Accenture plc’s FY2025 filing states that U.S. federal work is delivered through Accenture Federal Services (AFS), a U.S. company and wholly owned subsidiary of Accenture LLP; AFS represented approximately 8% of Accenture’s FY2025 revenues.1 The FY2025 subsidiary exhibit lists four Israeli entities: Accenture Ltd, Inspirage Israel Pvt Ltd, Maglan Information Defense Technologies Research Ltd, and Nell’Armonia Israel Ltd.2 Accenture’s current locations page lists offices in Kfar Saba and a Tel Aviv Cyber Fusion Center.3 These records establish current Israeli corporate and operating presence, but do not by themselves establish work for Israeli state, military, intelligence, or settlement bodies.1, 2, 3

Avanade is relevant to group attribution because Accenture stated in 2019 that it was majority owned by Accenture and had been founded by Accenture LLP and Microsoft in 2000.4 [pre-2020] no public evidence identified in the reviewed sources tied an Avanade-controlled service to an Israeli state, military, intelligence, or settlement customer.

Accenture’s 2025 proxy identifies Julie Sweet as chair and CEO and reports each listed director/executive officer at less than 1% beneficial ownership of Accenture’s Class A shares.5 No verified personal investment by a current Accenture controlling principal in the named Israeli surveillance, cyber, SIGINT, or military-technology firms was identified in the reviewed material.5

Enterprise Technology Stack & Vendor Relationships

Israeli-origin software and services

Current public evidence verifies substantial client-facing alliance and implementation relationships with several companies in the requested vendor set. Accenture’s CyberArk page describes a privileged-access and identity-security partnership and says the firms have delivered more than 550 implementations for clients.6 In April 2025, CyberArk and Accenture announced integration of CyberArk’s Identity Security Platform with Accenture AI Refinery for AI-agent identity controls.7

Wiz currently lists Accenture as a partner across sell, managed-service/MSSP, cloud-security assessment, onboarding, and operationalization categories.8 In March 2026 Accenture described itself as a long-time partner of both Wiz and Google Cloud and announced expanded work around Wiz following Google’s acquisition.9

Palo Alto Networks and Accenture announced an expanded strategic alliance in May 2024, combining Palo Alto Networks’ Precision AI technology with Accenture services for generative-AI security.10 NiCE stated in June 2026 that Accenture had been a certified implementation partner for more than eight years, held Platinum Partner status, had more than 150 technical certifications, and was co-developing AI customer-experience solutions; NiCE also named Accenture its Top Global System Integrator in 2025.11, 12

These sources establish systems-integration, resale, managed-service, implementation, and co-development relationships for customer delivery.6, 7, 8, 9, 10, 11, 12 They do not establish that CyberArk, Wiz, Palo Alto Networks, or NiCE form part of Accenture’s own internal core security or data infrastructure. No public evidence identified in the reviewed material of a direct current Accenture relationship with Check Point, SentinelOne, Claroty, or Verint.

Scale of dependency

The documented CyberArk, Wiz, Palo Alto Networks, and NiCE relationships are operationally significant in Accenture’s client-services ecosystem: CyberArk reports 550+ joint client implementations, Wiz describes managed and security-service delivery, and NiCE reports 150+ Accenture technical certifications and multi-year implementation work.6, 8, 11 no public evidence identified that Accenture’s internal enterprise operations are critically dependent on any of those vendors.

Procurement and integrator relationships

Accenture itself acts as the systems integrator in the verified relationships above.6, 8, 10, 11 Avanade is a majority-Accenture-owned Microsoft-focused group company.4 [pre-2020] no public evidence identified that an external systems integrator has mandated or deployed an Israeli-origin security product into Accenture’s own core environment.

Surveillance, Biometrics & Retail Technology

Facial recognition and biometrics

No public evidence identified that Accenture itself uses or has deployed Trigo, BriefCam, AnyVision/Oosto, Trax, or another verified Israeli-origin facial-recognition, gait-analysis, or biometric-identification product for its own operations or for an identified Israeli-state or settlement customer. NiCE’s current Accenture relationship concerns customer-experience and AI delivery; the cited materials do not establish facial recognition or biometric identification.11, 12

Predictive analytics and monitoring

No public evidence identified of Accenture providing an Israeli-origin predictive-policing, sentiment-monitoring, social-media-monitoring, or workforce-surveillance product to an Israeli state, military, intelligence, police, or settlement body.

Third-party deployment

No public evidence identified that such biometric or surveillance tools reach Accenture through a managed-security service or bundled enterprise suite. Accenture’s current Israeli penetration-testing role involves testing Azure, AWS, Google Cloud, Active Directory, applications, APIs, and infrastructure; it is evidence of cybersecurity delivery from Israel, not of biometric or population-surveillance deployment.13

Cloud Infrastructure, Data Residency & Sovereign Cloud Participation

Data-centre operations in Israel

Accenture’s current locations page identifies Kfar Saba and a Tel Aviv Cyber Fusion Center, but does not identify an Accenture-owned, leased, or co-located Israeli data centre.3 no public evidence identified of an Accenture-operated Israeli data centre in the reviewed sources.

Government cloud contracts

No public evidence identified that Accenture is a Project Nimbus prime contractor or subcontractor. A targeted review of the 2025 UN Special Rapporteur report A/HRC/59/23, including its technology discussion, did not locate Accenture by name; the report therefore does not independently establish an Accenture role in Nimbus.14

There is older evidence of technology work for an Israeli state-owned critical-infrastructure company. In 2011 Israel Electric Corporation awarded Accenture a two-year IT-services contract covering technology roadmaps, application systems, smart-grid work, business intelligence, enterprise architecture, business continuity, supplier selection, and quality assurance.15 [pre-2020] no public evidence identified that this historical contract is ongoing or that it involved Nimbus, sovereign cloud, defence, or intelligence systems.15

Accenture maintains EU/UK Binding Corporate Rules for controller and processor transfers, including processor BCRs approved in 2024, as part of its framework for international data transfers.16 Accenture’s transfer-impact guidance says assessments consider destination-country law, data type, storage, access, government-access risk, and supplementary measures.17

A current Accenture Israel penetration-testing vacancy states that some projects are performed remotely and some on site, establishing that Israel-based personnel can perform technical work on client environments.13 That fact creates a possible project-specific data-access pathway, but the public source does not identify any particular client dataset, hosting location, routing path, or Israeli-government access. No public evidence identified that Accenture routinely stores or routes global client data through Israeli infrastructure.13, 16, 17

Named limited support processing from Israel - October 2026

Google’s current Chrome Enterprise Services subprocessor register lists Accenture International Limited and its affiliate Accenture Ltd, with Israel identified as a processing country and Accenture plc as ultimate parent.18 The activity is technical support. Google expressly limits access to customer data deliberately shared during a customer-initiated support case, such as screenshots; the subprocessor has no access to customer data stored or processed by the services.18 This documents a specific, limited processing pathway from Israel. It does not establish routine routing of all client data, Israeli hosting, or Israeli government access.18

Defence, Intelligence & Security Sector Technology Relationships

Military and intelligence contracts

Accenture acquired Israeli cybersecurity company Maglan in June 2016.19 [pre-2020] Accenture described Maglan as specializing in offensive cyber simulation, cyber forensics, malware defence, vulnerability countermeasures, and threat research.19 Reuters reported that Maglan had about 30 employees and quoted Accenture as saying their expertise came from Israel’s military and intelligence complex.20 [pre-2020] Military or intelligence employment backgrounds do not establish an Accenture contract with those bodies.20

A 2018 CTech report about Israeli military technology outsourcing said Maglan was among companies that had assimilated cyber activity previously done in-house by the military/intelligence apparatus.21 [pre-2020] The article did not name an agency customer, tender, contract value, dates, product, or post-acquisition continuity, and reported that Maglan declined comment.21 On that evidence, no specific current Accenture contract with the Israeli Ministry of Defence, IDF, Mossad, Shin Bet, or another Israeli security body is verified.

AFS is a controlled Accenture entity, but its June 2025 strategic partnership with Palantir is expressly framed around U.S. federal agencies, with AFS as a preferred implementation partner for those customers and a plan to train and certify 1,000 AFS Data & AI personnel on Palantir technology.1, 22 no public evidence identified that this Accenture-Palantir alliance itself supplies an Israeli state or military customer.22

Dual-use technology provision

Maglan’s public acquisition description uses the term offensive cyber simulation, in the context of cybersecurity testing and defence.19 [pre-2020] no public evidence identified that Accenture developed, sold, licensed, or maintained a zero-day exploitation platform, offensive digital weapon, or purpose-built cyber weapon for an Israeli state actor.

AI, Algorithmic & Autonomous Systems

AI/ML provision to state bodies

No public evidence identified of Accenture providing AI, machine learning, computer vision, or autonomous decision-support systems to an Israeli state, military, intelligence, or security body.

Accenture does have verified Israeli AI/data-sector investments. In November 2021 Accenture Ventures invested in Israel-based Geneyx, whose platform uses AI for genomic analysis and interpretation.24 In January 2024 Accenture Ventures invested in Tel Aviv-based QuantHealth, whose platform uses AI to simulate clinical trials.25 These announcements describe civilian health technology and do not identify Israeli state-security customers.25, 24

Training data and model development

QuantHealth’s 2024 announcement says its simulation platform is trained on a dataset covering 350 million patients together with biomedical knowledge graphs and clinical-trial data.25 The announcement does not state that the dataset originates from Israel or occupied territories, that it derives from surveillance or intercepted communications, or that Accenture receives the underlying patient-level data.25 no public evidence identified of an Accenture AI model trained on Palestinian civilian data, intercepted communications, or surveillance-derived datasets from Israel or occupied territories.

Autonomous systems and lethality

No public evidence identified of Accenture providing autonomous target-generation, fire-control, kill-chain automation, or autonomous lethal tracking systems to Israeli military or security forces. Purpose-built targeting systems would in any event fall under the stated Military boundary rather than this Digital audit.

Technology Ecosystem & R&D Footprint

Israeli R&D centres

In June 2016 Accenture opened a cybersecurity R&D lab in Israel focused on threat intelligence, active defence, industrial-IoT security, AI, blockchain, and advanced analytics.23 [pre-2020] The same announcement described collaboration with Team8 and identified Team8 co-founder Nadav Zafrir as a former commander of Unit 8200.23 That biographical link does not establish military procurement by Accenture.23

Current operating evidence shows a Tel Aviv Cyber Fusion Center and a Kfar Saba office.3 A current Kfar Saba penetration-testing role covers cloud and on-premises environments and can involve remote or on-site project work.13 Accenture’s FY2025 subsidiary list confirms that Maglan remains a named Israeli subsidiary within the group.2

Acquisitions and investments

Accenture acquired Maglan in 2016; financial terms were not disclosed.19 [pre-2020] Reuters independently reported the acquisition and Accenture’s establishment of an Israeli cybersecurity R&D centre.20 [pre-2020]

In February 2016 Accenture participated in a $23 million financing round for Israeli cyber foundry Team8 and said it would work with Team8 on a collaborative R&D agenda.26, 23 [pre-2020] In June 2016 Accenture joined Tel Aviv fintech hub The Floor, where it said it would evaluate innovations for clients and potential strategic investments.27 [pre-2020] In 2018 Accenture Ventures, the Consulate General of Israel, and NASSCOM launched a programme intended to connect growth-stage Israeli startups in fields including cybersecurity, cloud, AI, automation, IoT, blockchain, and extended reality with Indian and global markets.28 [pre-2020]

More recent investments include Geneyx in 2021 and QuantHealth in 2024.25, 24 The cited public disclosures establish technology-sector investment and ecosystem integration; they do not establish provision to Israeli military, intelligence, or settlement bodies.25, 24

Patent and intellectual-property relationships

No public evidence identified of a significant Accenture patent-licensing, patent-pool, or co-development agreement with Technion, Hebrew University, or Weizmann Institute in the reviewed sources.

Civil Society Scrutiny & Regulatory History

NGO, academic and UN reports

The September 2025 OHCHR settlement-business update reports a database of 158 enterprises from 11 countries after review of activities linked to Israeli settlements.29 Targeted searches of the retrieved UN/OHCHR materials did not locate Accenture as a named enterprise.29 This search result is evidence of no identified listing in the reviewed material, not proof that no Accenture service can ever reach a settlement.

A targeted full-text search of A/HRC/59/23 did not locate Accenture by name.14 The report therefore does not independently establish Accenture involvement in Project Nimbus, Israeli military AI, or settlement-linked digital infrastructure.14 Targeted searches of Who Profits and AFSC Investigate likewise did not surface a verified Accenture company profile in the reviewed results.

Boycott and divestment campaigns

SOAS reported that a 2024 BDS/encampment campaign demanded divestment from several named companies including Accenture.30 The SOAS page records the campaign demand but does not identify a specific Accenture technology contract with the Israeli state, military, intelligence services, or settlements.30 No company response specific to that Accenture allegation was identified in the reviewed sources.

No public evidence identified of an export-control action, sanctions investigation, regulator finding, or legal challenge specifically concerning Accenture technology sales or services to an Israeli state, military, intelligence, police, or settlement entity.

Constructive-notice timeline and settlement nexus

Accenture’s public technology-sector relationships continued after 19 July 2024 and November 2024: CyberArk announced its AI-agent integration with Accenture in April 2025; NiCE named Accenture its Top Global System Integrator in 2025 and described a deepened partnership in 2026; and Accenture described itself as a long-time Wiz partner in March 2026.7, 9, 11, 12 Accenture’s FY2025 filing also continued to list Israeli subsidiaries, while the current location directory lists its Israel offices and Cyber Fusion Center.2, 3

Those post-2024 facts establish continued Israeli technology-sector and local operating activity.2, 3, 7, 9, 11, 12 no public evidence identified in the reviewed sources ties those post-2024 activities to Project Nimbus, an Israeli military or intelligence customer, a settlement customer, or digital infrastructure physically located in a settlement.29, 14
