Military Audit: British Gas (Centrica plc)

Direct Defence Contracting & Procurement

No public evidence identified of any contract, tender award, framework agreement, or memorandum of understanding between British Gas, Centrica plc, or any Centrica subsidiary and the Israeli Ministry of Defence (IMOD), Israel Defence Forces (IDF), Israel Prison Service, or Israel Border Police 123. Searches across Who Profits, AFSC Investigate, SIBAT/IMOD procurement records, and UK export licence databases returned no Centrica-named entries 23. Centrica’s 2024 Annual Report and responsible business disclosures contain no reference to Israeli defence contracts, military end-users, or IMOD procurement relationships 4. Supplier due diligence disclosures address modern slavery, Xinjiang solar panel supply chain, and Russia sanctions specifically rather than Israel 4. British Gas (via Politics Home) explicitly stated: “we do not operate in Areas of Palestinian Authority nor in Israel,” covering the Centrica/British Gas entity directly 1.

Dual-Use Products & Tactical Variants

No public evidence identified that Centrica or British Gas manufactures or markets ruggedised, mil-spec, tactical, or defence-grade variants of its products - including gas meters, smart home equipment, pressure regulation, industrial valves, or pipeline components - to Israeli security forces 123. No public evidence identified of export licence applications, end-user certificates, or UK/BIS export control reviews relating to Centrica or British Gas products destined for Israeli defence or security end-users 4. UK Export Control Organisation database searches returned no Centrica-named entries for Israeli defence procurement 4. Centrica’s product lines consist of residential and commercial energy services, and the company does not appear in SIBAT or Israeli defence export directories 42.

Heavy Machinery, Construction & Infrastructure

No public evidence identified of Centrica or British Gas equipment, vehicles, or machinery used in the construction, maintenance, or demolition of Israeli settlements, the separation barrier, military installations, or occupied territories 23. No public evidence identified of construction, maintenance, or engineering service contracts relating to checkpoints, detention facilities, military bases, the separation barrier, or settlement infrastructure involving Centrica or British Gas 12. No public evidence identified of British Gas or Centrica operating authorised distributors, franchisees, or service operations in the West Bank, East Jerusalem, or Golan Heights 1. Site-specific searches for “British Gas” on Israeli domains returned no current Centrica-entity operations 1. The historical Gaza Marine offshore gas concession referenced in Globes (2003) was held by BG Group plc, a separately listed entity subsequently acquired by Shell in 2016, and is not affiliated with Centrica plc 5.

Supply Chain Integration with Defence Primes

No public evidence identified of Centrica or British Gas supplying components, sub-systems, raw materials, or manufacturing services to Israeli defence prime contractors including Elbit Systems, Israel Aerospace Industries, Rafael Advanced Defense Systems, or Israel Military Industries 23. No public evidence identified of joint development programmes, co-production agreements, technology transfer arrangements, or licensed manufacturing agreements between Centrica/British Gas and Israeli defence firms 23.

Logistical Sustainment & Base Services

No public evidence identified of contracts to provide catering, transport, fuel supply, waste management, facilities maintenance, telecommunications, or other support services to IDF bases, military training facilities, detention centres, or security installations involving British Gas or Centrica 23. No public evidence identified of shipping, freight forwarding, or port handling contracts specifically servicing Israeli defence logistics, military cargo, or arms shipments by Centrica or British Gas 42. Centrica Energy trades LNG and gas globally, and named LNG counterparties (PTT, Devon Energy, Exodus, Peyto, Whitecap) are not Israeli state entities 4.

Munitions, Weapons Systems & Strategic Platforms

The manufacture of small arms, artillery systems, armoured vehicles, tactical drones, naval vessels, munitions, missile defence systems, or strategic platforms is not within Centrica’s corporate purpose 4. British Gas and Centrica plc are residential and commercial energy services companies, and the munitions and strategic weapons domain is not applicable to this target 4.

No public evidence identified of government decisions to grant, deny, suspend, or revoke export licences for British Gas or Centrica products to Israeli military or security end-users 4. No public evidence identified of investigations, citations, or enforcement actions related to Centrica’s compliance with arms embargoes, export control regimes, or sanctions affecting defence trade with Israel 4. No public evidence identified of court proceedings, judicial reviews, or legal challenges brought specifically against British Gas or Centrica regarding defence supply relationships with Israeli state bodies 67. No NCP complaint naming Centrica or British Gas was found in the OECD Watch database, and NCP engagement on OPT issues has covered G4S, JCB, and PwC rather than Centrica 67.

Civil Society Scrutiny & Documented Investigations

The UN OHCHR Settlement Business Database (HRC 53/25 iteration, mirrored at OpenSanctions and containing 156 entities) does not list Centrica plc or British Gas 8. UN A/HRC/59/23 by Special Rapporteur Francesca Albanese (June 2025) identifies 1,000 total corporate actors, formally contacts 45 entities, and explicitly names Elbit Systems, Lockheed Martin, Google, Microsoft, and Amazon - neither Centrica plc, British Gas, nor BG Group appears in the accessible full text 910. The DBIO V Report (November 2025) cross-references Albanese’s 48 named entities, and neither Centrica nor British Gas appears in accessible report text 11. The PAX “Companies Arming Israel” publication (June 2024) identifies European financial institutions financing six named Israeli arms companies, and Centrica plc is not listed in accessible HTML content 12. The SOMO “Powering Injustice” report (December 2024) covers crude oil, jet fuel, coal, and gas extraction supply chains to Israel, and searches confirm no mention of Centrica, British Gas, Panoramic Power, or Driivz 13. Searches across Who Profits and AFSC Investigate databases returned no Centrica plc or British Gas entries 23.

Corporate Structure and Named Affiliations

Centrica plc (LSE: CNA) owns the “British Gas” brand in the United Kingdom only, while BG Group plc (acquired by Shell in 2016) retains rights to the “British Gas” brand outside the UK - these are distinct legal entities 1. Centrica plc is the parent company, with subsidiaries including British Gas (UK retail), Bord Gáis Energy (Republic of Ireland), Centrica Business Solutions (international industrial energy services), and Centrica Energy (trading) 414. No Centrica subsidiary is confirmed to operate in Israel or OPT 414.

Centrica Innovations (now wound down) maintained an Israeli investment presence from 2017 through 2025 15161718. Portfolio companies included Panoramic Power Ltd., an Israeli circuit-level energy management company acquired by Centrica in 2015 and divested in February 2026 192021; Driivz Ltd., an Israeli EV charging software company in which Centrica co-invested £9 million in August 2018 and participated in a Series C round in February 2020 before exiting via Vontier Corporation’s acquisition of Gilbarco Veeder-Root in December 2021/February 2022 222324; and EchoCare Technologies, an Israeli elder-care IoT startup that won £25,000 in the Centrica Active Ageing Challenge in 2018 1518. All three portfolio companies are civilian and commercial technology firms with no identified Israeli defence customer base 222324.

Driivz’s acquirer, Vontier Corporation (NYSE: VNT), acquired Israeli company Orpak Systems (fuel station automation, fleet management, headquartered in Bnei Brak) via Gilbarco Veeder-Root in 2017, and Orpak operates in over 60 countries 25. No confirmed IDF, IMOD, or Border Police customer relationship has been identified for Orpak 25.

Centrica’s board as of 2025 comprises Kevin O’Byrne (Chair), Chris O’Shea (CEO), Russell O’Brien (CFO), Nathan Bostock, Amber Rudd, Chanderpreet Duggal, Jo Harlow, Philippe Boaisseau, Sue Whalley, Alessandra Pasini, Frank Mastiaux, and Jonathan Howell 26. No board member, executive, or shareholder with ≥10% ownership is confirmed with an IDF board role, FIDF affiliation, Israeli defence industry directorship, or reservist status 2627. Dan Rosenfield (MD, New Business & Net Zero, not board) was Chair of World Jewish Relief from 2016 to 2020, which is a humanitarian charity and not a defence-linked body 26.

Schroders plc holds approximately 10.4% and BlackRock Inc. holds approximately 8.9–9.1% of Centrica 4. Both are mainstream UK/US asset managers, and no Israeli defence board role is confirmed for either 4. The FIDF Matching Gifts Programme lists corporate partners including BlackRock, Vanguard, Bank of America, Northrop Grumman, Honeywell, Google, Microsoft, Apple, Starbucks, and McDonald’s, and Centrica is not listed as a participant 28.

British Gas Energy Trust (established 2004, sole funder British Gas) has deployed over £230 million on UK fuel poverty across more than 50 UK charity partners 2930. No Israeli or OPT-linked recipients have been identified 2930.

Evidence Gaps

Centrica’s 2024 and 2025 CDP Corporate Questionnaires both list Israel as an operational jurisdiction, and the Basis of Reporting 2024 uses “grid average in North America and Israel” as a Scope 2 emission factor, implying electricity consumption at Israeli facilities 313233. This is inconsistent with the explicit corporate denial and the absence of confirmed Israeli operations across all other Centrica disclosures 14313233. The discrepancy could reflect an undocumented Centrica Innovations or Business Solutions office or facility in Israel, Centrica Energy routing activity through Israeli infrastructure, or a data entry error in the CDP questionnaire - this gap remains unresolved 313233.

Centrica confirmed finalisation of the Panoramic Power sale in February 2026 without naming the buyer, and the acquirer has not been identified in public sources 1920. Whether any residual Centrica Israel investment relationship exists, or whether the Centrica Innovations Israel venture fund has been formally wound down, is not confirmed in Centrica’s 2024–2025 annual reports 4.

Orpak Systems provides fuel station automation and fleet management technology in Israel from its Bnei Brak headquarters 25. Whether any Orpak installations serve IDF-adjacent or Border Police-adjacent facilities has not been confirmed 25.

No Centrica board-level policy review, contract suspension, public statement, or policy change was identified in response to the ICJ Advisory Opinion (July 2024) or ICC arrest warrants (November 2024) 19.
