A 2024 Knesset press release reported that TikTok Israel’s policy manager described ongoing dialogue with global management and a commitment to comply with legal requirements, but it did not document a government contract, payment, or formal political affiliation.18

Forbes reported, citing two TikTok sources, that TikTok’s Israeli office closed after 7 October 2023 and that workers received an approximately US$2,500 support bonus; this remains attributed reporting rather than a corporate disclosure.19

Corporate Structure & Foundational Ties

The U.S. Department of Justice alleged that ByteDance Ltd. is parent and owner of TikTok Ltd. and ByteDance Inc.; that TikTok Ltd. owns TikTok LLC and TikTok Pte. Ltd.; that TikTok LLC owns TikTok Inc.; and that TikTok Inc. owns TikTok U.S. Data Security Inc.20

The DOJ described the TikTok and ByteDance defendants as interconnected companies operating TikTok and alleged shared officers and directors, a centralized bank account for ByteDance products, shared legal, safety, and privacy services, and ByteDance-linked compensation, benefits, and stock options for TikTok Inc. personnel.20

These DOJ descriptions are pleaded allegations rather than adjudicated findings.20

A D.C. Circuit record describes ByteDance Ltd. as TikTok’s ultimate parent, incorporated in the Cayman Islands with significant operations in China, and describes TikTok Ltd. as a wholly owned ByteDance subsidiary operating TikTok globally outside China.21

The DOJ complaint identifies TikTok Ltd. as a Cayman Islands company with a principal place of business in Singapore or Beijing, China.20

ByteDance states that it was founded in 2012 by a team led by Yiming Zhang and Rubo Liang and identifies TikTok as a ByteDance product.9

The D.C. Circuit record states that Zhang retained 21 percent ownership of ByteDance.21

ByteDance’s corporate page listed Rubo Liang as chairman and Arthur Dantchik, William E. Ford, Xavier Niel, and Neil Shen as board members when accessed on 11 September 2026.9

A New York Attorney General complaint alleges group control and overlapping management, identifies Zhang Yiming, Rubo Liang, Zhao Pengyuan, and Zhu Wenjia as executives who direct and control the company, and states that Shou Zi Chew became TikTok Inc. CEO in April 2021, reported to ByteDance’s CEO, and was paid by ByteDance.22

These New York allegations are pleaded allegations rather than adjudicated findings.22

TikTok’s Law Enforcement Guidelines identify TikTok Inc. for U.S. users, TikTok Information Technologies UK Limited for UK users, TikTok Technology Limited for EEA and Swiss users, and TikTok Pte. Limited for users elsewhere; they do not list an Israeli contracting entity.23

A commercial registry mirror reports an active Israeli company named “TIKTOK INFORMATION TECHNOLOGIES TEL-AVIV LTD,” company number 516180353, incorporated on 25 March 2020 with a Tel Aviv registered address and TikTok Pte. Ltd. listed as shareholder.24

That registry-mirror entry is an unverified lead rather than a substitute for an official Israeli Corporations Authority extract, which is available through the authority’s company-information service.25, 24

TikTok’s available Israeli advertising-tax guidance allocates applicable VAT or similar tax responsibility to customers but does not disclose TikTok’s Israeli revenue, tax payments, contracting entity, or local profit allocation.5
