Scope, identity and control

[pre-2020] Global Media & Entertainment Limited was incorporated on 18 May 2007 and is currently active at 30 Leicester Square, London; its latest Companies House overview records accounts to 31 March 2025 and a confirmation statement dated 18 May 2026.1 Companies House records Michael Barry Tabor as the sole active person with significant control, with the nature of control stated as “has significant influence or control.”2 [pre-2020] Ashley Daniel Tabor-King has been a current director since 8 September 2008, and Global’s own 2025 biography describes him as Founder & Executive President and says he founded Global in 2007.3, 4

Global describes company 06251684 as the group parent; its 2024/25 modern-slavery statement says the group operates radio, outdoor advertising and DAX, employs more than 2,000 people, and operates in the UK, Ireland, Netherlands, Spain, USA and Monaco.5, 6 Israel is not listed in that statement as an operating geography; that is a statement about the disclosed operating footprint, not evidence that Global has no customers, counterparties or investments connected to Israel.6

The similarly named Global Media Entertainment Ltd, company 12580958, is a separate active UK company incorporated on 30 April 2020 and is excluded from this audit.7 Global’s privacy policy identifies group data controllers including Global Media & Entertainment S.A.U. in Spain, while also explaining that some services link to advertisements and external platforms run by other companies.8 The Spanish group entity is treated as part of Global’s group scope; unrelated Spanish “Global” namesakes, external advertisers, presenters, guests and third-party destinations are not treated as Global’s own military-channel conduct without evidence of control or formal adoption.8

A related owner-lens distinction is also necessary. In 2026 iHeartMedia reported Global Media & Entertainment Investments Ltd (GMEI), a Bahamas company, as beneficial owner of 18,140,000 Class A shares, 14.0% of voting Class A and 11.6% on a fully converted basis; the filing states that Michael Tabor is beneficiary of the related trust.9 GMEI’s 2026 Form 13F likewise identifies the manager at a Nassau address.10 Separately, the UK company Global Media Investments Limited (GMI) recorded that Global Media & Entertainment Limited ceased to be its PSC on 18 May 2022 and that Michael Barry Tabor became PSC on the same date; GMI has overlapping directors including Ashley Tabor-King.11, 12 A 2025 report on an FCC filing described a proposed transfer of some or all of the iHeart stake from GMEI to related GMI and identified both as ultimately controlled by Michael Tabor.13 These records support an owner/family-investment lens but do not establish that the iHeart stake is directly held by company 06251684.11, 9, 10

Ministry of Defence, IDF and Israeli security-body contracts

Verified Israel-linked commercial technology relationship

On 13 June 2022 Global announced a strategic investment in Odeeo, an Israel-based startup founded in 2021, and said DAX would become Odeeo’s exclusive sales partner in the UK and US. Global described Odeeo as delivering non-intrusive audio advertising in mobile games and providing advertisers advanced audience targeting.18 Odeeo separately announced a $9 million seed round led by Play Ventures and Global and described its product as an in-game audio advertising platform.19 Global’s accounts also described Odeeo as a strategic investment connected to in-game audio advertising.20

The relationship continued beyond the July 2024 ICJ advisory opinion: a June 2025 DAX brand-safety document still listed Odeeo as its partner for curated premium mobile-game inventory.21 Global’s current advertising materials describe DAX as a commercial digital advertising platform with audience targeting across audio and outdoor inventory.22

Nothing in the reviewed Odeeo/DAX material describes a tactical, mil-spec, weapons-integration, fire-control, target-generation or kinetic military function.18, 19, 21, 22 Under the audit’s designed-purpose test, the documented output is commercial advertising delivery rather than a targeting decision or weapons effect.
