Tencent DIGITAL

Enterprise Technology Stack & Vendor Relationships

• Tencent’s 2025 annual report does not name Israeli-origin enterprise vendors such as Check Point, Wiz, SentinelOne, CyberArk, NICE, Verint, Claroty, or Palo Alto Networks, and the reviewed memo reports no match for “Israel” or “Tel Aviv” in that filing.¹
• No public evidence identified that Tencent itself uses or licenses those named Israeli-origin enterprise vendors in the reviewed Tencent disclosures and public materials.¹
• Tencent Cloud publicly identifies GateHub as its “first strategic partner in Israel,” indicating a formal Israel-facing channel relationship for enterprise solutions rather than proof about Tencent’s own internal corporate software stack.²
• GateHub states that it operates from Tel Aviv and describes itself as a strategic partner of Tencent Cloud and WeChat Pay serving Chinese and Israeli companies, organizations, governmental offices, and academia.³
• GateHub’s product and services materials market Tencent Cloud, WeChat Pay localization, cloud, and cross-border commerce offerings in Israel, which supports a reseller and market-enablement relationship in Israel.^{3, 4}
• The reviewed materials indicate ongoing Israel-facing channel and commercial activity through GateHub as of August 26, 2026, including work with Chinese and Israeli companies, organizations, governmental offices, and academia.^{2, 3}
• No public evidence identified that named systems integrators, outsourcers, or public customer-reference partners have been documented as deploying Israeli-origin technology inside Tencent’s own enterprise environment in the reviewed disclosures, Tencent Cloud materials, partner materials, and major press coverage.^{1, 2, 3, 4}

Surveillance, Biometrics & Retail Technology

• No public evidence identified that Tencent internally uses Israeli-origin facial recognition, gait analysis, behavioral analytics, or similar biometric systems in the reviewed public record.^{1, 2, 3}
• GateHub’s Israel-facing Tencent catalog lists Tencent-branded “Face Recognition,” “FaceID,” and “Tencent Instavue Smart Video Analysis System” offerings, showing that Tencent biometric and video-analytics products are marketed in Israel.⁴
• The reviewed materials support an outward commercial offering into Israel for Tencent-branded smart-video and facial-recognition tools, but they do not support a finding that Tencent procures Israeli-origin biometric technology for its own operations.^{3, 4}
• The live GateHub catalog indicates that this Israel-facing marketing of Tencent biometric and video-analytics products remained current as of August 26, 2026.⁴
• No public evidence identified of Tencent using Israeli-origin predictive-policing, sentiment-monitoring, or workforce-surveillance tools, whether directly or through bundled third-party suites, in the reviewed disclosures, Tencent Cloud materials, partner catalog, and major press.^{1, 2, 4}

Cloud Infrastructure, Data Residency & Sovereign Cloud Participation

• Tencent Cloud’s global infrastructure page lists 24 regions and 68 availability zones, including Frankfurt and Riyadh, but no Israel region.⁵
• A Tencent Cloud service-region document for a specific feature lists regions including Riyadh, Silicon Valley, Frankfurt, Seoul, Tokyo, Virginia, Bangkok, Jakarta, Singapore, Sao Paulo, and Hong Kong SAR, and Israel is not among them.⁶
• Tencent Cloud’s published sub-processor and infrastructure list names infrastructure entities in Singapore, the United States, Thailand, India, South Korea, Japan, Brazil, Germany, Hong Kong, Indonesia, Saudi Arabia, and Malaysia, without listing an Israel-located Tencent Cloud infrastructure entity.⁷
• Tencent Cloud’s data processing and security agreement states that when a customer selects a service region Tencent will process personal data in that region by default, while reserving limited circumstances for processing outside that region subject to consent, authorization, and sub-processor disclosure rules.⁸
• Tencent Cloud’s Cloud Automated Testing documentation lists a supported LastMile testing node outside mainland China in “Israel | Tel Aviv | Israel_Bezeq,” which is evidence of an Israel-located network testing or measurement node in Tencent Cloud observability tooling rather than evidence of a full Tencent cloud region or data center in Israel.⁹
• No public evidence identified that Tencent operates, leases, or co-locates data-center infrastructure in Israel in the reviewed official Tencent Cloud infrastructure and processing documents.^{5, 6, 7}
• Official Israeli Nimbus materials reviewed identify AWS and Google as the cloud providers selected for the Israeli government’s Project Nimbus, and the reviewed record does not identify Tencent as a participant.^{10, 11}
• No public evidence identified. Reviewed official Tencent and Israeli sovereign-cloud materials do not show Tencent providing digital-sovereignty, sovereign-cloud, or resilience services to Israeli state institutions or military bodies.^{1, 10, 11}
• The reviewed public record does not show Tencent hosting customer content in an Israel cloud region or disclosing Israeli legal access to customer data, and the clearest Israel-linked infrastructure item identified was the Tel Aviv LastMile test node.^{5, 7, 8, 9}

Defence, Intelligence & Security Sector Technology Relationships

• No public evidence identified of verified Tencent contracts, partnerships, or service agreements with the Israeli Ministry of Defense, the Israel Defense Forces, Israeli intelligence agencies, or other Israeli security bodies in the reviewed Tencent disclosures, official Israeli cloud-procurement materials, and public press results.^{1, 10, 11}
• No public evidence identified that Tencent commercial technology has been publicly documented as deployed by Israeli military, intelligence, or law-enforcement agencies in Israel or the occupied territories in the reviewed Tencent disclosures, official Israeli cloud materials, UN lead documents, and major press.^{1, 12, 13, 10, 11}
• No public evidence identified of Tencent developing, licensing, or maintaining offensive cyber tools or digital weapons for Israeli state actors in the reviewed record.^{1, 12, 13}

AI, Algorithmic & Autonomous Systems

• No public evidence identified of Tencent providing AI or machine-learning, computer-vision, or autonomous decision-support systems to Israeli state, military, or security bodies in the reviewed public record.^{1, 10, 11}
• No public evidence identified that Tencent AI models or platforms were trained on, or given access to, Israeli or occupied-territory surveillance-derived civilian datasets in the reviewed sources.^{1, 7, 8}
• No public evidence identified of Tencent providing autonomous target-generation, automated threat-detection, or autonomous tracking systems to Israeli military or security forces in the reviewed sources.^{1, 12, 13}

Technology Ecosystem & R&D Footprint

• TechCrunch reported in January 2015 that Tel Aviv venture capital firm Singulariteam closed a $102 million second fund backed by the founders of Tencent and Renren, which supports principal-level Israel-linked investment exposure rather than a clearly disclosed Tencent Holdings balance-sheet acquisition.¹⁴
• Calcalist’s CTech reported in August 2017 that Tencent led an $11 million investment round in Israel-based agtech company Phytech, but the current status of that investment was not confirmed in the reviewed current sources.¹⁵
• Tencent’s 2025 annual report identifies major shareholder and control context by stating that MIH Internet Holdings B.V. held 22.80 percent and that holdings attributed to Ma Huateng through Advance Data Services Limited and Ma Huateng Global Foundation totaled 8.82 percent.¹
• The reviewed record does not identify separate public evidence that Tencent’s controlling principals hold disclosed Israeli surveillance, cyber, or AI stakes beyond the older Singulariteam reporting.^{1, 14}
• No public evidence identified of a Tencent-operated research and development center, engineering office, or accelerator program in Israel in the reviewed Tencent disclosures and public materials.^{1, 5, 3}
• No public evidence identified of significant Tencent patent co-development, licensing, or research arrangements with Israeli universities or research institutes in the reviewed public record.^{1, 13}
• Calcalist reported in July 2026 that Tencent was in talks to acquire Israeli game developer SuperPlay for up to $1.5 billion, but the reviewed record supports that only as a reported negotiation rather than a completed acquisition.¹⁶
• Playtika’s SEC filings state that SuperPlay was acquired by Playtika on November 20, 2024, and Playtika’s 2025 annual report continued to describe SuperPlay as part of Playtika, so no completed Tencent acquisition of SuperPlay was identified in the reviewed official record as of August 26, 2026.^{17, 18}
• The strongest direct Israel-linked equity findings in the reviewed record remain older than five years, specifically the 2015 Singulariteam principal-level link and the 2017 Phytech investment, and the current status of both relationships was not confirmed in the reviewed current sources.^{14, 15}

Civil Society Scrutiny & Regulatory History

• The memo states that a deterministic local pre-scan found no full-text hit for Tencent in the locally checked copies of the 2023 OHCHR settlement-database update, A/HRC/59/23, the cited 2025 OHCHR update, and named NGO reports, while also noting that this is a document-scoped research status rather than proof of absence beyond that checked corpus.^{12, 13, 19}
• No public evidence identified that Tencent is named in the reviewed official 2023 OHCHR settlement-database update or in the reviewed A/HRC/59/23 lead document.^{12, 13}
• No public evidence identified of an organized boycott, divestment, or sanctions campaign specifically centered on Tencent’s technology provision to Israeli state entities in the reviewed UN and OHCHR materials, Tencent disclosures, major press, and partner materials.^{1, 12, 13, 10, 11}
• No public evidence identified of regulatory inquiries, export-control actions, sanctions-related probes, or legal challenges involving Tencent technology sales or services to Israeli state entities in the reviewed public record.^{1, 12, 13, 10, 11}
• No Tencent-origin primary filing or official statement reviewed here disclosed an Israel office, Israel cloud region or data center, Israel government customer, or Israel military customer.^{1, 5, 7}
• The clearest current Israel nexus in the reviewed record is commercial and channel activity through GateHub together with the Tel Aviv LastMile testing-node entry, and neither item establishes a sovereign-cloud, settlement, or defense contract.^{2, 3, 4, 9}
• The local canonical NGO-report library referenced in the memo was not present in the workspace during that run, so no-hit statements about that corpus rely on the prompt-supplied deterministic pre-scan rather than a fresh local re-check in that environment.^{12, 13, 19}
