Direct Defence Contracting & Procurement
Ministry of Defence, IDF, Israel Prison Service and Border Police contracts: no public evidence identified; the AFSC profile of Tripadvisor describes tourism listings and bookings in settlements and records no contract, tender or memorandum with Israeli security bodies.1
Defence trade directories (SIBAT and exhibition catalogues): no public evidence identified in the sources reviewed.1
Press releases and announcements of defence cooperation, joint ventures or partnerships with Israeli defence entities: no public evidence identified in the sources reviewed.1
The portion of the Liberty TripAdvisor Holdings FY2024 Form 10-K that was reviewed (about the first third of the document) contains no mention of Israel, settlements or defence.2
The Liberty TripAdvisor Holdings FY2023 Form 10-K text reviewed also contains no Israel or defence mention.3
Dual-Use Products & Tactical Variants
Tripadvisor is described by AFSC as an online travel platform (TripAdvisor.com, “the world’s largest travel guidance platform”) with subsidiaries including Bookatable, FlipKey, HouseTrip, TheFork and Viator.1
Militarised or tactical product lines: no public evidence identified; the sources describe listing and booking services, not manufactured goods.1
Civilian-to-military distinction: no public evidence identified of any purpose-built or contract-modified supply to Israeli state bodies.1
Export licences and end-user certificates: no public evidence identified.1
Heavy Machinery, Construction & Infrastructure
Equipment in occupied territories: no public evidence identified of Tripadvisor equipment, vehicles or machinery used in settlements, the separation barrier or military installations; the HRW settlement-listings report names Airbnb and Booking.com as its subjects and does not name Tripadvisor in the text reviewed.4
Direct versus indirect supply and end-use monitoring policy: no public evidence identified.4
Construction and engineering contracts for checkpoints, detention facilities, bases, the barrier or settlement infrastructure: no public evidence identified.1
Supply Chain Integration with Defence Primes
Component supply to Elbit Systems, Israel Aerospace Industries, Rafael or Elbit Land (IMI): no public evidence identified; a search pairing Tripadvisor with Israeli defence primes returned only material about the primes’ own contracts, with no Tripadvisor link, and the sources reviewed describe a travel-listing business.1
Component categories, joint development and co-production: no public evidence identified.1
Logistical Sustainment & Base Services
Service contracts to military installations (catering, transport, fuel, waste, maintenance, telecommunications): no public evidence identified.1
Geographic scope in the West Bank, Golan Heights, East Jerusalem or Negev: the only military-adjacent item is an advertised tourist activity, not a service to an installation, and is distinguished here from base services.1
Military-adjacent consumer listing (Caliber 3) [pre-2020]. AFSC states that Caliber 3, described as a “counter-terrorism boot camp” in a West Bank settlement, uses TripAdvisor for bookings, and cites a Reuters report; AFSC also states that the activity’s listing mentions Israeli Army values, weapons handling and counter-terror tactics.1
A Reuters story syndicated by the Jerusalem Post on 17 July 2017 describes a “counter-terrorism bootcamp” in an unnamed West Bank settlement where visitors learn from “IDF’s experienced trainers”, but the text reviewed does not name Caliber 3 or Tripadvisor.5
Acting entity per AFSC: TripAdvisor Inc.; recipient: the boot-camp operator; channel: TripAdvisor.com; earliest observation 2017 (Reuters, 17 July 2017) and latest observation AFSC page valid as of 21 August 2022; status at the research date unknown, because no retrieved source dates a later check.1, 5
Shipping, freight and port services for Israeli defence logistics: no public evidence identified.1
Munitions, Weapons Systems & Strategic Platforms
Lethal systems manufacturing, munitions and precursor supply, strategic and missile-defence platform roles, and critical sub-system supply: no public evidence identified for Tripadvisor in any retrieved source.1
Software or AI purpose-built for kinetic effects (targeting, fire control, kill-chain automation): no public evidence identified.1
Export Licensing, Regulatory & Legal History
Export licence decisions and arms-embargo or sanctions enforcement concerning Tripadvisor: no public evidence identified.1
Court proceedings or judicial review concerning Tripadvisor’s defence supply relationship with Israel: no public evidence identified.1
Regulatory-style listing: the UN human rights office published a list on 12 February 2020 naming 112 business enterprises (94 headquartered in Israel and 18 in six other countries) involved in settlement-related activity, and JusticeInfo.net reports that the list includes TripAdvisor, alongside Airbnb and Expedia.6
Amnesty’s 13 February 2020 reaction confirms the list includes Tripadvisor, alongside Airbnb, Expedia and Booking.com.7
The National reports that the list has no legal enforcement power and is meant to “name and shame” companies.8
The OpenSanctions page for the OHCHR dataset describes it as a database of business enterprises involved in illegal settlement activity in the Occupied Palestinian Territory including East Jerusalem and shows 212 entities, but the page text returned does not mention Tripadvisor, so its count differs from the 158 reported for the September 2025 update.9
Civil Society Scrutiny & Documented Investigations
UN database status (continuing). Al-Monitor, dated 26 September 2025, reports that the UN update left major firms “such as Airbnb, Booking.com, Motorola Solutions and TripAdvisor” on the list.10
JusticeInfo likewise reports that TripAdvisor was not removed in the update released on 26 September 2025.11
Al-Haq’s 30 September 2025 article on the update gives 158 companies, names Airbnb and Booking.com among continuing travel platforms, and does not name Tripadvisor.12
The National’s report on the same update names Expedia Group, Booking Holdings and Airbnb and does not mention Tripadvisor.8
Wikipedia states that Tripadvisor was listed in 2020 “for providing services and utilities that support the settlements”, but none of the primary or news pages retrieved states which activity category applied to Tripadvisor, so that category is unconfirmed.13, 6
Constructive notice. The retained listing of 26 September 2025 post-dates the 19 July 2024 ICJ advisory opinion and the November 2024 ICC warrants, but no retrieved source says whether Tripadvisor’s settlement listings themselves continued after those dates.10
NGO investigations (tourism listings, not military supply). Who Profits’ flash report of October 2017 [pre-2020] examines Booking.com, Airbnb and TripAdvisor and finds that all three present settlement properties in the West Bank (including East Jerusalem) and Syrian Golan as located in “Israel” or “an Israeli settlement”.14
AFSC records Who Profits (2017) as finding properties in at least five West Bank settlements including East Jerusalem and at least eight Golan Heights settlements.1
Amnesty International’s January 2019 report “Destination: Occupation” [pre-2020] states that TripAdvisor, Booking.com, Expedia and Airbnb are listing places to stay or things to do in settlements and are “promoting these listings, and profiting from them”.15
Amnesty’s 1 February 2019 article [pre-2020] says Tripadvisor then had a “Genesis Land” tour in Kfar Adumim, two rental properties, and reviews of one hotel, two restaurants and five “things to do” in that settlement and its surrounds.16
Amnesty’s 10 July 2019 letter to employees [pre-2020] states that Tripadvisor lists more than 70 attractions, tours, restaurants, cafes, hotels and rental apartments in 27 Israeli settlements.17
Amnesty’s 16 July 2019 release [pre-2020] says Tripadvisor lists as tourist attractions the archaeological site at Khirbet Susiya and a winery and vineyard inside the Susya settlement.18
The New Arab reported on 3 July 2019 [pre-2020] that Amnesty said its calls for TripAdvisor to stop listing settlement attractions were ignored.19
An Al Jazeera piece by Laith Abu Zeyad, republished by BHRRC on 28 July 2019 [pre-2020], states that Tripadvisor prominently featured the City of David in Silwan, East Jerusalem, and acted as booking agent for a site managed by the Elad Foundation.20
AFSC adds that FlipKey and Viator also advertise or book settlement listings.1
The HRW report of 20 November 2018 [pre-2020] on settlement rental listings covers Airbnb and Booking.com, and does not name Tripadvisor in the text reviewed.4
Act record: settlement-located listings and bookings. Acting entity per the sources: TripAdvisor Inc., through TripAdvisor.com and the subsidiary brands FlipKey and Viator; beneficiaries: the listed settlement businesses and attractions, including a booking relationship for City of David tours; channel: tripadvisor.com, the target’s own site; earliest dated observation October 2017 (Who Profits) and latest dated observation of listings July 2019 (Amnesty and BHRRC); status at the research date: unknown, because no retrieved source verifies the listings after 2019, while the UN database inclusion continued as of 26 September 2025.14, 20, 10
Boycott, divestment and exclusion campaigns. AFSC records that in October 2020 Fresno State’s student government and in November 2020 San Francisco State University’s student government passed divestment resolutions citing the UN’s 112 companies; these relate to settlement activity, not defence-sector supply.1
Pension-fund or sovereign-wealth divestment decisions specific to Tripadvisor: no public evidence identified in the sources reviewed.1
Corporate response. A Patch report of 10 July 2019 quotes Tripadvisor communications director Brian Hoyt saying that “The listing of a property or business on TripAdvisor does not represent our endorsement of that establishment” and that the company does “not remove listings of properties or businesses that remain active and open for business”.21 Tripadvisor’s own statement of 12 February 2019, published by BHRRC, says the company aims to provide “an apolitical, accurate and useful picture of all accommodations, restaurants and attractions that are currently open for business around the world”.22
BHRRC’s July 2019 republication quotes Tripadvisor: “The listing of a property or business on TripAdvisor does not represent our endorsement of that establishment.”20
Amnesty reads Tripadvisor’s response as suggesting that it has no responsibility to stop advertising in or with settlements.17
Contract terminations or end-use monitoring commitments regarding defence supply: no public evidence identified.21
Named entities searched by name (parent, owners, principals, group entities).
- Tripadvisor, Inc. (the target): searched against OHCHR, Who Profits, AFSC, Amnesty, HRW and defence-contract topics, with findings set out above and no defence contract found.1

- Matt Goldberg (Tripadvisor CEO from July 2022): searched with Elbit, Rafael and IDF terms, none found.13
- Starboard Value (activist investor with roughly 9% as of 19 March 2026): the Skift source reviewed reports its stake and board plans and contains no defence-sector link.23
- Certares LTRIP LLC (issued Series A Preferred Stock of Liberty TripAdvisor Holdings): the filing text reviewed contains no Israel or defence content.3
- Viator and FlipKey (subsidiaries): AFSC states both advertise or book settlement listings; no military supply link found.1
Reservist pay, donation-matching, employee actions and other principal acts. Tripadvisor reservist-pay policies, FIDF or reservist-fund matching, and defence directorships by its founders, executives or board members: no public evidence identified in the sources reviewed.1
Amnesty’s July 2019 open letter urged Tripadvisor employees to speak out and to ask the company to remove settlement listings; no retrieved source records an employee action in response.17
