Scope and entity attribution

GB News Limited (company 12859339) is an active UK company whose stated activity is television programming and broadcasting.1 Its sole active person with significant control is All Perspectives Ltd (12227760), recorded as holding 75% or more of shares and voting rights and the right to appoint or remove directors; the statutory record does not state an exact 100% holding.2 GB News Limited’s active directors are Angelos Frangopoulos and Marc Schipper.3

All Perspectives Ltd is itself an active television-programming and broadcasting company.4 Its active PSCs are Sir Paul Roderick Clucas Marshall, with more than 25% but not more than 50% of shares and voting rights, and Philip Vassiliou, Richard Douglas and Christopher Chandler, each recorded through significant influence or control over trustees of a trust.5 Its current directors include Theodore Agnew, Matthew Linnell, Alan McCormick and Helena Morrissey.6 The latest filing history records group accounts made up to 31 December 2025 and, separately, George Farmer’s directorship ending on 30 January 2026 and Alan McCormick’s PSC status ending on 12 May 2025.7

For attribution, this audit treats the broadcaster, its parent/control entities and qualifying current principals separately from presenters, guests and interviewees. In March 2024, Frangopoulos told Parliament that GB News separates news bulletins from current-affairs/opinion programming and that presenters may express opinions in the latter category.8 A September 2024 GB News report on UK arms-export suspensions, for example, identifies Gary Mond as the interviewee criticizing the decision; that publication is evidence of editorial coverage, not of a GB News arms-supply act.9

GB News launched on Israel’s Cellcom TV in September 2025. The reported arrangement concerned television distribution, signal aggregation, feed adaptation, secure delivery, EPG and platform onboarding.10 The GB News app is likewise described as a service for live/catch-up news, articles, radio, podcasts, discussions and membership features.11 Neither source describes a military, security-force or weapons function.10, 11

Authoritative-source and principal screening

The 2025 UN Special Rapporteur report A/HRC/59/23 examines corporate involvement in military, surveillance and occupation-related activity; targeted text searches of its accessible text produced no match for “GB News”, “All Perspectives”, “Marshall” or “Legatum”.12 UN/OHCHR settlement-business reporting describes the database mandate and its reviewed business activities, while the September 2026 update states that 214 enterprises were listed after a further review; targeted research did not identify GB News or All Perspectives in the accessible materials.13, 14 AFSC’s military/security-company materials and BDS Movement materials were also searched for the target and current controlling-principal names; no target-specific Military relationship was identified.15, 16

One search lead required identity disambiguation: a UK MOD transparency record shows a “Paul Marshall” meeting Elbit Systems in April 2024.17 Defence Equipment & Support identifies that official as Vice Admiral Paul Marshall CB CBE, Director General Gateway, a different person from Sir Paul Roderick Clucas Marshall recorded by Companies House as an All Perspectives PSC.18, 5 The MOD-Elbit meeting is therefore not attributed to GB News, All Perspectives or Sir Paul Marshall.18, 17

No public evidence identified of a qualifying military-channel act by the other current GB News directors or current All Perspectives PSCs in the searched public sources.3, 5

Direct Defence Contracting & Procurement

Ministry of Defence & IDF contracts

No public evidence identified of a contract, tender award, framework agreement or memorandum between GB News, All Perspectives, or the screened qualifying principals and the Israeli Ministry of Defence, IDF, Israel Prison Service, Israel Border Police or another Israeli state security body.1, 2, 4, 5, 12, 15

Defence trade directory listings

No public evidence identified of GB News or All Perspectives appearing as an Israeli defence exporter, defence supplier or relevant defence-trade-directory participant in the authoritative and specialist sources searched.12, 15, 16

Press releases & official announcements

No public evidence identified of a defence-cooperation, military joint-venture or security-procurement announcement involving the target.12, 15 The identified September 2025 Israel relationship is television distribution through Cellcom TV and does not establish a military end user.10

Dual-Use Products & Tactical Variants

Militarised product lines

No public evidence identified of GB News or All Perspectives manufacturing or marketing ruggedised, tactical, mil-spec or defence-grade products.1, 4 The identified public-facing GB News product is a news/media application and broadcast service.11

Civilian-to-military distinction

No public evidence identified of a GB News product being purpose-built or modified for Israeli military use.10, 11 The Israel distribution evidence describes civilian television-platform delivery.10

End-user certification & export licensing

No public evidence identified of a target-specific end-user certificate, export-licence application or export-control review for supply to an Israeli defence/security end user.19, 20 UK Government releases describe Israel-related export licensing in aggregate/category terms and do not identify GB News or All Perspectives as an exporter.19, 20

Heavy Machinery, Construction & Infrastructure

Equipment in occupied territories

No public evidence identified of machinery, vehicles or construction equipment made, supplied or controlled by GB News or All Perspectives being used for settlement construction, demolition, the separation barrier, military installations or other occupied-territory infrastructure.13, 14

Direct vs. indirect supply

No public evidence identified of direct, dealer-mediated or secondary-market supply of target equipment to such end users; no target end-use-monitoring policy for machinery was identified.1, 4, 13

Construction & engineering contracts

No public evidence identified of the target constructing, maintaining or expanding checkpoints, detention facilities, military bases, the separation barrier or settlement infrastructure.13, 14

Supply Chain Integration with Defence Primes

Component supply to Israeli defence manufacturers

No public evidence identified of GB News or All Perspectives supplying components, sub-systems, raw materials or specialist manufacturing services to Elbit Systems, Israel Aerospace Industries, Rafael or another Israeli defence prime.12, 15

Specific component categories

No public evidence identified of target-supplied optical, electronic, propulsion, structural, guidance, communications or armour components for an Israeli defence manufacturer.12, 15

Joint development & co-production

No public evidence identified of a joint development, co-production, technology-transfer or licensed-manufacturing agreement between the target and an Israeli defence firm.12, 15 The Elbit meeting found under the name “Paul Marshall” concerned a different person, the UK MOD’s Vice Admiral Paul Marshall.18, 17

Logistical Sustainment & Base Services

Service contracts to military installations

No public evidence identified of GB News or All Perspectives providing catering, transport, fuel, waste, facilities, telecommunications or other sustainment services to an IDF base, training facility, detention centre or security installation.12, 15

Geographic specificity

No qualifying military-installation service was identified in the West Bank, East Jerusalem, Golan Heights, Negev or elsewhere.12, 15 The documented 2025 Israel activity is nationwide television availability on Cellcom TV.10

Shipping, freight & port services

No public evidence identified of the target providing shipping, freight-forwarding or port-handling services for Israeli military cargo or arms shipments.1, 4, 12

Munitions, Weapons Systems & Strategic Platforms

Lethal systems manufacturing

No public evidence identified of GB News or All Perspectives acting as a prime contractor or licensed manufacturer of small arms, artillery, armoured vehicles, military drones, naval vessels or another lethal platform supplied to Israeli forces.1, 4, 12, 15

Munitions & precursor materials

No public evidence identified of ammunition, explosive ordnance, propellants, warhead components or precursor-material supply by the target to Israeli defence end users.12, 15

Strategic & existential defence systems

No public evidence identified of a target role in Iron Dome, David’s Sling, Arrow, combat aircraft, main battle tanks, warships, ballistic-missile systems or another strategic Israeli defence platform.12, 15

Sub-system & critical component supply

No public evidence identified of target-supplied guidance electronics, fire-control systems, radar components, propulsion units, warhead casings or purpose-built kinetic targeting/weapons-integration software.12, 15

Export licence decisions

On 2 September 2024 the UK Government announced suspension of around 30 export licences for items going to the IDF for use in the Gaza conflict, including components for military aircraft, helicopters and drones and items facilitating ground targeting.19 The release did not identify GB News or All Perspectives as a licence holder or exporter.19

The UK Government’s 20 April 2026 management-information release reported 395 non-suspended extant Israel-related licences as at 28 February 2026, including 203 categorised as military; it also reported 68 extant licences where the Government of Israel was an end user or potential end user.20 The publication presents aggregate licensing data and does not establish a GB News or All Perspectives licence.20

Arms embargo & sanctions compliance

No public evidence identified of an investigation, citation or enforcement action against GB News or All Perspectives for breach of an arms embargo, export-control rule or sanctions regime concerning defence trade with Israel.19, 20

No public evidence identified of a court proceeding or judicial review concerning a GB News or All Perspectives defence-supply relationship with Israel.21, 19, 20 Ofcom’s 31 October 2024 sanction decision concerns broadcast impartiality and a related judicial review, not defence supply or export control.21

Constructive-notice timing

The ICJ delivered its occupied-Palestinian-territory advisory opinion on 19 July 2024, and the ICC announced arrest warrants for Benjamin Netanyahu and Yoav Gallant on 21 November 2024.22, 23 Because no qualifying Military supply or military-service relationship by the target was established, no target activity could be verified as continuing after either notice date.12, 15, 19, 20

Civil Society Scrutiny & Documented Investigations

NGO, academic & UN reports

No public evidence identified of an NGO, academic or UN investigation specifically documenting a GB News or All Perspectives military, security, weapons or dual-use supply-chain relationship with the Israeli state.12, 13, 15, 14

Stop Funding Hate reported in August 2026 that it had made repeated complaints concerning GB News content and was campaigning over Ofcom’s handling of alleged misinformation and hate.24 That campaign page does not identify Israeli defence-sector supply as its stated basis.24

Boycott & divestment campaigns

No public evidence identified of an organised boycott, divestment or institutional exclusion campaign against GB News or All Perspectives specifically on the ground of defence-sector activity with Israel.15, 16, 24

Corporate response & policy statements

No public evidence identified of a GB News or All Perspectives contract termination, military end-use-monitoring commitment or defence-supply policy change made in response to Israel-related defence-sector pressure.12, 15, 16

Settlement nexus

No public evidence identified of GB News or All Perspectives supplying military-adjacent equipment, construction, demolition or logistics activity to Israeli settlements in the West Bank including East Jerusalem or in the occupied Syrian Golan.13, 14 The September 2025 Cellcom TV carriage is documented as broadcast distribution and, on the evidence located, does not establish a settlement-specific or military-logistics service.10
