Supply Chain & Sourcing Relationships

M&S has a long-documented history of sourcing fresh produce and textiles from Israeli suppliers, and evidence shows several of these relationships continued into the recent period.

Fresh produce - Mehadrin (citrus, avocados, herbs, potatoes, grapefruit). Mehadrin is Israel’s largest fresh produce exporter and operates packhouse and growing facilities in the Jordan Valley, within the internationally recognised occupied West Bank. Corporate Occupation’s 2020 investigation documented M&S sourcing citrus, avocados, herbs, and Maris Piper-variety potatoes through Mehadrin, with Israeli red grapefruit from Mehadrin photographed in M&S stores in 2019.1 No M&S public statement confirms termination of this supply relationship; the 2020 documentation is the most recent specific evidence identified, and this audit makes the currency inference explicit rather than asserting confirmed present-day sourcing.

Dates - Hadiklaim. Hadiklaim is Israel’s dominant date cooperative, with grower-members documented in Jordan Valley settlements. M&S’s own 2008 public statement acknowledged that its UK suppliers purchase raw date material from Hadiklaim under contracts that prohibit purchase from Palestinian Territories.1 In 2019, Hadiklaim confirmed to researchers that it continues to supply M&S with dates.1 War on Want documented M&S selling Hadiklaim Medjool dates labelled “Produce of Israel” without settlement-specific designation.2 No public announcement of termination of this relationship has been identified.

Fresh herbs - Galilee Export Ltd. Who Profits identifies Galilee Export Ltd, a major Israeli fresh-produce exporter, as having a documented supply relationship with M&S for fresh herbs.3 The current status of this relationship is not separately confirmed.

Miriam Shoham / Golan Heights. Corporate Occupation documented that Israeli company Miriam Shoham holds an M&S Field-to-Fork certification and operates a packing house in the Israeli-occupied Syrian Golan Heights.1

Textiles - Delta Galil (HISTORICAL, ENDED ~2022). M&S was historically a major customer of Delta Galil Industries, Israel’s largest textile manufacturer. Delta Galil manufactures IDF combat uniforms and has operated in the Barkan Industrial Zone, a West Bank settlement. M&S ended apparel sourcing from Delta Galil in approximately 2022.4 This relationship is now historical.

Agrexco (HISTORICAL). Agrexco - the Israeli state-part-owned agricultural export company - was M&S’s primary Israeli produce aggregator for decades until Agrexco was liquidated in 2011; successor export channels appear to have absorbed those trade flows.5

No public evidence identified that M&S currently sources goods from Palestinian producers, or that it has an explicit policy excluding settlement-origin produce from its supply chain.

Product Origin, Labeling & Regulatory Compliance

UK guidance (DEFRA / Trading Standards) requires that produce from Israeli settlements in the occupied West Bank be labelled with country of origin plus a “settlement produce” designation rather than simply “Produce of Israel.” M&S has been the subject of documented labelling disputes.

Hadiklaim dates - labelling. War on Want documented M&S selling Hadiklaim Medjool dates carrying “Produce of Israel” labelling rather than settlement-specific designation, despite M&S’s internal supplier contracts directing Hadiklaim not to supply Palestinian Territory-origin produce.2 This raises compliance questions under DEFRA labelling guidance.

Mehadrin produce - West Bank origin. Mehadrin operates growing and packhouse facilities in the Jordan Valley (occupied West Bank). Where produce from these operations reaches UK shelves labelled “Produce of Israel,” it would not comply with UK requirements for settlement-produce designation; no M&S public statement has addressed this specifically.1

Golan Heights - Miriam Shoham. Produce from the Miriam Shoham packing house in the occupied Syrian Golan, certified under M&S Field-to-Fork, would similarly be subject to origin-labelling requirements distinguishing Golan from sovereign Israeli territory.1

M&S corporate policy gap. No M&S corporate policy instrument specifically addressing settlement-sourcing, occupied-territory procurement, or Israel-specific labelling compliance has been identified in its publicly available supply-chain disclosures, including its Global Sourcing Principles document (January 2023).6 Ethical Consumer’s 2025 assessment recorded that M&S has no policy against sourcing from illegal Israeli settlements (noting Co-op as the only UK supermarket with such a policy).7

Investment, Capital & Financial Exposure

M&S Group plc (LSE: MKS) is an LSE-listed FTSE 100 company. Institutional investors hold the substantial majority of M&S shares; major disclosed holders include BlackRock, Vanguard, Columbia Management, and Legal & General - all diversified global fund managers operating standard index-tracking portfolios with no Israel-specific mandate identified.8 No public evidence has been identified of Israeli sovereign wealth funds, Israeli pension funds, or Israeli state-owned entities holding material or disclosed stakes in M&S Group plc.

M&S Group plc does not appear as a listed entity in the OHCHR database of business enterprises involved in activities related to Israeli settlements (the database focuses on direct settlement-linked business activities rather than downstream retail sourcing).9

HISTORICAL recognition. Sir Richard Greenbury, then CEO of M&S, received Israel’s Jubilee Award from Israeli Prime Minister Benjamin Netanyahu in October 1998, recognising organisations seen as strengthening the Israeli economy through investment and trade.10 The Jerusalem Report (2000) reported that M&S supported Israel with approximately US $233 million in trade per year at that time, and Marcus Sieff (then chairman) wrote in 1990 that a fundamental objective of M&S was to aid Israel’s economic development.10 These figures and statements are historical.

Operational Presence & Market Activity

M&S Israel retail exit (c.2000) - HISTORICAL. M&S operated directly-owned stores in Israel for several decades through to approximately 2000, when it closed its Israeli retail stores following sustained operating losses, as part of its wider withdrawal from international directly-owned retail operations at that time.11

Current Israel e-commerce and franchise presence. Following the 2000 store closures, M&S re-established a commercial presence in Israel through (a) an Israeli-market website (marksandspencer.com/il) - confirmed active as of June 2026, offering clothing and homewares with NIS-denominated pricing and local delivery;1213 and (b) a franchise arrangement operated by a local partner. Historical records link Fox Wizel (an Israeli retail group) to past franchise operations; the current franchise operator’s name is not confirmed in publicly available M&S annual-report disclosures, and M&S Group plc does not directly own or operate these stores.14 No evidence has been identified of M&S Food (food halls) operating in Israel.

The Namogoo technology partnership (announced January 2021) was a commercial services agreement with an Israeli vendor; Namogoo was acquired by French firm AB Tasty in November 2025, extinguishing this as an active Israel-corporate commercial relationship.15 (See Digital.)

Corporate Structure & Foundational Ties

HISTORICAL - Marks and Sieff family Zionist involvement. The co-founding families of M&S - Marks and Sieff - were centrally involved in early Zionism. Israel Sieff (company director and later chairman) supported Zionism from 1913 upon meeting Chaim Weizmann, and together with Simon Marks contributed to the chain of events leading to the Balfour Declaration of 1917.16 The Daniel Sieff Research Institute - established by Israel Sieff in memory of his son - formed the institutional base for the Weizmann Institute of Science, founded in 1948.1617 Rebecca Sieff co-founded WIZO (Women’s International Zionist Organisation) in 1920.16

HISTORICAL - Arab League boycott. Because of its deep institutional ties to Israel and Israeli economic development, M&S was subjected to the Arab League’s secondary boycott of Israel for decades, rooted directly in M&S’s documented role as a principal commercial conduit between Israel and the UK.5

Corporate distance from founding-family ties. M&S as a public company has described itself as secular for over a decade. The founding-family Zionist ties are historical (pre-state and early-state Israel); they are not reflected in current corporate governance statements or board-level commitments. Marcus Sieff’s 1990 statement about aiding Israel’s economic development is the most recent identified senior-leadership articulation of that mission, and M&S’s current executive leadership has made no comparable statements.7 No current M&S corporate ties to Israeli state institutions (board advisors from Israeli government bodies, disclosed Israeli government grants or loans to M&S Group plc) have been identified.

Profit Repatriation & Economic Contribution

As M&S operates in Israel through a franchise arrangement, M&S Group plc receives royalty or licensing fee income from its Israeli franchise partner on sales of M&S-branded goods in Israel; the quantum is not separately disclosed in M&S Group plc annual reports (Israel is not a material reportable geographic segment, being subsumed within the aggregate International segment). M&S also generates retail margin on Israeli-origin produce (Mehadrin citrus/avocados, Hadiklaim dates, Galilee Export herbs and other documented lines) sold in its UK Food halls; the aggregate value of Israeli-origin produce procurement is not publicly disclosed. Sales through marksandspencer.com/il generate revenue for M&S Group plc from Israeli consumers.12
