Request: c468bbf3-299f-4cd1-8e76-bfca49e7c104
Target: Global Media & Entertainment Limited, UK company 06251684
Research date: 8 October 2026
Scope and entity control
The audited entity is Global Media & Entertainment Limited, company 06251684, an active English private company incorporated on 18 May 2007 and registered at 30 Leicester Square, London.1 Global’s own company-information page says Global Media Group Services Limited forms part of the Global Media & Entertainment Group and that the parent company is Global Media & Entertainment Limited 06251684.2
Companies House currently records Michael Barry Tabor as the target’s sole active person with significant control, with the stated nature of control being “significant influence or control.”3 Ashley Daniel Tabor-King is an active director, appointed in 2008, while Global currently describes him as its founder and executive president.4, 5 The public PSC entry therefore does not support describing Ashley as the registered controlling shareholder; the filing history also does not provide a current public percentage holding for him.3, 6
The audit excludes Global Media Entertainment Ltd 12580958, a distinct company incorporated in 2020 for television/video activities at a different registered office, and excludes unrelated Liberty Global, Universal/other entertainment namesakes and unaffiliated advertisers, presenters, guests, charities, licensees and distributors unless a source establishes attribution to company 06251684.7 Ashley’s Companies House appointments include Global Tech Investments Limited and Global Media Investments Limited, but the public appointment record does not disclose their investment portfolios.8
Enterprise Technology Stack & Vendor Relationships
Israeli-origin software and services
Global’s current cookie notice explicitly lists AppsFlyer as a non-IAB vendor for personalised ads/content, ad/content measurement, audience insights and product development.9 AppsFlyer’s service documentation describes a cloud measurement, analytics, engagement and fraud-protection service that can process customer end-user data, subject to customer configuration.10 AppsFlyer’s standard terms state that a UK-domiciled customer ordinarily contracts with AppsFlyer UK Ltd, while AppsFlyer Ltd is located in Herzliya, Israel; the same terms permit AppsFlyer affiliates to support service delivery.11 AppsFlyer’s current contact page lists offices in Herzliya and Haifa, Israel.12 This establishes current procurement/use of an Israeli-origin technology group, but the public documents reviewed do not establish Global’s contract-specific hosting region or prove that an Israeli office accesses Global data.9, 10, 11, 12
Global’s current cookie notice also names Gigya, Inc. as a vendor for personalised ads/content, measurement, audience insights and product development.9 SAP’s 2020 customer-data-platform announcement says Gigya was acquired in 2017 and its technology underpins SAP Customer Data Cloud, alongside identity/access-management and consent/preference capabilities.13 The public Global notice does not identify the precise Gigya/SAP module, establish that Gigya is Global’s Global ID system, or disclose Israel-specific data residency.9
A separate technology-sector relationship is Global’s 2022 strategic investment in Sonic Odeeo Ltd/Odeeo, an Israel-based in-game audio advertising company; Global also announced that DAX became Odeeo’s exclusive advertising-sales partner in the UK and United States.14 Odeeo’s primary financing announcement says a $9 million seed round was led by Play Ventures and Global, so the disclosed $9 million is the round size rather than an amount attributable solely to Global.15 RadioToday independently reported the investment and DAX sales relationship at the time.16
Scale of dependency
The AppsFlyer and Gigya disclosures show production-facing advertising/measurement/customer-data functions, but no reviewed public source quantifies spend, seat count, percentage of Global traffic, criticality, or replacement dependency.9, 10, 13 Global’s Odeeo announcement framed the relationship as an expansion of DAX into mobile gaming rather than as Global’s core internal security or cloud infrastructure.14 Odeeo’s current advertiser page still presents DAX/Global as a commercial partner, supporting that the relationship is publicly represented as continuing in 2026.17
Procurement and integrators
Global’s current privacy notice says it uses external IT systems, hosting, analytics, data-storage and cloud providers, and separately identifies mParticle, Nielsen Marketing Cloud and InfoSum for specific advertising/identity-matching functions.18 Global’s DAX Outdoor page names programmatic partners and describes SSP/DSP connectivity for real-time outdoor inventory trading.19 In the reviewed public materials, no public evidence identified that a systems integrator mandated or deployed Check Point, Wiz, SentinelOne, CyberArk, NICE, Verint, Claroty or Palo Alto Networks for Global.18, 9, 19
Surveillance, Biometrics & Retail Technology
Facial recognition and biometrics: no public evidence identified in the reviewed target materials for Global use of Trigo, BriefCam, Oosto/AnyVision, Trax or another Israeli-origin facial-recognition, gait-analysis or biometric-identification product.18, 9, 19
Predictive analytics and monitoring: Global’s disclosed advertising stack includes profiling, audience targeting and measurement, but those disclosures describe commercial advertising/personalisation rather than predictive policing or employee surveillance.18, 9 no public evidence identified for Israeli-origin predictive-policing, sentiment-monitoring or workforce-surveillance tools used by Global.18, 9
Third-party deployment: AppsFlyer and Gigya are verified third-party data/adtech vendors in Global’s current cookie notice.9 No reviewed source establishes that either supplies facial recognition, biometric identification or law-enforcement surveillance to Global as part of that relationship.9, 10, 13
Cloud Infrastructure, Data Residency & Sovereign Cloud Participation
Global/Global Player data
Global’s current privacy policy says personal information supplied to Global is generally stored and kept inside the UK, while some data may be transferred to third-party service providers outside the UK/EEA, including the United States, with stated safeguards.18 The policy does not identify Israel as a Global storage location, and it names mParticle and Nielsen Marketing Cloud for Global Player user-ID matching and InfoSum for hashed-email matching.18
Global’s cookie notice says non-IAB vendors receive data only where the user has agreed to the relevant processing purpose, and it lists AppsFlyer among those vendors.9 AppsFlyer says customer end-user data can include device/advertising identifiers, IP addresses and engagement information depending on customer configuration, and can be shared with subsidiaries/global branches as needed to support the service.10 AppsFlyer’s current office list includes Herzliya and Haifa, but the reviewed public documents do not show whether Global’s data is stored in Israel, which AppsFlyer branch can access Global’s tenant, or whether Global has contract-specific regional restrictions.10, 12
For Gigya, Global proves a current vendor relationship and SAP proves the product family is customer-identity/consent technology, but no reviewed public source establishes that Global user data is stored, routed or accessed in Israel through Gigya/SAP.9, 13
Odeeo data path
Odeeo’s current privacy policy says its publisher-side advertising service may process Mobile Ad ID, IP-derived country, user-agent/device details and consent strings, and may use data for behavioural advertising, measurement, audience insights, fraud/security and service improvement.20 The same policy states that cross-border transfers may rely on adequacy decisions, giving access from Israel as an example, and identifies Sonic Odeeo Ltd at a Herzliya address.20 Odeeo’s current company page also describes a team footprint including Israel.21
No reviewed source establishes that Global Player itself is an Odeeo publisher or that Global Player account/listener data is sent into Odeeo’s SDK/ad-serving pipeline.18, 14, 20 The verified target relationship is Global investment plus DAX commercial/ad-sales integration with Odeeo.14, 17
Israeli data centres, state cloud and sovereignty services
No public evidence identified that Global operates, leases or co-locates a data centre in Israel, participates in Project Nimbus, or provides sovereign-cloud/data-residency services to Israeli state or military bodies.18, 22 A/HRC/59/23 is relevant authoritative background on technology/cloud relationships in the occupied-Palestinian-territory context, but exact-name research did not produce a target-specific Global/Odeeo finding and no such relationship is inferred from other companies discussed in that report.22
Defence, Intelligence & Security Sector Technology Relationships
Military and intelligence contracts: no public evidence identified in the reviewed sources for a Global, DAX or Odeeo technology contract with the Israeli Ministry of Defence, IDF, Israeli intelligence agencies or another Israeli security body.14, 17, 20, 23, 24
Dual-use technology provision: AppsFlyer, Gigya and Odeeo are general-purpose commercial adtech/customer-data technologies in the relationships verified here.9, 10, 13, 20 No reviewed source establishes deployment of Global’s/DAX’s technology for Israeli military, intelligence or law-enforcement surveillance.14, 17, 20
Offensive cyber and digital weapons: no public evidence identified that Global develops, sells, licenses or maintains offensive-cyber, zero-day exploit or digital-weapons capabilities.2, 18, 25 no public evidence identified tying the verified Odeeo, AppsFlyer or Gigya relationships to offensive cyber provision.20, 10, 13
AI, Algorithmic & Autonomous Systems
AI/ML provision to Israeli state bodies: no public evidence identified that Global provides AI/ML, computer-vision or autonomous decision-support systems to Israeli state, military or security bodies.2, 25, 22
Training data/model development: Global’s public privacy material documents profiling and advertising personalisation, but no reviewed source identifies Global AI models trained on civilian-population data, intercepted communications or surveillance-derived datasets from Israel or the occupied Palestinian territory.18
Autonomous systems and lethality: no public evidence identified for Global provision of autonomous target generation, fire-control, kill-chain automation or autonomous tracking systems to Israeli forces.22 Nothing in the verified AppsFlyer/Gigya/Odeeo relationships establishes a purpose-built kinetic targeting system.20, 10, 13
Technology Ecosystem & R&D Footprint
Israeli R&D/engineering footprint
No public evidence identified that Global itself operates an Israeli R&D centre, engineering office, accelerator or data centre.2, 18 Its investee/partner Odeeo is a separate company with an Israel footprint; Odeeo currently lists Israel among its team locations and gives a Herzliya address.21, 20
AppsFlyer is also a separate vendor rather than a Global-owned R&D operation; its current office page lists Herzliya and Haifa.12 Gigya’s technology is now within SAP’s customer-data portfolio rather than a Global-owned laboratory.13
Acquisitions and investments
Global made a strategic investment in Israel-based Odeeo in 2022 and paired it with an exclusive DAX UK/US advertising-sales agreement.14 Odeeo’s financing announcement identifies the $9 million seed round as led by Play Ventures and Global.15 A 2023 Magnite interview independently describes Odeeo as an Israeli startup focused on in-game audio advertising and programmatic monetisation.26
Constructive-notice chronology: the Global/Odeeo relationship began publicly in 2022, before 19 July 2024 and November 2024.14 Odeeo’s current advertiser page still presents DAX/Global as a partner in 2026, so the commercial relationship is publicly represented as continuing after those dates.17 No reviewed source ties that continued relationship to an Israeli state/military contract, settlement deployment or occupied-territory service.17, 20, 23, 24
Controlling-principal investment lens
Companies House records Ashley Tabor-King as a director of Global Tech Investments Limited and Global Media Investments Limited, but the appointment record does not disclose those vehicles’ portfolios.8 Focused public searches identified no verified investment by Ashley Tabor-King or Michael Tabor in NSO Group, Cellebrite, Carbyne, Oosto/AnyVision, Wiz, Check Point, SentinelOne, Verint, NICE, Palantir or another named Israeli surveillance/SIGINT/military-tech company. No public evidence identified.3, 8
Patents and co-development
No public evidence identified for a material Global patent-licensing or co-development arrangement with Technion, Hebrew University, Weizmann Institute or another Israeli research institution.2, 5
Civil Society Scrutiny & Regulatory History
UN/NGO scrutiny and settlement nexus
A/HRC/59/23 was reviewed as authoritative background for technology/cloud corporate relationships; the research did not identify a target-specific Global/Odeeo entry from exact-name searches.22 The OHCHR business-database update published through the UN in September 2025 reported 158 listed enterprises after review work, while the September 2026 Human Rights Council presentation said the database then contained 214 businesses from 11 countries and that 255 submissions remained unassessed.23, 24 Exact-name searches of accessible UN/OHCHR web material did not surface Global or Odeeo, but that search result is not treated as proof of exclusion from all pending or unassessed material.23, 24
No public evidence identified for a Global/DAX/Odeeo digital service deployed specifically in an Israeli settlement, East Jerusalem settlement, West Bank settlement or Golan settlement location.19, 14, 17, 23, 24
Boycott/divestment campaigns
The BDS Movement’s current technology-target page names a set of technology companies in its “No Tech for Apartheid” campaign and does not list Global or Odeeo.27 no public evidence identified in the reviewed sources for an organised technology-provision boycott/divestment campaign specifically targeting Global or Odeeo.27
Regulatory and legal actions
No public evidence identified in the reviewed sources for an export-control, sanctions or regulatory enforcement action against Global concerning technology sales/services to Israeli state entities.1, 2, 18 No such action was identified for the Global/Odeeo relationship in the primary/current Odeeo materials reviewed.14, 17, 20
Editorial and corporate attribution
LBC’s current company-details page identifies Global Media & Entertainment Ltd 06251684 as the company behind the service and says LBC’s digital news service is produced by Global.28 LBC’s current Ofcom public file says its output is subject to licence/Code requirements, comments are considered at senior level, and news bulletins are provided by Global’s Newsroom team.29 Those facts establish corporate editorial infrastructure, but they do not convert every presenter, guest, interview, advertisement or opinion item into a Global corporate policy statement.29, 28
Focused searches did not identify a formal Global corporate statement saying that its AppsFlyer, Gigya or Odeeo technology relationships were adopted to support Israeli government, military, settlement or security activity. No public evidence identified.9, 14, 29, 28
