Direct Defence Contracting & Procurement

Rolls-Royce Holdings plc is the Group parent, while Rolls-Royce plc remains its main trading subsidiary. 1, 2, 3

Rolls-Royce Holdings plc became the registered person with significant control of Rolls-Royce plc, replacing Rolls-Royce Group Limited, effective 1 January 2026. 4

On 27 September 2021, the U.S. Department of Defense announced a $193,999,241 firm-fixed-price contract, W56HZV-21-C-0087, to Rolls-Royce Solutions America Inc. for Namer armoured personnel carrier power packs less transmissions. 5 The full amount was obligated from Fiscal Year 2020 Foreign Military Sales (FMS) funds for Israel, with work in Novi, Michigan, and stated completion by 31 December 2021. 5

On 28 March 2024, Rolls-Royce Solutions America received an $8,449,000 modification, P00003, to contract W56HZV-23-C-0054 for armoured personnel carrier power packs, funded in full by FY2024 FMS funds for Israel and with estimated completion by 31 December 2028. 6 The notice does not identify the platform as Namer or Eitan, disclose the base award, or state cumulative contract value. 6

On 5 July 2024, Rolls-Royce Solutions America received a further $37,181,554 modification, P00005, to W56HZV-23-C-0054 for power packs for armoured personnel carriers, likewise funded in full by FY2024 FMS funds for Israel and with estimated completion by 31 December 2028. 7 The two publicly identified 2024 modifications total $45,630,554 in stated obligated FMS funds, but this is not a verified total contract value because the reviewed notices do not disclose the base award or all modifications. 6, 7

On 14 April 2025, the U.S. Defense Security Cooperation Agency (DSCA) notified Congress of a possible $180 million FMS to Israel for additional Eitan 8V199TE21-D powerpack engines, components, technical assistance, non-recurring engineering, logistics, and programme support, naming Rolls-Royce Solutions America as principal contractor. 8 The notice states that the possible Eitan sale would augment an already implemented, previously below-threshold $85.5 million case, but does not provide that case’s award date, contract number, contractor award value, delivery status, completion date, or cumulative value. 8 The April 2025 notification does not itself establish an award, signed agreement, delivery, or active performance for the proposed $180 million increment. 8

On 30 January 2026, DSCA notified Congress of a possible $740 million FMS for Namer APC-MT883 power packs less transmissions in full and lite configurations, with integrated logistics support, naming Rolls-Royce Solutions America as principal contractor. 9 The notice includes transmission parts, maintenance tools, control and diagnostic systems, containers, documentation, technical assistance, and non-recurring engineering, but does not make transmission kits components of the Namer powerpacks themselves. 9 This notification is a proposed FMS case rather than an award or delivery record, and DSCA states that actual value depends on final requirements, budget authority, and signed sales agreements, if concluded. 9

The Department of War’s correction record identifies 18 February 2026 as the award date for contract W912CH-26-C-0019, originally announced on 17 February 2026. 10 Rolls-Royce Solutions America received a $73,528,916 firm-fixed-price award, fully obligated from FY2026 FMS funds for Israel, for Merkava power-pack equipment and associated services. 10 Work is stated to occur in Graniteville, South Carolina, with estimated completion by 31 December 2032. 10

The verified post-September-2021 record therefore establishes two 2024 FMS-funded modifications for platform-unspecified armoured-personnel-carrier power packs and the February 2026 Merkava award. 6, 7, 10 no public evidence identified in the reviewed primary records of a later Namer-named award, modification, delivery, or sustainment contract after the September 2021 Namer award, or of an Eitan-named award implementing the April 2025 notification. 5, 8, 6, 7, 9, 10

PAX included Rolls-Royce in its June 2024 research on arms-company supply to Israel during 2019–2022; the U.S. government records provide stronger direct evidence for the specific Namer, Eitan, and Merkava channels. 11, 5, 8, 10

No public evidence identified in the reviewed sources of a separately published IMOD or IDF tender award, Israeli security-service contract, SIBAT directory listing, or Israeli government announcement naming Rolls-Royce. 5, 8, 9, 10

Dual-Use Products & Tactical Variants

Rolls-Royce describes the mtu Series 199 as a military land-vehicle powertrain platform and states that Series 199-based powerpack solutions have been implemented for the Eitan. 12

The Namer, 2024 armoured-personnel-carrier, Eitan, and Merkava records concern configured armoured-vehicle powerpacks and associated support rather than ordinary civilian engine sales. 5, 8, 6, 7, 10

The February 2026 Merkava award supplies “Power Pack Less Transmission” full and lite kits, metal containers, and contractor engineering technical services. 10 It does not describe transmission kits as supplied under that award, and its scope cannot support reducing the procurement to engines alone. 10

Rolls-Royce plc’s 2025 annual report lists Rolls-Royce Solutions Israel Limited at 6 Meir Ariel Street, Netanya, Israel, and Rolls-Royce Solutions America Inc. in Wilmington, Delaware, as 100%-held group entities. 15 The schedule supports group attribution but does not identify either entity’s immediate parent or assign either entity a particular Israel-related contract. 15

The official mtu site identifies Rolls-Royce Solutions Israel Ltd. at the same Netanya address, directs sales-and-service enquiries to it, and describes mtu as a Rolls-Royce product and solution brand offering power solutions and life-cycle support. 16 The site’s general Marine Defense and Land Defense navigation does not identify an Israeli state customer, tender, contract, end-user, or defence supply by the Netanya entity. 16

The February 2026 Merkava award includes metal containers and contractor engineering technical services, with estimated performance through 31 December 2032. 10 The award establishes scheduled contract performance, but does not alone establish completed delivery of any kits. 10

Munitions, Weapons Systems & Strategic Platforms

Rolls-Royce Solutions America was contracted to supply propulsion powerpacks for Israeli Namer armoured personnel carriers through the 2021 FMS-funded contract. 5

The April 2025 DSCA notification identifies Rolls-Royce Solutions America as principal contractor for additional Eitan armoured-vehicle powerpack engines and associated technical, engineering, logistical, and programme support, but remains a possible-sale notification rather than a delivery or award record. 8

The February 2026 Merkava award is an actual FMS-funded contract for power-pack-less-transmission full and lite kits, containers, and engineering technical services. 10 The Department reports a “total cumulative face value” of $462,947,478 for W912CH-26-C-0019. 10 The public notice does not explain whether that figure reflects prior obligations, earlier actions, options, or other pricing elements, so it should be treated as the agency’s stated cumulative contractual value rather than verified cumulative deliveries, payments, or the value of the February 2026 work alone. 10

A February 2021 Proceedings report states that Israeli Sa’ar 6 corvettes incorporate two MTU diesel engines in their propulsion systems. 14 Rolls-Royce’s subsidiary schedule identifies Rolls-Royce Solutions Israel Limited, while Rolls-Royce’s North American corporate material identifies mtu as the Power Systems brand; these sources support an MTU-branded propulsion connection but do not establish the precise Sa’ar 6 procurement intermediary, contract value, delivery date, or sustaining entity. 17, 14, 15, 16

UK Department for Business and Trade Israel licensing data provides aggregate information on extant UK licences without identifying exporters, and therefore cannot verify a Rolls-Royce licence or export-control decision. 13

Civil Society Scrutiny & Documented Investigations

PAX’s June 2024 report names Rolls-Royce among companies examined for supply to Israel during 2019–2022. 11 PAX’s methodology includes company-specific research because SIPRI transfer data does not identify producers, so the U.S. government contract records remain stronger evidence for the specified FMS supply channels. 11, 5, 10

The supplied document-scoped pre-scan found no Rolls-Royce mention in UN Special Rapporteur report A/HRC/59/23, the 2023 and 2025 OHCHR settlement-activity database updates, or the other specified reviewed civil-society documents; these are document-scoped absences rather than proof of absence from all relevant records. 18

On 12 July 2024, Rolls-Royce Power Systems stated in a response collected by Business & Human Rights Resource Centre that it supports NATO and its allies with defence power solutions and complies with applicable export-control and sanctions law. 19 The response does not announce an Israel-specific halt, contract termination, end-use-monitoring measure, or policy change. 19

KLP’s Q2 2023 exclusion list includes Rolls-Royce Holdings plc under its general weapons category, but does not state an Israel-specific basis and should not be represented as an Israel-related divestment decision. 20

DBIO’s 2025 report lists Rolls-Royce under a stated “DBIO listed activity” while reporting source-listing statuses concerning UN, Who Profits, AFSC, and other reports; these are source-listing assertions rather than independent proof of an underlying supply chain. 21

No public evidence identified in the reviewed sources of a Rolls-Royce public termination statement or end-use-monitoring commitment specifically addressing the Namer, Eitan, Merkava, or Sa’ar 6 relationships. 5, 8, 9, 10, 19
