SpaceX’s June 2026 Form 10-Q states that its Connectivity segment operates the worldwide Starlink broadband and mobile network and earns revenue from Starlink connectivity services and Starlink kits. The filing separately identifies other SpaceX products and activities, including Starshield contracts. Those distinctions are retained when attributing Israel/Palestine evidence.1

The Israeli company used in the government Starlink procurement record is Starlink Sub Israel Ltd., company 516879798. The accessible Israeli open-data-derived company record identifies it as an active Israeli private company incorporated on 16 October 2023 in Tel Aviv-Jaffa; the government procurement portal independently uses the same company number and supplier name.2, 3 The failed CheckID shareholder/officer record has been removed. The reviewed retrievable records did not expose an official shareholder/director extract tracing the intermediate equity chain from Starlink Sub Israel Ltd. to SpaceX, so no names from the rejected mirror are repeated.

SpaceX announced that its Class A shares were expected to begin trading on 12 June 2026, while its later 10-Q records completion of the IPO on 15 June 2026 after full exercise of the underwriters’ option.1, 4 The final prospectus projected Elon Musk at approximately 82.4% of SpaceX voting power immediately after the offering, or approximately 82.3% with the underwriters’ option exercised in full.5 His August 2026 Schedule 13G reports 48.4% beneficial ownership of Class A under a calculation that includes Class A outstanding plus Class A issuable from specified Class B/restricted Class B holdings and options; it is not treated as an unqualified percentage of current issued economic equity.6

The 2025 OHCHR A/HRC/60/19 annex listed Hot Mobile Ltd. and Hot Telecommunication Systems Ltd. for activities (e) and (g).7 The full 25 September 2026 A/HRC/63/20 update was also checked. Founded in Israel: no public evidence identified that Starlink or SpaceX was founded in Israel; SpaceX’s SEC prospectus states that SpaceX was founded and incorporated in Delaware in 2002 and later reincorporated in Texas.5 Israeli operating incorporation: Starlink Sub Israel Ltd. is an Israeli private company incorporated in 2023.3 HQ/principal management in Israel: no public evidence identified for SpaceX; its principal executive offices are in Starbase, Texas.1, 5 Israeli tax-residency/PTE status: no public evidence identified in the reviewed records. Supply Chain & Sourcing Relationships

Direct technology supplier

In December 2025 Xsight Labs announced through Business Wire that Starlink will use its X2 programmable Ethernet switch as the high-speed networking core for next-generation V3 satellites. The release quotes SpaceX VP of Starlink Engineering Michael Nicolls and identifies Xsight as a Tel Aviv-headquartered fabless semiconductor company.10 This establishes an Israeli technology-supplier relationship for a planned next-generation Starlink platform. It does not establish that V3 satellites using X2 were already deployed at the announcement date, and the release does not establish Israeli semiconductor fabrication.10

No public evidence identified in the reviewed Starlink, supplier and Israel-market records of Starlink procurement from Mehadrin, Hadiklaim, Galilee Export or Agrexco successors.

Distribution and reseller chain

Ynet reported at the August 2025 Israeli launch that Starlink would market business service through HOT.11 SpotNet states that it became the authorized Starlink business reseller in Israel on 1 February 2026, handling hardware, activation, billing and support locally.12 Israel Nature and Parks Authority records separately identify HOT Business as the proposed supplier for HOT Starlink.13, 14 These are documented distribution/service relationships; they do not by themselves establish the importer of record for each terminal or a settlement sale.

Importer of record: no public evidence identified establishing a single importer of record for all Starlink terminals entering Israel.

Product Origin, Labeling & Regulatory Compliance

Settlement-origin goods and labeling

No public evidence identified of Starlink goods being presented as Israeli-origin goods when produced in a West Bank, East Jerusalem, Jordan Valley or Golan settlement, or of customs/consumer enforcement concerning such Starlink origin labeling.

The verified Xsight relationship concerns networking technology for future V3 satellites. Xsight describes itself as fabless; no public evidence identified in the reviewed release that the X2 chips selected for Starlink are fabricated in Israel.10

Regulatory compliance

In February 2024 the Israeli government approved Starlink service in Israel and authorized service for the UAE field hospital in Rafah. The Communications Ministry said Gaza humanitarian units would require individual approval after security verification.15 The July 2024 government procurement justification further states that Starlink Sub Israel Ltd. held the relevant Communications Ministry authorization for operating and marketing the service.16

Regulatory authorization establishes lawful capability to provide service within its terms.15, 16 It does not establish deployment to every governmental, security or territorial location contemplated by the authorization.15, 16

Investment, Capital & Financial Exposure

Direct operational footprint

Starlink has a documented Israeli corporate and commercial footprint: Starlink Sub Israel Ltd. was incorporated in October 2023; government procurement later named it as intended supplier; and general consumer service launched in August 2025.2, 3, 17, 11

No public evidence identified of disclosed paid-in capital for the Israeli company, a Starlink-owned Israeli manufacturing plant, warehouse, data centre or R&D centre, or a controlling acquisition by Starlink/SpaceX of an Israeli operating company.

Parent economics and controlling principal

SpaceX’s Q2 2026 filing reports 12.0 million Starlink subscribers at 30 June 2026. Connectivity revenue was $4.291 billion for Q2 and $7.548 billion for the first half of 2026; these are global figures, not Israel-specific figures.1 Musk’s voting-control and beneficial-ownership disclosures are described above.5, 6

No public evidence identified of an Israel-specific Starlink revenue or profit figure in the reviewed SEC reporting.

Financing and portfolio exposure

No public evidence identified in the reviewed records that Starlink or SpaceX underwrites Israeli sovereign debt, provides direct lending or trade finance to OHCHR-listed companies, writes insurance for Israeli state, military or settlement activity, or operates an Israel-focused investment fund.

Operational Presence & Market Activity

Israeli licensing and consumer launch

Reuters reporting syndicated by The Jerusalem Post records Israeli approval of Starlink service in February 2024, initially on a limited basis with broader use expected later.15 General consumer service launched in Israel in August 2025; Globes and Ynet reported direct consumer availability.17, 11

Ynet reported at that August 2025 launch that coverage was then unavailable in the West Bank and Gaza.11 That is a dated launch-status finding, not a 2026 statement of regulatory impossibility.

Government procurement

Israel’s Government Procurement Administration published notice 4000587723 on 7 July 2024 naming Starlink Sub Israel Ltd., company 516879798, as intended supplier of satellite internet access for government ministries and auxiliary units. The portal gives engagement dates of 1 August 2024 to 31 July 2026 and displays Sum: 0.2 The zero is treated as an undisclosed/unspecified monetary amount in this notice, not as proof of zero cost or zero expenditure.

The attached justification describes an intended sole-supplier engagement for one year with an option for a further year, covering fixed/mobile terminal equipment and service/data packages in the context of communications continuity during the Swords of Iron emergency.16 These records evidence procurement intent and authorization; they do not prove that every contemplated terminal or package was purchased or deployed.

Israel Nature and Parks Authority: actual pilot and proposed HOT contract

Official 2026 authority documents materially strengthen the operational record. The Israel Nature and Parks Authority said it had bought Starlink kits directly/private for a pilot and that the private-account limit of eight kits had already been reached, with all eight installed at various authority sites.13, 14 The retrieved documents do not name those sites. The professional opinion separately says that the solution would materially meet the authority’s needs except in Judea and Samaria (West Bank) areas.14

The same process sought a HOT Business arrangement for expanded Starlink service. The professional opinion requests approval for NIS 400,000 per year including VAT and identifies HOT Business as the proposed supplier.14 This is a proposed single-supplier engagement, not evidence that NIS 400,000 was awarded or paid. No public evidence identified in these authority documents that any of the eight installed pilot kits was at a named settlement.13, 14

Airline agreement: future deployment

El Al’s Q2 2026 regulatory filing records a signed Starlink agreement for passenger connectivity, with installations planned to begin gradually across its fleet in 2027, subject to technological, engineering and operational readiness and deployment timing. This is a contracted future commercial channel, not proof of operational fleet service as of this audit.18

Gaza: approval versus actual activation

The February 2024 authorization permitted Starlink at the UAE field hospital in Rafah while making further Gaza humanitarian units subject to individual Israeli security approval.15 Actual activation was later reported on 24 July 2024 by Reuters through The Jerusalem Post.19 WAM subsequently reported the hospital using Starlink for remote medical consultations, including 20 consultation sessions covering 50 cases.20

This establishes a verified humanitarian Starlink installation and use in Gaza.19, 20 no public evidence identified in the reviewed sources of a general Gaza consumer rollout.

A UN press briefing on 3 July 2024 provides important counterevidence to broader deployment claims: the UN spokesperson described its communications discussions with Israel as platform-agnostic and said the issue was obtaining communications equipment that did not depend on cell towers, rather than a confirmed Starlink deployment.21 no public evidence identified in that record of a UN-wide Starlink rollout in Gaza.

West Bank, East Jerusalem and settlement nexus

Gilat Telecom Global’s 2025 annual report, filed in 2026, states in section 20.1.4 that the internet-access permit was issued for Gilat Telecom and renewed through 31 March 2028. It further states that the company has a director’s instruction to provide internet-access services from terminal equipment located in Israel to the Starlink Israel satellite network, including a corresponding instruction for Judea and Samaria.22 The immediately following disclosure states that actual implementation and commercial effect are forward-looking and may not materialize wholly or partly.22

This is evidence of regulatory permission/capability extending to Judea and Samaria. It is not evidence of an actual Starlink subscriber, terminal, sale or revenue stream in a settlement.22

A separate intermediary/group nexus exists through HOT. Ynet identifies HOT as an Israeli Starlink business marketing channel, while the Parks Authority identifies HOT Business as its proposed HOT Starlink supplier.11, 13, 14 A January 2026 Bezeq disclosure identifies Hot Telecommunication Systems Ltd. as the owner from which Pelephone was negotiating to acquire full ownership of Hot Mobile Ltd.; no binding acquisition had yet been executed at that date.23 The current 2026 OHCHR database separately lists Hot Mobile Ltd. and Hot Telecommunication Systems Ltd. for settlement-related activities (e) and (g).8

These records establish a Starlink channel using the HOT/HOT Business brand and a separately evidenced ownership/group relationship involving the two OHCHR-listed HOT legal companies. The retrieved evidence does not establish which of those legal companies is the Starlink contracting entity behind HOT Business, does not establish that Starlink itself performs the OHCHR-listed activities, and does not establish a HOT-mediated Starlink sale at a settlement.11, 13, 14, 8, 23

No public evidence identified in the reviewed sources of an actual Starlink subscriber, terminal, sale, revenue stream or physical installation at a named West Bank settlement, East Jerusalem settlement or Golan Heights settlement.11, 22, 8

Military/intelligence and combat-use boundary

Ynet reported that after 7 October 2023 residents brought a Starlink terminal to Ein Habesor for backup communications before Starlink was licensed in Israel; the Communications Ministry subsequently stopped unlicensed terminals from operating.24 This documents a civilian border-community attempt before licensing, not an official military deployment.

WIRED later reported a contested account in which Israeli investor Avi Eyal described Shaun Maguire helping connect him with Starlink licensing personnel and spoke about getting Starlink into IDF hands. Eyal disputed aspects of WIRED’s interpretation and dates, and the article carries corrections; SpaceX, the IDF and the Israeli ministry did not confirm the asserted deployment.25 The report is retained as an allegation/facilitation claim, not proof of a named IDF contract, terminal count or operational combat use.

No public evidence identified in the reviewed licensing, procurement, company and contested-reporting record of a named IDF/IMOD Starlink contract, a verified Starlink-enabled strike or surveillance operation, or a documented combat outcome caused by Starlink service.15, 2, 16, 24, 25

Third-party surveillance

Cyprus Mail reported in May 2026 on TargetTeam’s Stargetz system, described as capable of mapping and de-anonymizing Starlink terminals without intercepting Starlink traffic or breaking Starlink encryption; it also reported that TargetTeam founders had backgrounds at Israeli cyber-intelligence companies.26 no public evidence identified in the reviewed material that Starlink supplies or collaborates with TargetTeam, or that Israeli authorities used Stargetz against Palestinian Starlink users.26

Employment and tax

No public evidence identified of a reliable Starlink Israel workforce total, Israel-specific payroll total, Preferred Technology Enterprise status or quantified Israel-specific tax contribution.3, 1

Corporate Structure & Foundational Ties

Starlink is operated within SpaceX’s Connectivity business, while Starlink Sub Israel Ltd. is the Israeli company named in the government procurement process.2, 3, 1 The rejected CheckID shareholder/director claims are not relied on; the intermediate shareholder chain for the Israeli company was not established from an official retrievable shareholder register in this pass.

No public evidence identified in the reviewed corporate, licensing and procurement records of Israeli state equity in SpaceX or Starlink, Israeli government board appointment rights, a golden share, or charter restrictions tying SpaceX governance to Israeli state policy.2, 1, 5

Economic ecosystem role: Starlink has an active Israeli consumer/business market, an Israeli contracting company, government procurement exposure, documented public-authority pilot installations and reseller channels.2, 3, 17, 11, 12, 13 Xsight Labs’ announced X2 selection creates a documented Israeli technology-supply relationship into the planned V3 Starlink platform.10 Gilat’s regulatory instruction creates an additional potential commercial access channel that expressly includes Judea and Samaria, but its own filing warns that actual implementation may not materialize.22

Owner-level lens

In October 2023 Musk publicly said Starlink would support connectivity for internationally recognized aid organizations in Gaza.27 The reviewed evidence of actual Gaza activation came later and concerns the UAE field-hospital installation.19, 20

Musk’s relevance to Starlink governance is independently documented in SpaceX’s SEC filings: the final prospectus projected approximately 82.3% voting power immediately after the offering under the full-underwriter-option case, and his later Schedule 13G reports the separate 48.4% Class A beneficial-ownership calculation with its stated conversion/options assumptions.5, 6 Those governance facts are recorded without attributing unrelated personal, Tesla, X, xAI or US Starshield activity to a Starlink Israel transaction.
