Scope and attribution

GB News Limited is an active UK private company engaged in television programming and broadcasting.1 Companies House records All Perspectives Ltd as GB News Limited’s sole active person with significant control, with 75% or more of shares and voting rights and the right to appoint or remove directors; the public PSC record does not state an exact 100% holding.2 GB News Limited’s current directors are Angelos Frangopoulos and Marc Schipper.3 Its filing history includes full accounts to 31 May 2025 filed in March 2026 and a later shortening of the accounting period to 31 December 2025.4

[pre-2020] All Perspectives Ltd was incorporated on 25 September 2019; its relationship to GB News is current.5 Its current PSC register records Sir Paul Marshall with more than 25% but not more than 50% of shares and votes, and Philip Vassiliou, Richard Douglas and Christopher Chandler through significant influence or control over trustees of trusts.6 Current All Perspectives directors are Lord Theodore Agnew, Matthew Linnell, Alan McCormick and Baroness Helena Morrissey.7 Its filing history shows continuing group filings through 2026.8 A 2026 Press Gazette report, citing the group’s annual report, described All Perspectives as continuing to underwrite GB News losses and described Paul Marshall and Legatum Ventures as the two main shareholder blocs; for formal control ranges this audit uses the current Companies House PSC record.9

For editorial attribution, CEO Angelos Frangopoulos told a House of Lords committee in March 2024 that GB News separates news bulletins from current-affairs/opinion programming, with a separate news team subject to news impartiality rules.10 Ofcom separately explains that, for its Rule 5.4 purposes, the “person providing the service” means the licensee, company officers and people with editorial responsibility, rather than presenters or guests merely appearing on programmes.11 This audit therefore does not convert presenter, guest or interviewee views into corporate positions without separate evidence.

Corporate Communications & Public Stance

Statements

2024, ongoing editorial framework. Frangopoulos told Parliament that GB News sees itself as a challenger serving “mainstream Britain,” that it operates under an editorial charter, and that it separates news from current affairs/opinion.10 no public evidence identified in the corporate and regulatory sources reviewed of an official GB News Limited statement endorsing the Israeli government’s conduct of the Gaza war, endorsing Hamas, endorsing settlement expansion, or adopting a corporate position for or against Palestinian statehood.10, 11

2025 Israel expansion statement. On 26 September 2025, GB News launched on Cellcom TV in Israel. Frangopoulos described the launch as a “vital part” of the network’s mission to connect with global audiences seeking British reporting and debate and said GB News was pleased to enter Israeli homes.12 This is an attributable corporate distribution/market-expansion statement; it did not, in the cited report, state a position on the legality of settlements, the Gaza war, Palestinian statehood or Israeli military policy.12

Comparative public posture

GB News has demonstrated that it can adopt channel-level campaigning positions on public-policy questions: Ofcom’s 2023 material records multiple programmes connected to the GB News “Don’t Kill Cash” campaign, while Frangopoulos later told Parliament that the editorial team created and promoted that campaign.10, 11 In the Israel/Gaza material reviewed, I identified extensive reporting and opinion content but no public evidence identified of an equivalent GB News-branded corporate campaign on Palestinian civilian harm, a Gaza ceasefire, Israeli hostages, settlement policy or Palestinian statehood.10, 11

Published Israel/Gaza items must be attributed to their speakers. For example, in October 2025 GB News published Richard Tice saying Labour had “abandoned and betrayed Israel”; the statement was Tice’s, not a GB News corporate declaration.13 The following day it published Conservative MP Alex Burghart welcoming a Gaza ceasefire and aid entry; those were Burghart’s views.14 In January 2025 it also reported pro-Palestinian activists criticising Keir Starmer’s ceasefire statement and vowing to continue marches.15 These examples establish publication choices and speaker attribution, not a single corporate conflict position.

Market framing

The September 2025 Israel launch was framed by GB News’s CEO as part of international audience growth and taking British reporting/debate abroad.12 no public evidence identified in the reviewed filings of GB News describing Israel as a unique geopolitical partnership or security partnership rather than a distribution market.4, 8, 12

Operations in Occupied or Contested Territories

Territorial presence

Israel, from September 2025. GB News was reported as available nationwide in Israel through Cellcom TV.12 The public report establishes a distribution relationship with Cellcom; it does not disclose the commercial terms.12

Occupied Palestinian territory / settlements. No public evidence identified that GB News Limited or All Perspectives itself maintains an office, staff base, transmitter, retail outlet, production facility or settlement-specific service contract in the occupied West Bank, East Jerusalem or Golan Heights.16, 17 The sources located also do not establish whether the GB News channel’s Cellcom carriage is technically available in particular settlements.

The UN Human Rights Office’s September 2025 update expanded its database of business enterprises involved in specified settlement-related activities to 158 enterprises.16 A Business & Human Rights Resource Centre summary of that update identifies Cellcom Israel Ltd among the listed enterprises.18 Who Profits separately reports Cellcom communications-infrastructure work and government contracts involving settlements including Efrat, Beit El, Beitar Illit, Givat Ze’ev, Geva Binyamin, Ma’ale Adumim, Ma’ale Ephraim and Kiryat Arba, including contracts and infrastructure activity in 2022–2024.19 AFSC Investigate likewise describes Cellcom antennas and infrastructure serving settlements and includes Cellcom on its divestment shortlist.20

Those Cellcom activities are not attributed to GB News. The verified GB News fact is the 2025 carriage relationship with Cellcom TV.12 no public evidence identified that GB News selected Cellcom in order to support settlement infrastructure, financed Cellcom’s settlement projects, controlled those projects, or contracted directly with an Israeli settlement authority.12, 19, 20

Target-name searches within A/HRC/59/23 did not identify GB News, All Perspectives, Sir Paul Marshall or Christopher Chandler as named entities.17 The reviewed 2025 UN/OHCHR settlement-database materials likewise did not identify GB News Limited or All Perspectives as listed enterprises.16

Civil Society & Boycott Campaign History

No public evidence identified of an organised Israel-Palestine-specific boycott, divestment or sanctions campaign naming GB News Limited or All Perspectives as a target.16, 20, 17 AFSC’s divestment listing concerns Cellcom, the independent distribution intermediary, and is not evidence of a boycott designation for GB News.20

On 8 November 2023, the Evening Standard reported that Ofcom had received 373 complaints about the 1 November edition of GBN Tonight, including concerns around impartiality in its Israel/Gaza-related discussion.21 A complaint total is not a breach finding.
