Scope and attribution. Starlink is SpaceX’s satellite-broadband business within the Connectivity segment. SpaceX’s June 2026 Form 10-Q reports three segments - Space, Connectivity and AI - and describes Starshield separately within Connectivity.1 SpaceX’s 2026 offering disclosure identifies Elon Musk as founder, CEO, CTO, chairman and principal shareholder and describes his controlling voting position; his Form 3 also identifies him as director, officer and a 10% owner for reporting purposes.2, 3 X was a separate corporate actor from SpaceX in November 2023, while Musk controlled both. Corporate Communications & Public Stance
[2023] On 28 October, during a Gaza communications blackout, Reuters reported that Musk said Starlink would support connectivity for “internationally recognized aid organizations” in Gaza. Reuters also reported that no Starlink terminal in Gaza had yet requested a connection at that point.4 WHO said the blackout had prevented contact with staff and health facilities and impaired ambulance and other emergency communications.5
[2023] On 27 November, Israeli Communications Minister Shlomo Karhi announced an in-principle arrangement under which Starlink units could operate in Israel, including Gaza, only with Israeli Ministry of Communications approval. Musk said security checks would be conducted with the U.S. and Israeli governments before activation in Gaza.6 Earlier Israeli reporting had described an unlicensed-terminal initiative in southern Israel being halted or removed after the ministry said Starlink lacked authorization.7
[2024] On 14 February, Israel granted Starlink an operating licence and Israeli security authorities approved use at the UAE field hospital in Rafah; reporting said humanitarian Starlink units in Gaza would be individually approved after security clearance.8 The UAE said the proposed hospital link was intended to enable real-time video medical consultations.9
[2024] Reuters reported on 24 July that Starlink had actually been activated at the UAE field hospital with UAE and Israeli support, more than five months after the approval.10 WAM reported on 10 August that the field hospital had used Starlink for 20 remote consultation sessions covering 50 cases.11 OCHA had reported on 14 June that the UAE field hospital remained only partially functional amid severe access challenges.12 These records establish a specific humanitarian medical connection; they do not establish unrestricted or general Starlink access across Gaza or removal of the hospital’s wider access constraints.
[2025–2026] Israeli reporting said commercial Starlink service began in Israel in 2025 with the West Bank and Gaza excluded at launch, and identified HOT as a business-sales route.13 SpotNet announced on 1 February 2026 that it had become an authorized Starlink business reseller in Israel, offering local hardware, activation, billing and support.14
[2026] Starlink’s public Ukraine support material describes service-security measures coordinated with Ukraine’s Ministry of Defense and Ministry of Digital Transformation and a government whitelist process for terminals.15 The Israel/Gaza records reviewed here instead document humanitarian-access proposals, Israeli licensing/security approval, the UAE hospital activation and Israeli commercial arrangements.6, 8, 10, 13
No public evidence identified in the records reviewed of a Starlink corporate declaration endorsing Israeli settlement expansion, annexation, or a Palestinian political faction.16, 17
Operations in Occupied or Contested Territories
[2024] The clearest independently documented Starlink deployment in the occupied Palestinian territory is the UAE field hospital connection in Gaza: Israeli authorities approved the hospital use in February, Reuters reported activation on 24 July, and WAM later reported telemedicine sessions using the link.8, 9, 10, 11 The cited sources describe a humanitarian medical installation under Israeli security approval, not a general Gaza subscriber network.
[2025] At Israeli commercial launch, Ynet reported no Starlink coverage in the West Bank or Gaza.13 That is a launch-date statement; a fresh primary coverage-map record establishing the exact position on 9 October 2026 was not identified.
[2026] On 29 April, the Israel Nature and Parks Authority issued an official professional opinion for request TC26000197 seeking approval to treat HOT Business as sole supplier for HOT/Starlink communications. The document states NIS 400,000 including VAT per year and describes mobile/fixed kits for authority locations with communications gaps.18 Because the document is a request for committee approval, it does not by itself establish that an award was executed. A separate authority request says eight kits had already been bought directly and installed in the field for a pilot; the professional opinion excludes Judea and Samaria (West Bank) areas from the solution’s proposed coverage, and the documents do not name the eight installed sites.18, 19
[2023–2024] The documented Israeli regulatory sequence is: an unlicensed-terminal issue during 2023; an in-principle approval framework announced on 27 November 2023; and an operating licence plus security approval for the UAE Gaza field hospital announced on 14 February 2024.7, 6, 8
[2026] The latest OHCHR settlement-business database update found by the research cut-off is A/HRC/63/20, dated 25 September 2026. The complete annex reviewed does not name Starlink, SpaceX or Elon Musk.17 This is a bounded name check. The report covers specified settlement-related activities, considers allegations through 15 April 2026, does not cover Gaza or the occupied Syrian Golan within this database mandate, and records that additional enterprises remained unassessed.17
[2025] The Business & Human Rights Resource Centre said it invited Starlink on 29 April 2025 to respond to allegations concerning possible complicity in abuses connected with Israel’s war in Gaza and recorded that Starlink did not respond.16 This documents the allegation-and-response process; it does not independently establish the underlying allegations.

Internal Governance, Content & Retail Policies
[2026] SpaceX’s SEC reporting distinguishes Connectivity, which includes Starlink and Starshield, from the AI segment, which includes xAI and X.1 The 2026 offering disclosure describes the acquisition of xAI, including X, and Musk’s continuing control across the combined group.2 X’s November 2023 acts therefore remain acts of X as the legal actor at that time, while Musk’s contemporaneous control of both X and SpaceX remains relevant factual context and X is now part of the SpaceX group.1, 2, 20
[2026] Starlink’s global privacy policy says it collects service-technical information including throughput, latency, connectivity quality, obstruction information, device orientation/location information, Wi-Fi metrics, connected-device information and assigned public IP information. It describes collected location data as general rather than precise geolocation.21 no public evidence identified in the reviewed records of an Israel-specific Starlink subscriber-telemetry agreement, bespoke Israeli geolocation feed, or confirmed transfer of Starlink subscriber telemetry to the IDF.21, 22

[2025] A Business Wire release dated 11 December said Israeli semiconductor company Xsight Labs’ X2 Ethernet switch would be used as a high-speed networking core in next-generation Starlink V3 satellites, with a confirming quote from Starlink engineering leadership.23 The release describes a forward-looking component relationship for the next generation. It does not establish that V3 satellites using X2 were already deployed by 9 October 2026, SpaceX equity ownership of Xsight, or a settlement nexus.23
Brand Heritage & State Partnerships
[2026] Starlink’s Terms of Service describe the kits and services as commercial communications products that can support consumers, schools, businesses, hospitals, humanitarian organizations, NGOs and government critical infrastructure. The terms also state that the products are not designed or intended for offensive or defensive weaponry and identify additional controls relevant to military modification.24 SpaceX separately describes Starshield government work within Connectivity.1
[2024] Israeli licensing expressly contemplated Starlink use by local authorities, emergency bodies and government entities, while Gaza humanitarian units were subject to individual security approval.8 In June, Reuters reported that Israeli finance and communications officials were considering Starlink as a contingency communications option for state authorities if a wider war with Hezbollah disrupted conventional connectivity. Reuters said the ministries did not immediately confirm the reported plan.25 The report therefore establishes governmental consideration, not a completed contract.
[2026] The Nature and Parks Authority’s NIS 400,000 annual request is a further documented state-body procurement proposal involving HOT Business/Starlink, but the cited document seeks approval rather than evidencing an executed award.18
[2026] The Jerusalem Post reported on 15 June that El Al had announced a Starlink agreement, with service planned for 2027.26 El Al’s Q2 2026 regulatory filing independently records the signed passenger-connectivity agreement and a planned gradual fleet installation beginning in 2027, subject to technological, engineering and operational readiness and deployment timing.27 The signed agreement is therefore distinct from actual in-flight activation.

Lobbying, Advocacy, Financing & Logistics
No public evidence identified in the stable, retrievable source set retained for this audit of Starlink or SpaceX publicly lobbying specifically for Israeli settlement policy, anti-BDS legislation, or U.S. military aid to Israel. The Q1 2025 U.S. federal lobbying filing was separately researched, but its previously failed citation did not yield a stable replacement endpoint suitable for the final source set; its detailed research result is retained in the research notes rather than asserted here.
[2023] On 21 November, Musk announced that X Corp. would donate advertising and subscription revenue connected with the Gaza war to hospitals in Israel and to Red Cross/Red Crescent humanitarian work in Gaza.20 The report did not establish a final amount or completed disbursement. The beneficiaries described were Israeli hospitals and Gaza humanitarian organizations; the source does not describe an Israeli military-welfare fund. [2025] WIRED reported statements made during a 14 May webinar involving Israeli venture capitalist Avi Eyal and Sequoia partner Shaun Maguire. WIRED said Eyal described asking Maguire after 7 October 2023 for help obtaining Starlink for the Israeli military, while Maguire described facilitating an introduction to Starlink/SpaceX licensing personnel. WIRED also reported Eyal saying the effort resulted in “getting Starlink into the hands of the IDF.”22 The MAFAT event page independently confirms that the 14 May event featured Eyal and Maguire and was hosted by Israel’s Directorate of Defense Research & Development/MAFAT.28
WIRED reported that the exact activation date and capacity were unclear, that Eyal later disputed dates or characterization without supplying a replacement chronology, and that SpaceX, the IDF and the Israeli Communications Ministry did not confirm the account for the article.22 No executed IDF contract, public procurement number, terminal inventory or independently verified combat outcome was identified in the retained records. The public record therefore remains a named-participant account with unresolved chronology, role and scope; the absence of a publicly retrieved contract or the later February 2024 formal licensing record does not establish that earlier access was impossible.22, 28

[2023] PBS NewsHour/Associated Press reported that Musk toured Kfar Azza with Prime Minister Benjamin Netanyahu on 27 November, met President Isaac Herzog, and that Herzog was joined by some families of hostages; the report cites video from Netanyahu’s office and a statement from Herzog’s office.30 Reuters reporting carried by CTech records Musk supporting Israel’s stated objective of preventing Hamas from carrying out further attacks, saying those intent on murder had to be neutralized, while also speaking about making Gaza prosperous in the future.31 These were Musk’s public acts and statements.
