Direct Defence Contracting & Procurement

Dell Technologies has secured multiple direct contracts with Israeli defense entities spanning over a decade. In January 2023, Dell won a tender to supply servers, storage, and maintenance services to the Israeli Ministry of Defence, Israeli army, and related security bodies for a two-year period, with the contract reportedly funded through US Foreign Military Financing 1. Prior to this, in 2010, EMC Israel (later absorbed into Dell via the 2016 Dell-EMC merger) won a tender valued at approximately $300 million to supply storage systems, backup systems, and software to the Israeli military, reportedly funded through US aid funds 1, 2. Heavy Machinery, Construction & Infrastructure

EMC Israel is a tenant and active participant at the National Cyber Park (Gav-Yam Negev) in Beer Sheva, a technology campus located adjacent to the IDF’s technology and intelligence directorate campus 1. Between 2019 and 2024, EMC/Dell received over NIS 22,563,308 in Israeli government R&D incentive benefits for activity conducted at this facility 1. No public evidence identified.

Supply Chain Integration with Defence Primes

Matrix IT Ltd is an Israeli IT services company that provides services to IMOD, Israeli settlements, Israel Police, and Israel Prison Services 7. Matrix IT was included in the UN 2020 settlement database 7. The Electronic Intifada reports that internal documents link Dell hardware to Lavender and The Gospel 3, 8. Its republications are the same investigation; the cited Guardian and +972 reports explain the targeting systems but do not independently establish Dell as their supplier 9, 10. No public evidence identified of an independently corroborating procurement record for that specific hardware attribution.

Logistical Sustainment & Base Services

Dell personnel directly mentored a military hackathon attended by officers of the IDF’s Computer and IT Directorate and cyber defence units, held at the National Cyber Park facility in August 2018 1. No public evidence identified.

Munitions, Weapons Systems & Strategic Platforms

Dell does not act as a prime contractor, sub-system integrator, or licensed manufacturer of weapons systems. Dell PowerEdge hardware underpins Nvidia’s Israel-1 research supercomputer; no public evidence identified of military end-use for that facility in the sources reviewed 11.

No public evidence of specific US BIS, DDTC, or end-user certificates relating to Dell sales to Israeli military end-users. No court proceedings, judicial reviews, or legal challenges specifically regarding Dell’s defence supply relationship with Israel were identified.

Civil Society Scrutiny & Documented Investigations

Review of A/HRC/59/23 did not identify Dell by name; an endnote URL mentions EMC in a separate industry-university article, which is not equivalent to the report naming Dell as a subject 12. Who Profits classifies Dell as a company profiting from and thereby complicit in the Israeli military occupation 1. Dell has been named as a BDS campaign target by BDS Aotearoa and associated activist networks, with grounds cited including the 2023 IMOD tender, the Israel-1 AI supercomputer, and historical IDF supply 13.
