Research cut-off: 7 October 2026 Target: Canva group, with Canva, Inc. (Delaware) as ultimate parent; Canva Pty Ltd is the principal Australian trading/operating entity. Investor and founder conduct is identified separately where relevant.
Authoritative-source and Israeli-nexus checks
The September 2026 OHCHR settlement-database update states that 214 companies from 11 countries are listed. Exact-name review of accessible A/HRC/63/20 materials did not identify Canva or the controlled brands reviewed here; the database is limited to specified settlement-related business activities, so non-listing does not establish absence of every Israel/OPT relationship.1 Exact-name review of the 2025 Special Rapporteur report A/HRC/59/23 likewise did not identify Canva.2
Israeli-nexus factors. [pre-2020] Canva’s 26 August 2013 launch release describes it as an Australian startup launched from Sydney.3 Canva’s FY25 Anti-Slavery Statement clarifies the current legal group: Canva Pty Ltd and Canva UK Operations Ltd are wholly owned by Canva Australia Holdings Pty Ltd, which is wholly owned by Canva, Inc., a Delaware corporation identified as the ultimate parent of the Canva group.4 Canva’s procurement page identifies Canva Pty Ltd as an Australian corporation at 110 Kippax Street, Surry Hills and says customers outside North America and the UK ordinarily contract with that entity.5 no public evidence identified of Israeli headquarters/principal management, Israeli tax residency or Preferred Technology Enterprise status, or beneficial control by Israeli capital in the reviewed ownership and legal disclosures.5, 4
Blackbird stated in August 2026 that it remains Canva’s largest investor shareholder “by a large margin,” without disclosing a current percentage.6 Square Peg’s current portfolio identifies Canva as a Seed investment first partnered with in 2012; its June 2024 half-year letter records a partial Canva secondary sale, while its current portfolio continues to list Canva.7, 8 Square Peg does not disclose a current Canva percentage or governance right in those reviewed pages. Its current investment philosophy covers Australia/New Zealand, Israel and Southeast Asia and names Fiverr, Aidoc and Tomorrow.io among Israeli portfolio relationships; those are Square Peg activities and do not establish Canva control of those portfolio companies.9
Supply Chain & Sourcing Relationships
Direct supplier relationships. No public evidence identified of a commercial relationship between Canva and Mehadrin, Hadiklaim, Galilee Export, Agrexco successors, or another named Israeli agricultural aggregator/exporter. Canva’s public contracting information describes a software-service entity structure rather than a regional produce-import structure.5
Importer of record structure. No public evidence identified of an Israeli or OPT-dedicated Canva importer of record, joint venture, or wholly owned import entity for physical goods in the reviewed legal and group disclosures.5, 4
Seasonal sourcing. No public evidence identified of recurring seasonal procurement of Israeli produce or other agricultural goods in the reviewed contracting and corporate disclosures.5, 10
Third-party and indirect sourcing/distribution. Canva’s current partner directory lists Xanadu as a certified reseller for Canva Enterprise, Business and Campus and includes Israel among its countries of service. Xanadu’s listed offices are Dubai, London and Riyadh; its Canva profile says it deploys Canva Enterprise across government, higher-education and commercial organisations “in the region,” without naming an Israeli customer.11 This establishes an authorised Israel-facing software distribution/service channel, not Israeli-origin sourcing or a settlement-specific sale.11
Product Origin, Labeling & Regulatory Compliance
Settlement-origin physical products. No public evidence identified of Canva selling or sourcing a product confirmed to originate in an Israeli settlement, the West Bank/Jordan Valley, East Jerusalem or the Golan Heights in the reviewed settlement-database and Canva commercial materials.1, 5, 11
Country-of-origin labeling and enforcement. No public evidence identified of a customs, consumer-protection or other regulator citing Canva for settlement-origin labeling, nor of a Canva policy specifically governing physical goods from occupied or contested territories in the reviewed corporate and settlement materials.1, 5
Digital content treatment. Sada Social reported on 10 March 2025 that, for the first time, it recorded one digital violation targeting Palestinian content on Canva during February 2025.12 Its public report does not identify the affected account or content, the Canva action, policy basis, automation status, or appeal outcome; those details remain unverified.12
Data flows. Canva’s privacy policy, updated 25 August 2026, names the United States, Australia, Singapore, the EU, the UK, the Philippines and New Zealand among locations where data may be stored or processed, while also allowing processing in other countries where Canva, affiliates or service providers maintain facilities or staff.13 The policy therefore does not establish an Israel-based data centre or exclude Israel-related processing.13
Investment, Capital & Financial Exposure
Foreign direct investment and acquired identity. No public evidence identified of a Canva acquisition of, or controlling stake in, an Israeli operating company, or of a Canva-owned factory, data centre, logistics hub or real-estate asset in Israel or the OPT in the reviewed group and acquisition disclosures.14, 15, 16, 17, 18, 4, 19
Verified controlled/acquired businesses include:
- [pre-2020] Canva announced its acquisition of Pexels and Pixabay on 17 May 2019; the announcement did not disclose a purchase price.20 Canva’s current company-information hub continues to list Pexels and Pixabay among its acquisitions.14
- In 2021 Canva brought Austrian visual-AI company Kaleido, creator of remove.bg, and Smartmockups into the group; remove.bg currently states that it became part of Canva in 2021.21, 22
- Canva’s acquisition of London-based Flourish was announced on 2 February 2022; terms were undisclosed and all 44 employees were reported to be joining Canva.23 Flourish’s June 2026 terms say the service is operated by or on behalf of Canva UK Operations Ltd.24
- Canva acquired UK-based Affinity/Serif in March 2024; TechCrunch reported that Canva confirmed a figure of several hundred million pounds, approximately US$380 million.25
- Canva announced its acquisition of Leonardo.Ai in July 2024 and said Leonardo’s roughly 120-person team would join the Canva group.26, 15 In September 2026 Canva’s ProSuite connected Affinity, Cavalry, Flourish and Leonardo, supporting Leonardo’s continued controlled-product status; these sources do not establish an unverified Leonardo legal-entity name.16
- Allens states that Canva completed MagicBrief in June 2025, Doohly in March 2026, and Simtheory and Ortto in April 2026.19 MagicBrief’s own current site carries a notice scheduling its standalone platform’s shutdown for 31 July 2026, its team joined Canva, and some functionality moved into Canva Grow; the acquisition date and scheduled standalone-product closure are distinct facts.27
- Canva also announced 2026 acquisitions of UK-based Cavalry and MangoAI.17 Its Simtheory/Ortto announcement confirms those additions to the group.18
None of those verified acquisition records identifies the acquired company as Israeli or as manufacturing/operating from Israel.20, 21, 23, 25, 15, 17, 18, 19
R&D and innovation centres. No public evidence identified of a Canva R&D centre, accelerator or Innovation Authority programme in Israel in the reviewed public material.13, 5, 14, 4 The verified R&D/product acquisitions above are associated with Australia, the UK and Austria rather than Israel.21, 23, 25, 15, 17, 19
Parent and beneficial ownership. Canva is privately held. Canva’s current Step Two page says co-founders Melanie Perkins and Cliff Obrecht pledged in 2021 the vast majority of their equity, described as about 30% of Canva’s value, to doing good through Step Two; this is a philanthropic commitment and does not establish that the Canva Foundation legally owns 30% of Canva.28 The FY25 statement identifies Delaware Canva, Inc. as the ultimate legal parent, above Canva Australia Holdings Pty Ltd, Canva Pty Ltd and Canva UK Operations Ltd.4 Blackbird says that as of 30 June 2026 it remained Canva’s largest investor shareholder by a large margin, but does not disclose a current percentage.6 Reuters reported that Canva’s August 2025 employee share sale, at a US$42 billion valuation, was led by Fidelity and added JPMorgan Asset Management as a new investor; the number of shares sold and investor percentages were not disclosed.29
Square Peg investor-level exposure. Square Peg’s current Canva profile says it first partnered with Canva in 2012 at Seed.8 Its June 2024 investor letter says it returned capital through a partial secondary sale of Canva, and its current portfolio still lists Canva; the reviewed pages do not disclose its current Canva percentage or a specific governance right.7, 8 Square Peg’s current philosophy says it invests across Australia/New Zealand, Israel and Southeast Asia and identifies Fiverr, Aidoc and Tomorrow.io among Israeli portfolio relationships.9 Those investments are relevant to the investor/owner lens only; they are not Canva subsidiaries or evidence that Canva controls Square Peg’s other portfolio companies.9
Separate JPMorgan investor-level Israel exposure. JPMorgan says it has served clients in Israel since the 1960s, opened its first Israeli office in 2000 and has an Israel headquarters in Tel Aviv spanning investment banking, asset management, private banking and treasury/securities services.30 In February 2025 JPMorgan Chase & Co. was one of five joint book-running managers for a US$5 billion State of Israel sovereign-bond offering completed on 19 February 2025.31 These are JPMorgan-group activities; no evidence identified links that sovereign-finance activity to Canva, and the size of JPMorgan Asset Management’s Canva stake is not public.29, 31
Portfolio/fund exposure and Financing the State. Canva is an operating software company rather than a disclosed financial-sector business.5, 10 no public evidence identified that Canva itself underwrites Israeli sovereign debt, sells Israel Bonds, operates an asset-management portfolio in settlement-listed companies, provides insurance, or extends lending/trade finance to Israeli defence primes in the reviewed disclosures.5, 10
Controlling principals. Targeted searches did not identify a verifiable material personal or family-office investment by Melanie Perkins, Cliff Obrecht or Cameron Adams in an Israeli company. No public evidence identified; the cited Canva ownership/philanthropy and investor materials do not disclose such an investment.28, 6, 29, 7, 8
Operational Presence & Market Activity
Israel-facing market activity and civilian government procurement. Canva has a current authorised reseller channel that expressly includes Israel in its service territory through Xanadu.11
Israeli public-spending data also records civilian government Canva procurement. A Ministry of Health record titled “Purchase of CANVA licences” names CANVA US INC as supplier, shows a listed contract amount of ₪491.4, and reports ₪1,511 in cumulative payment in the January–March 2022 quarter.32 A Ministry of Foreign Affairs record for renewal of Canva software licensing for its training/ICT team names a local supplier, shows a listed contract amount of ₪1,709, and reports ₪1,695 paid in the July–September 2024 quarter.33 OpenBudget states that the underlying information comes from public/government datasets and cautions that errors may exist and should be checked with the relevant government source.33, 32
Physical footprint. No public evidence identified of a Canva-owned office, sales centre, support centre, warehouse, data centre or retail site in Israel or the OPT in the reviewed company, privacy, group and partner materials.13, 5, 11, 4 The Israel-serving reseller page lists Xanadu locations in Dubai, London and Riyadh rather than Israel.11
Military/security procurement. No public evidence identified of a Canva contract, tender award, enterprise deployment or paid supply relationship with the Israel Defense Forces or Israeli Ministry of Defense in the reviewed public material.11, 33, 32 The verified procurement records identify civilian ministries, and Xanadu’s statement that it serves government organisations “in the region” does not identify a military customer.11, 33, 32
Employment and tax contribution. No public evidence identified for a Canva Israel headcount, Israeli payroll entity, local tax contribution, Israeli tax residency or PTE status in Canva’s reviewed legal, group, privacy and partner disclosures.13, 5, 11, 4
Market positioning. Canva reported 260 million monthly users and US$3.5 billion of company revenue for 2025, but did not publish an Israel-specific revenue figure or characterise Israel as a distinct strategic market in that review.10
Post-19 July / post-November 2024 chronology. The ICJ advisory opinion is dated 19 July 2024, and the ICC announced the Netanyahu and Gallant arrest warrants on 21 November 2024.34, 35 The Foreign Ministry procurement record reports payment only for the July–September 2024 quarter; because no exact payment date is supplied, it cannot establish whether the ₪1,695 payment occurred before or after 19 July 2024.33 The current 2026 Xanadu Israel service listing and the 2025 Sada Social Canva report are chronologically after both legal milestones.11, 12 This establishes timing only; it does not by itself establish legal notice, liability, a settlement nexus, or a military nexus.
Corporate Structure & Foundational Ties
Founding and incorporation. [pre-2020] Canva publicly launched in Sydney in 2013 as an Australian startup.3 no public evidence identified that Canva was founded or originally incorporated in Israel in the reviewed corporate history.3, 4
Headquarters and domicile. Canva’s procurement disclosure identifies Canva Pty Ltd as an Australian corporation at 110 Kippax Street, Surry Hills.5 The FY25 Anti-Slavery Statement identifies Canva, Inc., incorporated in Delaware, United States, as the ultimate parent of the Canva group; Canva Pty Ltd and Canva UK Operations Ltd sit below Canva Australia Holdings Pty Ltd in that structure.4 The same statement describes Canva Pty Ltd as headquartered in Sydney; that operational headquarters does not make the ultimate legal parent Australian.4 no public evidence identified of a dual or legacy Israeli headquarters.13, 5, 4
State and institutional linkages. Israeli public records establish civilian procurement by the Ministry of Health in 2022 and Ministry of Foreign Affairs in 2024.33, 32 no public evidence identified of Israeli state ownership, a state-appointed Canva director, designation of Canva as Israeli critical national infrastructure, or a verified IDF/Ministry of Defense procurement contract in the reviewed materials.5, 11, 4, 33, 32
Structural governance. No public evidence identified of an Israeli state golden share, charter restriction or other governance mechanism tying Canva to Israeli state policy in the reviewed ownership materials.6, 29, 4 Blackbird says it remains Canva’s largest investor shareholder, and Square Peg remains associated with Canva through its current portfolio after a disclosed partial 2024 sale; neither source establishes Israeli state control.6, 7, 8
Humanitarian actions and actor distinction. MSF Australia states that the Canva Foundation is a Crisis Response Partner and that Canva support helped MSF provide immediate medical humanitarian care in Gaza and Sudan in 2025.36 MSF’s partners page also identifies the Canva Foundation partnership, while Canva identifies the Canva Foundation as its main charitable arm.37, 28 The public posts reviewed do not disclose the amount allocated to Gaza or Sudan.37, 36 This verifies a 2025 humanitarian-support purpose and recipient context; it does not establish a specific October 2023 Canva or Canva Foundation donation or commitment.37, 28, 36 The humanitarian finding is reported separately and is not used to offset commercial or government-market exposure.
Profit Repatriation & Economic Contribution
Revenue attribution. Canva disclosed US$3.5 billion of total 2025 revenue and 260 million monthly users, without an Israel revenue breakout.10 no public evidence identified for Israel-attributed revenue in that disclosure.10
Contract and profit-flow structure. Canva’s current procurement framework says customers outside North America and the UK ordinarily contract with Australian Canva Pty Ltd.5 Public Israeli procurement records show that actual government purchasing channels have varied by period/intermediary: the Health Ministry record names Canva US Inc. directly in 2022, while the Foreign Ministry record uses a local supplier in 2024.33, 32 no public evidence identified for Israel-specific margins, tax paid, transfer pricing or profit repatriation in the reviewed disclosures.5, 33, 32
Economic ecosystem role. The certified reseller’s Israel service territory, civilian government procurement records show Israeli market access and public-sector use.11, 33, 32 no public evidence identified of Canva being characterised by an Israeli government or industry body as a key Israeli employer, sector anchor or critical infrastructure provider in the reviewed materials.11, 33, 32
Settlement nexus. No public evidence identified of a Canva office, reseller branch, named customer, direct contract, data centre, sourcing relationship, revenue stream or acquired operating company specifically located in or serving an Israeli settlement in the West Bank, East Jerusalem or Golan Heights. Exact-name review did not identify Canva in the current OHCHR settlement-business update.1 The verified Health and Foreign Ministry procurement records are civilian central-government records and do not identify settlement use.33, 32
