On 6 November 2025, the Israeli Ministry of Justice published procurement notice 4000608819 for the third-year option in its sole-source engagement with Deloitte Consulting and Technologies Ltd / דלויט ייעוץ וטכנולוגיות בע”מ, company number 514771427. The portal gives a financial scope of USD 62,304, an engagement period of 1 January–31 December 2026, and classification as exercise of an option under Regulation 3ג. Its title describes licensing/use and expert services for an Adobe product.31
The product and function are established by the underlying Ministry records. A 2023 Ministry professional opinion identifies Adobe AEM 6.2 / Adobe Experience Manager and says the platform supports online-form development, workflow, content services, PDF handling and a horizontal forms infrastructure. It is used for Ministry and citizen-facing services; secure forms can validate submitted information in real time and pass it directly into Ministry systems, and the platform integrates with the national identification system. The same document identifies Deloitte Consulting and Technologies Ltd, company number 514771427, as Adobe’s sole authorised seller of AEM licences in Israel and gives the intended renewal period as 1 January 2024 through 31 December 2026.32
The Ministry’s 12 August 2024 ICT Tenders Committee protocol confirms the continuing AEM arrangement. It approved six AEM licences for 2025 at USD 7,963.66 each, total USD 47,781.96 before VAT; reserved a 2026 option of up to USD 45,782.04 before VAT; and retained a separate potential 20% expansion of up to USD 34,805.80.
