Corporate Structure & Primary Mission

Temu is a cross-border e-commerce marketplace launched in September 2022 and operated by Whaleco Inc., a Delaware and Massachusetts-registered entity with its nominal US principal place of business at 31 St. James Avenue, Suite 355, Boston, Massachusetts.¹ Whaleco is a wholly owned subsidiary of PDD Holdings Inc.² PDD Holdings is incorporated in the Cayman Islands and listed on the Nasdaq under the ticker PDD; its principal executive offices were relocated from Shanghai to Dublin, Ireland in early 2023, a move attributed to Temu’s international expansion strategy and Ireland’s 12.5% corporate tax rate.³ PDD Holdings also owns Pinduoduo, a major China-domestic marketplace (attributed at sibling level, not to Temu). PDD Holdings uses a variable interest entity (VIE) structure: a Cayman-domiciled holding company exercises contractual control over Chinese operating entities, meaning no direct equity ownership of China-based subsidiaries.⁴ This structure is standard for Nasdaq-listed Chinese technology firms but carries inherent regulatory risk if the Chinese government were to revisit VIE legitimacy.

Temu’s stated mission is discount consumer retail - connecting Chinese manufacturers directly to global buyers at deeply discounted prices. It has no publicly stated mission relating to political advocacy, state partnerships, or the Israel-Palestine conflict.

Executive & Leadership Footprint

PDD Holdings’ current leadership is as follows. Colin Huang (Huang Zheng), founder, stepped back from day-to-day management; he holds an approximately 20% stake and retains strategic influence.⁵ Lei Chen and Jiazhen Zhao were appointed co-chairmen and co-CEOs in December 2025.⁶ Lei Chen holds a PhD in computer science from the University of Wisconsin-Madison. Jiazhen Zhao is a founding member of PDD Holdings.

No public evidence was identified of any Temu brand executive, PDD Holdings co-CEO (Lei Chen or Jiazhen Zhao), or founder Colin Huang making any public statement, political donation, or advocacy communication concerning the Israel-Palestine conflict. All three maintain conspicuously low public profiles on geopolitical matters. Searches of their public biographies, Bloomberg profiles, and corporate filings returned no conflict-axis content.⁷

Operations in Occupied or Contested Territories

Israel (Israel proper): Temu began actively targeting Israeli consumers in early September 2023, localising the platform with shekel pricing and offering free shipping on orders exceeding ₪75.⁸ Israeli monthly visitors grew from approximately 275,000 in September 2023 to 4.76 million by January 2024.⁹ As of August 2024, Israel is listed as an active shipping destination across all Temu regions, though Temu does not operate a dedicated Israeli app or website.¹⁰ Temu’s logistics partnership with DHL Group, formalised in a Memorandum of Understanding signed in April 2025, covers the Middle East among other regions and supports Temu’s local-seller integration strategy.¹¹

West Bank / Occupied Palestinian Territory: No public evidence was identified that Temu ships to or operates within the occupied West Bank or East Jerusalem, nor that it has any commercial relationships with Israeli settlement businesses. Temu does not appear in the UN OHCHR database of businesses involved in Israeli settlement activities, which was updated in September 2025 and lists 158 enterprises.¹² The database focuses on construction, real estate, surveillance, and resource-extraction sectors; e-commerce platforms shipping consumer goods to Israeli consumers within Israel proper do not fall within its current scope.

Gaza / Palestinian territories: No public evidence was identified that Temu offers shipping to Gaza or Palestinian-controlled territories. Multiple consumer-facing sources note that Temu’s access for Palestinian users is effectively nil, but no official company policy restricting Palestinian access has been published.¹³ The absence of service to Gaza appears to be a consequence of operational and logistical factors rather than any stated political decision.

No finding places Temu in the OHCHR settlement database, on any official BDS priority-target list, or in any documented supply relationship with Israeli settlement enterprises.

Brand Heritage & State Partnerships

PDD Holdings has a documented data-sharing relationship with People’s Data Management Co. Ltd, a wholly owned subsidiary of Beijing People’s Online Network Co. Ltd and the business front of the People’s Daily Public Opinion Data Centre.¹⁴ The nature and scope of any data shared that relates to Temu users is not publicly disclosed. PDD Holdings is also subject to China’s National Intelligence Law, which potentially obliges Chinese-domiciled entities to assist state intelligence operations - a legal exposure repeatedly cited by US legislators.¹⁵ This is a China-US axis concern, not an Israel-Palestine axis concern, and is flagged here as context only.

No public evidence was identified of any state partnership between Temu (the brand) and the Israeli government, Israeli state agencies, the Palestinian Authority, or any party to the Israel-Palestine conflict.

Lobbying, Advocacy, Financing & Logistics

US federal lobbying: No public evidence was identified of Temu or Whaleco Inc. registering as a federal lobbying entity. OpenSecrets data indicates Temu has not filed as a lobbying registrant.¹⁶ The $15,327 recorded against Temu in the 2024 election cycle on OpenSecrets represents political campaign expenditures made by campaigns at Temu (i.e., purchases from the platform), not contributions from Temu to political actors.¹⁶

Congressional scrutiny (incoming, not outgoing): Rather than engaging in advocacy, Temu has been the target of significant congressional pressure. The US House Select Committee on the CCP released interim findings concluding that Temu conducts no UFLPA (Uyghur Forced Labor Prevention Act) supply-chain audits, acknowledged no policy prohibiting goods from Xinjiang, and exploits the de minimis trade loophole.¹⁷ Twenty-one state attorneys general sent a demand letter to Temu concerning alleged CCP ties and business practices.¹⁸ Multiple Republican lawmakers requested that CBS not air Temu’s Super Bowl LVIII advertisements in February 2024 over forced-labour concerns.¹⁹ In September 2025, the FTC imposed a $2 million civil penalty on Whaleco Inc. for violations of the INFORM Consumers Act (seller disclosure failures), the first such enforcement action under that law.²⁰ None of this scrutiny relates to the Israel-Palestine axis.

De minimis / trade policy: Temu’s business model relied heavily on the US de minimis exemption (goods under $800 entering duty-free). Following President Trump’s executive action in April 2025, de minimis treatment for Chinese goods was suspended, directly affecting Temu’s US logistics model.²¹ Temu responded by pivoting to fulfilment from US-based local sellers.²² This is a China-US trade axis matter; no Israel-Palestine dimension identified.

No public evidence was identified of Temu or PDD Holdings providing any financing, logistical support, or advocacy to parties on either side of the Israel-Palestine conflict.

Corporate Communications & Public Stance

No public statement by Temu, Whaleco Inc., or PDD Holdings concerning the Israel-Palestine conflict or the Gaza war has been identified through live search.⁹ Multiple consumer-facing media analyses published between August 2024 and October 2025 confirm the company’s sustained silence on the conflict.¹⁰²³ Temu has not issued a solidarity statement with either Israel or Palestine, has not responded to boycott campaigns targeting it on conflict grounds, and is not on any major BDS organisation’s official priority-target list as of the date of this audit.²⁴

Search censorship - platform behaviour: A May 2024 report (Retail Insight Network, via Yahoo Finance) documented that Temu filters search terms including “Israel”, “Palestine”, and “Hamas” on its platform for American users, returning no results, while simultaneously filtering US-domestic political terms (“Trump”, “Biden”, “election”, “president”).²⁵ Industry analysts attributed this to Temu balancing compliance with Chinese regulatory expectations against its image in Western markets, and the breadth of the blocked-term list (spanning both conflict terms and US-domestic politics) indicates a generalised suppression of contentious political content rather than a stance specific to Israel-Palestine. The policy’s basis has not been officially explained by Temu. This constitutes a documented internal content-moderation act with a conflict-axis dimension (see also § Internal Governance below).

Super Bowl advertising: Temu’s Super Bowl LVIII (February 2024) advertising triggered controversy over forced-labour allegations, not over the Israel-Palestine conflict.¹⁹ This is flagged as context; it is not a conflict-axis communication.

Internal Governance, Content & Retail Policies

Search and product filtering: As noted above, Temu’s platform actively suppresses search results for “Israel”, “Palestine”, and “Hamas” for US users (alongside US-domestic political terms).²⁵ The available evidence suggests this reflects a generalised content-management decision - most likely to avoid association with contentious geopolitical topics - rather than any operationally implemented prohibition on related goods. Temu’s published prohibited-product policy focuses on illegal goods, weapons, and counterfeits; it contains no publicly available clause specific to conflict-related goods or Israeli/Palestinian-origin items.²⁶

UFLPA / Xinjiang supply chain: The US House Select Committee found that Temu acknowledged having no policy prohibiting goods from Xinjiang on its platform and operates no UFLPA compliance mechanism beyond boilerplate seller terms.¹⁷ This creates an indirect supply-chain-ethics nexus insofar as Xinjiang forced-labour goods may circulate through the platform, but the committee’s findings do not draw a line to Israel-Palestine supply chains; it is noted here for completeness, not as a conflict-axis finding.

Seller access - Palestinian sellers: No public evidence was identified of Temu explicitly restricting or permitting Palestinian sellers. No seller-facing policy document addressing conflict-territory seller eligibility has been located. The effective absence of Palestinian territorial access (see § Operations) suggests Palestinian sellers have no practical pathway onto the platform, but no formal policy statement has been published.

Israeli sellers: No public evidence was identified of Temu having a documented local Israeli seller integration programme as of the audit date, though the DHL MoU covers the Middle East for local-seller expansion.¹¹
