Key Findings

  • Military: RTX’s Rafael joint venture received a $1.25 billion contract in November 2025 to supply Israel with Tamir interceptors, missile kits and test equipment. Israeli government and RTX announcements in October 2026 confirmed first deliveries from the venture’s Arkansas facility.1, 2, 3
  • Economic: RTX disclosed operational Israeli manufacturing facilities and Israeli component supplies. Pratt & Whitney’s controlled Nahariya manufacturing operation was undergoing closure in 2026; its completed closure and final disposition remained unestablished.4, 5, 6
  • Political: RTX publicly presents its Israeli missile-defence partnerships as protecting population centres and infrastructure. Its board opposed a 2024 shareholder request for an additional human-rights impact assessment, citing existing policies and contract-review processes.7, 8
  • Not found: No public evidence identified of a separate RTX general-purpose cloud, enterprise AI, spyware or Palestinian population-surveillance platform supplied to Israeli authorities. The documented missile guidance and engagement functions are assessed under Military.7, 9

Executive Summary

RTX’s strongest documented Israel/Palestine nexus is military-industrial. Raytheon and Rafael established their US manufacturing joint venture in 2020. In November 2025, R2S received a $1.25 billion direct commercial sales contract supplying Israel with Tamir interceptors, missile kits and test equipment. October 2026 announcements confirmed first deliveries from its Arkansas facility to the Israel Missile Defense Organization. These records establish an active supply relationship beyond a proposed sale or historical association.15, 1, 2, 3

The military record also includes David’s Sling, jointly developed with Rafael, with RTX supplying missile firing units and participating in Stunner interceptor technology. Historical offensive-weapons and aircraft-component connections are documented principally through AFSC Investigate and require separate attribution and temporal caveats. Proposed AMRAAM sales identify RTX as prime contractor, but notifications alone do not establish completed contracts or deliveries.9, 16, 17, 18

The economic nexus extends to Israeli manufacturing, component sourcing and industrial partnerships. Corporate filings confirmed operating Israeli commercial manufacturing facilities and continuing Israeli components for defence programmes. Pratt & Whitney controlled Blades Technology Ltd. in Nahariya, but closure reporting materially qualifies its continuing footprint: the shutdown process was underway in 2026, with approximately 600 workers facing job losses and another 300 expected to transfer to Tefen. The final closure date remained unresolved.4, 5, 6 Collins Aerospace’s helmet-display relationship with Elbit establishes a commercial partnership, not RTX ownership of Elbit.14

Political findings concern public presentation of defence cooperation, institutional procurement relationships and human-rights governance. The audits identified no verified settlement operation, settlement donation, Israel-specific anti-BDS lobbying request or personal settlement advocacy by named executives. They also identified no independent general-purpose digital provision supporting a Digital score. The fixed, human-vetted V6.6 result is BRS 852, Tier A (Extreme Complicity), driven primarily by the documented military relationship. This corpus classification is not a judicial finding of liability.

Corporate Overview

RTX operates through Raytheon, Collins Aerospace and Pratt & Whitney, combining defence and commercial aerospace activities. Its reported 2025 consolidated sales were $88.603 billion; that group-wide figure does not measure Israeli revenue or the scale of an individual Israeli programme.10

Raytheon-Rafael Area Protection Systems, or R2S, is a US manufacturing joint venture. The original 2020 announcement and the venture’s website use the longer name; the November 2025 contract announcement uses “Raytheon-Rafael Protection Systems.” Both formulations appear in official communications. The evidence does not establish a formal renaming or a second venture.15, 27, 1 The Arkansas investment is US-based manufacturing investment associated with an Israeli partnership, not investment located in Israel.1

Pratt & Whitney’s controlled Blades Technology operation in Nahariya is the specifically identified Israeli manufacturing business. Closure plans were reported in 2022 and again in June 2026. The audits did not establish its acquisition consideration, precise ownership percentage, completed closure date or final legal disposition.6, 19 Elbit identifies RCEVS, involving Elbit and Rockwell Collins, as supplier of the F-35 helmet-mounted display; Rockwell Collins is now within Collins Aerospace. This does not establish RTX ownership of Elbit or complete current venture ownership percentages.14

No public evidence identified of an RTX settlement franchise, authorised settlement branch, Israeli state controlling shareholding or Israeli government power over RTX board appointments. The documented institutional shareholders should not be treated as a single beneficial owner or their independently managed portfolios attributed to RTX.12

Domain Summaries

Military: Military

Mechanism of Involvement

The clearest current mechanism is direct supply through R2S. Its November 2025 contract covers Tamir surface-to-air missiles, missile kits and test equipment for Israel. RTX reported approximately $33 million invested in the East Camden production facility. October 2026 announcements confirm that manufacturing progressed to delivery to the Israel Missile Defense Organization.1, 2, 3

Tamir is a purpose-built interceptor with electro-optical sensors and a proximity-fuzed warhead. RTX identifies SkyHunter as its US derivative and states that most Tamir components are procured through its US supply chain. David’s Sling is a separate Rafael partnership involving Stunner interceptors and RTX-produced missile firing units. Stunner uses kinetic impact without an explosive warhead; SkyCeptor is a related derivative.7, 9

The proposed AMRAAM transaction adds an official procurement record with a different evidentiary status. The original notification named RTX as prime contractor for 30 AIM-120C-8 missiles and one guidance section, valued at $102.5 million. An enhancement added 108 missiles and two guidance sections, bringing proposed totals to 138 missiles, three guidance sections and $407.5 million. The enhancement was reported to Congress on 3 February 2025 and published on 2 February 2026.17, 18

Pratt & Whitney’s F100 and F135 are military aircraft engines. AFSC links RTX equipment to Israeli F-15, F-16 and F-35 aircraft, but the $2.8 billion August 2025 F135 announcement does not identify Israel’s allocation.28, 25, 16 AFSC also reports historical bomb and missile transfers and Phalanx installations on Israeli naval vessels, including vessels associated with Gaza’s maritime blockade.16

Counter-Arguments and Evidence Limits

RTX’s strongest defence is the documented protective function of the principal current programmes. Iron Dome intercepts incoming rockets, artillery and mortar threats; David’s Sling addresses aerial threats. RTX describes protection of Israeli population centres and infrastructure. These purposes must remain explicit rather than treating every interceptor as evidence of an offensive strike.7, 9

The AMRAAM records are proposed-sale notifications, not proof that all quantities were contracted, manufactured or delivered.17, 18 Historical quantities and incident accounts are attributed to AFSC; some Paveway fragments cannot be conclusively assigned to Raytheon because other manufacturers produced that weapons family. Pre-2020 transfers do not prove unchanged arrangements through October 2026, and historical naval installations do not establish a current maintenance contract.16

No public evidence identified of an individual export licence or end-user certificate for the R2S deliveries, an Israel-related embargo enforcement action against RTX, or a judicial decision holding RTX liable for the specific contracts examined. No public evidence identified of RTX construction machinery, settlement-building contracts or a delivery to a specifically identified installation in occupied territory. These absences limit the findings without negating the documented supply contract.

Digital: Digital

Mechanism of Involvement

No independent qualifying digital mechanism was established. Iron Dome and David’s Sling contain sensors, radar processing, guidance, threat assessment and engagement functions, but these are embedded in purpose-built weapons systems and are assessed under Military.7, 9

The audits identified no current RTX enterprise deployment of the named Israeli-origin cybersecurity vendors, no verified Israeli-origin biometric or Palestinian communications-monitoring platform, and no separately contracted general-purpose intelligence-hosting service for an Israeli agency. No public evidence identified of RTX participation in Project Nimbus, an Israeli cloud region, sovereign-cloud hosting or a general-purpose AI platform licensed to Israeli authorities.

RTX’s supplier documentation establishes cybersecurity safeguards for sensitive information, not Israeli hosting or access to customer data.30 Its February 2026 maritime-sensing announcement concerns DARPA, a US customer, and does not identify an Israeli customer or supplier.31

Counter-Arguments and Evidence Limits

The zero score reflects an evidentiary boundary: advanced computation within a missile system does not independently establish general-purpose digital provision. Rafael cooperation, Israeli manufacturing and Israeli components likewise do not establish an enterprise cybersecurity subscription, cloud contract or personal-data processing arrangement.7, 9, 5

AFSC discusses RTX surveillance technology in other contexts, including the US–Mexico border, but the reviewed material does not establish Israeli vendor origin for that technology.16 No public evidence identified of RTX AI training on Palestinian civilian datasets, Israeli-controlled storage of RTX customer information, or an executive-controlled investment in a named Israeli spyware company.

These findings do not certify the absence of undisclosed relationships. They establish that the supplied audits found no qualifying public evidence and therefore retain Digital 0.00.

Economic: Economic

Mechanism of Involvement

RTX’s filings establish Israeli commercial manufacturing, exports, imports of critical inputs and receipt of Israeli components for defence programmes. They do not identify every supplier or contractual counterparty.4, 5 Pratt & Whitney’s Nahariya business supplies a specific ownership and employment nexus, while Rafael and Elbit partnerships establish further industrial relationships.6, 9, 14

R2S links Israeli technology and procurement to US manufacturing. The November 2025 announcement states a $1.25 billion contract; RTX’s annual report separately records a $1.2 billion Tamir production booking for an international customer. Bookings and contract value are different measures: neither establishes cash received, recognised Israeli revenue or profit.1, 10

Investment figures also require their original scope. RTX reported approximately $33 million in November 2025; an Arkansas state announcement reported $63 million and up to 60 anticipated jobs in October 2026. The audits retain these as separate dated disclosures rather than reconciling them into a single verified cost.1, 32

Counter-Arguments and Evidence Limits

Nahariya’s closure materially mitigates its continuing operational significance. The 2022 report attributed planned closure to sustained losses; June 2026 reporting described approximately 600 expected job losses and 300 transfers to Tefen. These are stages of the same restructuring and must not be added to the earlier approximately 900 jobs at risk.19, 6 Completed closure remains unestablished.

Civilian aerospace manufacturing should retain its commercial character. Arkansas production is geographically distinct from investment in Israel. Joint ventures do not establish acquisitions of Rafael or Elbit, and neither RTX’s share of R2S profits nor its partners’ precise capital contributions was established.1, 27, 14

No public evidence identified of settlement premises, settlement-origin produce, agricultural suppliers, settlement-specific revenue, Israeli sovereign-bond underwriting, direct settlement lending or material proprietary Israeli securities holdings. The audits also did not establish total Israeli revenue, taxes, payroll, profit repatriation or October 2026 employment. Institutional shareholders’ independent investments cannot be reassigned to RTX.12

Political: Political

Mechanism of Involvement

The documented political footprint consists primarily of public support for missile-defence cooperation, participation in government-linked procurement and governance decisions concerning human-rights scrutiny. RTX’s product communications emphasise protection of Israeli population centres; its R2S announcements describe production for Israeli and US requirements.7, 1, 3

The 2024 proxy contained Proposal 7 requesting a human-rights impact assessment of high-risk products and services, including conflict-area use. RTX’s board unanimously opposed it, stating that existing policies and financial, technical, political, ethical and reputational reviews already addressed relevant risks.8 The School Sisters of Notre Dame Cooperative Investment Fund supported the proposal; JLens opposed it, arguing that it contained misleading Israel-related claims and could contribute to antisemitism. These are competing shareholder positions, not independently established conclusions about those claims.20, 21

A 2025 lobbying-disclosure proposal documents disagreement over transparency. The proxy identifies general trade-association relationships, but does not establish RTX-directed lobbying on Israeli aid, settlements or anti-BDS legislation.33 The 2025 contract and October 2026 deliveries establish commercial continuity after July and November 2024; chronology alone does not establish illegality.1, 2, 3

Counter-Arguments and Evidence Limits

RTX’s strongest defence combines the protective purpose of its current missile-defence programmes with its stated existing human-rights controls. Its opposition to an additional assessment is documented as a governance judgement, not an explicit endorsement of civilian harm or settlement policy.7, 9, 8

No public evidence identified of verified corporate payments to named Israel-focused advocacy or military-welfare organisations, settlement sponsorship, settlement-expansion lobbying, anti-BDS legislative requests, Palestine-related employee sanctions or personal settlement advocacy by named executives. No verified RTX-specific OHCHR settlement-database entry or passage in report A/HRC/59/23 was established.

The audits found no dedicated corporate statement specifically condemning Palestinian civilian deaths or announcing a Gaza humanitarian policy. That search result does not establish an undisclosed position. General lobbying and arms-industry membership cannot substitute for evidence of Israel-specific advocacy.33
