Political Audit: British Gas / Centrica plc
Corporate Communications & Public Stance
British Gas has publicly denied operating in the Palestinian Authority or Israel, stating: “we do not operate in Areas of Palestinian Authority nor in Israel” 1. No public corporate statements specifically addressing the Gaza conflict (October 2023–present) were identified in searches of the Centrica media centre news archive (2023–2024) or Centrica media centre press releases 2. The Centrica 2024 Annual Report and Accounts references “geopolitical tensions” in the Chair’s message without naming Gaza or Israel 3. The company’s 2024 Annual Report states Centrica “stood through these crises” and “will continue” to provide energy security in the context of geopolitical tensions, but contains no specific reference to the Israel-Palestine conflict 3.
Centrica made documented financial commitments in response to the Ukraine conflict in 2022: donated £4.5 million to charities including over £1 million to the Disasters Emergency Committee Ukraine fund; returned £27 million in UK Government furlough money received in 2020; and officially exited natural gas agreements with Russian partners (principally Gazprom) on 1 March 2022 45. No equivalent public statement, donation, or corporate policy response was identified for the Gaza conflict (October 2023–present) 2. This asymmetry between the public and financial response to the Ukraine crisis and the absence of an identified public response to Gaza represents a documented pattern in the company’s corporate posture 452.
In annual reports and sustainability disclosures, Centrica frames its territorial presence in Israel as a standard market operation through the Panoramic Power acquisition (2015) 67. The 2018 Centrica Media Centre article by Jonathan Tudor describes Israel using “Start-Up Nation” innovation framing and praises Israeli humanitarian technology applications 8. No equivalent corporate blog post addressing Centrica’s operations in any other Middle Eastern country was identified 8.
Operations in Occupied or Contested Territories
BG Group plc (formerly British Gas plc, later renamed BG Group; acquired by Shell in February 2016) held a 25-year offshore exploration licence for the Gaza Marine gas fields (Gaza Marine 1 and 2), discovered in 2000, with 90% equity (later reducing to 60% at development stage) under a licence granted by the Palestinian Authority 910. BG Group also held offshore exploration permits for the Tamar and Dalit gas fields on Israel’s continental shelf (approximately 1999–2005) 1112. BG Group maintained an office in Ramallah and, separately, an office in Israel for its Tamar/Dalit exploration activities 1314.
BG Group withdrew from Israel gas negotiations by December 2007 915; closed its Israel office on 14 January 2008 while retaining its Ramallah office and the Gaza Marine concession 1314; and abandoned its Tamar/Dalit stake in April 2005 after failing to agree commercial terms with the Israel Electric Corporation (BG’s price approximately $1 billion; Avner/Delek bought BG’s stake reportedly for $1) 1611. BG Group’s offshore activities were in Israeli and Palestinian maritime zones, not within the West Bank, East Jerusalem, or Golan Heights proper 915. No evidence was found of BG Group operating within settlement boundaries on land 915.
Shell (which acquired BG Group in 2016 and thereby inherited the Gaza Marine concession) formally relinquished its entire 90% stake to the Palestine Investment Fund in March 2018 171819. The Palestine Investment Fund and CC Oil & Gas (Consolidated Contractors Company subsidiary) each hold 50% of development rights post-transfer 20. BG Group and Centrica had no direct role in this Shell successor transaction 171819.
Centrica identifies “Israel” as a country of operation in its 2024 CDP disclosure (section 1.7), consistent with the Panoramic Power acquisition (2015) and the Centrica Innovations Israel fund activity (2018–2020) 6. No direct Centrica legal entity registration in Israel was found in UK Companies House searches 6. Panoramic Power was acquired by Direct Energy/Centrica in November 2015 for approximately $60 million 7. Israeli national Yaniv Vardi was CEO at acquisition and subsequently joined Centrica as Global Managing Director of Centrica Business Solutions International 2122. Panoramic Power is not listed in the Who Profits database or the AFSC investigate.afsc.org platform 2324.
Neither British Gas, Centrica, nor BG Group appears in the UN OHCHR settlement enterprise database (2020, 2023, or 2025 iterations) 25. The 2025 database (158 entities) was reviewed in full; none of the three UK-domiciled companies listed (JCB, Greenkote P.L.C., C. Mer Industries) are Centrica group entities 25. Al-Haq’s “Annexing Energy” (December 2015) and “Preventing the Development of Palestinian Natural Gas Resources” (January 2015) document BG Group’s commercial history in the region and Israel’s systematic blocking of Palestinian gas development, but neither Al-Haq nor SOMO submitted BG Group or Centrica for inclusion in the OHCHR database 915262728.
No evidence was found of British Gas, Centrica, or BG Group being listed on BDS Movement priority-target lists, PACBI/Kairos/UMC divestment lists, Who Profits settlement-database entries, AFSC’s “Companies Profiting from Gaza Genocide” list, or BankTrack campaign databases 2324.
No public evidence was identified of British Gas or Centrica maintaining dealer networks, authorised service providers, or installer relationships in West Bank settlements, East Jerusalem, or Golan Heights. No evidence was found of Centrica making corporate charitable donations specifically for the Gaza conflict (October 2023–present); an equivalent donation to the Disasters Emergency Committee Ukraine response has not been ruled out and was not specifically searched 35.
Internal Governance, Content & Retail Policies
No public evidence was identified of HR actions, lawsuits, or controversies regarding employee speech, union activity, or political symbols related to the Israel-Palestine conflict at British Gas or Centrica 2. Searches of centrica.com press releases, news archives, and mainstream news databases returned no relevant matches 2.
British Gas is a residential and commercial energy supplier and not a technology platform or media entity 2. No public evidence was identified of algorithmic content moderation decisions, editorial stances, or regulatory inquiries regarding British Gas or Centrica platforms in relation to the Israel-Palestine conflict 2.
No public evidence was identified of regulatory actions, labelling requirements, or sourcing disclosures specifically addressing products originating from Israeli settlements in the OPT in relation to British Gas or Centrica 296. Source classes checked include Centrica annual reports, sustainability reports, Modern Slavery Statements, and CDP disclosures 296.
Brand Heritage & State Partnerships
No evidence was found of British Gas or Centrica utilizing military heritage, defense sector ties, or state-security origins in commercial branding or public relations 2. The brand’s heritage narrative centres on Victorian-era gas manufacturing and domestic energy supply, not state security or military associations 2.
Centrica is identified as a named funder of the Net Zero All-Party Parliamentary Group at £31,501–£33,000/year (reporting year July 2024–July 2025), channelled via Inflect Partners Ltd as the APPG secretariat 3031. The APPG is Chaired by Labour MP Alex Sobel 30. This represents an indirect parliamentary engagement channel through corporate funding of an industry-aligned APPG, not a direct state partnership 3031.
Centrica sponsored and attended the #GCVIsrael corporate venturing conference in Israel (March 2018), where Jonathan Tudor announced a £100 million Centrica Innovations Israel fund focused on energy distribution, electrification of transport, data, blockchain, and IoT 8. This constituted a corporate sponsorship of an Israeli state-linked technology ecosystem event 8. The fund’s portfolio companies were not publicly disclosed 8. Centrica awarded £25,000 to Israeli company EchoCare Technologies (based in Beersheva, Israel) as part of the Centrica Active Ageing Challenge in London (2018) 8.
No evidence was found of British Gas or Centrica receiving Israeli state honors, hosting Israeli government officials, or participating in formal non-commercial partnerships with Israeli state institutions or settlement-backed cultural campaigns 2. No evidence was found that the #GCVIsrael conference was held in a settlement location or that Centrica specifically sponsored settlement-adjacent events beyond standard Israeli technology ecosystem engagement 8.
Lobbying, Advocacy, Financing & Logistics
Centrica is registered as a consultant lobbyist under the Transparency of Lobbying, Non-Party Campaigning and Trade Union Administration Act 2014 32. The UK Register entry covers UK-level lobbying activity but does not disclose specific issue areas or meetings 32. Centrica is registered with the EU Transparency Register (ID: 577829817108-84) with lobbying costs declared at €25,000–€49,999/year (FY February 2024–January 2025); 4 declared lobbyists (1 FTE); 14 high-level European Commission meetings declared; intermediary firm: Rud Pedersen Denmark 33. Declared goals cover Energy Union, EU climate policy, retail energy markets, renewables, and energy efficiency 33. No Israel/Palestine-related lobbying topics are declared in the EU Transparency Register entry 33.
OpenSecrets records show Centrica Plc listed as a client of Ogilvy Government Relations in federal lobbying disclosures for 2016 and 2020 3435. This appears inconsistent with Centrica’s stated policy against contracting consultant lobbyists on political matters 36. The specific issues lobbied and total lobbying expenditure per year were not independently verified via direct Senate LDA filing fetch 3435.
Centrica’s “Our Approach to Political Involvement” policy (v1.6, March 2023) explicitly states: “Centrica does not make political contributions - whether to political parties, individual politicians or government employees” 36. The Direct Energy Employee PAC (DEEPAC), operated by Centrica’s former North American subsidiary (sold to NRG Energy in January 2021), received contributions totalling $17,000 to Democratic candidates and $3,500 to Republican candidates in the 2019–2020 cycle 37. The 2021–2022 cycle showed $0 raised and $0 contributed to federal candidates 38. The PAC transferred to NRG Energy at the 5 January 2021 closing 3940. Whether DEEPAC continues under NRG Energy, was merged into an NRG PAC, or remains dormant after the transfer was not publicly confirmed 383940.
No evidence was found of Centrica or British Gas making corporate donations to IDF, FIDF, JNF/KKL, settlement organizations, or Israeli military-welfare bodies 36. No evidence was found of Centrica or British Gas directing corporate resources, physical logistics, free services, or infrastructure to assist Israeli, IDF, or settlement-aligned NGO efforts during the Gaza conflict (October 2023–present) or any prior conflict period 2.
Corporate Structure & Primary Mission
British Gas is the trading name of Centrica’s UK retail energy and services business 3. Centrica plc is the parent company, incorporated in the UK, registered in Windsor, Berkshire, and listed on the FTSE 100 3. Centrica’s primary corporate mission, as stated in its annual reports and governance documents, is commercial energy supply and services to residential and business customers in the UK and internationally 3. No corporate charter, governance document, or founding document was identified that explicitly ties the company’s mission to advancing state geopolitical goals 3.
No evidence was found of a UK Government golden share, state equity stake, or direct state control mechanism in Centrica’s corporate structure 3. The company’s largest institutional shareholders (BlackRock approximately 7–8%, Schroders, and others) are financial investors without documented state directional control 3.
BG Group (the former British Gas plc, renamed BG Group in 1999, demerged from Centrica in 2000, acquired by Shell in 2016) is a separate legal entity with no current operational connection to British Gas or Centrica 1241. The brand confusion between “British Gas” (trading name of Centrica’s UK retail business) and “BG Group” (the historical exploration entity) is explicitly addressed in the British Gas public denial 11241.
No direct Centrica-incorporated legal entities were found in Israel through UK Companies House searches 6. The Israeli operational footprint is currently via the Panoramic Power subsidiary (acquired 2015) and the historical Jonathan Tudor Centrica Innovations Israel fund activity (2018–2020) 867.
Executive & Leadership Footprint
No evidence was found of current Centrica C-suite executives (Chris O’Shea as Group CEO, Russell O’Brien as CFO), the current Chair (Kevin O’Byrne effective December 2024, succeeded Scott Wheway), or other named board members making personal donations to FIDF, JNF/KKL, Im Tirtzu, Regavim, Lev Echad, Israeli settlement organizations, or Israeli military-welfare bodies 4243. Screening of 11 current directors (Kevin O’Byrne, Chris O’Shea, Russell O’Brien, Nathan Bostock, Amber Rudd, CP Duggal, Jo Harlow, Sue Whalley, Philippe Boisseau, Alessandra Pasini, Frank Mastiaux) and 7 prior directors (Scott Wheway, Charles Berry, Joan Gillman, Stephen Hester, Pam Kaur, Carlos Pascual, Steve Pusey) against named settlement/philanthropy organizations returned zero documented affiliations 4243. Amber Rudd (Non-Executive Director from 2024, former UK Home Secretary 2016–2018) has no documented FIDF, JNF, settlement, or Israeli advocacy affiliations found 42.
No public statements, op-eds, or social media activity were identified from Chris O’Shea, Kevin O’Byrne, or other named Centrica executives regarding the Israel-Palestine conflict 2. Chris O’Shea was CFO of BG Group for Africa, Middle East & Asia from approximately 2006–2012, including the period of active Gaza Marine negotiations (2000–2007) and the BG Group Israel office closure (January 2008) 44. No evidence was found of his personal involvement in specific Israel/Palestine negotiations or public statements on the conflict during that period 44.
Jonathan Tudor (Director of Technology & Innovation Strategy, Centrica Innovations, 2017–2020) authored the 2018 Centrica Media Centre article describing Israel as “a nation whose innovators are always living on the edge of tomorrow” and praising Israeli humanitarian innovation 8. No equivalent public statements by Tudor regarding any other Middle Eastern country or conflict zone were identified 8. Tudor left Centrica for the Clean Growth Fund in 2020 454647.
Yaniv Vardi is an Israeli national who served 5 years in the Israeli Air Force and was based in the Tel Aviv district 21. He was former CEO of Panoramic Power and served as Global Managing Director of Centrica Business Solutions International from 2016–2020 2122. No evidence was found of Vardi making personal donations to FIDF, JNF, settlement organizations, or Israeli military-welfare bodies 2122.
Yaniv Vardi (now CEO of Claroty) serves as outside director at Fujitec (Japanese elevator company) per market screening; no documented board roles in geopolitical pressure groups, state-aligned academic institutions, or pro-Israel lobbying organizations identified 22. Claroty’s US Federal sector lists “Defense” as a vertical, and Vardi spoke at a US Embassy Israel–organized trade event (WEFTEC 2024) alongside Chevron and US Ambassador Mike Huckabee 48. Whether these represent actual US Department of Defense contracts, pre-competitive federal engagement, or critical infrastructure OT security sales to non-defense federal agencies was not verified via USAspending.gov or FEC contract disclosures 48.
No evidence that Centrica executives hold personal board seats in the Net Zero APPG, which Centrica funds via Inflect Partners Ltd secretariat 3031.
