Honeywell Military Audit

Direct Defence Contracting & Procurement

Honeywell maintains direct defense supply relationships with the Israeli Ministry of Defense (IMOD) through multiple channels. The International Turbine Engine Company LLC, a joint venture between Honeywell and Taiwan’s Aerospace Industrial Development Corp., holds a $735 million contract to supply F124-GA-200 turbofan engines for 30 M-346 Master trainer aircraft to Israel’s Ministry of Defense, with the contract awarded in 2012 and confirmed through Reuters and defense industry reporting. 5 Through U.S. Foreign Military Sales (FMS) mechanisms, Honeywell supplied wheel and brake systems for Israeli F-15 and F-16 aircraft during the 2015-2017 period. 1 Honeywell also supplied containment rings for F-15 engines via FMS channels during 2023-2024. 1 No evidence has been identified of Honeywell maintaining a listing in SIBAT’s official Israeli export cooperation directory as a listed defense trade partner. No public evidence identified of a direct bilateral contract between Honeywell and the Israel Defense Forces (IDF) outside of U.S. FMS mechanisms.

Dual-Use Products & Tactical Variants

Honeywell Aerospace manufactures a comprehensive portfolio of defense-grade turbine engines with tactical applications. The T64 turboshaft engine powers the CH-53 heavy-lift helicopter used by the Israeli Air Force. 1 The TPE331 turboprop engine powers multiple UAV platforms including the IAI Heron family. 1 Honeywell also manufactures the T55 turboshaft engine and HTF7000 military variants. 1

Beyond propulsion systems, Honeywell manufactures precision navigation and guidance components with direct munitions applications. The H-764G GPS/INS (Integrated Navigation System) and HG1700 Inertial Measurement Unit (IMU) serve multiple military platforms. 1 The HG1700 IMU is described as “the heart” of Boeing’s JDAM (Joint Direct Attack Munition) kits and is used in precision-guided munitions systems. 1 The HG1930 IMU is integral to Boeing’s GBU-39 Small Diameter Bomb (SDB). 2 Honeywell also manufactures radar altimeters and complete cockpit avionics suites for military platforms. 1

All Honeywell defense products are subject to International Traffic in Arms Regulations (ITAR) controls, and sales to Israel occur exclusively through U.S. government-administered FMS channels rather than open commercial channels. 1 Between 2008 and 2021, Honeywell applied for 30 UK export licenses to sell military goods to Israel through British subsidiaries—all 30 licenses were approved. 11 The U.S. Department of State concluded a $13 million settlement with Honeywell in 2021 for unauthorized exports of ITAR-controlled technical data to China, Taiwan, Canada, Ireland, and Mexico, spanning the period 2011-2018; this settlement was not Israel-specific. 6

Heavy Machinery, Construction & Infrastructure

Honeywell does not manufacture heavy construction equipment, bulldozers, excavators, or armored engineering vehicles. This domain is structurally inapplicable to Honeywell’s product portfolio, which centers on aerospace, building technologies, and performance materials rather than heavy civil construction machinery. 1

No verified reports have been identified linking Honeywell building-systems products specifically to settlement construction, the separation barrier, or military installations in occupied Palestinian territories. 1 The UN Office of the High Commissioner for Human Rights (UN OHCHR) Settlement Database, which documents 156 business enterprises linked to Israeli settlements, does NOT list Honeywell. 9 No public evidence identified connecting Honeywell to any construction or infrastructure activities in occupied territories.

Supply Chain Integration with Defence Primes

Honeywell maintains documented supply relationships with Israel’s major defense prime contractors. With Elbit Systems, Honeywell purchases commercial products including head-up display (HUD) systems through a documented commercial partnership established in 2004. 1 Honeywell-manufactured inertial navigation systems and ring-laser gyroscope IMU units are integrated into Elbit airborne platforms and ground-based precision systems. 1

With Israel Aerospace Industries (IAI), Honeywell and IAI signed a 2018 teaming agreement to develop an integrated navigation system with GPS anti-jam technology for military applications. 3 The IAI Heron UAV family is powered by Honeywell TPE331 turboprop engines. 1 The Who Profits Research Center specifically identifies the IAI Heron UAV TPE331 engine supply relationship as a documented finding linking Honeywell to Israeli military UAV operations. 1

With Rafael Advanced Defense Systems, no confirmed direct Honeywell component supply relationship has been identified in open-source filings or press releases. No public evidence identified of Honeywell supplying components directly to Rafael for Iron Dome, David’s Sling, or other Rafael air defense systems.

Logistical Sustainment & Base Services

No verified contracts have been identified for Honeywell providing catering, fuel supply, waste management, utilities management, or base facility services to IDF installations. 1 Honeywell is not a freight, shipping, or port services company; no shipping or freight contracts specifically servicing Israeli military cargo have been identified. 1

Honeywell does provide MRO (maintenance, repair, and overhaul) services for its aircraft engines and avionics globally through authorized service centers. 1 Sustainment of IAF platforms incorporating Honeywell engines—including CH-53 T64 engines and F-16 avionics—would involve Honeywell MRO services delivered through U.S. FMS-administered agreements. 1 No public evidence identified of Honeywell providing base operations services directly to Israeli military facilities.

Munitions, Weapons Systems & Strategic Platforms

Honeywell’s defense integration extends to the F-35 program, which represents a significant direct supply relationship. Honeywell manufactures the F-35’s Power and Thermal Management System (PTMS), which provides electrical power generation and thermal management for the entire aircraft across all F-35 variants (A, B, C). 4 This means Honeywell-manufactured PTMS units are installed in every Israeli Air Force F-35I Adir aircraft. 4 This relationship is mediated through the U.S. government-administered F-35 program with Lockheed Martin as the prime contractor. 1

Documented evidence confirms ongoing supply chain integration into Israeli weapons systems. A Honeywell HG1930 IMU manufactured in 2022 was found intact at the site of the June 6, 2024 Israeli airstrike on the UN-run al-Sardi school in central Gaza, which killed over 40 people and wounded more than 74. 2 The HG1930 IMU is integral to Boeing’s GBU-39 Small Diameter Bomb, which the Israeli military deployed in this strike. 2

No public evidence identified of Honeywell components being specifically confirmed in Iron Dome, David’s Sling, or Arrow missile defense systems. This parallels the finding that no direct supplier relationship with Rafael has been documented.

No public evidence identified of U.S. government decisions to deny, suspend, or revoke export licenses specifically for Honeywell products destined for Israeli military end-users. 1 Congressional FMS notifications covering Israeli Air Force platform modernization programs—including F-16, C-130, and CH-53—include Honeywell-manufactured components as part of broader platform packages. 1

Following the October 7, 2023 Hamas attacks and subsequent military operations in Gaza, no specific Honeywell license action, suspension, or review has been publicly reported as a result of political pressure regarding arms transfers to Israel. 1 No court proceedings, judicial reviews, or legal challenges brought against Honeywell specifically regarding its defense supply relationship with Israel have been identified. 1

Civil Society Scrutiny & Documented Investigations

Multiple civil society organizations have documented Honeywell’s defense supply relationships with Israel. The Who Profits Research Center maintains an active corporate profile on Honeywell documenting the supply of avionics and navigation systems to Israeli military platforms. 1 The American Friends Service Committee (AFSC) Investigate database includes Honeywell, citing its role as a defense contractor supplying components used in Israeli military operations and specifically flagging the F-35 PTMS role. 1

The PAX June 2024 report “The Companies Arming Israel and Their Financiers” identifies Honeywell as an arms supplier to Israel. 8 The UN Special Rapporteur Francesca Albanese’s June 2025 report (A/HRC/59/23) on “From Economy of Occupation to Economy of Genocide” references 48 corporate actors, and Honeywell is cited in civil society submissions to the report. 7 The Business and Human Rights Resource Centre confirmed in July 2024 that Honeywell did not respond to UN experts’ call to cease the transfer of arms to Israel. 10

Honeywell appears on the Boycott, Divestment, Sanctions (BDS) National Committee boycott target list, citing its role as a component supplier to Israeli military platforms via the F-35 program and UAV platform supply chains. 1 Honeywell is also on the AFSC BDS Divestment Shortlist. 1

No confirmed institutional divestment decision by a named pension fund or sovereign wealth fund specifically targeting Honeywell on Israel-related grounds has been identified. 1 The Norwegian Government Pension Fund Global exclusion list does not include Honeywell based on Israel-related grounds. 1 No evidence found of exclusion or divestment by named pension funds, sovereign wealth funds, or university endowments specifically targeting Honeywell on Israel defense supply grounds.

Honeywell has not issued any public statement specifically addressing its defense supply relationship with Israel, nor announced any policy change, contract termination, or enhanced end-use monitoring commitment in response to BDS or civil society pressure. 1 10 Honeywell’s ESG reporting addresses human rights and export compliance in general terms only, with no Israel-specific disclosure. 1 No public evidence identified of Honeywell modifying policies, terminating contracts, or issuing statements following the July 2024 ICJ Advisory Opinion or November 2024 ICC arrest warrants.

Controlling Principals & Group Attribution

SEC subsidiary filings (EX-21) do not list “Honeywell Israel Ltd.” or any Israeli-domiciled entity. 16 No evidence found of Honeywell board members holding defense-industry board positions, military reserve roles, or connections to the Friends of the Israel Defense Forces (FIDF). 15

Honeywell ranked among the top global arms producers with $31.0 billion in arms revenues in 2024, according to the Stockholm International Peace Research Institute (SIPRI) Top 100 Arms-Producing Companies database. 12
