Evidence current to 20 October 2026.

Citibank, N.A. is a United States national banking association described in a 2026 SEC filing as a wholly owned subsidiary of Citigroup Inc.1 The Bank of Israel currently classifies Citibank N.A. as a foreign bank, reporting symbol 22001.2 Citi’s current Israel privacy statement identifies the local controller as Citibank, N.A. acting through its Israel Branch and gives the branch address as 121 Menachem Begin, Tel Aviv.3 Citigroup Global Markets Inc. is treated separately below because State of Israel securities filings identify that entity, rather than Citibank N.A., as an underwriter in specified sovereign offerings.4, 5

Supply Chain & Sourcing Relationships

2026 - Direct suppliers, importer structure, seasonal sourcing and third-party goods sourcing. No public evidence identified for Citibank N.A. or Citigroup purchasing Israeli agricultural products from Mehadrin, Hadiklaim, Galilee Export, Agrexco successors, or comparable produce exporters. The primary Israel sources reviewed describe a regulated banking branch and financial-services activity rather than a retail-goods supply chain.2, 6, 3

2026 - Importer of record. No public evidence identified of a Citibank/Citigroup-owned Israeli importer of record for physical consumer goods in the researched material.2, 3

Product Origin, Labeling & Regulatory Compliance

2026 - Settlement-origin goods and country-of-origin labelling. No public evidence identified of Citibank N.A. or Citigroup selling labelled agricultural/consumer goods for which Israeli-versus-settlement origin rules would apply. The reviewed Israel operations are banking/financial services.2, 3

2026 - Corporate labelling policy. No public evidence identified for a Citi policy governing retail product labels for goods from occupied or contested territories in the sources reviewed.

Investment, Capital & Financial Exposure

[pre-2020] 2014-2015 - Israel technology operation. Citi stated in 2014 that it had established a Technology Innovation Lab in Israel and that the lab worked with an accelerator programme.7 In November 2015 Citi described its Tel Aviv Innovation Lab as having been established about four years earlier and said its accelerator, launched in 2013, had worked with four classes totalling 43 startups.8 These sources establish historical R&D/innovation activity; they do not by themselves prove that the same organisational unit remains unchanged in 2026.

2026 - Current Tel Aviv innovation/venture presence. Citi Ventures currently lists a Tel Aviv location at 121 Menachem Begin Street.9 The source identifies the Citi Ventures function/location but does not specify a separate Israeli incorporated subsidiary, so it should not be treated as evidence of an acquired Israeli operating company.9

2026 - Acquired Israeli subsidiaries. No public evidence identified in this bounded primary-source review of an Israeli operating company acquired by Citigroup and currently controlled as a manufacturing, technology, consumer, infrastructure or other operating subsidiary. The verified local banking presence is a branch of Citibank, N.A.2, 3

[pre-2020] 2013 - State of Israel sovereign debt. A State of Israel underwriting agreement dated 28 January 2013 named Citigroup Global Markets Inc. with Barclays Capital and Goldman Sachs as underwriters for $2 billion of Israeli sovereign bonds; the same agreement identified Citibank, N.A. as fiscal agent.10

2020 - State of Israel sovereign debt. An executed 31 March 2020 agreement named Citigroup Global Markets Inc. among the underwriters of $5 billion of State of Israel bonds and identified Citibank, N.A. as fiscal agent under the fiscal-agency agreement.11

2023 - State of Israel sovereign debt. The Israeli Ministry of Finance’s January 2023 SEC exhibit records Citigroup Global Markets Inc. among the underwriters for a $2 billion sovereign issue and identifies Citibank, N.A. as fiscal agent.12

5 March 2024 - Distinct roles in the $8 billion issue. The executed agreement for Israel’s $8 billion March 2024 issue named BNP Paribas, BofA Securities, Deutsche Bank and Goldman Sachs as underwriters; Citigroup Global Markets Inc. was not in that underwriting group. Citibank, N.A. nevertheless remained the fiscal agent under the longstanding fiscal-agency agreement.13 This distinction prevents the fiscal-agent role from being misreported as underwriting that particular issue.13

11 February 2025 - Post-July/November 2024 continuation. Citigroup Global Markets Inc. was one of five underwriters for $5 billion of State of Israel bonds, while Citibank, N.A. was identified separately as fiscal agent.4

6 January 2026 - Post-July/November 2024 continuation. Citigroup Global Markets Inc. was again one of five underwriters, this time for $6 billion of State of Israel bonds; Citibank, N.A. again served separately as fiscal agent.5 A 2026 prospectus supplement likewise identifies Citigroup among the joint book-running managers and Citibank, N.A. as registrar/fiscal/transfer/principal paying agent.14

20 May 2024 - Defence-company investment allegation. The 20 May 2024 UN Special Procedures communication AL OTH 90/2024, addressed to Citigroup CEO Jane Fraser, raises allegations that Citigroup was among US-based companies investing in US defence companies transferring weapons to Israel.15 The communication is an allegation submitted through UN Special Procedures, not an adjudicated finding.15 The retrieved record does not specify whether any cited exposure was Citigroup proprietary capital, client assets, index exposure, custody assets or another structure, so it cannot establish direct Citi financing of an Israeli end user or Israeli defence prime.15

2026 - Portfolio and fund exposure. Beyond the OHCHR communication described above, no sufficiently specific primary disclosure was verified in this bounded pass identifying the amount and ownership character of Citigroup/Citibank holdings in Israeli-domiciled companies, settlement-active companies or Israeli defence manufacturers. No public evidence identified for direct lending or trade-finance facilities to a named Israeli defence prime in the sources reviewed.

Operational Presence & Market Activity

[pre-2020] 2000 - Branch establishment. The Bank of Israel states that the Citibank N.A. branch began operating in Israel in 2000 and initially focused on banking services for large Israeli companies, including account management and company financing.6

[pre-2020] 2015 - Historical branch address. An SEC sub-custodian schedule identified Citibank, N.A., Israel Branch as a Tel Aviv branch at 21 Ha’arba’a Street.16

2019-2026 - Regulated banking-system participation. The Bank of Israel allocated Citibank N.A. identification code 22 in its payment-system coding framework,17 and its current supervised-bank list continues to identify Citibank N.A. as a foreign bank with reporting symbol 22001.2

2026 - Current physical footprint. Citi’s Israel privacy statement identifies Citibank N.A. acting through its Israel Branch at 121 Menachem Begin, Tel Aviv.3 Citi Ventures also lists a Tel Aviv location at that address.9

2026 - Workforce and tax contribution. No current Israel workforce number, Israel-specific tax payment, or Israel-specific regulatory-capital contribution was verified in the reviewed public sources.

[pre-2020] 2015 - Market characterisation. Citi itself described the organisation in 2015 as the leading international financial institution in Israel.8 This is a historical corporate characterisation, not a verified current market-share ranking.

Corporate Structure & Foundational Ties

2026 - Legal domicile and parent relationship. Citibank, N.A. is a US national banking association and is described as wholly owned by Citigroup Inc.1 Citigroup’s 2025 annual-report materials describe Citi as a global financial-services group rather than an Israeli-headquartered company.18

2026 - Israeli nexus checks. No public evidence identified that Citibank, N.A. or Citigroup Inc. was founded in Israel, has its global headquarters/principal place of management in Israel, is beneficially controlled by Israeli capital, or holds Israeli Preferred Technology Enterprise status. The verified Israeli banking operation is a foreign-bank branch supervised by the Bank of Israel.2, 3, 1

2000-2026 - State institutional linkage. Citibank, N.A. has a contractual role as fiscal agent for State of Israel sovereign securities under a fiscal-agency agreement dated 13 March 2000 and subsequently amended; that role is repeatedly recited in the 2020, 2023, 2024, 2025 and 2026 State of Israel filings.11, 12, 13, 4, 5 This establishes a service relationship with the State of Israel, not state ownership of Citibank or Citigroup.1, 11

2026 - Settlement nexus. No verified evidence was identified in this bounded pass of a Citibank branch, Citi office, acquired subsidiary, retail outlet, sourcing operation or directly documented lending facility located in an Israeli settlement in the West Bank, East Jerusalem or Golan Heights. The directly verified current locations are in Tel Aviv.3, 9 The most recent OHCHR settlement-business database itself was not successfully retrieved within the action limit, so this audit does not make a categorical claim that Citibank/Citigroup is absent from that database.

2026 - Controlling principals. No public evidence identified in the completed searches of a material personal or family-office Israeli investment attributable to every Citigroup founder/executive/director/significant shareholder. The individual-principal drill-down remained incomplete at the action ceiling and therefore supports no affirmative or negative conclusion.

2026 - Structural governance features. No public evidence identified in the reviewed primary materials of an Israeli state golden share, Israeli government board appointment, or charter restriction tying Citigroup/Citibank governance to Israeli state policy.18, 1

Profit Repatriation & Economic Contribution

2026 - Revenue attribution. No Israel-specific revenue or profit figure was identified in the reviewed Citi annual-report material.18

2026 - Profit flows. Because the verified local banking operation is a branch of Citibank, N.A., rather than a separately identified acquired Israeli bank, the reviewed sources establish the organisational relationship but do not disclose the amount or direction of Israel-specific profit remittances.3, 1 no public evidence identified for quantified Israel-to-US profit repatriation.

2000-2026 - Economic ecosystem role. The Bank of Israel’s historical account shows Citibank N.A. entered Israel to serve large companies with corporate banking and financing services,6 while current Bank of Israel records continue to recognise Citibank N.A. as a supervised foreign bank.2 Citi’s historical innovation disclosures additionally document participation in Israel’s fintech/startup ecosystem.7, 8 No independently verified current national market-share figure or designation as critical Israeli national infrastructure was identified.
