Direct Defence Contracting & Procurement

The Boeing Company reports Defense, Space & Security and Global Services among its operating segments, and Boeing’s 2025 filing defines the company to include its subsidiaries 1.

On 13 August 2024, the U.S. Defense Security Cooperation Agency notified Congress of a possible Foreign Military Sale to Israel of up to 50 Boeing F-15IA aircraft and modification kits for 25 existing F-15I aircraft, with an estimated value of $18.82 billion 2. Munitions, Weapons Systems & Strategic Platforms

DSCA identifies Boeing as prime contractor for Israel’s proposed F-15IA acquisition and modernization of the F-15I fleet, with deliveries estimated to begin in 2029 2. DSCA separately identifies Boeing as a principal contractor for the proposed 2025 munitions and guidance-kit sale 3.

Boeing’s own product material identifies JDAM and Small Diameter Bomb among its precision-guided-munitions portfolio 7.

Amnesty International reported forensic identification of recovered fragments from two October 2023 Gaza strikes as JDAM components, including a stamped code associated with JDAMs and Boeing 9. Amnesty characterized those strikes as unlawful and called for war-crime investigations, which is Amnesty’s assessment rather than a judicial finding against Boeing 9.

Amnesty reported that its weapons experts identified a Boeing-made GBU-39 Small Diameter Bomb from photographs of ordnance fragments following the 9 January 2024 Tal al-Sultan, Rafah strike 10. Amnesty described that attack as likely unlawful 10.

Boeing’s backgrounder records historical Israeli Air Force operation of F-15 variants and AH-64A and AH-64D Apache helicopters, including a first F-15I squadron in 1998 and first AH-64D-I delivery in 2005 5. Export Licensing, Regulatory & Legal History

The August 2024 F-15 and February 2025 munitions records are DSCA congressional notifications for possible Foreign Military Sales, documenting U.S. government approval of possible sales rather than individual export licences, final contract execution, or delivery completion 2, 3.

Amnesty’s August 2024 publication called for a comprehensive arms embargo and identified the Boeing GBU-39 use described in its Gaza reporting 11.
