Identity, control and Israeli-Nexus Floor

[pre-2020] Global Media & Entertainment Limited was incorporated in England and Wales on 18 May 2007 and remains an active private company registered at 30 Leicester Square, London.1 Global describes Ashley Tabor-King as its Founder & Executive President, while Companies House records him as a current director.2, 3

Companies House records Michael Barry Tabor as the sole active person with significant control, with the nature of control stated as significant influence or control.4 The register does not state an ownership percentage, so no percentage is inferred.4

The latest filing history shows FY2025 group accounts, made up to 31 March 2025, filed on 22 December 2025.5 Those accounts identify Global Radio Group Limited, Jersey, as the immediate and ultimate parent of company 06251684.6 Global’s current FY2025/26 modern-slavery statement calls 06251684 the Global group parent for the UK statement’s scope; that description does not displace the audited ownership chain above the UK company.7

The similarly named Global Media Entertainment Ltd (12580958) is a separate company incorporated in 2020 and is outside this audit.8

Israeli-Nexus Floor checks: no public evidence identified that company 06251684 was founded in Israel, has its headquarters or principal place of management in Israel, is Israeli tax resident, holds Israeli Preferred Technology Enterprise status, or is beneficially controlled by Israeli capital.1, 4, 7 Global does, however, have a verified minority investment and ongoing commercial relationship with Israeli company Sonic Odeeo Ltd, addressed separately below; that investment does not make Global itself Israeli-founded, Israeli-headquartered or Israeli-controlled.9, 10, 11

Targeted checks of the reviewed UN/OHCHR settlement-business material and A/HRC/59/23 identified no target-specific Global or Odeeo entry.12, 13 The OHCHR database has a defined settlement-activity mandate, so absence from the reviewed material is not treated as proof that every possible Israel-related transaction is absent.12

Acquired Israeli subsidiaries

No public evidence identified of an Israeli operating company acquired or controlled by Global.9, 14, 7 Sonic Odeeo is the material Israeli investment identified: Global’s audited FY2023 accounts state that it invested £1.6 million ($2 million) through Digital Audio Exchange Limited on 26 May 2022 and received a 4% minority shareholding.9 FY2024 accounts repeat the 4% transaction; there is no evidence in those accounts that Global controlled Odeeo.14

Controlling-principal investments

Investment, Capital & Financial Exposure

Sonic Odeeo - verified Israeli investment

On 26 May 2022, Global, through Digital Audio Exchange Limited, invested £1.6 million ($2 million) in Sonic Odeeo Ltd as part of seed funding and received a 4% shareholding.9 Global’s contemporaneous announcement describes Odeeo as an Israel-based technology company and says DAX would become Odeeo’s exclusive sales partner in the UK and US.10

Odeeo announced a $9 million total seed round led by Play Ventures and Global, with other investors also participating.20 The $9 million figure is therefore the total round and must not be attributed wholly to Global; Global’s audited contribution was $2 million.9, 20

At 31 March 2024, Global’s investments note reported aggregate cost of £2.214 million, aggregate impairment of £476,000 and aggregate net book value of £1.738 million.14 The same note repeats the historical Odeeo $2 million/4% transaction, but the aggregate £1.738 million net book value is not disclosed as an Odeeo-only carrying value.14

The FY2025 investment note combines the 4% Sonic Odeeo stake with an 8.51% holding in Aflorithmic Labs Limited and reports aggregate net book value of £3.277 million at 31 March 2025. This is not an Odeeo-only carrying value. The separate £1.6 million ($2 million) investment on 27 December 2024 explicitly concerns Aflorithmic Labs through Global Media Group Services Limited, and must not be confused with the 2022 Odeeo contribution.6

A September 2025 disclosure by Kayac records a further $1 million investment in Odeeo and states that Odeeo’s total funding had reached $15 million.21 The latest FY2025 group accounts, note 17 on printed page 71, report a 4% shareholding in Sonic Odeeo at 31 March 2025. That dated accounts disclosure is the latest verified Global percentage; no newer cap-table disclosure was identified, and 4% is not asserted as the current October 2026 percentage.6, 21

Odeeo currently identifies Sonic Odeeo Ltd at 5 Hahoshlim St, Herzliya, Israel, and states that its team spans Israel, Europe and the USA.11, 22 Its current site reports 300M+ monthly active users, 12B+ monthly bid requests, 1,000+ premium mobile games and reach across 150+ countries.11 These are Odeeo’s own current scale claims, not Global revenue figures.11

Continuing commercial relationship

The relationship did not end with the 2022 investment. Odeeo’s current advertiser page quotes DAX North America and Global’s Commercial DAX Director describing Odeeo and DAX as partners, including the statement that Odeeo operates as part of the DAX advertising proposition.16 Global’s current DAX brand-safety material likewise states that DAX partners with Odeeo for a curated slate of premium mobile games.23

This establishes a continuing post-2024 commercial relationship with an Israeli operating company.16, 23 The reviewed sources do not disclose the current commission structure, revenue split, payments between Global/DAX and Odeeo, or the amount of revenue that the relationship contributes to either company.16, 23

R&D and innovation centres

No public evidence identified of a Global-owned R&D centre, accelerator or innovation facility in Israel.7 Odeeo itself has an Israeli operating base and technology team, but it is a minority investee rather than a Global-controlled subsidiary.9, 11

Adtech and data-platform relationships

Global’s current cookie policy lists AppsFlyer and Gigya, Inc. among non-IAB vendors used for personalised ads/content, advertising/content measurement, audience insights and product development.17 AppsFlyer’s current privacy policy, updated 6 August 2026, identifies AppsFlyer Ltd, 14 Maskit St, Herzliya, Israel.18

[pre-2020] SAP acquired Gigya in 2017; its 2020 customer-data-platform announcement said Gigya technology underpinned SAP Customer Data Cloud, including identity and consent-management capabilities.19 Contemporary acquisition reporting stated that Gigya’s R&D was based in Israel and its founders were Israeli.24 The Global vendor listing is current, but the cited evidence does not establish which SAP/Gigya legal entity contracts with Global or where Global payments are booked.17, 19, 24

The cookie disclosures also do not establish that a particular Global Player user’s data is transferred to Israel by AppsFlyer or Gigya; no such transfer is inferred here.17, 18

Parent, beneficial ownership and portfolio exposure

Company 06251684 sits below Global Radio Group Limited, Jersey, according to the latest audited ownership disclosure.6 Michael Tabor’s Companies House PSC entry records significant influence or control without a percentage, and Ashley Tabor-King is a director/founder.4, 2, 3

Apart from the verified Odeeo investment, no public evidence identified of Global holding an Israel-focused investment fund, Israeli sovereign bonds or another material Israeli operating-company stake in the reviewed disclosures.9, 14, 6

Financing the State

Operational Presence & Market Activity

Physical Global footprint: Global’s FY2025/26 modern-slavery statement says the group operates in the UK, Ireland, Netherlands, Spain, USA and Monaco.7 Its current DAX site presents the same broad international commercial footprint and does not list Israel as a Global market site.25

Global maintains identifiable controlled operating businesses in Spain and the Netherlands: the Spanish legal page identifies Global Media & Entertainment S.A.U. in Madrid, and the Dutch corporate page identifies Global Media & Entertainment B.V. in Amsterdam as part of the UK Global group.26, 27 Global acquired Monaco-based Riviera Radio in 2025, adding the Monaco operation reflected in current disclosures.28

Canada: Global’s FY2024 modern-slavery statement listed Canada among its operating countries.29 The FY2025 accounts record the Canadian DAX exit during FY2025, and the current FY2025/26 operating-country list omits Canada.6, 7 Canada is therefore a historical rather than current operating footprint.6, 7, 29

Employment and tax contribution in Israel: no public evidence identified of Global employees on an Israeli payroll, an Israeli Global tax registration, or a Global Israeli VAT entity.7 Odeeo employs or engages a team in Israel, but that is activity of the minority investee.11

Market positioning: Global has not been identified describing Israel as one of its own operating markets or regional hubs.25, 7 The verified Israel exposure is instead a minority strategic investment and DAX commercial partnership with Odeeo.9, 10, 16
