Scope, entity attribution and authoritative checks

Deloitte is a network of legally separate member firms coordinated by Deloitte Touche Tohmatsu Limited (DTTL); DTTL does not provide client services and member firms do not bind one another merely through the Deloitte brand.1 Deloitte Israel reports about 150 partners/directors and about 2,000 employees and serves private and public-sector clients.2 This audit therefore attributes acts to Deloitte Israel/Brightman Almagor, Deloitte LLP (UK), Deloitte Consulting LLP (US), or Deloitte Middle East as the cited source does.1, 3, 4

Deloitte Israel currently maintains a Defense, Security & Justice practice; Alaa Abu-Rukun is identified as Head of Aerospace & Defense.5, 6 Chairman and CEO Ilan Birnfeld is current; focused searches identified no verified defense-prime board role, FIDF/reservist-fund donation, defense-prime equity holding or other military-channel act by him.7

Direct name checks of the 2023 OHCHR settlement-business database and A/HRC/59/23 did not identify Deloitte.8, 9 OHCHR states that its database covers ten specified settlement-related activity categories, not all business activity.10

The ICJ advisory opinion dates from 19 July 2024, and the ICC issued warrants for Benjamin Netanyahu and Yoav Gallant on 21 November 2024.11, 12 Deloitte Israel’s February 2025 defense conference activity and a March 2026 IAI auditor appointment post-date both.13, 14

Direct Defence Contracting & Procurement

Ministry of Defence & IDF contracts. No public evidence identified of an IMOD/IDF contract, tender award or MOU directly naming Deloitte Israel. An Israeli procurement record does name Brightman Almagor Zohar for payroll-audit services for “security bodies” from 12 December 2023 through 30 June 2024; the accessible record does not identify the bodies, so IDF/IMOD participation is unverified.15 [pre-2020] A 2015 Israel Police record identifies Deloitte for organisational-strategy consulting valued at NIS 200,000; the engagement ended in 2015.16

Deloitte also describes an engagement for an unnamed Israeli defense-industry client to identify civilian healthcare uses for technologies including AI, visualization and robotics; the client, value and date are undisclosed, and the source does not describe weapons supply.17

Defence trade directory listings. No public evidence identified of a Deloitte SIBAT defense-export listing or Israeli defense-exporter registration.

Press releases & official announcements. In February 2025 an iHLS “Definitely Defense” conference was organised with Deloitte; speakers included Deloitte, IMOD DDR&D/MAFAAT, IAI, Elbit and Rafael representatives.13 In March 2026 IAI reported appointing Brightman Almagor as auditor effective 12 March and supplied a Deloitte Israel contact address.14 These establish professional-services/sector relationships, not weapons procurement.13, 14

A National Academies biography says former IDF colonel Itai Shapira had previously been a Deloitte Israel director, headed its defense sector and led data strategy after senior IDF intelligence roles; exact Deloitte dates are not stated and the biography describes him as an independent consultant.18

For group context only, Deloitte Consulting LLP has a 2026 US Defense Counterintelligence and Security Agency award, while UK ACOBA records a UK Ministry of Defence contractual relationship with Deloitte LLP and a 2024 advisory role for former Vice Chief of the Defence Staff Admiral Sir Tim Fraser.19, 20 These separate-member-firm records are not Israeli contracts.1, 4

Dual-Use Products & Tactical Variants

Militarised product lines. No public evidence identified that Deloitte Israel manufactures or markets ruggedised, tactical, mil-spec or defense-grade hardware; its cited activities are professional services.2, 5

Civilian-to-military distinction. Deloitte’s unnamed Israeli defense-industry engagement concerned exploring civilian healthcare uses for client technologies; the source does not say Deloitte manufactured those technologies, supplied them to the IDF or designed them for kinetic effects.17

Construction & engineering contracts. No public evidence identified of Deloitte construction, maintenance or expansion contracts for checkpoints, detention facilities, military bases, the separation barrier or settlement infrastructure.

Deloitte was not identified by direct name search in the reviewed 2023 OHCHR settlement database or A/HRC/59/23; OHCHR’s database scope is expressly limited.8, 10, 9

Supply Chain Integration with Defence Primes

Component supply. No public evidence identified that Deloitte supplies components, sub-systems, raw materials or specialist manufacturing to Elbit, IAI, Rafael or IMI/Elbit Land. The verified IAI relationship is the March 2026 auditor appointment.14 The 2025 conference and unnamed defense-client story establish professional contact/consulting, not component supply.17, 13

Specific component categories. No public evidence identified of Deloitte supplying optics, electronics, propulsion, guidance, communications, armour or other military component categories.

Joint development & co-production. No public evidence identified of weapons joint development, co-production, technology transfer or licensed manufacturing with an Israeli defense firm. Deloitte’s identified client engagement concerned possible civilian healthcare applications.17

Logistical Sustainment & Base Services

Service contracts to military installations. No public evidence identified of Deloitte providing catering, transport, fuel, waste, facilities, telecommunications or comparable base sustainment. The 2023-24 “security bodies” record is payroll auditing, not base logistics.15

Geographic specificity. No public evidence identified of Deloitte military-base support in the West Bank, East Jerusalem, Golan Heights or Negev. Deloitte Middle East’s legal page includes the Palestinian Ruled Territories in its regional affiliate territories, but that does not establish military activity.3

Shipping, freight & port services. No public evidence identified of Deloitte shipping, freight-forwarding or port-handling for Israeli military cargo or arms.

Gaza Humanitarian Foundation

A 2025 GHF memorandum says GHF was discussing Deloitte as a possible audit/assurance firm for independent third-party oversight.21 It does not say Deloitte accepted the role or designed GHF’s model, security or logistics.21 BCG’s own June/July 2025 statement says a US team provided support to establish an aid organisation for Gaza and disavows later work that it describes as unauthorised; the Financial Times attributes Project Aurora feasibility/postwar modelling to BCG.22, 23 No reviewed source transfers those BCG functions to Deloitte.21, 22, 23

In its March 2026 reply, GHF describes its operational period as late May to late October 2025.24 USAID OIG opened a July 2026 audit of USAID’s $30 million GHF award, including award design, pre-award requirements and milestone verification; its notice does not identify Deloitte as recipient, contractor or auditor.25

Munitions, Weapons Systems & Strategic Platforms

Lethal systems manufacturing. No public evidence identified of Deloitte manufacturing small arms, artillery, armoured vehicles, tactical drones, naval vessels or other lethal platforms for Israeli forces.

The ICJ opinion and ICC warrants pre-date Deloitte Israel’s verified 2025 defense-conference involvement and the 2026 IAI auditor appointment.13, 14, 11, 12 The cited post-notice activity is professional services/sector engagement; the reviewed records do not identify export-controlled military supply.13, 14

Civil Society Scrutiny & Documented Investigations

NGO, UN & academic reports. Deloitte was not identified by direct name search in the reviewed OHCHR 2023 settlement database or A/HRC/59/23.8, 9 The OHCHR list is limited in scope.10

GHF is the main current controversy touching Deloitte in the reviewed Military record, but the Deloitte-specific evidence remains the GHF memo’s discussion of possible audit/assurance oversight.21 In May 2025 the UK government raised concerns in Parliament about the proposed model’s humanitarian adequacy and militarisation.26 In January 2026 UN Special Procedures transmitted allegations concerning GHF, private military/security companies and possible human-rights/IHL breaches.27 These are allegations, not adjudicated findings against Deloitte.27 GHF’s March 2026 reply disputed the allegations and denied participating in military activity or operating under Israeli military control.24 USAID OIG’s July 2026 audit notice likewise does not assign the disputed functions to Deloitte.25

Boycott & divestment campaigns. No public evidence identified of an organised boycott, divestment or exclusion campaign specifically based on Deloitte’s Israeli defense-sector activities.
