Direct Defence Contracting & Procurement

Intel Corporation is a Delaware corporation, and its 2025 Form 10-K reports Israeli production-fab operations; this commercial footprint does not itself establish defence contracting.1 Intel Israel’s 2011 five-year, $300 million reciprocal-procurement agreement with Israel’s Industrial Cooperation Authority was associated with Fab 28 and purchases from Israeli vendors and service providers; it was an industrial-cooperation/offset arrangement rather than an Israeli Ministry of Defense (IMOD) or IDF procurement contract.2, 3 A subsequent $550 million reciprocal-procurement commitment was reported in December 2014 in connection with a government grant and was described as running through 2020; no retrieved source confirms continuation after 2020.4, 5

No public evidence identified of a direct Intel Corporation or Intel Israel contract, tender award, framework agreement, or memorandum of understanding with IMOD, the IDF, Israel Prison Service, Border Police, or another Israeli state-security body.8 The accessible IMOD vendor portal is access-controlled and does not identify Intel as a supplier; absence from these public materials does not rule out non-public commercial sales.8

Dual-Use Products & Tactical Variants

Elbit Systems’ November 2019 manufacturer announcement confirms that its ETC MK7 Enhanced Tactical Computer embeds an Intel i7 Quad Core processor, expressly described as a commercial-off-the-shelf component, and that the product provides command-and-control and tactical-data capabilities for armed forces.9 Intel currently markets commercial processors and ruggedized SKUs for aerospace and defence applications, including soldier, unmanned, and mission systems; this general marketing does not establish an Israeli military sale.10

The evidence supports downstream integration of commercial Intel silicon in Elbit’s tactical-computer product, not a direct Intel–Elbit supply contract, Intel–IMOD/IDF contract, bespoke military Intel processor, military-specific end-user certificate, or disclosed route of supply.9 AFSC states that the ETC series is used in Merkava tanks, but the accessible contemporaneous Elbit MK7 announcement does not itself identify the IDF or Merkava platform; accordingly, exact ETC MK7-to-Merkava Mk.4 deployment remains uncorroborated in accessible primary material.11, 9 The earlier conclusion that ETC MK7 itself was verified as deployed on IDF Merkava Mk.4 tanks is therefore narrowed, rather than treated as proof of direct Intel military contracting.11, 12, 9

Intel’s current corporate materials identify development centres in Haifa, Petah Tikva, and Jerusalem, a manufacturing facility in Kiryat Gat, and 9,335 employees in Israel.15 Its 2025 Form 10-K identifies Israel as a key production-fab location operating the Intel 7 node and describes disruption risks from hostilities affecting or near Israel; this confirms continued commercial operations after 2024, not a defence or security supply relationship.1

AFSC records that Intel’s Kiryat Gat facility is on land associated with the Palestinian villages of Iraq al-Manshiyya and Al-Faluja, and reports the Fab 38 expansion and its 2024 construction pause.16, 11, 17 Those claims are geographic and commercial context, not evidence of military supply or operations in internationally recognised occupied territory.11 Intel’s corporate materials do not establish whether its stated Jerusalem site is in East Jerusalem or another occupied territory.15, 18

No public evidence identified of Intel machinery, construction, maintenance, engineering, or heavy-equipment contracts connected to settlements, the separation barrier, checkpoints, military bases, detention facilities, or demolitions in the West Bank, East Jerusalem, or Golan Heights.11, 19

Supply Chain Integration with Defence Primes

The confirmed Intel–Elbit nexus is limited to Elbit’s incorporation of a commercial Intel i7 Quad Core processor in the ETC MK7 tactical computer.9 The available material does not identify Intel as Elbit’s direct vendor, disclose quantities or continuing supply, or establish co-development, co-production, licensed manufacture, or technology transfer for a weapons system.9

Intel joined Team8’s cybersecurity syndicate in June 2017, and Intel separately participated in Tel Aviv Cyber Week that year, discussing cybersecurity and autonomous-driving security.20, 21, 22 Team8 evidence supports a pre-2020 cybersecurity venture affiliation; it does not establish an IMOD/IDF contract, weapons programme, or Israeli state-security end user, and the current relationship’s status is unknown.20, 21, 22

Israel Aerospace Industries states that it established, together with Intel and the Israeli Air Force, a course for managers and innovation leaders whose class took place in May 2019.23, 24 This confirms a pre-2020 management and innovation educational initiative, but does not identify a procurement award, weapons programme, component supply, technology-transfer agreement, or continuing relationship.23, 24

No public evidence identified of a verified Intel joint-development, co-production, licensed-manufacturing, or technology-transfer programme with Elbit, IAI, Rafael, IMI/Elbit Land, or another Israeli defence prime beyond the downstream ETC MK7 component integration and the limited 2019 IAI/Israeli Air Force course.9, 23

Logistical Sustainment & Base Services

No public evidence identified of Intel providing catering, transport, fuel, freight forwarding, port handling, waste management, facilities maintenance, telecommunications, or comparable sustainment services to Israeli military installations, detention facilities, or security bodies.8

Munitions, Weapons Systems & Strategic Platforms

The ETC MK7 evidence concerns a general-purpose commercial processor in a tactical computer; it does not identify Intel as a weapons-platform prime, system integrator, licensed manufacturer, or direct defence supplier.9 The limited product evidence also does not establish an Intel-designed fire-control, targeting, guidance, warhead, or missile-defence subsystem.9

No reliable primary or manufacturer source retrieved identifies Intel or Altera FPGA hardware in Iron Dome, David’s Sling, Arrow, or related Israeli air-defence systems.25 IMOD’s September 2023 David’s Sling announcement identifies Rafael as primary contractor and Raytheon Missile Systems as subcontractor, and names IAI/Elta and Elbit roles, but does not name Intel.25 This does not prove the absence of an Intel component; it does not substantiate the FPGA-integration claim.25

Intel announced in April 2025 that Silver Lake would acquire a 51% interest in Altera, and Intel’s 2025 Form 10-K reports that the transaction closed on 12 September 2025, leaving Intel with a 49% equity-method investment and deconsolidating Altera.26, 1 Post-12 September 2025 Altera activity should therefore not automatically be attributed to Intel as a controlled group entity.1

AFSC maintains an Intel corporate dossier covering Intel’s Israeli investment footprint, Kiryat Gat land-history allegations, government grants, Fab 38 developments, aerospace-and-defence marketing, and asserted military-product links.11 The available primary evidence independently supports the limited ETC MK7 commercial-processor integration, the 2011 and 2014 reciprocal-procurement arrangements, Team8’s 2017 syndicate affiliation, and the 2019 IAI/Israeli Air Force course; it does not establish a direct Intel–IMOD/IDF contract.2, 9, 4, 23, 22

The BDS Movement published “Apartheid Chips – #BoycottIntel” on 18 March 2024, so the prior conclusion that no organised Intel-specific boycott campaign existed is corrected.27 The retrieved material supports a boycott campaign concerning Intel’s Israel presence, but does not establish that the campaign is specifically based on direct Intel defence contracting.27, 21 Advocacy materials discuss a 2025 Ethical Impact Assessment proposal and a 2026 Human Rights Due Diligence Process proposal concerning Intel’s Israel operations; they do not independently establish both vote outcomes or a verified military supply contract.28, 29

Source verification addendum - 8 September 2026

Elbit’s updated ETC MK7+ brochure identifies an Intel Core i7-1370 processor and states that the ETC series is used by armed forces including the IDF; its stated role is command-and-control and tactical-data dissemination across tanks and other combat vehicles. This corroborates Intel-based tactical computing and series-level IDF use, without identifying a direct Intel contract or a specific MK7-to-Merkava installation 33. The entity research reviewed Intel’s current directors, executives and disclosed large shareholders and identified no public evidence of the specified Israeli-defence-prime directorships, military-welfare donations or ownership stakes in Israeli defence primes; the scope is the reviewed public record 32, 34.
