Target identification and scope: “Churchill” is ambiguous. This audit distinguishes Churchill Insurance Company Limited from legally and operationally separate same-name businesses, including Churchill China plc, Churchill Group/Churchill Contract Services, Churchill Living, and Churchill Downs Incorporated; findings about one are not attributed to another merely because of the shared name.1, 2, 3, 4, 5, 6 The target is the Churchill UK insurance brand underwritten by UKIL. The ownership records also identify the separate Churchill Insurance Company Limited (company no. 02258947), an active UK non-life insurer incorporated on 17 May 1988; this company is not the current brand underwriter.7, 8

Insurance Times reported Palestine Action’s allegation that Aviva supplied employers’ liability insurance to UAV Engines, but this is not independent policy-level proof.27 No primary public evidence identified confirming an Aviva employer-liability policy for UAV Engines, its policy period, scope, premium, continuation, or cessation.27, 28, 29 Accordingly, alleged cessation dates, including a claimed December 2025 end date, remain unverified and are not treated as findings.29

The preserved political-domain research reports Aviva employer-liability cover ending on 7 September 2025. The April 2026 Middle East Eye investigation, available in a republication, also reports that date, whereas AFSC’s Chubb profile states December 2025. The underwriting relationship is therefore retained as attributed reporting; the conflicting cessation dates and absence of a retrieved insurer-issued policy certificate remain explicit limitations, rather than evidence that the reported relationship did not exist.29, 30

Export Licensing, Regulatory & Legal History
