Key Findings
- Digital: Admiral has used call-recording, quality-management and speech-analytics software from Verint, an Israeli-origin vendor, since at least 2014. Trade press confirms the deployment by August 2016.1, 2 The hosting location and legal entity delivering Admiral’s deployment are undetermined.3, 4
- Economic: No Israeli subsidiary, office, investment, revenue line or Israeli-domiciled shareholder was identified. All eleven disclosed subsidiaries are incorporated in England and Wales, Gibraltar, Italy or Spain.5
- Political: Admiral issued no Israel-Palestine statement. Its public Middle East communications concern customer travel cover and group risk, and its Solvency report states the Group “does not operate in the region”.6, 7
- Not found: No evidence of any military, defence or settlement nexus. Admiral does not appear in the OHCHR settlement-business database or the Who Profits database, and is not named in the insurer-complicity reports reviewed.8, 9, 10

Executive Summary
Admiral Group plc is a Cardiff-headquartered insurer and consumer lender. The four audits found no Israeli operations, subsidiaries, offices, revenue, state contracts or settlement activity.11, 5 It manufactures and exports no physical goods. Categories premised on weapons, construction or logistics are not applicable to its business model.18
The single documented link to an Israeli-origin entity is in the digital domain. Admiral is a customer of Verint for call recording, quality management and speech analytics. Trade press dates this to 2014 at the latest, with speech analytics deployed across several contact departments by August 2016.1, 2 Verint’s former Cyber Intelligence Solutions business was documented by Amnesty International as supplying South Sudan’s National Security Service during at least 2015–2017.19 That business was spun off as Cognyte on 1 February 2021, and Verint states its remaining business relates only to customer engagement software.20, 21 The audit found no evidence connecting Admiral’s relationship to that interception line. It also found no source identifying the Verint legal entity or hosting jurisdiction serving Admiral. This is recorded as an evidence gap, not resolved either way.
The following are not supported by evidence:
- Any Admiral contract with Israeli defence, intelligence or security bodies.
- Israeli-origin biometric or surveillance technology.
- Project Nimbus participation.
- Acquisitions or investments in Israeli companies.
- Israel-related donations by the company, its executives or the Moondance Foundation.
- Presence in the OHCHR settlement-business database or the Who Profits database.
- Naming in the insurer-complicity reports and campaigns reviewed.
Two checks were partial and are not confirmed clean negatives: full-text searches of the OHCHR 2023 PDF and the Albanese report A/HRC/59/23.9, 22
The Research Manager’s amendment of 31 October 2026 kept Digital at 0 because the Verint frame was excluded by deterministic eligibility and hosting and control location are undetermined. If a source shows Israeli-domiciled control or hosting, Digital should be rescored. The final scores are 0.00 in all four domains, BRS 0, Tier E (Minimal/No Complicity).

Corporate Overview
Admiral Group plc is the ultimate public holding company, with no parent or private-equity sponsor identified.15 Its eleven disclosed subsidiaries are EUI Limited; Admiral Insurance Company Limited; Admiral Insurance (Gibraltar) Limited; Able Insurance Services Limited; Admiral Syndicate Limited; Admiral Syndicate Management Limited; Admiral Law Limited; Admiral Financial Services Italia; Admiral Financial Services Limited; Admiral Europe Compañía de Seguros, S.A.U.; and Admiral Intermediary Services S.A.U. They are incorporated in England and Wales, Gibraltar, Italy and Spain only, and none is in Israel.5
Admiral’s UK, Spanish and Italian motor books are co-insured and reinsured by Munich Re and Hannover Re under treaties dating from at least January 2010. That release names no Israeli counterparty.32 Its venture unit, Admiral Pioneer, is Cardiff-based with a UK-aligned focus. Recent acquisitions (Flock, Luko, RSA’s More Than home-and-pet book) involve no Israeli-origin companies.33
Admiral discloses no Israeli franchise, licensee, importer or distributor. A 2023 Gulf News article about “Admiral” in the Middle East concerns an unrelated company, Admiral Corporation of America, and is a wrong-entity match, not an Admiral Group fact.
The founding dates reconcile as two milestones: 1991 for planning and recruitment under the Brockbank Group, and 2 January 1993 for the commercial launch. Henry Engelhardt led the company from 1991 until 2016. The 2004 date sometimes cited for his CEO start corresponds to the stock-exchange listing.23, 34, 35, 24
Domain Summaries
Military: Military
Mechanism of Involvement
No mechanism was identified. The audit found no public evidence of any contract, tender, framework agreement or MoU with the Israeli Ministry of Defence, IDF, Prison Service or Border Police. It found none for supply-chain, dual-use, munitions, base-services or construction activity. It found none for Israeli defence export directories, export licences or sanctions actions.18, 36 Admiral’s disclosed business involves no manufactured product line.18 The UK High Court proceedings on F-35 component export licences name no insurer.37, 38
Counter-Arguments and Evidence Limits
The company’s strongest defence is that it is a personal-lines insurer and lender with no physical products, no defence customers and no Israeli presence. Campaign and rating sources point the same way:
- Admiral is absent from the PAX/11.11.11/AFPS report on arms financiers.
- It is absent from the “Boycott Bloody Insurance” named-insurer reports and the Chubb/Sompo/Elbit actions.39, 40
- The campaign’s own site rates Admiral “Recommended” (score 0) in its insurer grading. The pages do not identify the primary source for the weapons-cover determination, so this is treated as a lead only.41, 42
One adverse but general finding exists. The Good Shopping Guide rates Admiral “Poor” on Responsible Investment Policy and Ethical Accreditation because its exclusions do not cover “controversial weapons”. It scored Admiral 72/100 overall, and the finding is not Israel-specific.43 A claim that Admiral’s investment policy excludes only coal and oil sands could not be confirmed from any primary document.30
Evidence limits:
- The OHCHR 2023 PDF and Albanese report text extractions were partial.9, 22
- No current holder of 10% or more could be confirmed.12
- Searches by name of the Chair, CEO, board members and founder for defence or Israel-related roles found nothing.
Named Entities and Evidence Map
- Admiral Group plc: no Israel-linked operation disclosed.18
- Henry Engelhardt, Diane Briere de l’Isle Engelhardt and the Moondance Foundation (charity no. 1139224): no Israel or defence-related grants found.44
- Mike Rogers, Milena Mondini de Focatiis, Fiona Muldoon and Keith Davies: searched, none found.
- Elbit Systems, BAE Systems and similar defence primes: no Admiral supply, contract or insurance link identified.
Digital: Digital
Mechanism of Involvement
Admiral is a commercial customer of Verint. Verint Call Recording and Quality Management were used since at least 2014, and Speech Analytics was deployed across quotation, acceptance, renewal and claims departments by August 2016.1, 2 Verint Systems Inc. is US-based and traces its origins to Comverse. Its Israeli subsidiary is Verint Systems Ltd, with an R&D site in Herzliya reported at roughly 200 of about 3,800 employees.3, 45 The deployment is at the customer-engagement layer, not Admiral’s core network or primary cloud.1, 2
The audit found no source identifying which Verint entity or hosting location serves Admiral. Admiral’s privacy pages name Canada, not Israel, as a transfer destination for shared service centres, and do not mention Verint or speech analytics.4, 46 A G-Cloud document for a different Verint product, resold via Puzzel, describes UK-only data centres and has no Israel reference. It does not confirm Admiral’s arrangement.47
Other technology vendors have no identified Israeli tie:
- Guidewire (US) provides policy and billing platforms.48
- OCR Labs Global (Australia) provides Admiral Money identity verification.27
No evidence was identified of Check Point, Wiz, SentinelOne, CyberArk, NICE, Claroty or Palo Alto relationships. The same applies to Trigo, BriefCam, AnyVision/Oosto or Trax, to Project Nimbus, and to Israeli data-centre hosting.
Counter-Arguments and Evidence Limits
Admiral’s defence is that it is a customer of a commercial software vendor, not a supplier of technology to Israel. The surveillance line that Amnesty documented was legally and operationally distinct, and it was divested via the 1 February 2021 Cognyte spin-off.19, 20 Verint states its remaining business “relates only to customer engagement software”.21 The audit found no evidence connecting Admiral’s relationship to the interception product line.
Under the V6.6 method, being a customer of an Israeli-origin vendor does not by itself meet the standard. The frame was excluded by deterministic eligibility, and the RM amendment of 31 October 2026 holds Digital at 0.
Open caveats, carried as unresolved:
- Hosting and control location are undetermined, not ruled out. Rescore if a source shows Israeli-domiciled control or hosting.
- The latest independently opened confirmation of the Verint relationship is August 2016. Current status is unconfirmed, and a 2024 Verint document referencing an “Admiral” case study was not verified and is not relied on.
- Whether an Israeli Verint entity appears on Verint’s EMEA sub-processor list could not be verified.
- AFSC’s investigate.afsc.org database could not be queried, so no finding is asserted.
- Who Profits shows no Admiral entry.8
Named Entities and Evidence Map
- Verint Systems Inc. and Verint Systems Ltd: vendor, not a group entity.3, 45
- Cognyte Software Ltd: spun off 1 February 2021, with Latin America allegations addressed in Verint’s 2022 response.20, 21
- OCR Labs Global (Australia) and Guidewire Software (US): no Israel tie found.48, 27
- Mike Rogers, who is not the unrelated former NSA Director Michael S. Rogers (name collision ruled out): no ties found.
- FIL Limited (5.17%): searched, none found.14
Economic: Economic
Mechanism of Involvement
No mechanism was identified. Admiral does not trade in physical goods. No importer-of-record, settlement-origin product, agricultural supplier, Israeli subsidiary, investment, office, R&D centre or revenue line was found.11, 5 The Israeli-nexus floor test (founding, HQ, tax residency/PTE status, Israeli capital control) was negative on all four factors.
No evidence was identified of Admiral underwriting Israeli sovereign debt, selling Israel Bonds, or insuring Israeli state, military or settlement operations. The “Ensuring Genocide” report on insurers does not name Admiral.10 Admiral’s responsible-investment disclosures reference no Israeli holdings, though they state no exclusion list.36 Disposals in December 2020 (Penguin Portals) and December 2025 (Elephant) involved no Israeli party or asset.26, 16
Counter-Arguments and Evidence Limits
Admiral’s strongest defence is the absence of any operational, ownership or financial footprint in Israel. Its disclosed shareholders are UK/EU-based, and the BlackRock holding (~8.6%) is minority and passive. The audit did not find any Israel-related investment attributable to Admiral through its shareholders.12, 13
Limits:
- A 2008 trade-press report of Munich Re changes to an Israeli reinsurance book could not be corroborated, did not mention Admiral, and Munich Re’s current Israel activity was not verified.
- The Admiral entry in the OHCHR database was checked via the UNISPAL and OpenSanctions mirrors. Admiral was not found, and the full text of Albanese paragraphs 48–86 could not be retrieved.9, 49, 22
- The Universities Superannuation Scheme item is context only and is not about Admiral.
Named Entities and Evidence Map
- Munich Re and Hannover Re: reinsurance and co-insurance partners, no Israeli counterparty named.32
- BlackRock, Moondance Foundation, Diane Briere de l’Isle and FIL Limited: searched, none found in connection with Israel.12, 13, 14
- David Stevens, Henry Engelhardt, Evelyn Bourke and Fiona Muldoon: searched, none found.
Political: Political
Mechanism of Involvement
No mechanism was identified. The audit found no Israel-Palestine statement by Admiral, no lobbying, no donations to FIDF, JNF/KKL or settlement groups, and no state honours or “Brand Israel”-type partnerships. It also found no employee-speech controversies and no operations in the occupied territories.
Admiral’s Middle East communications concern customer service and risk:
- Its travel FAQ addresses cover for customers disrupted by the Middle East conflict and refers only to “the conflict” and FCDO advice. Its X post names Iran, a naming discrepancy between the two artifacts. The post’s closing wording could not be retrieved.7, 28
- The Solvency report states that the conflict’s impact was assessed as immaterial, that the Group “does not operate in the region” and has “limited direct exposure through its investment portfolio”.6
- The H1 2026 report states the CEO’s comment that Admiral has “helped customers impacted by the conflict in the Middle East”, and that “Geopolitical risk remains elevated”.31
Admiral’s identified charitable activity is not Israel-linked. The £10m Covid-19 relief fund was run by the Moondance Foundation, not by Admiral Group plc.44 Henry and Diane Engelhardt received the 2026 Special St David Award for jobs creation and Wales-focused philanthropy, with no Middle East dimension.
Counter-Arguments and Evidence Limits
Admiral’s defence is that it has been silent on the conflict, as its DEI materials are on Ukraine and Black Lives Matter, and its only conflict-related statements are customer-service and risk disclosures. Admiral is not named in boycott campaigns, the Shurat HaDin report on vessel insurance, or direct actions against insurers.39, 40
Limits:
- The full 2025 Annual Report could not be opened (HTTP 403), so whether its risk pages name the Middle East is unconfirmed.30
- Secondary press points on bodily-injury claims and inflation from the H1 2026 report were not verified in primary text.
- The 25 March 2026 AGM notice is administrative only.
Named Entities and Evidence Map
- Milena Mondini de Focatiis, Mike Rogers (Experian and Aegon UK chair roles) and other directors: searched, none found.
- Henry and Diane Engelhardt and the Moondance Foundation (£23.5m in donations across 366 grants in the year to 30 November 2024): no donations to FIDF, JNF/KKL or settlement organisations found.44
- Admiral Insurance Company Limited, EUI Limited and Admiral Financial Services: no independent Israel-related activity found.18
Complicity Index Score
Method: V6.6 (vetted), with scores fixed and unaltered.
| Domain | I | M | P | V-Domain Score |
|---|---|---|---|---|
| Military | 0.00 | 0.00 | 0.00 | 0.00 |
| Digital | 0.00 | 0.00 | 0.00 | 0.00 |
| Economic | 0.00 | 0.00 | 0.00 | 0.00 |
| Political | 0.00 | 0.00 | 0.00 | 0.00 |
- V_MAX: 0.00 Avg_OTHERS: 0.00
- BRS Score: 0 Tier: E (Minimal/No Complicity)
V_MAX is 0.00 because no domain had a mechanically eligible frame. Military, Economic and Political carried “no_mechanically_eligible_frame”. Digital’s Verint frame was excluded by deterministic eligibility, and the Research Manager amendment of 31 October 2026 retained 0 with the rescoring caveat above. With V_MAX and Avg_OTHERS both zero, BRS is 0, which falls in Tier E (0–199). The method is scale-free and evidence-only, and the scores were human-vetted and examiner-adjudicated after bounded V6 revision. The formula is V = I × min(M/7, 1) × min(P/7, 1), and BRS = ((V_MAX + 0.2 × Avg_OTHERS) / 12) × 1000.
Methodology Note
- Evidence-only: Every claim traces to the four domain audits (Military, Digital, Economic, Political). Where checks found nothing, the text says “No public evidence identified”.
- Scale-free scoring: Impact reflects activity type, Magnitude reflects scale, and Proximity reflects directness. General association is not sufficient to score.
- Temporal rule: Divested or exited operations are mitigated. The Cognyte spin-off, the Penguin Portals sale and the Elephant sale are recorded as exits.
- Entity attribution: There is no transitive guilt. Vendor, shareholder and name-collision cases (Verint’s former cyber business, the unrelated Admiral Corporation of America, former NSA Director Michael S. Rogers) are separated from Admiral’s own conduct.
- Settlement operations: These dual-count in Economic and Political. No Admiral settlement operation was identified.
- Caveats carried: Partial extractions, inaccessible documents, unverified hosting and campaign-aggregator reliability limits are reported as evidence gaps, not as findings in either direction.
