Military Audit: Audi AG (Volkswagen Group)
Audit Phase: Military Subject Entity: Audi AG (a wholly owned subsidiary of Volkswagen AG; brand within Volkswagen Group). Israeli in-market importer for Volkswagen Group brands: Champion Motors Ltd. (a subsidiary of the Allied Group). Registered Address: Auto-Union-Straße 1, 85057 Ingolstadt, Germany Audit Date: June 2026 Scope: Forensic inventory of any military or defence nexus between Audi AG (and, where relevant, its parent Volkswagen Group) and the Israeli military, security, or defence sector - direct defence contracting, dual-use supply, heavy machinery, supply-chain integration with Israeli defence primes, logistical sustainment, munitions/weapons platforms, export-licensing history, and documented civil-society scrutiny. Where evidence attaches to the Volkswagen Group parent or to a sibling Group subsidiary (MAN Truck & Bus, CARIAD) rather than to Audi AG specifically, this is stated. Evidence only; no scoring or interpretation. Evidence Base: NGO corporate-accountability databases (Who Profits Research Center), Israeli and international trade/defence press (Globes, Calcalist/CTech, Ynet, The Jerusalem Post, Defense News, Reuters/FT-derived reporting), corporate disclosures, and product documentation. All claims carry an inline reference marker; source URLs appear only in the End Notes.
Direct Defence Contracting & Procurement
IMOD vehicle leasing programme (Volkswagen Group via Champion Motors). The Who Profits Research Center documents that the Israeli Ministry of Defense provides Volkswagen Group vehicles to career military personnel under a leasing arrangement, recording that three of the four leasing models available to such personnel “belong to the Volkswagen Group and are imported to Israel by Champion Motors, Volkswagen’s exclusive Israeli importer.”1 Champion Motors has been the exclusive Israeli importer and distributor of Volkswagen, Audi, ŠKODA, SEAT and Volkswagen commercial vehicles since 1965 and is a wholly owned subsidiary of the Allied Group.2 The supply relationship documented by Who Profits is framed at Volkswagen Group level, with Audi being one of the Group brands offered through Champion Motors.12
Brand-level distinction. No public evidence identified of a named, standalone Audi AG contract with the Israeli Ministry of Defense distinct from the Group-level leasing programme; the documented relationships run through Volkswagen Group at parent level and Champion Motors as in-market importer.12
Defence-export directory listings. No public evidence identified of Audi AG or Volkswagen Group appearing in SIBAT (Israel’s Defence Export and Defence Cooperation Directorate) directories or in Israeli defence-exhibition catalogues as a named defence exporter; the Group entities are importers into Israel rather than Israeli defence exporters.
Dual-Use Products & Tactical Variants
Audi A8 L Security - commercially catalogued armoured variant. Audi AG manufactures the Audi A8 L Security, an armoured limousine produced through Audi’s special-purpose-vehicle programme and marketed to government, diplomatic and security clients.34 The Israeli government has procured armoured Audi A8 vehicles for the protection of senior office-holders.34
Israeli government procurement - heads of state and senior officials. The Audi A8 became the official armoured vehicle of Prime Minister Benjamin Netanyahu in 2010; The Jerusalem Post reports the armoured A8 procured for the Prime Minister cost NIS 3.5 million, “making it the most expensive car in the country at the time.”4 The same reporting states the armoured A8 was “developed in cooperation between Israel’s Shin Bet and its German counterpart, intended for senior officials in both countries,” and that additional armoured A8 units were purchased in 2016 for other state office-holders including the President of Israel, the President of the Supreme Court, and the IDF Chief of Staff.4 Earlier 2010 reporting characterised the initial procurement at approximately USD 685,000 per unit for the Prime Minister’s protective detail.3 The Jerusalem Post reports that Audi has ended A8 production after some 30 years and that approximately 410 A8 units across all model years remain on the road in Israel.4
Directionality note. The documented end-users for the armoured A8 are the personal-protection apparatus for political leadership and senior office-holders (Shin Bet protective detail and equivalent), not a conventional IDF combat formation; the IDF Chief of Staff appears among the protected office-holders rather than as an operational military user.34
Export-control classification. No public evidence identified that the Audi A8 L Security is listed on the EU Common Military List or that its export to Israel required a military export licence; civilian armoured passenger vehicles of this class are not routinely published as controlled military materiel by Germany’s export-control authority.
Heavy Machinery, Construction & Infrastructure
Service-network presence in a settlement industrial zone. Prior research attributed to the Who Profits profile a Champion Motors authorised Volkswagen/Audi service-centre presence in the Mishor Adumim industrial zone - the industrial park of the Ma’ale Adumim settlement bloc in the West Bank.1 This specific service-centre location could not be independently corroborated against a second primary source in the reviewed material and is recorded here only as a single-source attribution; Mishor Adumim is documented as the industrial zone of the Ma’ale Adumim settlement.1
Construction and engineering contracts. No public evidence identified of any Audi AG, Volkswagen Group, or Champion Motors contract for the construction, maintenance, or servicing of checkpoints, detention facilities, military bases, the separation barrier, or settlement infrastructure.
Supply Chain Integration with Defence Primes
Volkswagen Group–Rafael Iron Dome talks (Osnabrück plant). Multiple outlets report that Volkswagen is in talks with Israeli defence prime Rafael Advanced Defense Systems to convert Volkswagen’s Osnabrück plant - which is to cease producing Volkswagen Group passenger vehicles from 2027 - into a facility manufacturing Iron Dome air-defence support components.567 Defense News and The Jerusalem Post report the planned production would cover support items - heavy-duty transport trucks that carry the system’s missiles, launch units, and electricity generators - rather than the interceptor missiles themselves, which Rafael plans to produce elsewhere in Germany.56 Reporting states no agreement had been finalised, that Volkswagen said it was “still examining options for the plant,” that works-council approval is the pivotal variable under German labour law, and that production could begin within 12–18 months of any deal close.56 Later reporting describes a Letter of Intent with a 60-day exclusivity window for due diligence and a target signing in late June 2026, with the Osnabrück plant’s approximately 2,300 workers to be retrained for defence production.7 This talks relationship is documented at Volkswagen Group / Volkswagen AG level; Audi AG is not named as a participant in any of the Iron Dome reporting reviewed.567
CARIAD/Volkswagen Group equity in Cymotive Technologies. Cymotive Technologies, an Israeli automotive-cybersecurity firm, was founded in 2016 in cooperation with the Volkswagen Group (its software arm CARIAD) and was 40% owned by Volkswagen, with 60% held by its founders.89 Its founders are publicly identified as former senior Israeli security-service officials: Yuval Diskin, former head of the Shin Bet (chairman); Tsafrir Kats/Katz, former head of the Shin Bet’s technology division (CEO); and Dr. Tamir Bechor, former head of the agency’s computing and information division.8910 Cymotive’s stated business is defensive automotive cybersecurity; reporting notes a stated decision to focus only on defensive cyber.89 In May 2026, India’s KPIT Technologies approved an acquisition of a strategic stake in Cymotive (an initial USD 10 million investment expected to convert to a 26% stake, total consideration of USD 60–120 million, with KPIT planning full ownership by mid-2029).1011 The founders’ intelligence-service backgrounds and the Volkswagen equity relationship are documented here as factual indicators of institutional connectivity with Israeli security expertise; no reviewed source places Cymotive products in a weapons or kill-chain role.8910
Legacy Volkswagen engine in the AIL Storm. The AIL Storm (Hebrew: Sufa), an Israeli military utility vehicle built by Automotive Industries Ltd., is reported to have used a Volkswagen 2.5-litre four-cylinder turbodiesel engine in earlier models; later Storm II/III variants are documented as using a VM Motori 2.8-litre turbodiesel rather than the Volkswagen unit.12 AIL is the prime manufacturer; the Volkswagen engine is recorded as a legacy commercial component, and no formal Volkswagen–AIL/IMOD supply agreement specific to this engine was identified.12
Direct component supply to Israeli defence primes. Aside from the Rafael Osnabrück talks (not finalised), the Cymotive equity relationship, and the legacy AIL Storm engine noted above, no public evidence identified of Audi AG or Volkswagen Group supplying components, sub-systems, raw materials, or manufacturing services directly to Elbit Systems, Israel Aerospace Industries (IAI), Rafael, or Israel Military Industries.
Logistical Sustainment & Base Services
No public evidence identified of Audi AG, Volkswagen Group, or Champion Motors holding contracts to provide catering, transport, fuel supply, waste management, telecommunications, or facilities maintenance to IDF bases, military training facilities, detention centres, or security installations.
The IMOD vehicle-leasing programme documented by Who Profits implies that Champion Motors performs vehicle servicing and maintenance for the leased Volkswagen Group fleet; whether such servicing occurs at military installations or at Champion Motors’ commercial service network is not documented in the reviewed sources.1
No public evidence identified of Audi/Volkswagen Group/Champion Motors holding shipping, freight-forwarding, or port-handling contracts servicing Israeli military cargo; Champion Motors imports vehicles through Israeli commercial ports as a standard automotive importer.
Munitions, Weapons Systems & Strategic Platforms
Lethal-platform manufacturing. No public evidence identified that Audi AG or Volkswagen Group serves as a prime contractor or licensed manufacturer of any lethal platform - small arms, artillery, armoured fighting vehicles, tactical drones, naval vessels, or strategic systems - supplied to Israeli forces.
Iron Dome support components (talks stage). As recorded under Supply Chain Integration, Volkswagen is in (unfinalised) talks with Rafael to produce Iron Dome support components - transport trucks, launch units, and power generators (not interceptor missiles) - at the Osnabrück plant; this is a Volkswagen Group / Volkswagen AG matter and Audi AG is not named as a participant.567
MAN “Skunk” water-cannon chassis (Volkswagen Group subsidiary MAN Truck & Bus). Who Profits documents that MAN Truck & Bus SE - a Volkswagen Group subsidiary - supplies the chassis for armoured riot-control water-cannon vehicles used by the Israel Border Police and the YASAM unit, with the vehicles dispersing water and other substances including the “Skunk” scent-based weapon, tear gas, paint and foam.113 Who Profits records that Beit Alfa Technologies (of HOS Technology R&D) integrates the MAN chassis for riot-control applications; that in 2018 the Israel Police acquired two 15-ton MAN 4x4 trucks for water-cannon vehicles via an exemption-from-tender on the stated basis that MAN trucks were the only 15-ton trucks meeting the required load capacity; and that in June 2024 MAN’s Israeli representative submitted bids in an Israel Police tender for additional water-cannon vehicles specifying water-resistant CCTV with facial-recognition capability and laser sights to allow targeting of individuals.13 These activities are attributable to MAN Truck & Bus, not to Audi AG.113
Munitions and ordnance. No public evidence identified of Audi AG or Volkswagen Group supplying ammunition, explosive ordnance, propellants, warhead components, or munitions-precursor materials to any end-user.
Export Licensing, Regulatory & Legal History
Export-licence decisions. No public evidence identified of any government decision - by Germany’s export-control authority, the EU Commission, or any other jurisdiction - to grant, deny, suspend, or revoke an export licence for Audi or Volkswagen Group products specifically to Israeli military or security end-users. No public evidence identified that the Audi A8 L Security or MAN commercial truck chassis are controlled items under the EU Common Military List requiring a military export licence for delivery to Israel.3413
Enforcement and sanctions. No public evidence identified of investigations, citations, or enforcement actions against Audi/Volkswagen Group concerning arms-embargo compliance, export-control regimes, or sanctions specifically affecting defence trade with Israel.
Dieselgate civil litigation - State of Israel. Reporting documents that the State of Israel and Israeli consumer/environmental authorities pursued civil litigation against Volkswagen and Champion Motors over the global “Dieselgate” emissions matter; this is consumer/environmental litigation, not an arms-embargo or export-control enforcement action.14 No public evidence identified that this litigation interrupted IMOD procurement from Champion Motors; Who Profits records the leasing relationship as ongoing.114
Legal challenges and judicial review. No public evidence identified of court proceedings, judicial reviews, or legal challenges brought against Audi/Volkswagen Group or against any government specifically regarding a defence supply relationship with Israel, beyond the Dieselgate civil litigation noted above.14
Civil Society Scrutiny & Documented Investigations
Who Profits Research Center. Who Profits maintains a profile of Volkswagen Group (not Audi AG as a separate entity) documenting: the IMOD fleet-leasing programme via Champion Motors; MAN chassis supply for “Skunk” riot-control water-cannon vehicles used by the Border Police and YASAM; the use of Volkswagen Passat vehicles as Israel Police traffic vehicles; and MAN bus supply to the Egged Group, which operates lines to settlements in the occupied West Bank and East Jerusalem.113 Who Profits lists Volkswagen Group under the involvement categories Settlement Enterprise, Services to the Settlements, Population Control, and Specialized Equipment and Services, and records Volkswagen Group Israeli subsidiaries including Cymotive Technologies Ltd., Autonomous Mobility Israel Ltd., Tactile Mobility Ltd., and TriEye Ltd.1
Iron Dome talks - media and political scrutiny. The Volkswagen–Rafael Osnabrück talks have drawn international press and German political attention, with reporting noting a German lawmaker characterising Rafael’s interest in the plant and works-council approval as the decisive factor; this scrutiny is directed at Volkswagen Group / Volkswagen AG, not at Audi AG.567
Škoda export controversy. Reporting has noted Czech public debate over Škoda (a Volkswagen Group brand) car exports to Israel following October 2023; this concerned a Group sibling brand rather than Audi AG and did not constitute a binding divestment action.9
BDS and divestment campaigns. No public evidence identified of an organised BDS campaign specifically targeting Audi AG on the basis of military or security-sector supply to Israel, nor of institutional divestment decisions specifically citing an Audi AG Israeli military supply relationship.
Corporate response. No public statement, policy change, contract termination, or end-use-monitoring commitment by Audi AG specifically addressing civil-society pressure regarding Israeli military or security supply-chain relationships was identified.
