Target: Accor S.A., France Research date: 26 October 2026 Scope: Corporate political communications, Israel-Palestine-related commercial presence, governance, lobbying, financing, leadership and institutional associations.
Corporate Communications & Public Stance
Official communications regarding Israel-Palestine
Accor S.A. publishes corporate financial information, governance records and a public international hotel portfolio through its official websites, including properties in Jerusalem and Tel Aviv; however, the reviewed corporate disclosures did not establish a dated, official group-level statement specifically addressing the Israel-Palestine conflict.1, 2, 3
No public evidence identified in the reviewed material of an Accor S.A. corporate declaration endorsing Israeli military operations, Palestinian armed groups, Israeli settlement expansion or a specific political settlement of the conflict.1, 2
Comparative communications: Ukraine, 2022
Accor S.A.’s June 30, 2022 interim financial statements identify humanitarian and operational responses to Russia’s invasion of Ukraine, including accommodation for displaced people and humanitarian workers, support through its All Heartist and Accor Solidarity funds, and restrictions on Russian development and business partnerships.4
On March 7, 2022, Accor suspended planned hotel openings and development in Russia, certain loyalty partnerships with Russian counterparties, and services to owners subject to applicable international sanctions; its June 2022 statements recorded 57 hotels in Russia and seven hotels in Ukraine.4
Accor’s April 15, 2022 response published by the Business & Human Rights Resource Centre also described support for people fleeing Ukraine, collaboration with authorities and NGOs, employee donations through UNHCR-related fundraising, and corporate matching of those donations.5
The April 2022 statement was communicated through business-humanrights.org to an international business-and-human-rights audience; its public availability was confirmed during this research on October 26, 2026, although uninterrupted availability throughout the intervening period was not independently established.5
Comparative Israel-Palestine evidence
No public evidence identified in the reviewed Accor financial, governance and corporate-response publications of an equivalent dated group-level initiative addressing Palestinian civilian displacement or humanitarian protection.1, 4, 5
This finding records the different publicly retrievable communications examined in the audit and does not establish that Accor never made a statement through other channels.1, 5
Market framing
Accor S.A. markets Israeli hotels through its ALL booking platform using standard hospitality descriptions, room information, commercial amenities, local attractions and hotel addresses identified as being in Israel.6, 7, 8
The company’s Jerusalem destination page markets the city as a tourism destination and advertises ibis Jerusalem City Center, ibis Styles Jerusalem City Center and Theatron Jerusalem Hotel & Spa as bookable Accor-branded hotels.9

Operations in Occupied or Contested Territories
Confirmed Jerusalem presence
Accor’s own booking and destination pages establish the following advertised hotel properties in Jerusalem as of October 2026.9
| Hotel | Recorded location | Evidence and status |
|---|---|---|
| ibis Jerusalem City Center | 4 Elisar Street, Jerusalem | Advertised through Accor’s booking service in October 2026; first contractual commencement date and property owner not established.10 |

| Theatron Jerusalem Hotel & Spa - MGallery Collection | 16 Chopin Street, Jerusalem | Advertised through Accor’s booking service in October 2026; first contractual commencement date and property owner not established.8 |
These booking records establish a commercial brand and distribution relationship, but do not independently identify the legal owner of each property, its hotel-management contract counterparty or whether Accor S.A. owns the underlying land.8, 10, 11
The listed street addresses are not sufficient by themselves to establish operation inside an Israeli settlement, and no property-level settlement finding was verified from the reviewed booking material.8, 10, 11
Israeli properties outside Jerusalem
Accor advertises Elkonin Hotel Tel Aviv - MGallery Collection at 9 Lilienblum Street, Tel Aviv, describing a 44-room hotel with spa, dining, meeting and leisure facilities.7
Accor also advertises Swissôtel Bat Yam Tel Aviv at 136 Derech Ben Gurion, Bat Yam, describing a 266-room property scheduled to open in the first quarter of 2027.12
The Swissôtel listing is evidence of a continuing advertised development or opening pipeline as of October 2026, rather than evidence that the hotel was already operating.12
Hotel and development act records

Post-July 2024 continuation
Accor’s live October 2026 booking pages establish that the identified Jerusalem, Tel Aviv and Bat Yam commercial listings remained publicly advertised after July 19, 2024 and after November 2024; the accessible pages do not establish the start date of each individual hotel agreement.7, 8, 10, 11, 12
Legal and regulatory scrutiny
No public evidence identified in the reviewed corporate and public hotel records of a court judgment, regulatory sanction or settlement-specific enforcement decision naming one of these Accor-branded hotels.8, 9, 10, 11
No verified Accor-specific entry in the OHCHR settlement-business database was established from the accessible search material; definitive inclusion or exclusion remains unconfirmed.1, 9
Civil-society and boycott campaigns
No public evidence identified in the reviewed corporate disclosures and accessible source set of a named, formally organised BDS campaign specifically targeting Accor S.A. for an identified settlement property or political contribution.1, 2, 9
No public evidence identified of an official Accor response to a verified Accor-specific Israel-Palestine boycott campaign.1, 2
As of October 27, 2026, Accor’s primary public property record identified Swissôtel Bat Yam Tel Aviv (hotel code B1B6), at 136 Derech Ben Gurion, Bat Yam, Israel, as a forthcoming 266-room hotel with an announced opening in Q1 2027 (January–March 2027). The official listing explicitly included “Opening Q1 2027” in both the property title and description. Although the page displayed accommodation categories, hotel facilities and reservation-related information, these features did not establish that the property was already receiving guests. The primary record therefore supports classification as an advertised forthcoming property rather than a confirmed operating hotel in October 2026. This confirms the existing Political audit statement that the Swissôtel listing represented a development or opening pipeline, and corrects any interpretation of Economic’s general statement about operating Swissôtel-branded hotels as proof that this specific Bat Yam property was already operational. The announced opening was a quarterly target, with no exact opening day specified.12
Internal Governance, Content & Retail Policies
Employee relations
No public evidence identified in the reviewed Accor governance and corporate-response material of employee disciplinary action specifically concerning Palestinian flags, pro-Palestinian demonstrations, Gaza-related expression or lawful union advocacy regarding Israel-Palestine.2, 5
No public evidence identified in the reviewed material of an Accor S.A. lawsuit against an employee organisation because of pro-Palestinian political speech.2, 5
Reservist compensation and military leave
No public evidence identified in the reviewed corporate disclosures or Israeli hotel listings of Accor S.A. financing IDF reservist salary supplements, paid military mobilisation incentives or special military-welfare benefits.1, 7, 8, 10, 11
The booking pages do not disclose the individual hotels’ employee leave agreements, and therefore cannot establish whether independent owners or local employers operate additional military-leave programmes.7, 8, 10, 11
Platform and editorial policy
Accor operates an international hotel booking, distribution and loyalty platform through ALL, which provides hotel information and commercial reservation services.3, 9
No public evidence identified in the reviewed material of politically asymmetric algorithmic content moderation, removal of Palestinian advocacy content or government-directed suppression of Palestine-related material by Accor.3, 9
Retail, sourcing and labelling
The Israeli Accor hotel pages advertise services, accommodation and hospitality amenities, including food and beverage facilities.7, 8
No public evidence identified in these reviewed materials of an Accor S.A. policy requiring products sourced from Israeli settlements, or of a settlement-product labelling enforcement action against Accor.7, 8
Shareholder oversight and political resolutions
Accor provides publicly accessible shareholder-meeting materials, voting information and financial disclosures through its investor-relations platform.13
No public evidence identified in the examined shareholder-meeting information of an Accor resolution explicitly seeking Israel-Palestine human-rights due diligence or an alleged management effort to suppress such a resolution.13
Brand Heritage & State Partnerships
Foundational history
Accor’s published corporate history attributes its origins to Paul Dubrule and Gérard Pélisson, who developed the first Novotel at Lille-Lesquin in 1967 and subsequently expanded the hospitality business.14
Accor’s March 6, 2023 memorial confirms Gérard Pélisson’s death and describes his role in establishing the group’s commercial hotel brands.15
The recorded founding model centred on standardised hotel accommodation and commercial hospitality rather than a documented military, intelligence or state-security mandate.14, 15
Military and defence-industry associations
Accor Chairman and CEO Sébastien Bazin’s official biography records that he became a director of GE Aerospace in April 2024.16
This is an individual executive directorship; the cited biography does not identify an Accor S.A. defence procurement contract, Israeli military customer or transfer of Accor resources to GE Aerospace.16
State investment and institutional governance
Accor’s June 30, 2026 shareholder structure identifies Qatar Investment Authority as holding approximately 6.6% of equity and Kingdom Holding Company as holding approximately 7%.17
Accor’s 2022 director-appointment documentation records that Asma Abdulrahman Al-Khulaifi’s proposed appointment was connected to Qatar Investment Authority’s contractual governance arrangements.18
Accor’s current biography identifies Al-Khulaifi as a director, a former adviser to the Qatar government on trade law, and a lawyer involved in the Qatar Investment Authority’s investment activities.19
These relationships document state-investment representation and governance links; the reviewed disclosures do not establish that Accor was founded or chartered to advance a particular state’s military or foreign-policy objectives.14, 17, 18
Cultural sponsorship and government events
Accor markets hotels in Jerusalem using tourism, religious heritage, accommodation and nearby attractions as commercial selling points.9
No public evidence identified in the reviewed hotel and governance material of an Accor S.A. sponsorship specifically designated as an Israeli settlement-publicity campaign or a military-affiliated cultural programme.2, 9
Institutional relationship act record
- Acting entity: Qatar Investment Authority, through Accor governance arrangements; beneficiary: Qatar Investment Authority’s shareholder representation within Accor; channel: Accor’s 2022 shareholder documentation hosted on assets.group.accor.com; earliest documented observation: May 2022; latest verified board status: October 2026; status: Al-Khulaifi remains a director; audience: investors and governance stakeholders.18, 19
- Acting entity: Sébastien Bazin in his individual professional capacity; beneficiary or associated institution: GE Aerospace; channel: corporate biography hosted on group.accor.com; earliest documented appointment: April 2024; latest observation: October 2026; status: listed in the current biography; audience: corporate stakeholders and the public.16
Lobbying, Advocacy, Financing & Logistics
Political lobbying and pressure groups
No public evidence identified in the reviewed Accor governance, shareholder and corporate-response material of Accor S.A. lobbying specifically for Israeli settlements, anti-BDS legislation, Israeli military aid or restrictions on Palestinian advocacy.2, 13
No public evidence identified in the reviewed material of a named Accor S.A. corporate political-action committee making Israel-Palestine-related electoral donations.1, 13
Corporate financial contributions
No public evidence identified in the examined corporate filings and related disclosures of an Accor S.A. donation to the Israel Defense Forces, Friends of the IDF, JNF/KKL, Regavim, Im Tirtzu or an Israeli military-welfare organisation.1, 2
No public evidence identified in these sources of an Accor S.A. grant explicitly supporting an Israeli settlement organisation.1, 2
These findings are limited to the records examined and do not constitute a complete recipient-level audit of corporate donations, employee matching programmes or independently owned hotel businesses.1, 2
Humanitarian financing and crisis resources
Accor S.A. documented humanitarian support for people fleeing Ukraine, including accommodation and financing through the All Heartist and Accor Solidarity funds in its June 2022 financial statements.4
Accor’s April 2022 response identified employee fundraising involving UNHCR and stated that employee donations would be matched by the company.5
The stated beneficiaries were displaced people and affected employees; the documented channel was humanitarian accommodation and funding associated with the invasion of Ukraine.4, 5
No public evidence identified in the reviewed corporate-response and financial materials of an equivalent Accor S.A. deployment of hotels, transport, accommodation or financial assistance specifically to the IDF during the Gaza conflict.4, 5
Military-donation and settlement-sponsorship checks
No public evidence identified in the reviewed governance and financial source set of corporate payment amounts, dated transfers, named military-fund recipients or contractual sponsorship of Israeli settlement events.1, 2, 13
No verified recipient-level military donation has therefore been recorded in this audit.1, 13

The November 2023 interview was published on lejdd.fr for the newspaper’s public readership; the original publication date is verified, but the uninterrupted duration of its online availability was not independently established.23
On September 30, 2024, Sarkozy discussed Israel’s military response during an interview broadcast by Europe 1 and CNews, stating that Israel had the right and duty to defend itself, according to reporting subsequently published by The Jerusalem Post on October 3, 2024.24
These remarks were made after July 19, 2024, while Sarkozy was still an Accor director; Accor’s own regulated announcement establishes that his directorship ended on December 17, 2025.24, 25
The September–October 2024 statements were communicated through broadcast media and independent press coverage, with national and international audiences; the interview’s continuing public availability was observed in October 2026, but uninterrupted availability was not independently established.24

No public evidence identified in this reviewed biography of Bazin personally financing Israeli military-welfare bodies, settlement organisations or anti-BDS campaigns.16

Its 2022 shareholder documentation links her nomination to governance arrangements allowing Qatar Investment Authority to nominate directors.18
No verified personal donation to an Israeli settlement organisation, IDF-affiliated fund or anti-Palestinian advocacy group was identified in those disclosures.18, 19
