Research date: 7 October 2026
Target: Accenture plc and controlled entities
Scope and entity resolution
2025-2026. Accenture plc is the listed parent used for this audit. Its fiscal-2025 Form 10-K describes a global professional-services business and states that U.S. federal work is delivered through Accenture Federal Services, a U.S. company wholly owned by Accenture LLP.1 The fiscal-2025 subsidiary exhibit lists four Israel-organized entities: Accenture Ltd, Inspirage Israel Pvt Ltd, Maglan Information Defense Technologies Research Ltd and Nell’Armonia Israel Ltd.2 Accenture’s 2025 Form 10-K also records noncontrolling shareholders in “our Avanade Inc. subsidiary,” while Avanade’s current corporate page says it was founded by Microsoft and Accenture.1, 3 These entities are distinguished below; client or alliance-partner conduct is not attributed to Accenture without a source linking Accenture to the act.
Corporate Communications & Public Stance
Statements
18 October 2023. Chair and CEO Julie Sweet published a note sent to all Accenture people by the Global Management Committee. It called the 7 October Hamas attack on Israel a “horrific terrorist attack,” referred to loss of life and suffering among people in Israel and Palestinian people in Gaza, and stated zero tolerance for antisemitism, Islamophobia, xenophobia and hate speech.4 The same note disclosed company donations of $1.5 million to Magen David Adom and $1.5 million to the Palestinian Red Crescent, plus 100% matching of employee donations to selected relief charities; employee giving was then nearly $200,000.4
2023. Accenture Israel separately posted that it stood in grief and solidarity with people affected by events in Israel and referred to the lives, families and collective pain of the people of Israel.5 The text of that local post did not mention Gaza or Palestinians.5 The global statement published by Sweet days later expressly addressed suffering in both Israel and Gaza.4
Comparative public posture
3 March 2022. On Russia’s invasion of Ukraine, Accenture publicly said it stood with the people of Ukraine, called for an immediate end to the “unlawful and horrific attack,” discontinued its business in Russia, disclosed a $5 million relief donation and announced 100% matching of employee donations.6 October 2023. On Israel/Gaza, Accenture also issued an explicit public position and humanitarian-response announcement rather than remaining silent.4 The two responses differed operationally: the Ukraine response included withdrawal from Russia, while the Israel/Gaza response disclosed relief funding and did not announce withdrawal from Israel.4, 6
Market framing
2025-current. Accenture’s Israel page frames the country operation as part of its global consulting, technology and responsible-business footprint.7 IATI’s January 2025 Accenture Israel profile states that the company has operated in Israel since 2001, employed more than 140 professionals across Herzliya and Kfar Saba, and described strategic investments and technology activity as strengthening Israel’s tech ecosystem.8 This is the clearest current public market framing located.
Operations in Occupied or Contested Territories
Territorial presence and controlled entities
January-August 2025. The IATI profile places Accenture Israel’s disclosed staff in Herzliya and Kfar Saba.8 Accenture’s fiscal-2025 SEC subsidiary exhibit lists Accenture Ltd, Inspirage Israel Pvt Ltd, Maglan Information Defense Technologies Research Ltd and Nell’Armonia Israel Ltd as Israel-organized subsidiaries.2 Accenture’s current Israel page confirms an ongoing Israel country operation.7
2016 [pre-2020]. Accenture acquired Israeli cybersecurity company Maglan, then based in the Tel Aviv metropolitan area. Accenture described Maglan as specializing in offensive cyber simulation, vulnerability countermeasures, cyber forensics, malware defenses and threat-intelligence R&D, and said the acquisition advanced its strategy of using Israel as a cybersecurity innovation hub.9 Accenture also said Maglan would form the core of a future Cyber Fusion Center in Israel.9 The relationship is confirmed as continuing at legal-entity level in the 2025 SEC subsidiary exhibit, which still lists Maglan Information Defense Technologies Research Ltd in Israel.2
2023-2025. Accenture completed its acquisition of global Oracle supply-chain specialist Inspirage in January 2023; by fiscal year-end 2025 the SEC subsidiary list included Inspirage Israel Pvt Ltd.10, 2 The SEC exhibit also lists Nell’Armonia Israel Ltd, but the exhibit alone does not identify the subsidiary’s current clients or operating addresses.2
2021. Accenture Ventures made a strategic investment in Israel-based Geneyx Genomex Ltd, a genomic-analysis software company; terms were undisclosed.11 8 January 2024. Accenture Ventures announced a strategic investment in Tel Aviv-based QuantHealth, an AI clinical-trial simulation company; terms were also undisclosed.12 Neither cited release links those investments to military, settlement or security operations.12, 11
Settlement / occupied-territory nexus and regulatory scrutiny
26 September 2025. OHCHR’s A/HRC/60/19 update said its settlement-business database contained 158 enterprises from 11 countries involved in specified settlement-related activities.13 Targeted name review did not identify Accenture in the published database material surfaced during this audit.13 2025. A targeted name search of A/HRC/59/23 likewise returned no Accenture match in the report text surfaced by the UN page.14 no public evidence identified in the reviewed UN materials, SEC subsidiary disclosure, current Israel profile or targeted NGO searches of an Accenture operating facility, dealership, contract or subsidiary located in an Israeli settlement, occupied East Jerusalem or the occupied Golan Heights.8, 2, 13, 14
AFSC Investigate has a dedicated Accenture profile, but as of 9 August 2024 that profile concerns U.S. Customs and Border Protection and Immigration and Customs Enforcement contracts rather than Israel or the occupied Palestinian territory.15 It therefore does not establish an Israel/OPT nexus.
Civil-society and boycott campaign history
2024. SOAS published an encampment demand that called for divestment from companies described by campaigners as complicit in Israel’s occupation and denial of Palestinian rights, explicitly including Accenture among several named companies.16 SOAS responded on the same page that it had not identified investments breaching its ethical-investment policy and would review the policy and the named holdings.16 This establishes a public divestment campaign naming Accenture; it does not independently establish the allegation underlying the demand.16 No direct Accenture listing on a BDS Movement priority-target page was identified in the bounded searches.
Internal Governance, Content & Retail Policies
Employee relations
Early September 2023. Accenture signed ADL’s Workplace Pledge to Fight Antisemitism. Accenture’s then-Chief Leadership & Human Resources Officer Ellyn Shook said the pledge aligned with zero tolerance for hate and applied the commitment to Jewish colleagues and any community experiencing hate, violence or discrimination.17 ADL describes the pledge as including workplace prevention, DEI measures, support for Jewish employees, religious accommodation and speaking out against antisemitism.17
2023-2026 searches. No public evidence identified of Accenture firing, disciplining or suing employees for pro-Palestinian speech, symbols or union activity, or of suppressing an Israel/Palestine human-rights shareholder resolution. The reviewed ADL pledge materials do not themselves document such disciplinary action.17
Platform and editorial policy
2025. Accenture’s Form 10-K describes Accenture as a consulting and managed-services provider serving, among other sectors, software and platform clients; it does not describe Accenture itself as a consumer social-media or editorial platform.1 no public evidence identified of an Accenture-operated consumer platform being the subject of a regulatory or academic finding of asymmetric Israel/Gaza content moderation in the searches performed.
Retail and supply-chain practices
2025-2026 searches. No public evidence identified of Accenture itself selling or labelling settlement-origin consumer goods, or of regulatory action against Accenture for settlement-product sourcing or labelling. The current business description is professional services rather than consumer retail.1
Brand Heritage & State Partnerships
Military/security heritage and marketing
2016 [pre-2020]. Accenture marketed the Maglan acquisition around advanced offensive cyber simulation, cyber forensics, malware defense and threat intelligence, while presenting the acquisition as an expansion of commercial security services.9 The same release disclosed a minority investment in Team8, a cybersecurity foundry.9
2018 [pre-2020]. Team8’s own material described it as founded by former leaders of Israel’s military-intelligence Unit 8200, including former commander Nadav Zafrir, and listed Accenture among its backers.18 This establishes Accenture’s investment link to a civilian cybersecurity platform founded by former Unit 8200 leaders; the cited sources do not establish that Accenture’s investment was an IDF procurement contract, military donation or settlement activity.9, 18 Current size or status of the old minority stake was not identified.
Institutional ties and sponsorships
2018 [pre-2020]. Accenture Ventures, the Consulate General of Israel to South India and NASSCOM jointly launched the “Scalerator” program to connect Israeli and Indian startups in fields including cybersecurity, cloud, AI, automation and blockchain.19 The Israeli consulate was to help select Israeli startups and provide business-development support.19 Ongoing status was not confirmed in the reviewed material.
2016 [pre-2020]. Accenture joined The Floor, a fintech hub at the Tel Aviv Stock Exchange, as a supporter, with a stated role evaluating innovations, mentoring startups and potentially making strategic investments.20 Ongoing status was not confirmed.
January 2025. IATI’s MNC Forum booklet included an Accenture Israel company profile. The booklet states that the 2025 forum was held at the Residence of the President of the State of Israel to recognize multinational-company contributions to Israel’s economy and society.8 The booklet’s inclusion of Accenture establishes its participation in the IATI MNC Forum profile set; it does not by itself establish a separate government contract or political sponsorship by Accenture.8
No public evidence identified of Accenture receiving an Israeli state honor, sponsoring a specifically branded “Brand Israel” campaign, or holding a non-commercial partnership with a settlement authority in the reviewed sources.
Lobbying, Advocacy, Financing & Logistics
Political lobbying and PAC activity
Current policy / 2024 expenditures. Accenture says it has a longstanding global policy against using company resources for contributions to political parties, political committees or candidates, even where lawful.21 The same policy says Accenture lobbies governments and disclosed $1.82 million in U.S. federal lobbying expense and $6.3846 million in U.S. state/local lobbying expense for calendar 2024.21 FEC records show the Accenture Inc. Political Action Committee as an active, qualified corporation PAC and lobbyist/registrant PAC.22
2025-2026 searches. No public evidence identified in the reviewed Accenture policy, FEC material and targeted searches of Accenture lobbying or PAC spending specifically to support Israeli regional policy, oppose BDS legislation, or finance an Israel/Palestine pressure group.21, 22
Financial contributions
18 October 2023. Accenture disclosed $1.5 million to Magen David Adom and $1.5 million to the Palestinian Red Crescent for what it called humanitarian relief, plus employee-donation matching.4 The disclosed recipients in that statement were those two relief organizations; it did not state that the money was donated to the IDF, FIDF, JNF/KKL or a settlement organization.4
Calendar 2024, reported January 2025. Accenture Israel country manager Shimon Elkabetz stated that Accenture Israel donated more than NIS 8 million to support local causes during 2024.8 The source does not name the recipients, payment dates or purposes, so the amount cannot be classified from that document as military, settlement, humanitarian or political financing.8
No public evidence identified in the reviewed sources of a corporate Accenture donation to the IDF, Friends of the IDF, JNF/KKL, Regavim, Im Tirtzu, a settlement municipality, or an Israeli reservist fund.
Advocacy affiliations
2023-2024. Accenture signed ADL’s workplace pledge in early September 2023.17 In February 2024 ADL announced that Julie Sweet would receive its 2024 Courage Against Hate Award, citing Accenture’s post-7 October anti-hate stance and civilian relief donations in Israel and Gaza.23 These are documented corporate/leadership ties to ADL’s anti-hate programming; no ADL board seat for Sweet was identified in the reviewed sources.
Crisis asset mobilization
2023-2026 searches. Beyond the disclosed humanitarian relief funding and the unspecified 2024 local-cause donations, no public evidence identified of Accenture directing free cloud credits, transportation, infrastructure, logistics or consulting services to the Israeli state, IDF or a settlement authority during the Gaza war.4, 8
Corporate Structure & Primary Mission
Fiscal 2025. Accenture’s Form 10-K describes a global professional-services company providing consulting and managed services across industry groups, including work for governments and defense departments.1 Accenture’s governance principles say the board’s primary mission is to represent and protect shareholder interests and oversee strategy, operations and management.24 No state-held golden share or founding mandate to advance Israeli state geopolitical goals was identified in the reviewed corporate governance and SEC materials.1, 24
Fiscal 2025 - Accenture Federal Services. Accenture states that Accenture Federal Services is a U.S. company wholly owned by Accenture LLP and that its U.S. federal work represented about 8% of total fiscal-2025 revenue; the Public Service client category includes defense departments and military forces.1 No source reviewed linked Accenture Federal Services to the Government of Israel, IDF or settlement authorities, so its U.S. defense/intelligence work is not treated as an Israel nexus.1
2025-current - Avanade. Accenture’s 10-K records noncontrolling shareholders in its Avanade Inc. subsidiary, and Avanade states that it was founded in 2000 by Microsoft and Accenture.1, 3 No Israel-specific Avanade operation or act relevant to this Political audit was verified. Microsoft activity is not attributed to Accenture or Avanade without a source establishing the link.
Executive & Leadership Footprint
Controlling principals and ownership
December 2025. Accenture’s proxy identifies Julie Sweet as Chair and Chief Executive Officer.25 The beneficial-ownership table marks Sweet, the other listed directors and executives, and all directors/executive officers as a group as holding less than 1% of Accenture plc’s Class A ordinary shares.25 No ≥10% insider shareholder appears in that disclosed director/executive ownership table.25
Public advocacy and statements
October 2023. Sweet personally published the Global Management Committee message condemning the Hamas attack, acknowledging suffering in Israel and Gaza, announcing equal $1.5 million corporate donations to Magen David Adom and the Palestinian Red Crescent, and calling for peace and shared humanity.4 February-March 2024. ADL selected Sweet for its Courage Against Hate Award and credited her with Accenture’s zero-tolerance stance and civilian relief efforts.23
Personal philanthropy, financing and affiliations
2023-2026 searches. No public evidence identified of a verifiable personal donation by Sweet or another current named Accenture director/executive to the IDF, FIDF, JNF/KKL, a settlement organization or an Israeli reservist fund; no personal equity investment by those principals in an Israeli defense/surveillance company was verified; and no board seat in FIDF, JNF/KKL, AIPAC, CFI, Regavim or Im Tirtzu was identified. The documented ADL award and workplace pledge are corporate/leadership advocacy links described above, not evidence of such personal financing.17, 23
Constructive-notice timing and settlement nexus
Post-19 July 2024 and post-November 2024. Accenture’s business presence in Israel continued after both dates: the January 2025 IATI profile reported more than 140 employees in Herzliya and Kfar Saba and described 2024 local-cause giving, while the August 2025 SEC subsidiary exhibit continued to list four Israel-organized subsidiaries.8, 2 The annual NIS 8 million-plus donation figure is not dated within 2024, so the public source does not establish whether particular payments occurred before or after 19 July or the November 2024 ICC warrants.8 No post-19 July 2024 public evidence identified in the reviewed sources of an Accenture donation to an Israeli military-welfare or settlement entity, sponsorship of a settlement event, or public endorsement of settlement expansion.8, 2, 13
