deconstruct the corporate maneuvering that has characterized G4S’s engagement with Israel over the past decade. The transition from a publicly traded UK entity to a component of the massive, private equity-backed Allied Universal conglomerate has obscured, but not severed, the flow of material support.
In late 2016, facing escalating pressure from the global Boycott, Divestment, and Sanctions (BDS) movement, G4S plc announced the sale of its Israeli subsidiary, G4S Israel (Hashmira), to FIMI Opportunity Funds, Israel’s largest and most active private equity firm.1 The transaction, valued at approximately NIS 425 million (approx. £88 million), was finalized in June 2017.5
The sale was widely reported as a “market exit,” yet a forensic analysis of the terms reveals a critical retention of capability. FIMI acquired the personnel, the vehicle fleets, and the direct service contracts for guarding settlements and prisons. However, the technological infrastructure upon which these operations relied—specifically the proprietary access control and integration software—remained the intellectual property of G4S plc (and later Allied Universal).6 The newly branded entity, G1 Secure Solutions, did not develop its own replacement technology; rather, it entered into a long-term Distributor Agreement with G4S’s technology arm, becoming the “sole representative” in Israel.7
This effectively transformed the relationship from “Parent-Subsidiary” to “Manufacturer-Distributor.” In logistics analysis, this shift is significant: while the parent company no longer pays the salaries of the guards at the Ofer Prison checkpoint, it continues to profit from the sale, licensing, and maintenance of the equipment those guards use. The divestment successfully offloaded the reputational toxicity of the “G4S” logo on patrol cars 8, but it entrenched the dependency of the Israeli security establishment on G4S-derived technology.
In April 2021, the landscape shifted dramatically when Allied Universal, a US-based security giant, acquired G4S plc for $5.2 billion.9 This acquisition created the world’s largest private security company, with a combined workforce of over 800,000 employees and revenues exceeding $20 billion.10
The ownership structure of Allied Universal introduces new layers of financial complicity. The company is backed by two primary institutional investors:
The involvement of CDPQ is particularly noteworthy from a governance perspective. As a public pension manager, CDPQ is subject to scrutiny regarding Environmental, Social, and Governance (ESG) standards. The audit reveals that sustained activism targeting CDPQ regarding Allied Universal’s legacy stake in the Policity police academy was the primary driver for the eventual decision to sell that specific asset in 2023.13 However, this pressure has largely focused on the equity stake in Policity, leaving the arguably more pervasive technological supply chain of AMAG Technology largely intact and under the radar of ESG auditors.
G1 Secure Solutions (TASE: GOSS) now functions as the primary interface between the Israeli security establishment and international technology providers. Although it acts as an independent Israeli company, its operational viability is tethered to its supplier relationships. G1 is not merely a guard force provider; it is a systems integrator that relies on “best-in-class” foreign technology to fulfill IMOD tenders.15
| Corporate Entity | Functional Role in Supply Chain | Complicity Vector |
| Allied Universal (Parent) | Ultimate Beneficial Owner / Supplier | Technology IP holder; Security provider for DIB. |
| G4S (Brand/Sub) | Operational Subsidiary | Legacy brand; Guarding Elbit UK. |
| AMAG Technology | Wholly-Owned Subsidiary | Manufacturer of “Symmetry” C2 systems. |
| MSA Security | Wholly-Owned Subsidiary | Provider of K9/Explosive detection expertise. |
| G1 Secure Solutions | Exclusive Distributor (Israel) | Integrator of Allied tech into IMOD/IPS sites. |
| FIMI Funds / UMI | Owners of G1 | Financial beneficiaries of the occupation contracts. |
The audit identifies G1 Secure Solutions as a “proxy integrator.” By maintaining G1 as an authorized partner, Allied Universal ensures that its products—specifically the AMAG Symmetry platform—can be legally sold and serviced in Israel without Allied Universal having to bid directly on controversial IMOD tenders. This structure creates a “plausible deniability” buffer that this forensic audit pierces by tracing the flow of software licenses and hardware components.
The most enduring, material, and sophisticated form of complicity identified in this audit is the deployment of AMAG Technology systems within the Israel Prison Service (IPS) and military checkpoints. AMAG is a wholly-owned subsidiary of Allied Universal, headquartered in Torrance, California, and Tewkesbury, UK.16
System Profile: The Symmetry™ platform is an integrated security management system (SMS) capable of unifying access control, video surveillance, intrusion detection, and identity management into a single Command and Control (C2) interface.16 It is marketed as a “federal-grade” solution, boasting compliance with FICAM (Federal Identity, Credential, and Access Management) and FIPS 201 standards in the United States.19 This certification indicates that the system is ruggedized, encrypted, and designed to meet the rigorous security requirements of government and military installations.
Deployment in Occupation Infrastructure:
Audit evidence confirms that the Symmetry SR Retrofit System and associated hardware are installed in critical nodes of the Israeli detention and control apparatus 20:
A key finding regarding the “Dual-Use” intelligence requirement is illustrated by the parallel deployment of AMAG technology at Yale University and Ofer Prison.
In 2023, student activists at Yale revealed that the university’s security system was built on the Symmetry SR Retrofit System, the exact same architecture deployed by G1 Secure Solutions in Israeli prisons.20 This comparison is forensic proof of “Dual-Use” capability:
The hardware—the controllers, the readers, the server architecture—is identical. The complicity arises from the intent of supply. Allied Universal (via AMAG) is aware that its “Sole Representative” in Israel (G1) services the IPS. By continuing to license the software and supply the replacement parts to G1, Allied Universal knowingly facilitates the military application of its dual-use technology.
Modern security systems like Symmetry are not “install and forget” assets. They require:
Forensic Implication: If Allied Universal wished to cease its support for the occupation, it possesses the technical capacity to do so. It could revoke the software licenses for the specific Site IDs associated with Ofer Prison or the checkpoints. It could legally restrict its distributor, G1, from servicing facilities located beyond the Green Line (1967 borders). The absence of such restrictions, and the continued operation of these systems, confirms that Allied Universal is providing Active Technological Sustainment to the IPS.20
A critical, often overlooked aspect of G4S/Allied Universal’s complicity is its role in securing the physical facilities of Israel’s defense primes in the United States and the United Kingdom. This constitutes Direct Defense Contracting at the tertiary level—securing the means of production for the Israeli military machine.
Elbit Systems is Israel’s largest non-government-owned defense company, producing the Hermes 450 and Hermes 900 drones, artillery systems, and electronic warfare suites used extensively in Gaza and the West Bank.25 The company operates a global network of subsidiaries to manufacture components and bypass export restrictions.
United Kingdom Operations:
G4S personnel provide static guarding, canine patrols, and perimeter security for Elbit Systems UK factories. The most prominent of these is the UAV Tactical Systems plant in Shenstone, Staffordshire.25
United States Operations:
Allied Universal provides security professionals for Elbit Systems of America (ESA). Recruitment data and contract analysis confirm Allied Universal’s role in securing ESA facilities in Fort Worth, Texas (headquarters) and Merrimack, New Hampshire (Kollsman).27
Rafael USA, a subsidiary of Israel’s state-owned Rafael Advanced Defense Systems (manufacturer of the Iron Dome, Trophy APS, and Spike missiles), also utilizes Allied Universal for facility security.31
Allied Universal’s acquisition of MSA Security in 2021 adds a potent layer to this defense support capabilities.34 MSA is the world’s largest provider of explosive detection canines (EDC) and “SmartTech” X-ray screening support.
The Policity consortium represents one of the most direct links between G4S/Allied Universal and the enforcement mechanisms of the Israeli state. This PFI (Private Finance Initiative) contract demonstrates the deep, structural integration of the company into the Israeli security state.
Policity Ltd. was established as a 50/50 joint venture between G4S Israel and Shikun & Binui (a major Israeli infrastructure group) to design, build, finance, and operate Israel’s National Police Academy in Beit Shemesh.2
When G4S sold its Israeli business to FIMI in 2017, it retained its 25% stake in Policity.3 This anomalous retention meant that for six years post-sale (2017-2023), G4S (and subsequently Allied Universal) continued to profit directly from the training of Israeli security forces.
Although G1 Secure Solutions is no longer owned by Allied Universal, it remains the Authorized Distributor for Allied’s brands, as well as a nexus for other problematic technologies.
G1’s operations are ranked as Upper-Extreme on the complicity scale. They currently provide:
The critical finding for the Defense Logistics Analyst is that G1 cannot function in its current capacity without the upstream suppliers.
This section ranks the entities based on the “Military Complicity” scale defined in the Intelligence Requirements, synthesizing the findings into actionable risk categories.
| Corporate Entity | Complicity Classification | Justification & Evidence |
| G1 Secure Solutions | Upper-Extreme | Direct Operational Participation: Guards illegal settlements; maintains prison control rooms (Ofer, Rimonim); operates military checkpoints. Integral to the daily maintenance of the occupation. |
| AMAG Technology | High | Technological Sustainment: Manufacturer of the “Symmetry” system essential to the operation of IPS facilities. Continued licensing and supply to G1 despite knowledge of end-use constitutes active material support. |
| Allied Universal | High | Supply Chain Protection: Parent of AMAG; direct provider of armed security for Elbit Systems and Rafael (US/UK), enabling the weapons supply chain. Profited from Policity (Police Academy) until late 2023. |
| G4S (Brand) | High (Legacy/Assoc.) | Brand Association: While the brand is being phased out in Israel, G4S units in the UK provide the physical security for Elbit’s drone factories. |
| MSA Security | Meaningful | Capability Latency: Provides specialized K9/bomb detection capabilities to Allied’s portfolio. While direct Israeli contracts are not confirmed, the potential for dual-use transfer via G1 is significant. |
The forensic audit concludes that Allied Universal (formerly G4S) retains a High Level of Military Complicity in the Israeli occupation, despite the much-publicized divestment of its Israeli subsidiary. The narrative of “exit” is largely a financial restructuring designed to mitigate reputational risk while preserving revenue streams.
While the equity ownership of the “boots on the ground” (G1 Secure Solutions) has changed, the operational DNA of the occupation’s infrastructure remains tethered to Allied Universal through AMAG Technology. The “Symmetry” systems in Ofer Prison function only because of software licensed, patched, and supported by Allied Universal subsidiaries.
Furthermore, Allied Universal has entrenched itself as the Praetorian Guard for the Israeli Defense Industrial Base in the West. As protests against Elbit Systems and Rafael intensify globally, Allied Universal has monetized the need for “force protection” at these manufacturing sites. This role places them as a direct enabler of the weapons supply chain flowing to the IDF, shifting their complicity from the point of use (West Bank checkpoints) to the point of origin (drone factories).
Strategic Recommendation:
Any boycott, divestment, or sanction regime targeting “material support” for the occupation must look beyond direct presence in the West Bank. It must encompass the Technology Stack (AMAG) and the Industrial Security (Guarding Elbit) that sustain the occupation’s logistics from abroad. Allied Universal should be designated as a Tier-1 Material Supporter due to its role in securing the production of lethal aid and sustaining the technological infrastructure of incarceration.
| Period | Corporate Event | Operational Reality in Israel | Complicity Level |
| 2007-2016 | G4S Era | G4S Israel (Hashmira) operates fully in prisons, settlements, and checkpoints. Provides guards, scanners, and control rooms. | Upper-Extreme |
| 2016-2017 | The FIMI Sale | Sale of G4S Israel to FIMI. Rebranding to G1. Retention of Policity stake. Distributor agreement signed for AMAG. | Transitional |
| 2017-2023 | The Passive Era | G4S/Allied collects revenue from Policity. AMAG supply continues via G1. G4S guards Elbit UK/US. | High |
| 2021 | Allied Acquisition | Allied Universal buys G4S. Inherits Policity and AMAG contracts. CDPQ becomes major shareholder. | Consolidation |
| 2023-2024 | Policity Exit | Sale of Policity stake to G1 agreed under pressure. AMAG and Elbit guarding continue unchanged. | High (Technological) |
| Current | Status Quo | G1 distributes AMAG to IPS. Allied guards Elbit/Rafael. MSA Security capabilities available to group. | High |
