Key Findings

  • Military: Four identified ExxonMobil Foreign Military Sales fuel awards for Israel, announced in 2003, 2005, 2010 and 2011, totalled $102,293,802 in announced values or ceilings. These records establish historical procurement awards, not final expenditure, completed deliveries or continuing obligations.1, 2, 3
  • Economic: ExxonMobil’s minority interests in petroleum production and transportation assets connect it to supply chains associated with Israeli crude imports. A June 2025 distribution-agreement expansion separately included Israel, although completed Israeli deliveries under that agreement remain unverified.4, 5, 6, 7, 8
  • Political: Oil Change International attributed approximately 6% of Israeli crude supply during its 2023–2024 study period to ExxonMobil through supply-chain attribution. This is not a verified measure of direct ExxonMobil sales to Israel’s government or military.9
  • Not found: No public evidence identified of an ExxonMobil digital deployment serving Israeli military or state institutions, a directly operated settlement facility, or a current ExxonMobil-specific Israeli military fuel contract in the reviewed record.1, 2, 3, 10, 11, 12, 13

Executive Summary

ExxonMobil’s documented Israel/Palestine nexus combines historical military procurement with contemporary commercial energy relationships. The strongest direct military evidence consists of four identified US Foreign Military Sales fuel awards for Israel announced between 2003 and 2011. Their combined announced values or ceilings were $102,293,802. The procurement descriptions identify fuels and the Israeli beneficiary programme, but do not establish final expenditure, quantities accepted, completed deliveries or uninterrupted performance into the present.1, 2, 3

The contemporary petroleum nexus operates through upstream production and transportation interests. ExxonMobil holds minority interests in the Azeri–Chirag–Gunashli fields, the Baku–Tbilisi–Ceyhan pipeline and the Caspian Pipeline Consortium; Data Desk also identifies its participation in Tengizchevroil. Investigations associate these production and transportation systems with crude reaching Israel during October 2023–July 2024. Oil Change International attributed approximately 6% of Israeli crude supply during its study period to ExxonMobil through corporate supply-chain attribution. That estimate does not establish an equivalent volume of direct ExxonMobil sales to Israeli government or military customers.4, 5, 6, 7, 9

A distinct commercial development occurred on 17 June 2025, when Brenntag and ExxonMobil announced an expanded white-oils distribution agreement expressly covering Israel. The agreement is documented as accomplished, rather than merely contemplated; however, individual Israeli orders, imports and completed deliveries remain unverified. July 2026 reporting separately described possible ExxonMobil participation in Israel’s offshore exploration licensing round alongside Energean, without establishing an awarded licence or producing Israeli asset.8, 21, 22

The evidence limits are substantial. No public evidence identified of a current ExxonMobil-specific Israeli military fuel contract, a directly operated settlement facility, or an Israeli military, intelligence or state deployment of ExxonMobil digital technology. Its major cloud, computing and industrial-AI relationships establish internal energy-sector capabilities, not an Israeli security deployment. No public evidence identified of Israel-specific political lobbying, military charitable donations or settlement-directed financing in the reviewed disclosures.1, 2, 3, 10, 11, 12, 13, 23, 24

The fixed, human-vetted V6.6 result is BRS 570, Tier C (Substantial Complicity). Military procurement is the highest-scoring domain; economic and political exposure add documented context, while the digital domain remains zero. The classification is a corpus assessment of the audited activity, not a judicial finding of liability.

Corporate Overview

ExxonMobil is a publicly traded US energy group with upstream, refining, transportation, chemicals and related businesses. Its disclosed corporate history records the Exxon–Mobil combination in November 1999. The 2025 Form 10-K records New Jersey incorporation and principal executive offices in Spring, Texas; discussion of Texas redomiciliation in 2026 materials should not be substituted for evidence that the legal change had been completed.14, 15, 25

Relevant entities include ExxonMobil Fuels Marketing, the awardee named in historical Israel-designated procurement records; Mobil Caspian Pipeline Company, identified with a 7.50% CPC interest; and ExxonMobil Kazakhstan, identified by Data Desk with a 25% Tengizchevroil interest. XTO Energy appears in the digital audit as the subsidiary implementing Microsoft-supported industrial technology in the Permian Basin.1, 2, 3, 4, 7, 34

The reviewed material-subsidiary disclosure did not identify an acquired, controlled Israeli-incorporated operating company. Historical Delek Israel representation and the newer Brenntag agreement establish independent commercial distribution relationships. Neither establishes ExxonMobil ownership of the distributor, a wholly owned Israeli retail network, or the identity of the importer responsible for individual shipments.8, 20, 35

ExxonMobil’s regional exploration relationships require geographic separation. Greek Block 2 is a Greek concession. Cyprus Blocks 5 and 10 are licensed by the Republic of Cyprus, with ExxonMobil’s exploration subsidiary holding 60% and QatarEnergy 40%. These arrangements do not establish operations in Israeli settlements or occupied Palestinian territory. Reported Israeli exploration interest remained a separate, prospective development.21, 29, 36

Domain Summaries

Military: Military

Mechanism of Involvement

The direct military mechanism is historical fuel procurement under US Foreign Military Sales for Israel. Amnesty reproduces the 2003 and 2005 awards, together valued at $56,620,174 in announced amounts. Contemporaneous reproductions identify the 2010 and 2011 aviation-fuel awards, together capped at $45,673,628. Across all four, the announced aggregate is $102,293,802; this is neither recognised revenue nor independently established final government expenditure.1, 2, 3

The 2005 award specifies conventional EN590 diesel and EN228 gasoline. AFSC associates historical ExxonMobil fuel procurement with Israeli military aircraft and ground vehicles, including AH-64 helicopters and F-15/F-16 aircraft. That platform association does not establish the destination or use of every batch. The mechanism is logistical fuel support, rather than manufacture of aircraft, weapons or targeting systems.1, 37

Contemporary petroleum exposure is less direct. Data Desk identifies ExxonMobil’s ACG, BTC and Tengizchevroil interests in supply systems connected to Israel-bound crude. It reports at least one Tengizchevroil cargo sale to Oil Refineries Ltd., operator of the Haifa refinery. This establishes a named refinery counterparty within the broader network, without establishing a direct ExxonMobil Corporation contract with an Israeli defence organisation or military consumption of a particular cargo.4

Counter-Arguments and Evidence Limits

The strongest defence is temporal and contractual: the direct military records are historical awards with historical schedules. Searches did not establish accepted delivery quantities, final payments, termination, administrative closeout or outstanding obligations. Expected completion dates prove neither actual completion nor continuation into 2026. No public evidence identified of an enduring physical effect attributable to a specific historical fuel batch.1, 2, 3

No public evidence identified of a current directly documented ExxonMobil contract with Israel’s Ministry of Defence, Prison Service or Border Police; a current IDF depot or base-services contract; or ExxonMobil manufacture of Israeli weapons, munitions or purpose-built targeting software. The historical award records and contemporary supply-chain investigation do not fill those gaps.1, 2, 3, 4

Attribution also excludes other contractors’ awards. The 2017 Israel-designated fuel contract worth $157,788,560 belongs to Valero, not ExxonMobil. ExxonMobil’s separate $1,008,439,412 US aviation-fuel award in 2015 names DLA Energy without identifying Israel and cannot be assigned to Israel on that basis.38, 39

The 2023–2024 crude investigation distinguishes producers, pipeline owners, charterers and purchasers. Its overall count of 65 petroleum shipments is not 65 ExxonMobil deliveries. No public evidence identified establishing ExxonMobil as supplier of the specific US military JP-8 cargoes discussed in the accompanying reporting, or as charterer of a specific contemporary military shipment.4, 12, 40

Digital: Digital

Mechanism of Involvement

No public evidence identified of a qualifying Israeli digital-security nexus. The audit documents substantial enterprise technology, but its disclosed applications concern ExxonMobil’s energy operations. Microsoft supports XTO’s industrial IoT and analytics; AWS documents capital-project collaboration and a May 2026 cloud optimisation engagement. ExxonMobil also identifies IBM quantum research and HPE/NVIDIA computing for seismic imaging and subsurface analysis.10, 11, 23, 34, 41

Industrial AI, autonomous drilling advice and digital twins are documented as energy-production, engineering and maintenance tools. The reviewed disclosures do not establish Israeli military targeting, civilian biometric tracking or provision of these capabilities to Israeli government institutions.10, 41, 42

A historical research relationship with Ben-Gurion University is established, but it concerns hydrogen generation for fuel-cell-powered industrial lift trucks. The announcement does not establish a cybersecurity, surveillance, cloud or AI project, and continuation into 2026 remains unverified.26

Counter-Arguments and Evidence Limits

The strongest defence is the absence of a documented qualifying deployment. No public evidence identified of an ExxonMobil Israeli data centre, a specifically identified AWS or Azure workload hosted in Israel, participation in Project Nimbus, or digital services supplied to Israeli defence, intelligence or government customers.10, 11, 23

No public evidence identified of direct ExxonMobil procurement from the Israeli-origin cybersecurity and surveillance vendors examined in the audit, or of a named integrator deploying those products specifically for ExxonMobil. Supplier cybersecurity requirements establish procurement controls, not the identity of undisclosed vendors.10, 13

ExxonMobil’s relationships with global technology providers cannot transfer those providers’ unrelated activities to ExxonMobil. Conversely, undisclosed workload locations prevent an absolute claim that every dataset avoids Israel. The supported conclusion is No public evidence identified, rather than proof of universal absence.10, 11, 23

Ben-Gurion UniversityHistorical industrial hydrogen research.26Non-digital project; current continuation unverified.

Economic: Economic

Mechanism of Involvement

The principal economic mechanism is minority participation in commercially active petroleum systems associated with Israeli imports: 6.79% in ACG, 2.50% in BTC and 7.50% in CPC. Data Desk additionally identifies a 25% Tengizchevroil interest. These positions establish economic exposure to production and transportation, without establishing ownership of every cargo or a direct Israeli sale.4, 5, 6, 7

CPC’s July 2026 disclosures strengthen the evidence beyond passive ownership by naming ExxonMobil among major international shippers. Reported consortium revenue and declared dividends establish a remunerated transportation enterprise, but do not identify ExxonMobil’s actual dividend receipts or the Israeli-bound share of its activity. BTC’s first-half 2026 throughput and expenditure likewise demonstrate continuing operations, without destination-matched ExxonMobil transactions.30, 31, 32, 33, 44

The Brenntag agreement supplies a separate verified route into Israel’s market. Its June 2025 renewal added Israel to distribution coverage for ExxonMobil’s Marcol and Primol medicinal white oils. ExxonMobil’s distributor locator identifies Brenntag GmbH and links to the announcement. Brenntag’s Israeli business corroborates local distribution infrastructure, but does not establish which entity imports or sells these particular products.8, 45, 46

Historically, Delek Israel held an exclusive lubricant representation agreement extending through December 2009. July 2026 offshore exploration reporting describes potential future investment, without establishing a licence, acquisition or producing asset.20, 21, 22

Counter-Arguments and Evidence Limits

The strongest defence is the distinction between infrastructure participation and transaction-level attribution. The audits did not establish ExxonMobil’s individual Israeli refinery customers, recurring Israel-specific pipeline contracts, separately billed Israeli-bound tariffs, or profits attributable to Israeli throughput during 2025–October 2026. Continuing commercial participation is verified; recurring paid carriage specifically attributable to an ExxonMobil–Israeli customer transaction remains unestablished.30, 31, 32, 33, 44

For Brenntag, the agreement’s Israeli territorial scope is verified, but completed deliveries remain unverified. No public evidence identified of Israeli orders, invoices, import declarations, delivery commencement or grade-specific purchases. The announcement also does not disclose precise signing entities, minimum purchase commitments or exclusivity. Distribution infrastructure cannot substitute for transaction evidence.8, 45, 46

No public evidence identified of an ExxonMobil-owned Israeli refinery, office, warehouse, retail station or controlled manufacturing site; a verified settlement outlet selling ExxonMobil products; or a current Israeli extraction royalty or licence fee. The historical Delek agreement cannot be presumed current, and contemplated exploration cannot be treated as completed investment.14, 20, 21, 35

Institutional shareholders’ other investments are not ExxonMobil assets. Likewise, Sonol’s disclosure that it serves military customers does not identify which brands or suppliers supply those customers and cannot independently establish contemporary ExxonMobil military sales.16, 47

Political: Political

Mechanism of Involvement

The political record principally concerns scrutiny of commercial energy exposure. Oil Change International’s approximately 6% attribution is a supply-chain estimate, and the BDS movement expressly lists ExxonMobil in its Energy Embargo Now divestment category. Campaign inclusion establishes organised pressure; it is not a court finding or independent proof of every allegation associated with the campaign.9, 48

ExxonMobil issued an explicit Ukraine statement in March 2022 condemning Russian military action and announcing withdrawal steps. No comparably specific statement concerning Palestinian civilian harm was identified in the reviewed communications. That documented asymmetry does not establish an affirmative endorsement of Israeli military operations.27, 49

The company discloses political contributions, lobbying and board oversight. The audited expenditure figures describe general US political activity, not verified Israel-directed advocacy. Dina Powell McCormick’s prior US national-security service establishes professional experience, without establishing military financing or an Israeli procurement relationship attributable to ExxonMobil.18, 24, 50

Counter-Arguments and Evidence Limits

The strongest defence is the absence of a documented Israel-specific political act. No public evidence identified of an official corporate endorsement of Israeli military operations or settlements; a particular lobbying payment supporting settlements or anti-BDS legislation; corporate donations to named military-welfare or settlement organisations; or settlement-directed financing.24, 50, 51

No public evidence identified of employee sanctions for peaceful pro-Palestinian advocacy, suppression of an Israel/Palestine shareholder resolution, or an Israeli state governance right over ExxonMobil. Executive affiliations and former government service do not establish endorsement of every position held by associated institutions.16, 17, 18, 51

Publication chronology also limits inference. The August 2024 petroleum research appeared after the 19 July ICJ advisory opinion but examined flows ending earlier in July. Publication after a legal milestone does not establish a new shipment after it. Later research-index entries establish continuing monitoring, without independently proving an ExxonMobil-directed military delivery after the November 2024 ICC warrants.4, 9, 40
