Military Audit: Shein Group Limited (Roadget Business Pte. Ltd.)

(Singapore-incorporated operating entity) Registered Base: Singapore (group holding/operating entity); principal manufacturing and sourcing operations concentrated in Guangzhou, Guangdong Province, People’s Republic of China Audit Date: June 2026 Scope: Forensic inventory of any military or defence nexus between Shein and the Israeli military, security, or defence sector - direct defence contracting, dual-use supply, heavy machinery, supply-chain integration with Israeli defence primes, logistical sustainment, munitions/weapons platforms, export-licensing history, and documented civil-society scrutiny. Evidence only; no scoring or interpretation. Evidence Base: Israeli and UK/EU/US defence-export and dual-use control material, NGO corporate-accountability databases (Who Profits, AFSC Investigate), the UN OHCHR settlements database, US congressional investigation records, trade and investigative press, and corporate disclosures. All claims carry an inline reference marker; source URLs appear only in the End Notes.

Direct Defence Contracting & Procurement

No public evidence identified of any contract, tender award, framework agreement, or memorandum of understanding between Shein (or Roadget Business Pte. Ltd.) and the Israeli Ministry of Defense, the Israel Defense Forces (IDF), the Israel Prison Service, the Israel Border Police, or any other Israeli state security or intelligence body.

Shein is a consumer fast-fashion e-commerce group selling apparel, accessories, footwear, beauty products, and homewares direct-to-consumer.12 Its publicly documented operations describe no defence-contracting capability, security-sector revenue, or military procurement relationship in any jurisdiction.12

No public evidence identified of Shein or Roadget appearing in the listings of Israel’s defence-export and defence-cooperation directorate (SIBAT), in any Israeli Ministry of Defense procurement record, or as an exhibitor, sponsor, or partner at international defence exhibitions such as Eurosatory, DSEI, or ISDEF. Open-source coverage of Israeli defence procurement and of those exhibitions does not record Shein in any capacity.3

Dual-Use Products & Tactical Variants

No public evidence identified of Shein manufacturing, marketing, or supplying any ruggedised, tactical, mil-spec, or defence-grade product line to any end-user, including Israeli military or security end-users.

Shein’s e-commerce catalogue includes civilian fashion garments carrying camouflage prints and utility/cargo styling, sold as consumer apparel.45 These are fashion-oriented casual items, not military uniforms or tactical gear specified for or supplied to any armed force; no reviewed source records any such item being procured under contract by, specified by, or delivered to a military, paramilitary, or state security entity.45

No application for an end-user certificate, dual-use export licence, or technology-transfer authorisation relating to Shein products and Israeli defence or security end-users was identified in any jurisdiction. Reviewed export-control and dual-use material - including UK strategic-export-control publications and general dual-use coverage - records no Shein entry in connection with Israeli defence end-use.67

Heavy Machinery, Construction & Infrastructure

No public evidence identified. Shein is not a manufacturer or supplier of heavy machinery, construction equipment, excavation vehicles, engineering plant, or industrial infrastructure materials. Its business is apparel and consumer goods.12

No NGO field investigation, UN documentation, satellite-imagery analysis, or photographic record reviewed places Shein equipment or physical assets in settlement construction, separation-barrier works, checkpoint construction, detention-facility works, or military-installation development in the West Bank, East Jerusalem, the Golan Heights, or Gaza.

The UN OHCHR database of business enterprises involved in activities relating to Israeli settlements in the occupied Palestinian territory - updated on 26 September 2025 to list 158 enterprises from 11 countries, focused on construction, real estate, mining/quarrying, surveillance, and natural-resource activities - does not name Shein or Roadget.89

Supply Chain Integration with Defence Primes

No public evidence identified of Shein supplying components, sub-systems, raw materials, specialist manufacturing services, or any other input to Elbit Systems, Israel Aerospace Industries (IAI), Rafael Advanced Defense Systems, Israel Military Industries (IMI), or any other Israeli defence prime contractor.

Shein’s manufacturing base consists of contracted cut-and-sew garment factories producing consumer textile goods, concentrated in Guangzhou and the surrounding Guangdong region.25 A review of component categories associated with the Israeli primes - optical systems, electronic sub-assemblies, guidance and communications modules, propulsion elements, and structural/composite or armour materials - yields no recorded Shein supply relationship in any category in corporate disclosures or secondary investigative sources.1011

No joint development programme, co-production agreement, technology-transfer arrangement, or licensed-manufacturing agreement between Shein and any Israeli defence firm was identified.

Logistical Sustainment & Base Services

No public evidence identified of any Shein contract to provide catering, transport, fuel supply, waste management, facilities management, telecommunications, or any other logistical or sustainment service to IDF bases, military training facilities, detention centres, or security installations in any area, including the West Bank, Golan Heights, East Jerusalem, or the Negev.

Shein operates a civilian e-commerce fulfilment network - warehousing, distribution, and last-mile parcel delivery via third-party commercial couriers - oriented toward consumer markets.2 No component of this network was documented in any reviewed source as serving Israeli defence logistics, military cargo movements, or arms shipments. No shipping, freight-forwarding, or port-handling contract held by Shein that services Israeli military or security logistics was identified.

Munitions, Weapons Systems & Strategic Platforms

No public evidence identified. Shein has no documented role - as prime contractor, licensed manufacturer, sub-system integrator, or component supplier - in the production of small arms, artillery, armoured vehicles, unmanned aerial systems, naval vessels, or any other lethal platform for any end-user, including Israeli defence and security end-users.

No public evidence identified of Shein supplying ammunition, explosive ordnance, propellants, warhead components, or munitions-precursor materials to any end-user in any jurisdiction.

No public evidence identified of any Shein role in the manufacture, integration, maintenance, or component supply of Israeli strategic defence platforms - including Iron Dome, David’s Sling, the Arrow missile-defence system, F-35I “Adir” aircraft, Merkava main battle tanks, Sa’ar-class corvettes, or any ballistic-missile system. No Shein-attributable guidance electronics, fire-control systems, radar components, propulsion units, or warhead casings appear in arms-transfer data or defence-industry documentation reviewed.11

Shein’s manufacturing profile - mass-market consumer textiles produced by contracted garment factories - is structurally unrelated to defence manufacturing in any of the above categories.25

No public evidence identified of any government decision in any jurisdiction - including the United Kingdom, European Union member states, or the United States - to grant, deny, suspend, or revoke an export licence for Shein products to Israeli military or security end-users. Shein does not appear as a named applicant or licence-holder in publicly reported UK strategic-export-control or dual-use licensing data concerning defence exports to Israel.6

No investigation, enforcement citation, or regulatory action against Shein relating to arms-embargo compliance, export-control obligations (including the US EAR/ITAR, the UK Export Control Act, or the EU Dual-Use Regulation), or sanctions compliance in the context of defence trade with Israel was identified in any reviewed enforcement record.67

The documented regulatory and legal scrutiny of Shein concerns matters unrelated to defence trade. US congressional scrutiny - including the House Select Committee on the Chinese Communist Party’s 2023 interim findings, “Fast Fashion and the Uyghur Genocide” - addressed exploitation of the US de minimis customs exemption and forced-labour/Uyghur Forced Labor Prevention Act (UFLPA) risks in cotton sourcing; no defence, dual-use, or arms-export dimension was identified in that inquiry.1213 Shein’s attempted London Stock Exchange listing drew Financial Conduct Authority and parliamentary scrutiny on supply-chain transparency, labour standards (including allegations of Xinjiang cotton raised by Stop Uyghur Genocide), and governance - not defence-sector activity or occupation-linked supply.1415 Other Shein litigation and regulatory action globally concerns intellectual property, consumer protection, product safety, and labour rights.16 No defence procurement, arms-export licensing, or dual-use compliance litigation involving Shein was identified.

Civil Society Scrutiny & Documented Investigations

NGO & Academic Investigations

No active corporate profile categorising Shein as a defence, military, or security-sector company was identified in the principal corporate-accountability databases. The Who Profits Research Center - which profiles companies with Israeli occupation-linked activities across sectors including military/security, surveillance, settlements, and resource exploitation - does not list Shein or Roadget Business among its profiled companies in the material reviewed.10 The AFSC Investigate database likewise records no Shein entry in a military or security supply capacity.11 Published NGO investigations of Shein - conducted principally by Public Eye and similar groups - concern garment-worker conditions, working hours, wages, and Xinjiang cotton sourcing, not Israeli defence or security supply chains.517

UN Human Rights Mechanisms

The UN OHCHR settlements-business database (most recently updated 26 September 2025) does not include Shein or Roadget.89 No UN Special Rapporteur report or UN Human Rights Council resolution reviewed references Shein in a defence, occupation, or security-supply context.

Israel-Specific Consumer Controversies

Reviewed reporting on Shein’s relationship with Israel documents commercial and consumer-facing episodes rather than any military or defence nexus. These include a 2023 dispute over the platform’s handling of Israeli versus Palestinian flag products and reported changes to Israeli shipping terms and Israeli-influencer collaborations, and a January 2024 accusation that Shein offered solidarity-style tags resembling those of an Israeli hostage-awareness campaign.1819 None of these episodes involves the supply of military goods or services by Shein to Israel or to the IDF.1819

Boycott, Divestment & Consumer-Pressure Campaigns

No organised boycott, divestment, or exclusion campaign targeting Shein on grounds of defence-sector activity or Israeli occupation-linked supply was identified; Shein does not appear in published BDS-movement company-target materials in that capacity.19 Consumer boycott calls against Shein in various markets have been grounded in labour exploitation, environmental impact, forced-labour/cotton-sourcing concerns, and cultural-appropriation and intellectual-property disputes - not military or occupation supply-chain involvement.51718

Corporate Policy Response

No public evidence identified of any Shein statement, policy change, contract termination, or end-use-monitoring commitment made in response to civil-society pressure regarding a defence supply chain, consistent with the absence of any documented defence supply relationship requiring such a response.12
