Digital Audit - Choice Hotels International, Inc.

Domain: Digital / Technology Entity scope: Choice Hotels International, Inc. (NYSE: CHH) - hotel franchisor. Choice’s own corporate technology is in scope; individual franchisee-level IT choices are attributed to the franchisee, not Choice corporate. Vendor-domicile rule applies: only genuinely Israeli-domiciled vendors are treated as Israeli-nexus. Compiled: 2026-06-21 Method: Live web search only

Enterprise Technology Stack & Vendor Relationships

Choice Hotels’ corporate technology estate is built predominantly on US-domiciled vendors. Its central reservation system, choiceEDGE, is a proprietary cloud-native platform Choice developed in-house and hosts on Amazon Web Services (AWS); it launched in 2018 as the industry’s first cloud-based CRS, and in January 2024 Choice closed its final data centre to operate entirely in public cloud.12

One confirmed Israeli-domiciled corporate vendor was identified: Finout Ltd (HQ 35 Hamasger Street, Tel Aviv; incorporated in Israel) provides Choice Hotels with its enterprise FinOps / cloud-cost-management platform.34 Finout, founded in 2021 by Roi Ravhon (CEO), Asaf Liveanu (CPO), and Yizhar Gilboa (CTO), is backed by Team8 (a venture studio founded by former Unit 8200 commanders) alongside Pitango, Red Dot Capital, and Maor Investments; Ravhon and Gilboa are documented alumni of the IDF signals-intelligence formation Unit 8200.567 The relationship is confirmed by Finout’s own published customer listing, which names Choice Hotels; the service scope is cloud-expenditure allocation across Choice’s AWS estate.4

Other major named vendors are non-Israeli: AWS (US, primary cloud), Salesforce (US, AgentForce), Aviatrix Systems (US, Santa Clara - cloud networking since February 2023), and Capacity (US, virtual-agent call routing).89101112 Mews (Czech-domiciled, Prague) was introduced in April 2025 as an optional PMS for international franchisees and is attributed as a franchisee-level option, not a Choice corporate system.13 No public evidence identified of Choice Hotels procuring technology from any other Israeli-domiciled vendor at the corporate level.

Surveillance, Biometrics & Retail Technology

No public evidence identified that Choice Hotels has deployed biometric identification, facial recognition, or spatial-tracking technology at the corporate level. Choice manages the Choice Privileges loyalty programme and guest-profile data through its own CRS and AWS infrastructure; no Israeli-nexus biometric or surveillance vendor was identified in the corporate stack. Individual franchisee hotels may independently deploy property-level surveillance or identity tools - a franchisee-level decision, attributed to the franchisee, not Choice corporate.

Cloud Infrastructure, Data Residency & Sovereign Cloud Participation

Choice Hotels’ entire enterprise workload - choiceEDGE, Choice Privileges, revenue management, all corporate applications - is hosted on AWS (US-domiciled), supplemented by Azure for certain Microsoft SaaS/HR products.214 AWS is a co-vendor (alongside Google Cloud) in Israel’s Project Nimbus, the ~$1.2 billion sovereign-cloud contract covering Israeli government, military, police, and prison service, with investigative reporting confirming IDF use of AWS for Gaza-operations data.151617 This is a platform-level relationship; Choice Hotels is a commercial AWS customer with no public evidence of any direct participation in, funding of, or relationship with Project Nimbus - the nexus is flagged for completeness as a second-order platform relationship, not scored as a direct Choice act. No Israeli sovereign cloud, Israeli data residency, or partnership with Israeli cloud providers was identified.

Defence, Intelligence & Security Sector Technology Relationships

No public evidence identified of any direct contract, partnership, or technology-supply relationship between Choice Hotels and any Israeli defence contractor, IDF unit, or Israeli intelligence agency. The indirect structural connection through Finout’s Unit 8200 alumni founders (above) is noted but is a commercial SaaS procurement, not a defence-sector relationship. Choice participates in the Retail & Hospitality ISAC (a US-sector threat-intelligence body with no identified Israeli nexus).18 Choice’s 10-K cybersecurity disclosures name no specific security vendors; secondary-source claims that Choice uses CyberArk, SentinelOne, or Wiz could not be verified from any primary source and are not asserted here.18

AI, Algorithmic & Autonomous Systems

Choice Hotels operates an enterprise-wide AI programme built entirely on US-provider infrastructure: CHARLIE (AI franchise-performance teammate), RAISE (AI revenue management), Business Direct, EasyBid/EasyBid Plus (group-sales bidding), and ChoiceMAX (AI revenue-management platform, 2021) - deployed on AWS AgentCore (Choice being the first US hospitality company standardised on it) and Salesforce AgentForce.189 All named AI systems run on AWS (US) and Salesforce (US); no Israeli AI vendor was identified in Choice’s published corporate AI stack.

Technology Ecosystem & R&D Footprint

Choice operates an internal technology function of 800+ associates and runs an annual internal Mastery Tech Summit (11th edition February 2026); no Israeli technology companies were identified as sponsors, exhibitors, or partners at any recorded edition.1920 No public evidence identified of corporate venture investments by Choice in Israeli startups, R&D partnerships with Israeli universities, or accelerator participation involving Israeli entities. The one identified Israeli corporate vendor relationship (Finout) is a commercial SaaS procurement, not an equity or R&D relationship.

Civil Society Scrutiny & Regulatory History

In 2019 a third-party vendor exposed approximately 700,000 Choice Hotels guest records via an unsecured MongoDB instance (Choice stated most were test records); no Israeli vendor was identified in that incident.21 A further cybersecurity incident (estimated 10,000–100,000 records) was disclosed around April 2026, with no involved-vendor details confirmed.22 Choice maintains CCPA disclosures; no FTC enforcement, GDPR fine, or CCPA penalty against Choice was identified.23 No BDS campaign, civil-society letter, or organised pressure campaign specifically targeting Choice Hotels’ technology relationships (including Finout) was identified, and Choice does not appear on any BDS priority list; the general BDS movement targets AWS/Google for Project Nimbus, of indirect relevance given Choice’s AWS dependency.24
