These records establish a pattern of acquiring or integrating Israeli service and technology businesses, but most do not establish wholly owned share subsidiaries. No public evidence was identified in the cited transaction records of manufacturing facilities, settlement operations, an IDF/defence contract or a critical-infrastructure designation for these acquired businesses.

R&D and innovation centres

Deloitte Israel currently operates an R&D Innovation Center that it describes as an independent technology and innovation hub within the Deloitte Israel Innovation Hub, backed by Deloitte U.S. and working closely with Deloitte U.S. and global clients. It reports more than 250 engineers and work on AI and software products.16 Deloitte Catalyst also advises startups on Israel Innovation Authority grant applications and offers MNCs technology scouting, proofs of concept and “soft landing” support for establishing a corporate venture fund, innovation lab or R&D centre in Tel Aviv.17, 18 This establishes an active role in Israel’s technology-investment ecosystem; it does not establish that Deloitte itself receives Innovation Authority grants.17

Gaza Humanitarian Foundation controversy

A 2025 GHF overview memo says GHF was in the process of retaining an external audit/assurance firm and adds that it was “also having a discussion with Deloitte.”25 The memo does not establish that Deloitte was retained, paid, or engaged to design GHF’s distribution model.25 BCG’s own statement says that beginning in October 2024 a U.S.-based BCG team led by two partners provided pro bono support to help establish an aid organisation intended to operate alongside other relief efforts for Gaza; BCG says the individuals failed to disclose the full nature of the work, later carried out unauthorised work, and that BCG disavowed and stopped that work and would not be paid.26 BCG’s 6 July 2025 update separately says post-war Gaza reconstruction work undertaken by the former partners was run secretly outside BCG scope or approvals.26 USAID OIG later announced in July 2026 an audit of the $30 million USAID GHF award and its design, award process and milestone verification.27
