ServiceNow operates the Now Platform and has built a material Israeli engineering and acquisition footprint. SEC records identify ServiceNow A.B. Israel 2012 Ltd as an Israeli subsidiary; older filings also describe the 2014 Neebula acquisition as establishing substantial engineering operations in Israel.1, 2 The 2020 Loom Systems transaction added Israel-based AIOps technology, and contemporaneous Israeli reporting described Loom as becoming part of ServiceNow’s local development operation.3, 4

The footprint expanded sharply in 2026. ServiceNow completed its $7.75 billion acquisition of Armis on 20 April 2026, after describing Armis as an exposure-management and asset-intelligence platform spanning IT, OT, IoT, medical devices, cloud and code.5, 6 ServiceNow then announced Autonomous Security & Risk integrating Armis and Veza into its platform.7

ServiceNow also acquired or agreed to acquire Israeli AI/observability companies Traceloop and ai.work in 2026; Israeli reporting in September 2026 described an additional acquisition of Sweep.8, 9, 10, 11, 12 These transactions establish direct ownership of Israeli-developed technology rather than a mere vendor relationship.

Surveillance, Biometrics & Retail Technology

The retrieved sources describe Armis as cyber asset visibility/exposure technology, ServiceNow security workflows, observability and AI tooling. No public evidence identified that ServiceNow operates a facial-recognition or biometric-identification platform for an Israeli authority, or that its software is used in a named Israeli population-surveillance deployment.

Armis’s technology can discover and assess connected assets across sensitive environments, which is surveillance-adjacent in the cybersecurity sense, but the evidence reviewed describes device/asset telemetry and cyber-risk management rather than biometric identification of people.5, 6, 7 no public evidence identified of a ServiceNow retail-analytics product being deployed to monitor Palestinians or settlement commerce.

Cloud Infrastructure, Data Residency & Sovereign Cloud Participation

ServiceNow’s Israeli subsidiary and engineering teams do not by themselves establish that global customer instance data is hosted in Israel. Current careers pages confirm active ServiceNow and Armis roles in Petah Tikva and Tel Aviv, including product-security engineering.13, 14

No public evidence identified in the retrievable material that standard ServiceNow commercial-cloud customer data is stored in Israel by default, that ServiceNow operates an Israel-specific sovereign cloud comparable to its documented regulated offerings elsewhere, or that Israeli public authorities have a privileged legal/technical access path to non-Israeli ServiceNow customer data.

Defence, Intelligence & Security Sector Technology Relationships

ServiceNow’s 2025 acquisition announcement said Armis serves governments and critical infrastructure globally, and the completed acquisition placed that cyber business under ServiceNow control in April 2026.5, 6 ServiceNow’s later integrated security product confirms post-acquisition continuation of Armis capabilities inside the ServiceNow platform.7

Armis co-founder Nadir Izrael previously served in Unit 8200, and an American Technion Society profile says Izrael and Yevgeny Dibrov met while serving in elite IDF technological units.15, 16 Those biographical facts do not establish an IDF customer relationship. ServiceNow’s own 2025 public-company materials also document growth in government/public-sector offerings.17 This supports the general governmental applicability of the platform, but it is not evidence of an Israeli state customer.

AI, Algorithmic & Autonomous Systems

ServiceNow has continued to acquire Israeli AI and observability capabilities. Loom Systems brought AIOps technology in 2020.3, 4 Traceloop announced in March 2026 that it was joining ServiceNow, and CTech reported the transaction as an Israeli AI observability acquisition.8, 9 ai.work announced an agreement to be acquired in July 2026, with contemporaneous reporting describing it as another Israeli AI acquisition.10, 11 CTech reported ServiceNow’s September 2026 acquisition of Israeli startup Sweep as another addition to this sequence.12

No public evidence identified that these acquired AI systems are purpose-built to produce lethal targeting decisions, autonomous weapons effects or human target lists. Their described roles are enterprise AI, observability, workflow and security.

Technology Ecosystem & R&D Footprint

ServiceNow’s Israeli R&D footprint is longstanding and current. The 2014 SEC filing described Neebula as creating substantial engineering operations in Israel.2 The 2017 SkyGiraffe acquisition was approximately $32 million according to ServiceNow’s SEC filing, and Israeli reporting described SkyGiraffe as an Israeli mobile-platform company acquired by ServiceNow.18, 19 The 2020 Loom acquisition added Israel-based AIOps engineering.3, 4

ServiceNow’s careers site currently lists Israeli roles in Petah Tikva and Tel Aviv, including a product-security engineering role and Armis positions.13, 14 IVC’s current company profile also identifies ServiceNow’s Israeli operation as an R&D centre and summarizes the acquisition sequence.20 This is a significant core-technology footprint, not merely sales representation.

No public evidence identified in the reviewed sources of a ServiceNow co-development agreement with the Technion, Hebrew University or Weizmann Institute for a named ServiceNow product. The American Technion Society source concerns the Armis founders’ education and history, not a current ServiceNow university-development agreement.16

Civil Society Scrutiny & Regulatory History

Focused searches against major UN/occupation, boycott and technology-rights sources did not surface a retrievable report specifically documenting ServiceNow technology in Israeli settlement administration, IDF targeting or Palestinian surveillance. ServiceNow’s 2023 annual report disclosed the Israel/Gaza conflict as a business-risk factor and stated that customers in the affected regions represented an immaterial portion of consolidated revenue and net assets.21

No public evidence identified of an export-control enforcement action or regulatory case concerning ServiceNow technology sales to an Israeli security body.
