Request ID: f618bc50-ae56-49e0-a4b2-97a21df83d3c Research cut-off: 9 October 2026 Target: Eaton Corporation plc and controlled Eaton entities and brands.

Scope and entity resolution

Eaton Corporation plc is an Irish-domiciled, publicly held power-management group serving data-centre, utility, industrial, commercial, machine-building, residential, aerospace and mobility markets.1 Eaton’s 2025 SEC subsidiary exhibit states that the company is publicly held and has no parent corporation; it lists Eaton Industries (Israel) Ltd. and T.T.M.C. (2012) Ltd. as consolidated Israeli subsidiaries.2 Eaton’s 2026 proxy identifies Paulo Ruiz as CEO from 1 June 2025 and Gregory Page as non-executive chair from the same date; Eaton’s current leadership page also identifies Ruiz as CEO.3, 4 The proxy’s >5% ownership table reports Vanguard at 9.43% and BlackRock at 7.04%. It calculates those percentages using 387,985,340 ordinary shares outstanding on 23 February 2026, but the numerator holdings are 36,595,016 Vanguard shares as of 29 December 2023 and 27,300,838 BlackRock shares as of 31 December 2023, from Schedule 13G/A filings dated 13 February and 2 February 2024 respectively. These are the proxy’s reported figures, not independently verified current stakes. Neither is an Eaton-controlled entity; their reported percentages do not resolve their separate affiliations or financing activity.3 Focused searches on Ruiz and Page did not identify a verified personal or family-office stake in the named Israeli cyber/surveillance/military-technology firms; no public evidence identified for such a controlling-principal investment.

Acquisition boundaries were checked separately. [pre-2020] Cooper Industries was acquired in 2012 and remains within Eaton’s corporate/brand lineage; [pre-2020] Souriau-Sunbank was acquired in December 2019 for $920 million; Tripp Lite and Cobham Mission Systems were acquired in 2021.5, 6, 7, 8 These ownership facts do not by themselves establish an Israel-specific technology or military end-use relationship.

Enterprise Technology Stack & Vendor Relationships

Israeli-Origin Software & Services

2022–current: Eaton announced a cybersecurity collaboration with CyberArk on 4 August 2022. CyberArk identity/credential-management capabilities were integrated into Eaton’s IED Manager Suite (IMS) to automate password and identity management for intelligent electronic devices used in utility transmission and distribution automation, including secure access across OT and IT networks.9 Eaton’s current IMS page, retrieved in 2026, still states that Eaton has partnered with CyberArk to safeguard connected devices and utility-distribution data, confirming that Eaton continues to market the integration.10

CyberArk is Israeli-origin technology. SEC material states that CyberArk is organized under the laws of Israel and became a wholly owned subsidiary of Palo Alto Networks on 11 February 2026.11 The verified Eaton relationship is therefore a product integration/customer-facing technology partnership. The available evidence does not establish that CyberArk is Eaton’s company-wide internal identity-security platform or that Eaton has a broader licence for Palo Alto Networks products.9, 10, 11

For Check Point, Wiz, SentinelOne, NICE, Verint, Claroty and comparable Israeli-origin enterprise products, no public evidence identified of a verified current Eaton enterprise licensing/subscription relationship in the reviewed sources. Vulnerability research about Eaton products by Israeli-origin security firms was excluded because disclosure/research activity does not establish procurement.

Scale of Dependency

The CyberArk integration is embedded in a named Eaton grid-automation software suite and is used for credential management of utility intelligent electronic devices, scans and firmware-update access.9, 10 That is a material functional integration inside the IMS offering, but the public record does not quantify Eaton revenue dependent on CyberArk, installed-customer counts, or the share of Eaton’s wider digital stack using it. No public evidence identified that CyberArk is Eaton’s primary enterprise identity platform.

Procurement & Integrator Relationships

[pre-2020] 2016: Trans Innovation Group stated that its AlfaTek and TransElectric companies became a primary Eaton low-voltage switching-equipment distributor in Israel.12 The distributor’s broader market coverage does not identify which customers bought Eaton products, so no defence/security end-user attribution is made from that relationship.

Current, retrieved 2026: Eaton lists Kashtan Group Electrical Supplies Ltd. as an Israeli Crouse-Hinds/CEAG certified assembly/distribution partner.13 Kashtan’s own current profile describes Crouse-Hinds and CEAG by Eaton among the international brands it represents across infrastructure, public, industrial and other projects.14 no public evidence identified that Kashtan or another integrator has mandated or deployed Israeli-origin cybersecurity software into Eaton’s own enterprise environment.

Surveillance, Biometrics & Retail Technology

Facial Recognition & Biometrics

No public evidence identified that Eaton uses or supplies Israeli-origin facial-recognition, biometric-identification, gait-analysis or frictionless-retail technology from Trigo, BriefCam, AnyVision/Oosto, Trax or comparable vendors. Eaton’s [pre-2020] 2018 Israel announcement listed power distribution, energy storage, industrial automation, data-centre solutions and life-safety products such as fire detection/emergency notification, not biometric systems.15

Predictive Analytics & Monitoring

No public evidence identified of Eaton using Israeli-origin predictive-policing, sentiment-analysis, social-media-monitoring or workforce-surveillance tools. The verified CyberArk relationship is credential/identity security for utility OT/IT devices, not behavioural or population surveillance.9, 10

Third-Party Deployment

No public evidence identified that the above biometric/surveillance technologies reach Eaton indirectly through a managed service, bundled suite or platform provider. CyberArk is a direct named integration and does not establish biometric or predictive-surveillance functionality.9, 10

Cloud Infrastructure, Data Residency & Sovereign Cloud Participation

Data Centre Operations in Israel

[pre-2020] 2018: Eaton said its direct Israeli operation would sell/support data-centre solutions alongside power distribution, energy storage and industrial automation from sites in Ra’anana and Ashdod.15 Eaton’s Israel-localized website remains active in 2026,16 and a 2026 Eaton country-sales/general-manager listing identifies Ra’anana as the work location, supporting continuing local commercial operations.17 These facts establish sales/support activity; no public evidence identified that Eaton itself operates, leases or co-locates a cloud/data-centre facility in Israel.

Government Cloud Contracts

No public evidence identified that Eaton participates in Project Nimbus or another Israeli government sovereign-cloud programme. The reviewed Israel evidence concerns power-management, industrial, aerospace and distribution relationships rather than public-cloud compute/storage services.15, 16

Data Sovereignty & Resilience Services

No public evidence identified that Eaton provides Israeli state or military bodies with services explicitly contracted for data sovereignty, data residency or sovereign-cloud resilience. Eaton’s March 2026 privacy notice states generally that personal data may be transferred and processed outside the country where it was collected and describes legal safeguards for international transfers, but it does not identify Israel as a global Eaton data-hosting or processing location.18

Data-Exposure Principle

Eaton does process personal data through websites, applications, sales, marketing and other corporate interactions, and its privacy notice contemplates international processing.18 The target’s core business, however, is power-management and aerospace/industrial technology rather than operating a consumer communications, payment, location or identity-data platform.1 no public evidence identified that Eaton routes or stores its global customer/user data through Israeli-controlled cloud infrastructure. The existence of Israeli subsidiaries does not, without system-architecture evidence, establish that global Eaton data is exposed to Israeli jurisdiction.2, 18

Defence, Intelligence & Security Sector Technology Relationships

Military & Intelligence Contracts

No public evidence identified of a verified Eaton digital/IT contract with the Israeli Ministry of Defense, IDF, Israeli intelligence agencies or another Israeli state-security body.

A current Appel & Sons company profile says it distributes Eaton-Aeroquip and Eaton-Weatherhead products and separately lists Israeli Ministry of Defense, Israel Aerospace Industries and Rafael among its broader customer base.19 The page does not link any Eaton product, order or contract to those customers; it therefore does not establish an Eaton-to-defence-customer transaction.

TAT Technologies’ 2026 SEC filing says its Israeli operation supplies heat-transfer products for commercial and military aerospace/electronic applications and lists Eaton Aerospace LLC and Israel Aerospace Industries separately among its customers.20 This verifies an Israeli aerospace supplier relationship with Eaton, but not Eaton provision to IAI or the IDF.

2026, cross-domain industrial evidence: Israel Airports Authority published an exemption notice for Carter-by-Eaton refuelling hydrants and spare parts, via Comet S.M. International Trade Ltd., for an engagement running 1 September 2026 through 31 August 2028.21 This is a current Israeli public-authority procurement link, but the described product is airport refuelling hardware rather than Digital cloud, cyber, surveillance or data technology.

Dual-Use Technology Provision

Eaton currently markets military-aerospace electrical, fuel, hydraulic and motion-control systems, and its 2021 Cobham Mission Systems acquisition added air-to-air refuelling, environmental and actuation systems used primarily in defence markets.22, 8 These generic capabilities are not evidence of Israeli end-use. Where a product is purpose-built for kinetic military effects, weapons support or military mission systems, it belongs to Military under the supplied domain boundary; no public evidence identified tying Eaton’s general-purpose Digital software or CyberArk-integrated IMS to Israeli military/intelligence deployment.9, 10

Offensive Cyber & Weapons Technology

No public evidence identified that Eaton develops, sells or maintains offensive cyber capabilities, zero-day exploit tooling or digital weapons for Israeli state actors. The verified CyberArk integration is defensive identity/credential management for utility infrastructure.9, 10 Eaton’s military hardware portfolio is documented separately and is not treated as offensive cyber.8, 22

AI, Algorithmic & Autonomous Systems

AI/ML Provision to State Bodies

No public evidence identified of Eaton providing AI, machine learning, computer vision or autonomous decision-support systems to Israeli state, military or security bodies. Eaton’s 2025 corporate filing describes digitalisation and data-centre markets at group level, but no Israel-specific AI state contract is disclosed.1

Training Data & Model Development

No public evidence identified that an Eaton AI model or platform has been trained on, or given access to, Israeli or Palestinian civilian data, intercepted communications or surveillance-derived datasets.

Autonomous Systems & Lethality

No public evidence identified of Eaton providing an autonomous target-generation, automated lethal-targeting or autonomous tracking system to Israeli military/security forces. Eaton’s current military-aerospace portfolio includes mission systems and actuation, but no Israel-specific autonomous targeting linkage was verified; purpose-built targeting/weapons functions would in any event be Military rather than Digital.8, 22

Technology Ecosystem & R&D Footprint

Israeli R&D Centres

[pre-2020] 2018: Eaton’s primary announcement described a sales/marketing/support centre in Ra’anana and a logistics/distribution centre in Ashdod, with local project specification, engineering, service and support.15 It did not announce an Israeli R&D centre. A contemporaneous Globes report said Eaton was considering an Israeli R&D centre and investments in Israeli energy technologies.23 no public evidence identified that the proposed R&D centre was subsequently established. The exact current status of the Ashdod logistics site is unknown; 2026 hiring evidence supports continuing Ra’anana operations.17

Acquisitions & Investments

The evidence supports a qualified inference of inherited Minicom-origin KVM product and brand lineage within the Tripp Lite business acquired by Eaton on 17 March 2021.7, 24, 25, 26 Eaton/Tripp Lite currently hosts a Minicom-by-Tripp-Lite KVM video and a legacy 2012 Smart CAT5 108/116 manual naming Minicom Advanced Systems Limited as producer; Minicom’s 2010 issuer release identifies its headquarters as Israel.24, 25, 26 Hosting that material does not prove current availability, continuing development or manufacture by Israeli TTMC, an active patent asset, or acquisition of Minicom’s whole company. The complete company-level and acquired-asset transaction chain remains unresolved.27, 28

In disclosures for 31 December 2025, Eaton lists T.T.M.C. (2012) Ltd. as an Israeli consolidated subsidiary; its statutory schedule gives 100% ownership, nature of business “Operations,” and registered address 18 Hartom Street, Har Hotzvim, Jerusalem, while separately listing Trippe Manufacturing LLC as 100%-owned.2, 28 These are dated group disclosures, not an October 2026 registry inspection. They do not identify TTMC’s present technology activity, prove identity with the Illinois-labelled TTMC in the 2012 assignment record, or document succession from the earlier Trippe Manufacturing Company to the later LLC.27, 28

On 24 March 2010, Minicom Advanced Systems announced that it would spin out its digital-signage division MDS with independent financing, while describing its KVM remote-access, extension and management business.26 This supports keeping the announced MDS venture distinct from the inferred KVM lineage; legal completion of the spinout and a later MDS/ComQi transaction chain were not established by that announcement.26

The CyberArk relationship is a technology integration/partnership rather than an Eaton equity investment.9, 10 CyberArk itself became a Palo Alto Networks subsidiary in 2026.11 no public evidence identified in the bounded research of a separate Eaton strategic investment in an Israeli technology startup or Israeli venture fund.

Eaton’s acquired businesses were checked for ownership attribution: [pre-2020] Souriau-Sunbank became Eaton-owned in 2019; Tripp Lite and Cobham Mission Systems became Eaton-owned in 2021; Cooper Industries has been Eaton-owned since 2012.6, 7, 8, 5 Those acquisition releases do not document the complete Minicom/TTMC legal transaction chain; the qualified product/brand-lineage inference above rests on separate primary records.27, 28, 24, 25, 26

Patent & Intellectual Property

No public evidence identified of a significant Eaton patent-licensing or co-development arrangement with Technion, Hebrew University, Weizmann Institute or another Israeli research institution in the reviewed sources.

The captured assignment history for US20110019329A1, Controllable power relay, records Minicom Advanced Systems Limited assigning its interest to T.T.M.C. (2012) Ltd., labelled Illinois, effective 29 March 2012 (recorded 5 April), followed by a nunc pro tunc assignment to Trippe Manufacturing Company, labelled Illinois, effective 7 May 2012 (recorded 29 May). The application was recorded abandoned on 24 September 2012.27 These historical records establish neither an entire-company acquisition nor present enforceable patent rights, and do not identify the invention as the one embodied in the cited KVM products.27

Civil Society Scrutiny & Regulatory History

NGO & Academic Reports

The 2024 Don’t Buy Into Occupation IV report publishes a 58-company list tied by the report to settlement-related business activities; Eaton is not among the companies named in that list.29 This absence is limited evidence and does not prove that no Eaton-branded product has ever reached a settlement.

No public evidence identified that A/HRC/59/23 (2025) specifically names Eaton in its technology/cloud/surveillance discussion, after targeted Eaton searches against the report and UN publication page.30 OHCHR A/HRC/57/21 (2024) is a progress and methodology report, not a newly assessed company list. It states that it adds no business-enterprise names and does not reassess those already listed; its lack of an Eaton reference does not establish an Eaton-specific database finding.31 Targeted searches of Who Profits and AFSC did not produce a verified Eaton Corporation company record; results involving Eaton Vance were excluded as a different entity.

The published 2025 A/HRC/60/19 annex contains no literal Eaton name match in the retrieved text. OHCHR reports that it prioritized 215 of 596 submitted enterprises and found reasonable grounds concerning 158; this document-scoped observation is not a general clearance finding, and other allegations remained under assessment.32

Boycott & Divestment Campaigns

No public evidence identified of an organised boycott, divestment or sanctions campaign specifically targeting Eaton for technology provision to Israel or occupied territory in the reviewed BDS/NGO/UN source set.29, 30

No public evidence identified of a regulator inquiry, legal challenge, export-control enforcement action or sanctions investigation specifically concerning Eaton technology sales/services to Israeli state entities.

A historical Israeli government procurement record shows that [pre-2020] 2016–2018 Wolfson Medical Center sought sole-source service for four Eaton 80 kVA UPS systems, including software upgrades, through Eaton’s then-exclusive Israeli representative.33 This verifies historical public-sector power/IT-infrastructure support in the health sector, not a military/security technology contract.

Constructive notice and settlement nexus

Eaton’s Israeli corporate presence is demonstrably ongoing after 19 July 2024: Israeli subsidiaries remain in the 2025 SEC list,2 the Israel-localized Eaton site is current,16 and Ra’anana hiring activity was published in 2026.17 Current public-sector commercial activity is also evidenced by the 2026 Israel Airports Authority Carter-by-Eaton procurement.21 no public evidence identified, however, tying post-July-2024 Eaton activity to a verified settlement-specific digital service, Project Nimbus, Israeli security-cloud service, or Israeli military deployment of Eaton’s Digital products. On the reviewed evidence, the existence of continuing Israel commerce alone does not establish a settlement or state-security digital-technology nexus.

Procurement status qualification

The Carter-by-Eaton references above concern the Israel Airports Authority exemption notification published on 7 July 2026 with a stated engagement period of 1 September 2026–31 August 2028. They do not establish contract execution, actual equipment deliveries, completed procurement, independent current operation of the hydrants, or an IDF end user.21 The named product remains civil-airport refuelling hardware, outside the digital outcome discussed here.21
