Airbus Military Audit

Direct Defence Contracting & Procurement

Airbus Defence & Space holds the prime contract with the German Bundeswehr for the provision and industrial operation of the IAI-built Heron TP medium-altitude, long-endurance (MALE) unmanned aerial system 1. The contract, signed in June 2018, involves Airbus acting as system integrator and operator-of-record, responsible for maintenance, crew training, and in-theatre readiness 16. The Heron TP is a strike-capable platform certified to carry Spice precision-guided munitions 8.

Airbus Helicopters concluded a direct sale of H145M military utility helicopters to the Israeli Ministry of Defence in 2024. The H145M is marketed with provisions for door guns, external stores pylons, and mission-management systems. The sale to IMOD constitutes a direct defence procurement relationship during an active conflict period. Specific configuration details regarding armed pylons or electro-optical/targeting systems have not been confirmed in public procurement disclosures.

Airbus Helicopters France performs depot-level maintenance and overhaul on the AS565 Atalef, the Israeli Air Force naval variant of the AS565 Panther, under an ongoing support agreement 18. The AS565 Atalef serves with the Israeli Navy’s 193rd Squadron. The fleet was retired in 2025 after nearly three decades of service 7.

Airbus holds prime contracts with the Spanish Armed Forces for the A400M tactical airlifter, C295 medium transport aircraft, and A330 Multi-Role Tanker Transport 202122. The SIRTAP tactical UAS programme is also under Spanish military contract 22.

Dual-Use Products & Tactical Variants

Elbit Systems was awarded a $260 million contract in July 2025 to supply J-MUSIC Directed Infrared Countermeasure (DIRCM) systems for the German Air Force’s A400M transport aircraft fleet 2. The J-MUSIC is a laser-based, computer-slewed DIRCM designed to defeat man-portable air-defence systems (MANPADS) 19. This integration embeds Israeli-developed active protection systems in NATO-standard military transport aircraft operated by multiple European nations 219.

The J-MUSIC DIRCM was retrofitted to the RAF’s A330 MRTT Voyager fleet, with a contract reported in approximately 2019 2. A separate UAE-specific A330 MRTT DIRCM contract was reported at approximately $53 million in 2022 2.

The C295 maritime patrol variant is marketed with integration of the IAI ELTA EL/M-2022 family of airborne maritime surveillance radars 21. IAI ELTA is a subsidiary of Israel Aerospace Industries, a state-owned Israeli defence company. Airbus Military and IAI signed a Memorandum of Understanding in 2011 to develop and market the C295 platform with surveillance systems 5.

The SIRTAP (Sistema de Inteligencia, Reconocimiento, Vigilancia y Adquisición de Objetivos) tactical UAS programme developed by Airbus DS Spain was identified in December 2025 Spanish Cabinet documents as dependent on Israeli-origin components 34.

Heavy Machinery, Construction & Infrastructure

No public evidence identified.

Supply Chain Integration with Defence Primes

Airbus DS Airborne Solutions operates as the German government-facing prime and industrial operator for the Heron TP, manufactured by IAI 16. IAI is majority-owned by the Israeli government and is a central actor in Israeli military aviation, UAS development, and weapons integration.

Elbit Systems appears as a subsystem supplier across at least three Airbus military platform programmes: A400M (J-MUSIC, $260M contract in 2025), A330 MRTT Voyager (J-MUSIC retrofit, 2019), and UAE A330 MRTT ($53M DIRCM, 2022) 2. Elbit Systems is an Israeli publicly traded defence electronics company with deep integration into Israel’s military-industrial base.

IAI’s ELTA Systems division produces airborne radar and electronic warfare systems integrated into the C295 maritime patrol variant’s sensor suite 521.

In December 2025, the Spanish Cabinet issued a Royal Decree-Law exempting Airbus España from Spain’s broader policy restricting acquisition of goods or services with Israeli technological content 34. The exemption text identified four Airbus programmes (A400M, C295, A330 MRTT, and SIRTAP) as structurally dependent on Israeli-origin components to a degree that made compliance operationally infeasible without disrupting Spain’s defence capabilities 3412. Airbus employs approximately 14,000 people in Spain and accounts for 60% of the country’s aeronautical and defence exports 312.

Airbus is working with Spain’s Ministry of Defence on a “plan to disconnect from Israeli technology,” though no timeline or technical details have been publicly disclosed 12.

Airbus, in partnership with IAI, provides Heron drones for Frontex maritime border surveillance operations in the Mediterranean under an €184 million framework contract 924. Data is relayed to the Frontex command centre in Warsaw 9.

Logistical Sustainment & Base Services

Airbus Helicopters France performs mandatory depot-level maintenance and overhaul on the IAF’s AS565 Atalef naval helicopters 18. The fleet was retired in 2025 after nearly three decades of service 7.

Under the Bundeswehr Heron TP contract, Airbus DS Airborne Solutions provides persistent in-theatre operational support, functioning as a contractor-operated military aviation service 1.

Munitions, Weapons Systems & Strategic Platforms

No public evidence identified that Airbus SE or its subsidiaries manufactures, supplies, or co-develops munitions, guided weapons, or strategic missile-defence components specifically for Israeli armed forces.

While Airbus operates the Heron TP (a strike-capable MALE UAS), the platform is designed and manufactured by IAI; Airbus’s role is industrial operator and maintenance provider rather than weapons developer 18.

The Heron TP has been deployed by Israel in Gaza since October 2023. On a November 2023 call with investors, IAI CEO Boaz Levy stated that Heron drones have “played a pivotal role” in Israel’s attacks on Gaza, including strike operations 8.

The most significant regulatory event identified is the Spanish Cabinet’s issuance of Royal Decree-Law 10/2025 in September 2025 imposing a ban on trade in defence material and dual-use products from Israel, with the Airbus exemption added in December 2025 34. This exemption represents official government acknowledgement of Israeli industrial content across Airbus’s military product lines.

The UK government suspended approximately 30 export licenses to Israel in September 2024, including components for military aircraft, helicopters, drones, and targeting equipment 1013. The suspension was based on assessment of “clear risk” items might be used to commit serious violations of International Humanitarian Law in Gaza. The suspension excluded F-35 programme components unless destined for Israel. No company-specific breakdown for Airbus is available in public sources 13.

The Bundestag has held multiple debates on whether to authorise arming the Heron TP drones operated by Airbus DS Airborne Solutions for the Bundeswehr. This constitutes domestic legislative and regulatory scrutiny directly bearing on combat capabilities of a system for which Airbus holds the prime contract.

No public evidence has been identified of Airbus SE or any subsidiary facing sanctions enforcement actions, criminal export control proceedings, or debarment related to Israeli-linked transactions.

Civil Society Scrutiny & Documented Investigations

The Palestine Solidarity Campaign (PSC) in the UK has named Airbus among defence companies whose contracts with Israeli military forces it considers relevant to the Gaza conflict, citing the AS565 Atalef MRO relationship and Elbit DIRCM integrations 17.

The University of British Columbia divestment campaign listed Airbus among companies targeted for portfolio exclusion based on defence supply relationships with Israel, referencing the Heron TP prime contractor role and the H145M IMOD sale 11.

Campaign Against Arms Trade (CAAT) has published materials identifying Airbus as an arms supplier with active relationships with Israeli military customers, focusing on the Atalef maintenance, A330 MRTT Elbit integration, and the broader Airbus-Elbit commercial relationship 17.

The PAX “Companies Arming Israel and Their Financiers” report identified European financial institutions investing in arms companies selling to Israel 14. Airbus is referenced in the broader context of defence supply chains.

No listing of Airbus SE or its direct subsidiaries in the Who Profits Research Centre database of companies involved in Israeli settlement economy or occupation-related activity was identified in available search results 16.

Airbus was not clearly identified in available search results of the UN OHCHR database of business enterprises involved in settlement activity 15.

No evidence of criminal investigations, civil litigation, or regulatory enforcement actions against Airbus specifically related to its Israeli military customer relationships has been identified.

Victor Chu — Airbus Board Member, Chair of UCL Council since 2019 — was identified through UCL research on Airbus ties to Israeli defence 11.

Ralph Green — Research & Development Manager of Communications at Airbus Defence and Space Limited, sits on UCL’s Department of Electronic and Electrical Engineering’s Industrial Advisory Board 11.

No explicit Airbus public statements found regarding the July 2024 ICJ advisory opinion. No evidence of shareholder resolutions, employee letters, or policy changes specifically referencing the ICJ opinion.

No explicit Airbus public statements found regarding the November 2024 ICC arrest warrants. No evidence of contract terminations or operational changes in response to the ICC action.

The Spanish exemption and the ongoing nature of the Elbit J-MUSIC integration ($260M contract in July 2025) indicate that relevant activities have continued post-July 2024 and post-November 2024 23.
