Key Findings

  • Economic: Cartier’s own shipping policy lists Israel as a destination without exclusion.1 Israeli retailer Padani is described in press as Cartier’s exclusive Israeli representative and offers Cartier servicing. Both the Padani relationship and the Cartier-Israel link rest on third-party sources rather than Cartier’s own retailer list.2, 3, 4
  • Political: No Cartier or Richemont statement on Israel, Gaza or Palestine was identified, although Cartier and Richemont made a dated public statement on Russia/Ukraine in March 2022.5 The only Israel-located Cartier activity identified is a 2022–2023 Cartier Women’s Initiative partnership with Tech It Forward, whose current status is unconfirmed.6
  • Digital: Palo Alto Networks tooling appears in a Richemont job posting. Nikesh Arora, a Richemont director, is Palo Alto’s chairman and CEO, and Palo Alto completed its acquisition of Israeli firm CyberArk on 11 February 2026. No Richemont or Cartier relationship with CyberArk or any Israeli state body was identified.7, 8, 9
  • Not found: No military, defence-contracting, dual-use, or settlement-operations nexus was identified. Cartier and Richemont do not appear on the Who Profits or AFSC company lists, and no listing was found in the UN settlement-business database update of 26 September 2025.10, 11, 12

Key Facts:

Executive Summary

The audits document Cartier as a civilian luxury-goods house whose Israel nexus is commercial and indirect. Cartier’s own global shipping policy lists Israel among its destinations.1 Cartier-branded watches and jewellery are sold and serviced in Israel through the independent retailer Padani. Press accounts describe Padani as Cartier’s exclusive Israeli representative, one 2023 sponsored-content piece dating the relationship to 1972.2, 3 Sibling maison Piaget lists Padani as an authorised retailer in Jerusalem (Mamilla Avenue) and Tel Aviv (Herbert Samuel Street).21 No source places either address in a settlement or occupied territory, and no Cartier- or Richemont-owned office, boutique or subsidiary in Israel was identified.

The strongest political vector is an absence of speech. No Cartier or Richemont statement on Israel, Gaza or Palestine was identified. By contrast, on 30 March 2022 Cartier and other Richemont maisons announced a withdrawal from the RJC over Russia, a step reversed within weeks.5, 22, 23 The audits record this as a documented asymmetry, not as proof of any wrongdoing. The one Israel-located non-commercial activity found is the Cartier Women’s Initiative partnership with Tech It Forward, with a first in-person event on 27 March 2023. Its current status is unconfirmed.6, 24

On digital matters, a Richemont job posting names Palo Alto Networks’ Cortex XDR/XSIAM tooling.7 Richemont director Nikesh Arora chairs and leads Palo Alto, which completed its acquisition of Israeli company CyberArk on 11 February 2026.8, 9 The audit states that the only connection to CyberArk runs through Arora’s dual role. No Richemont or Cartier equity in CyberArk, no contract with any Israeli state body, and no Israeli-origin surveillance or biometric vendor was identified.

Not supported by the audits: any defence procurement, dual-use product, supply relationship with Israeli defence primes, settlement operation, settlement-sourced product, or listing in Who Profits, AFSC Investigate, or the UN OHCHR settlement-business database (latest update 26 September 2025, 158 enterprises).10, 11, 12 A civil-society opinion piece lists Cartier among luxury brands alleged to sell diamonds processed in Israel, but it offers no citation for the claim and does not name Richemont.25 The resulting scores are Military 0.00, Digital 0.00, Economic 2.06 and Political 2.25, giving BRS 199, Tier E (Minimal/No Complicity).

Corporate Overview

Cartier is a wholly owned maison of Compagnie Financière Richemont SA, a Swiss holding company. Voting control rests with Compagnie Financière Rupert, principally owned and controlled by Johann Rupert, via Class B shares.14, 13 Rupert also chairs Remgro Limited and Reinet Investments Manager S.A. No Israel-domiciled holding was identified in the Remgro or Reinet portfolios the audits reviewed.13

Richemont’s disclosed acquisitions reviewed (Watchfinder, 2018; the former YNAP platform, since sold) are non-Israeli. No Israeli acquisition, subsidiary, joint venture or importer-of-record entity was identified for Cartier or Richemont.

The Israeli commercial relationship is run through independent entities. Padani is an Israeli-registered, Belgian-founded retail chain (Tel Aviv, Jerusalem, Eilat) that carries Cartier among roughly eleven luxury brands.35 The audits found no evidence that Cartier or Richemont owns or controls Padani. They note that Cartier’s own site publishes no Israel retailer list and that Cartier’s boutique FAQ describes only a generic “selective network of watch specialists.” The Padani relationship therefore rests on the retailer’s marketing and third-party press, and is unconfirmed by Cartier itself.2, 4, 35

Domain Summaries

Military: Military

Mechanism of Involvement

No mechanism of military involvement was identified. The audit found no contract, tender, framework agreement or MoU with the Israeli Ministry of Defence, IDF, Prison Service, Border Police or any other security body. It also found no SIBAT or defence-exhibition listing, no tactical or dual-use product variant, no supply to Elbit, IAI, Rafael or IMI/Elbit Land, no logistical or base-service contract, and no role in munitions or strategic platforms. No public evidence identified for any of these categories.26 A cross-reference search for Richemont/Cartier against the four Israeli defence primes returned only an unrelated electronics supplier.

Cartier’s historic “Tank” (1919) and “Santos” (1904) watch designs reference French-army tanks and early aviation. The audit classes these as an out-of-scope boundary case with no current military or Israeli connection. The only government-body acts identified are Russia-related (RJC) and an unrelated OFAC matter, neither of which involves Israel.

Counter-Arguments and Evidence Limits

Cartier is a jewellery and watch house and not a manufacturer of arms, machinery or defence components. Richemont’s human-rights statement (November 2023) and its sustainability policy documents do not name Israel, the Occupied Palestinian Territories, or arms end-users, but the audit did not find them addressing military supply either.19, 36

Limits recorded by the audit:

Named Entities and Evidence Map

Digital: Digital

Mechanism of Involvement

A Richemont recruitment posting for an Endpoint Protection Engineer requires Cortex XDR/XSIAM experience and lists Palo Alto PCDRA certification, placing Palo Alto Networks tooling in Richemont’s disclosed endpoint-security stack.7 The posting discloses no contract value, start date or exclusivity, and neither company has publicly named the other as vendor or customer.

Palo Alto’s founder Nir Zuk served in IDF Unit 8200 and moved back to Israel in 2021.39 Palo Alto completed its acquisition of CyberArk (Petah Tikva, Israel) on 11 February 2026 and announced a Tel Aviv secondary listing.9, 31 Nikesh Arora, who is Palo Alto’s Chairman and CEO, has sat on Richemont’s board since 2017, is Lead Independent Director since April 2025, and chairs the Strategic Security Committee since November 2025.8 The audit states that the only link to CyberArk runs through Arora’s dual role. A Danet/Accel tender naming Palo Alto as technology partner for an unnamed Israeli customer does not name Richemont or Cartier.32

Other digital findings:

Counter-Arguments and Evidence Limits

Cartier would argue that Palo Alto Networks is a US-headquartered global security vendor and that Arora’s board seat is an independent governance role. The audit itself notes that Arora’s Palo Alto role is not treated as a Richemont corporate act, and that the Palo Alto–CyberArk acquisition is Palo Alto’s act. Job postings cannot establish whether a vendor relationship is continuing, new or ending. No Richemont or Cartier contract with Israeli state, military or intelligence bodies was identified, and no Israeli R&D facility, acquisition or investment was found. The Columbus Venture Capital search was inconclusive and remains an evidence gap. No Who Profits entry exists, though the site’s search filter did not visibly work, so this is not triple-confirmed.10

Named Entities and Evidence Map

Economic: Economic

Mechanism of Involvement

The Economic nexus is a market-facing retail and servicing relationship, not a supply, ownership or operational one.

Audit-documented inferences: payment flows presumably run from Padani to Richemont’s home jurisdiction. This is an inference and not disclosed data. No Cartier- or Richemont-disclosed Israel revenue exists, because Richemont reports by business area and not by country.45

Counter-Arguments and Evidence Limits

Cartier’s strongest defence:

Other audit caveats:

Political: Political

Mechanism of Involvement

The Political nexus is the combination of a Cartier shipping policy that treats Israel as an ordinary market with no reference to the occupation context,1 third-party retail through Padani, and the absence of any public stance. The audit documents:

Counter-Arguments and Evidence Limits

Cartier would argue that:

Evidence limits: UN database and AFSC searches are “searched, none found,” because site-restriction operators did not reliably filter, and the full OHCHR annex text was not re-verified.12

V_MAX is driven by Political (2.25), which reflects Cartier’s shipping policy treating Israel as an ordinary market, together with the indirect Padani retail relationship. Economic follows closely (2.06) on the same retail and servicing relationship. Military and Digital are zero because no qualifying frame was found. Together these place the company in Tier E.

The method is scale-free and evidence-only. Impact reflects activity type, Magnitude reflects scale, and Proximity reflects directness. Scores were examiner-adjudicated after bounded V6 revision, with three advisory warnings retained. The formula is V = I × min(M/7, 1) × min(P/7, 1); BRS = ((V_MAX + 0.2 × Avg_OTHERS) / 12) × 1000.
