Key Findings

  • Digital: Ancestry currently discloses a Taboola integration that assigns a persistent user identifier for attribution and recommendation functions. Taboola is incorporated in Israel, has core R&D in Tel Aviv and reports infrastructure that includes Israel; however, the audits found no evidence that Ancestry genetic data is shared with Taboola, that Ancestry workloads are hosted in Israel, or that Ancestry participates in Project Nimbus.1, 2, 3, 4
  • Economic: Ancestry is controlled by Blackstone-managed funds, with Blackstone executives serving on its board. Blackstone separately operates a Tel Aviv investment platform, announced an agreement to acquire a majority stake in Israeli enterprise-software company Priority Software, and currently identifies Priority as an investment. The audits found no evidence tracing Ancestry revenue, operating capital, customer data or procurement to Priority or other Blackstone Israeli investments.5, 6, 7, 8, 9
  • Political: Ancestry has publicly communicated on Black Lives Matter, inclusion and social-history issues, while the reviewed corporate news material contained no Ancestry statement on the Gaza war, Palestinian civilian harm, the July 2024 ICJ advisory opinion or the November 2024 ICC warrants. This comparative posture is the basis of the vetted Political score.10, 11, 12
  • Not found: No public evidence identified of Ancestry supplying the Israeli military or security bodies, operating in settlements, holding an Israeli operating subsidiary, providing technology to Project Nimbus, or making corporate donations to Israeli military or settlement organisations.13, 14

Key Facts:

Executive Summary

Ancestry is a privately held genealogy and consumer-genomics company controlled by Blackstone-managed funds, with GIC retaining a significant minority interest at the 2020 closing. Its documented Israel/Palestine nexus is materially different across the four audited domains. The strongest scored vectors are economic and digital rather than military. Blackstone has direct institutional activity in Israel, including a Tel Aviv investment office and a majority investment in Priority Software, while Blackstone executives sit on Ancestry’s board. The audits repeatedly distinguish those controlling-parent facts from Ancestry’s own operations: no reviewed source traces Ancestry revenue, customer data, procurement or operating capital into Priority Software or another Blackstone Israeli portfolio company.5, 6, 7, 8, 9

The digital audit documents a more direct commercial relationship. Ancestry’s current cookie disclosures identify Taboola technology used for attribution, reporting and recommendation tailoring, and Taboola has separately published an Ancestry/Performics advertising case study. Taboola’s regulatory filings establish Israeli incorporation, core R&D in Tel Aviv and infrastructure that includes Israel.1, 2, 3 This evidence drove the vetted Digital result as a structural exposure-risk assessment; it does not demonstrate actual Israeli state access or surveillance use. Its limits are equally important: the audits found no evidence that Ancestry sends genetic information to Taboola, no evidence that Ancestry customer or genetic data is stored in an Israeli AWS region, and no evidence that Ancestry is a supplier, subcontractor or participant in Project Nimbus.4, 21, 22

The military audit found no documented physical military-supply relationship. No public evidence identified an Ancestry contract with the Israeli Ministry of Defense, IDF, Israeli police or other security body; a purpose-built military product; defence-prime supply; military logistics; weapons production; settlement infrastructure activity; or relevant export-licensing history.13, 14 Ancestry’s historical military-record products, including Forces War Records and Fold3, are genealogy/archive services rather than evidence of defence supply. Its current law-enforcement policies also restrict use of its services for criminal investigations and require valid legal process for disclosure.23, 24

Politically, the audit identified a narrower corporate-communications issue. Ancestry has made public statements concerning Black Lives Matter, inclusion, Holocaust-related preservation and other social-history themes, but the reviewed current news channel contained no corporate statement addressing the Gaza war, Palestinian civilian harm, the July 2024 ICJ advisory opinion or the November 2024 ICC warrants.25, 26, 10, 11, 12 Under the fixed V6.5 methodology, the positive economic and digital findings activate the Neutrality Floor and the examiner treated this comparative communications record as falling in the Double Standard band. This does not establish lobbying, Israeli-government advocacy, military donations or settlement endorsement; the audit found no public evidence of those activities.

The final vetted result is Complicity Index score 486, Tier C (Substantial Complicity). Economic is the highest domain score at 5.34, followed by Digital at 4.95, Political at 2.50, and Military at 0.00. The result reflects the documented Blackstone control/Israel investment nexus and Israeli-origin digital supplier relationship while retaining the substantial exculpatory findings and attribution limits in the underlying audits.

Corporate Overview

Ancestry’s current public structure comprises U.S. and international operating entities including Ancestry.com Operations, L.P., Ancestry.com Operations Inc., Ancestry.com DNA, LLC, Ancestry Ireland Unlimited Company and Ancestry International DNA, LLC. Its consumer and archival ecosystem includes AncestryDNA, Newspapers.com, Fold3, Find a Grave, Archives, Forces War Records and related services.15 No Israeli Ancestry contracting entity or controlled Israeli operating subsidiary was identified in the current corporate disclosures reviewed by the audits.

Blackstone-managed funds are the controlling owner following the December 2020 acquisition, and Blackstone executives David Kestnbaum and Sachin Bavishi hold Ancestry board roles. GIC retained a significant minority interest at the 2020 closing and is represented on the current board by Alex Moskowitz.5, 6 This governance relationship is central to the economic audit because Blackstone independently maintains substantial Israeli investment activity.

Blackstone opened a Tel Aviv office in 2021 to pursue growth and technology investments. Its current materials identify Yifat Oron as head of that office and associate her with investments including Priority Software and Stampli; her biography also records prior service in the Israeli Ministry of Defense Directorate of R&D.9 Blackstone’s May 2024 announcement concerned a majority-stake acquisition agreement; the current executive biography identifies Priority among its investments. The announcement described more than 500 employees across five offices in Israel, the United States and Belgium.7, 9

The audits do not collapse those parent-level activities into Ancestry operations. No reviewed source establishes that Ancestry procures Priority Software, finances Blackstone’s Israeli investments, transfers customer data to them or derives operating revenue from them. Public disclosures also do not provide a complete look-through of fund distributions or prove complete capital independence between Ancestry, its owning funds and their manager. The resulting economic assessment therefore reflects a documented control relationship with unresolved fund-flow detail rather than a claimed direct Ancestry investment in Israel.5, 6, 7, 9

Domain Summaries

Military

Mechanism of Involvement

No documented physical military-supply relationship was established. The military audit found no public evidence of an Ancestry contract, tender, framework agreement or memorandum with the Israeli Ministry of Defense, IDF, Israeli Police, Border Police, Israel Prison Service or another Israeli security body.13, 14

No public evidence identified Ancestry as a defence exporter, weapons manufacturer, military component supplier, logistics provider, settlement-infrastructure contractor or participant in Israeli strategic weapons programmes.13, 14 Its military-history products are archival genealogy resources: Forces War Records, for example, contains historical regimental, medal, prisoner-of-war and casualty records rather than tactical or defence-grade systems.31

Ancestry’s customer-data policies point in the opposite direction from an established military-use mechanism. Its current position prohibits law-enforcement use of DNA tools, family trees and records to investigate crimes or identify human remains and requires valid legal process before disclosure.4, 24 Its report titled January–December 2025 recorded zero valid DNA requests, no valid international requests and no national-security process reported as of year end. The English calendar-year DNA line and a localised July–December rendition differ; that limits reliance on an exact DNA-reporting interval.23

Counter-Arguments and Evidence Limits

The strongest defence is the absence of a verified military relationship after targeted checks across corporate, UN and specialist sources. Neither the 2026 OHCHR settlement-business material nor the reviewed 2025 UN Special Rapporteur report identified Ancestry as a military or settlement-related supplier.13, 14

Parent-level activity must also be separated from Ancestry. Blackstone has other investments and partnerships with Israeli entities, but no reviewed source connected Ancestry operationally to a defence contract, military supplier or weapons system through those investments.13, 14, 7

The negative conclusions remain evidence-bounded. Ancestry is privately held, so public disclosure of contracts and customers is more limited than for a listed company, and the OHCHR database itself is not an exhaustive inventory of every company with Israel-related business. Accordingly, the finding is No public evidence identified, rather than proof that no undisclosed relationship could exist.

Named Entities and Evidence Map

Digital

Mechanism of Involvement

The strongest direct digital nexus is Taboola. Ancestry’s current cookie table identifies Taboola’s t_gid cookie for attribution/reporting and recommendation tailoring. Taboola separately documents an Ancestry/Performics UK advertising campaign, confirming a direct commercial marketing relationship.1, 2

Taboola’s filings establish that it is incorporated under Israeli law, has core R&D in Tel Aviv and operates infrastructure that includes Israel.3 The audit further records that the disclosed Taboola technology assigns a persistent unique user identifier and uses advertiser/publisher interactions for recommendation and attribution. Under the Data-Exposure / Sovereignty Principle, the examiner treated this disclosed persistent behavioural identifier through Israeli-controlled R&D/infrastructure as a structural exposure-risk frame.1, 2, 3 This is a scoring interpretation of the documented mechanism, rather than evidence of actual state access. The composite cookie disclosure does not verify current activation on a particular site, visit or region.1

The scope is limited. No reviewed source shows that Ancestry genetic information is supplied to Taboola; Ancestry’s privacy statement says genetic information is not shared with third-party marketers or advertisers.4 The audits also identified a Klear-labelled campaign-conversion cookie and established Klear’s Israeli origins, but the disclosed table is composite across sites and regions and does not prove an uninterrupted current paid Klear contract.1, 32

Ancestry is also a substantial AWS customer. AWS materials describe migration of business-critical workloads involving roughly 10 PB of data, hundreds of applications and thousands of instances, and a 2025 technical post documents a very large AWS-based data lake.33, 29 AWS separately operates an Israel region and was selected as a Project Nimbus provider.21, 22 No source, however, places Ancestry workloads in the Israeli AWS region or links Ancestry to Nimbus.

Counter-Arguments and Evidence Limits

The strongest defence is that the evidenced Israeli-origin services are marketing and attribution technology rather than Ancestry’s core genetic-data infrastructure. The audits found no evidence that Taboola or Klear receives Ancestry genetic information.4

AWS’s own Israel and Nimbus relationships are provider-level facts. They do not show that Ancestry participates in Nimbus, provides services to the Israeli state, or stores customer or genetic data in Israel.21, 22 No public evidence identified an Ancestry-owned R&D centre or data centre in Israel, an Israeli state technology contract, an Israeli military/intelligence deployment, or an Israeli-origin surveillance vendor powering Ancestry’s Face Match feature.

The Taboola cookie disclosure also does not identify an Ancestry-specific processing region or state access. Both cookie entries are part of a composite possible-use disclosure, rather than observations of activation for every user, region or site.1

Named Entities and Evidence Map

Economic

Mechanism of Involvement

The governing economic frame is Ancestry’s documented control relationship with Blackstone combined with Blackstone’s current Israeli investment platform. Blackstone-managed funds control Ancestry, Blackstone executives sit on the Ancestry board, and Blackstone maintains a Tel Aviv investment office.5, 6, 8

In May 2024 Blackstone announced that Blackstone Growth and affiliated funds would acquire a majority stake in Priority Software, which it described as having more than 500 employees across five offices in Israel, the United States and Belgium.7 Current Blackstone material continued to identify the Tel Aviv platform and Priority investment after the July and November 2024 constructive-notice dates.9 The examiner classified the majority acquisition as Strategic FDI and used it as the strongest supported Economic scenario.

Ancestry itself presents a different operating footprint. Its headquarters are in Utah, its international headquarters are in Dublin, and its current public contracting structure identifies no Israeli Ancestry entity.16, 15 Its current DNA-market list does not include Israel.18 No public evidence identified an Ancestry office, workforce, tax registration, R&D centre, data centre, factory, logistics hub or direct capital investment in Israel or the occupied territories.16, 15, 13

The audits also found no settlement-specific sourcing, sales, reseller, franchise, property or investment relationship. Ancestry’s historical records concerning Jerusalem, Jaffa, Haifa and Palestine are genealogy content rather than proof of physical commercial presence.19, 20

Counter-Arguments and Evidence Limits

The company’s strongest defence is attribution. Priority Software is a Blackstone investment, not an identified Ancestry subsidiary or supplier. No reviewed source establishes that Ancestry funded the Priority acquisition, uses Priority’s products, transfers customer data to it, or receives revenue from it.7

Likewise, no evidence identified Ancestry as Israeli-founded, headquartered in Israel, Israeli tax-resident, beneficially controlled by Israeli capital or the owner of an Israeli operating subsidiary. The OHCHR 2026 settlement-business update and A/HRC/59/23 did not identify Ancestry in the reviewed materials.13, 14

The remaining uncertainty concerns private-company capital flows. The audits could not trace all distributions between Ancestry, its owning funds and Blackstone or establish complete capital independence among them. That uncertainty supports the documented control nexus but does not justify asserting a specific Ancestry-to-Israel payment without evidence.5, 6, 7, 9

Named Entities and Evidence Map

Political

Mechanism of Involvement

The political score is driven by corporate communications rather than lobbying, donations or direct state advocacy. Ancestry publicly addressed Black Lives Matter in June 2020, with its then-CEO stating solidarity with the Black community and describing inclusion measures.10 Its 2026 impact communication continued to discuss community, inclusion, historical-record preservation and Holocaust-related education.11

Against that communications record, the political audit found no official Ancestry statement in the reviewed current news material specifically addressing the Israel-Gaza war, Palestinian civilian harm, the 19 July 2024 ICJ advisory opinion or the November 2024 ICC warrants.25, 26, 12 Because Economic and Digital were positive, the V6.5 examiner applied the Neutrality Floor and placed this comparative posture in the 2.1–3.0 Double Standard impact band.

The audit did not identify Ancestry lobbying on Israel, Palestine, BDS, military aid or settlement policy. Nor did it identify a corporate donation to the IDF, FIDF, JNF/KKL, reservist funds, settlement organisations or military-welfare bodies.6, 11, 12

Blackstone separately had Israel-related activity. A 2023 report described approximately $7 million in humanitarian-relief pledges by the Blackstone Charitable Foundation and senior Blackstone leaders, while a December 2025 Blackstone-Phoenix agreement allowed Phoenix Financial to invest up to $5 billion across Blackstone credit strategies.30, 34 Neither source establishes an Ancestry contribution, an IDF/FIDF payment or Ancestry operational participation.

Counter-Arguments and Evidence Limits

The strongest defence is that absence of a public statement does not establish support for Israeli government policy, military action or settlements. The audit found no Ancestry corporate endorsement of settlement activity, no Israeli-government PR partnership, no military donation, no relevant lobbying programme and no suppression of pro-Palestinian employee speech.6, 11, 12

Ancestry also maintains genealogy pages for both Israel and Palestine, which the audit characterises as historical-record collections rather than geopolitical partnerships.19, 20

External civil-society screening was similarly limited in what it found. The BDS National Committee’s corporate-priority guide does not name Ancestry, and targeted Who Profits searches did not produce an Ancestry profile.35, 36 No organised Israel/Palestine boycott campaign specifically directed at Ancestry was identified in the reviewed material.

The political score therefore concerns a vetted comparative-communications frame under V6.5. It should not be read as evidence that Ancestry has lobbied for Israeli policy, financed the military or operated in settlements.

Complicity Index Score

Method: V6.5. The final human-vetted scores are fixed as follows:

DomainIMPV-Domain Score
Military0.000.000.000.00
Digital6.305.508.004.95
Economic6.807.005.505.34
Political2.507.009.002.50

Economic produces the highest domain score because the examiner treated Blackstone’s documented Priority investment and majority-acquisition announcement, together with its control of Ancestry, as the strongest supported economic frame. Digital is driven by the currently disclosed Taboola behavioural-identifier mechanism and Taboola’s Israeli corporate, R&D and infrastructure nexus, interpreted as structural exposure risk; Political reflects the examiner-adjudicated comparative-communications frame, while Military remains zero because no mechanically eligible military relationship was established.

The V6.5 method is scale-free and evidence-only: Impact reflects the activity type, Magnitude its scale, and Proximity the directness of the target’s relationship. The final bands were human-vetted after bounded revision, with unsupported allegations, wrong-entity attribution and indirect or divested activity constrained rather than promoted into stronger findings.
