Surveillance, Biometrics & Retail Technology

No public evidence identified of MINI deploying Israeli-domiciled surveillance, biometrics, or retail-analytics technology in its vehicles or retail operations. MINI-brand vehicles with OS9 collect sensor, telematics, and location data; the Mozilla Foundation’s September 2023 “Privacy Not Included” study gave all 25 major car brands, including BMW (and by extension the MINI shared platform), a failing privacy rating, finding that brands can collect deeply personal data and may share or sell it to third parties.6 BMW of North America disputed the findings, stating its policy does not permit sale of customer personal information.7 This scrutiny relates to the BMW Group platform that underpins MINI-brand vehicles.

Argus Cyber Security / PlaxidityX (domicile note): Argus was founded in Tel Aviv in 2013 by veterans of Israeli intelligence Unit 8200 and acquired by Continental AG in November 2017 for ~$430 million, integrated into the Elektrobit subsidiary and rebranded PlaxidityX in August 2024.11 As of the 2017 acquisition, Argus became a Continental AG (German) subsidiary; Continental - including PlaxidityX - supplies BMW Group, but no public evidence identified a specific named PlaxidityX/Argus deployment contract for MINI-brand vehicles distinct from general Continental automotive supply. Argus/PlaxidityX is now a Continental AG (Germany) subsidiary, not independently Israeli-domiciled.

AI, Algorithmic & Autonomous Systems

Mobileye (Jerusalem, Israel) - ADAS camera platform in MINI-brand vehicles via BMW Group platform [borderline in-scope]. Mobileye Global Inc. is headquartered at 13 Hartom Street, Jerusalem (NASDAQ: MBLY) and makes EyeQ-series SoCs powering single-camera ADAS functions (Forward Collision Warning, Lane Departure Warning, Speed Limit Information, High Beam Assist).12 A Continental-manufactured forward camera powered by Mobileye’s EyeQ1 SoC was deployed in BMW Group vehicles for ADAS, and in February 2017 BMW Group and Mobileye announced that Mobileye’s Road Experience Management (REM) crowd-mapping technology would be introduced in newly developed BMW Group models from 2018, using camera-based ADAS hardware already present in those vehicles; contemporaneous reporting explicitly noted the agreement covered “British marques Mini and Rolls-Royce.”13141516 BMW-Group-platform provenance flag: the Mobileye EyeQ ADAS camera and REM deployment in MINI-brand vehicles is a consequence of MINI sharing BMW Group’s electronic architecture - it is BMW-Group-sourced technology deployed in MINI-brand cars, not a MINI-brand-initiated procurement. Tactile Mobility (Haifa, Israel) - road-sensing software in MINI-brand vehicles [in-scope]. Tactile Mobility (Haifa, founded 2012) signed a commercial agreement with BMW Group in September 2020 to embed road-sensing software into its next-generation fleet “beginning in 2021,” with explicit confirmation the deployment would cover “every model in all its brands including Mini and Rolls Royce.”202122 The software uses non-visual sensors already in the vehicle (wheel speed, angle, RPM, gear position) to generate road-surface (SurfaceDNA) and vehicle-dynamics (VehicleDNA) data. Autobrains / Cortica (Tel Aviv, Israel) - investment only, no confirmed MINI deployment. BMW i Ventures (BMW Group’s corporate VC arm) participated in funding Autobrains (formerly Cartica AI / Cortica), an Israeli AI autonomous-driving company, across rounds including a 2021 Series C and a March 2022 extension.2324 No public evidence identified of Autobrains technology in production MINI-brand vehicles.

Innoviz Technologies (Israeli LiDAR) - BMW autonomous programme, not MINI production. BMW Group selected Innoviz to supply InnovizOne solid-state LiDAR for its autonomous-vehicle programme from 2021, directed at BMW’s autonomous/iX fleet; no public evidence identified of Innoviz LiDAR in MINI-brand production cars.25

Technology Ecosystem & R&D Footprint

BMW Group opened a Technology Scouting Office in Tel Aviv in 2019 - the fifth such office globally - to scout Israeli startups in autonomous driving and connectivity.2627 This is a BMW-Group-parent-level R&D infrastructure investment; MINI-brand engineers do not operate it independently, though the resulting commercial relationships (Mobileye REM, Tactile Mobility, Otonomo, the Autobrains investment) deploy technology that reaches MINI-brand vehicles via BMW Group’s shared platform. Civil Society Scrutiny & Regulatory History

The Mozilla Foundation’s September 2023 “Privacy Not Included” study gave BMW (covering the BMW Group platform used by MINI) a failing privacy grade, finding BMW-brand vehicles capable of collecting extensive personal data that could be shared or sold; BMW of North America disputed the findings, denying it sells customer personal data.67 The BMW Group / Otonomo arrangement, under which telematics data from MINI-brand vehicles in 44 countries was processed by an Israeli-domiciled data marketplace, has not been subject to a public regulatory investigation, and Otonomo’s 2023 merger rendered it a non-Israeli-domiciled entity.
