Direct Defence Contracting & Procurement

Thales–Elbit component supply. Disclose reported in June 2024 that Elbit received two Thales TSC 4000 identification-friend-or-foe transponders in early 2024 and that six further units were held up. Thales’s response, reproduced by Disclose, described the equipment as non-lethal and intended for onward export to a third country rather than for the Israeli armed forces.¹ A March 2025 Disclose investigation reported additional historical sales by Thales entities to Israeli defence companies including Elbit and Israel Aerospace Industries; it also quoted Thales confirming sales while disputing the asserted military end use.²
Reported 2025 shipments. Declassified UK reported shipping-record evidence for Thales I-Master radar equipment moving to Elbit in 2025. That report is evidence of a reported shipment relationship; it does not by itself establish installation on an IDF platform or use in a particular military operation.³
Direct IMOD/IDF award. No public evidence identified in the reviewed source set of a current direct Thales prime contract awarded by the Israeli Ministry of Defence or IDF for a named weapons platform. The identified evidence instead concerns supply to Israeli defence manufacturers and export routes.

TSC 4000. Thales markets the TSC 4000 as a miniaturised IFF transponder for military aircraft/UAS applications.⁴ Its military design makes the reported Elbit shipment defence-relevant, but the product page does not identify an Israeli end user.
End-use dispute. A French parliamentary defence record in 2026 described the Thales transponders as exported under a third-country re-export scheme; this supports the French government’s stated onward-export account and does not independently establish the physical destination of each unit.⁵
Export licensing. UK government records document Israel-related export licensing and policy changes, including the 2 September 2024 suspension of specified licences for items assessed for use in Gaza and the operative notice implementing that decision.^{6, 7, 8, 9, 10, 11} These government-wide records do not establish that every listed policy decision concerned Thales.

No public evidence identified of Thales heavy machinery, construction equipment or engineering contracts used to build or demolish settlements, the separation barrier, military bases or detention facilities in the occupied territories.
Polimil’s current site identifies Thales as a partner and separately describes work for Israeli defence/security customers, but it does not identify a Thales product used in a settlement or checkpoint construction project.¹²

Historic Watchkeeper joint venture. Companies House records show Thales UK historically participated in UAV Tactical Systems with Elbit; Elbit announced on 22 January 2026 that it had acquired full ownership. The Thales equity interest therefore ceased in January 2026 and UTACS should not be described as a current Thales subsidiary.^{13, 14}
Watchkeeper X for Romania. Elbit announced a 2023 Romanian purchase order for Watchkeeper X under a framework programme and described manufacture in cooperation with U-TacS/Thales.¹⁵ CAAT’s 2026 analysis reports UK Thales radar licences and an extant re-export route that it links to the Romanian Watchkeeper X programme; that Romania link is CAAT’s attributed analysis rather than direct observation of each shipment.¹⁶
Re-export uncertainty. CAAT’s later export-licensing review reports that ministers could not confirm completed Romanian re-export by July 2026. That leaves the public record of individual component destinations unresolved.¹⁷
Programme support. UK Single Source Regulations Office contract data independently documents Thales UK Watchkeeper support work and contract periods, establishing the UK programme support context without establishing an Israeli end user.¹⁸

No public evidence identified of Thales catering, fuel, facilities-management, transport, freight-forwarding or port-handling contracts specifically servicing Israeli military bases or detention facilities.
Polimil lists military and government customers and identification-system work, but the reviewed material does not tie Thales to those particular service contracts.¹²

Platform context. Elbit markets Hermes 900 as a MALE unmanned aircraft system with military mission configurations.¹⁹ The existence of that platform does not establish that the specific Thales components reported by Disclose were fitted to Hermes 900; no such inference is made here.
Watchkeeper. Elbit’s Romanian order and UK contract data establish Thales/Elbit cooperation around the Watchkeeper family and subsequent UK support work.^{15, 18} CAAT links the disputed UK re-export licensing to the Romanian Watchkeeper X programme while also documenting uncertainty about completed re-export.^{16, 17}
Strategic Israeli systems. No public evidence identified in the reviewed material of Thales supplying Iron Dome, David’s Sling, Arrow, Merkava, Israeli munitions/warheads or another named Israeli strategic weapons system.

UK export-control releases for December 2024, July 2025 and February 2026 document the changing licensing position for Israel and provide dated official context for licences remaining in force.^{6, 7, 8} The 2 September 2024 suspension announcement, the operative notice to exporters and the 2024 annual report document the scope and limits of the suspension, including categories of UAV-related items.^{9, 10, 11}
A 2026 French parliamentary defence record states that Thales transponders were exported under a third-country re-export arrangement; it does not verify the eventual destination of each unit.⁵ CAAT separately reports UK Thales radar licences and an extant incorporation/re-export licence while flagging uncertainty about completed Romanian delivery.^{16, 17}

Disclose’s 2024 and 2025 investigations allege defence-relevant component supply to Israeli companies and reproduce Thales’s denials or qualifications about lethal systems and Israeli military end use.^{1, 2} Declassified UK separately reports shipment records involving Thales radar equipment and Elbit.³
Thales’s 2024 universal registration document identifies its defence/aerospace businesses and French state/Dassault governance; it does not disclose an Israeli state equity stake in Thales S.A.²⁰
The public evidence reviewed supports a current/past commercial supply relationship with Israeli defence manufacturers and a historic Thales–Elbit joint venture, but leaves the final operational IDF use of the specific post-7 October 2023 components unresolved.
