Corporate Communications & Public Stance

Two days after the 7 October 2023 Hamas attack, CEO Sundar Pichai emailed employees expressing sadness over the attacks and referencing Google’s roughly 2,000 employees across two Israeli offices, with the message centered on employee safety ¹². Ten days later, on 19 October 2023, Google and Google.org announced an $8 million commitment to relief organizations serving people “in Israel, Gaza, and around the world,” including continued support for Palestine Launchpad digital-skills participants based in Gaza ³. Press coverage subsequently criticized Pichai’s initial message for not explicitly naming Palestinian civilian deaths, though a later note reportedly acknowledged “the rising death toll and humanitarian crisis in Gaza” ⁴.

Google employees have publicly contrasted the company’s visible, flag-and-fundraiser solidarity messaging following Russia’s 2022 invasion of Ukraine with what they describe as a comparatively muted corporate posture on Gaza, alongside allegations of differential internal treatment of Arab and Muslim staff ⁵⁶.

Alphabet’s public disclosures describe the Project Nimbus cloud contract with Israel in standard commercial-services language rather than as a distinct geopolitical partnership, a characterization that internal documents reviewed by reporters are said to contradict in material respects ⁷⁸. No public evidence identified of Alphabet’s 10-K or annual shareholder communications explicitly framing its Israel operations as a “unique geopolitical partnership” distinct from ordinary commercial cloud and R&D activity.

Operations in Occupied or Contested Territories

Google has operated R&D centers in Haifa and Tel Aviv since 2007, and by 2018 conducted a majority of its AI research in Israel according to then-Alphabet chairman Eric Schmidt ⁹. Project Nimbus, a $1.2 billion cloud-computing contract signed in 2021 jointly with Amazon ¹⁰, gives Israel’s Ministry of Defense a dedicated “landing zone” into Google Cloud; a 27 March 2024 draft consulting agreement billed the Ministry over $1 million under a 15% Nimbus-framework discount ⁸¹¹¹². Reporting based on leaked contract material from October 2025 describes an alleged “winking mechanism” under which Google and Amazon purportedly agreed to signal compliance with Israeli data-disclosure demands through country-code-linked compensation terms; both companies deny wrongdoing ¹⁶¹¹. A 2026 Electronic Frontier Foundation analysis found that Google and Amazon had internally acknowledged human-rights risks tied to Project Nimbus without acting on related recommendations ¹⁷, and a separate cross-company investigation concluded that Amazon, Google, and Microsoft cloud and AI services have fueled Israeli military operations during the Gaza war ¹⁸. Google also appears on civil-society compilations of firms identified as profiting from the war in Gaza, including the American Friends Service Committee’s tracker ¹⁹.

The UN Office of the High Commissioner for Human Rights updated its database of businesses linked to Israeli settlements in September 2025, listing 158 enterprises from 11 countries ²⁰²¹. No public evidence identified confirming that Google or Alphabet is itself named on that settlement-business database. Alphabet is, however, named separately among 48 corporate actors in UN Special Rapporteur Francesca Albanese’s 30 June 2025 report “From economy of occupation to economy of genocide” (A/HRC/59/23), which found that AI, cloud, and surveillance technologies supplied by these companies enable Israeli operations in Gaza ²²²³; Al-Haq’s 2024 “Business and Human Rights in Palestine” booklet similarly documents cloud/AI-sector complicity in the West Bank and Gaza context ²⁴. Independent reporting has separately documented Israeli military use of facial-recognition technology in Gaza as part of the broader surveillance landscape referenced in these assessments ²⁵. The International Criminal Court’s Pre-Trial Chamber I confirmed arrest warrants against Prime Minister Netanyahu and former Defense Minister Gallant on 21 November 2024, forming part of the international legal backdrop against which Nimbus and related technology contracts have since been scrutinized by civil-society groups ²⁶.

At Alphabet’s 6 June 2025 annual meeting, shareholders rejected - with roughly 4.5% support - Proposal 9, a board-opposed resolution explicitly citing Project Nimbus that sought an independent human-rights-impact audit of products and services used for surveillance, censorship, or military purposes ²⁷²⁸. A coalition of Google and Amazon workers, “No Tech for Apartheid,” has organized sit-ins and public campaigns since at least 2022 demanding termination of Project Nimbus on the grounds that it facilitates Israeli military and surveillance operations against Palestinians ²⁹³⁰⁵. Google Maps has separately been the subject of allegations, dating to a 2018 report and subsequent commentary, that its mapping of the West Bank and Gaza segregates or erases Palestinian population centers and place names ³¹³²³³. Google Play removed the Palestinian-developed “No Thanks” boycott-scanning app around 30 November 2023 over language describing Israeli actions as “killing children in Palestine,” then reinstated it after the app’s description was revised ³⁴³⁵.

Internal Governance, Content & Retail Policies

Between 16–18 April 2024, Google fired 28 employees following sit-in protests and nine arrests at offices in Sunnyvale, New York, and Seattle - including a demonstration at Google Cloud CEO Thomas Kurian’s office - organized by No Tech for Apartheid against Project Nimbus ^36373839. Google described the underlying conduct as “completely unacceptable”; the terminated workers characterize the firings as indiscriminate retaliation ³⁷⁴⁰⁴¹. The fired employees filed an NLRB unfair-labor-practice complaint, docketed as Case 20-CA-286745, around 30 April–1 May 2024, alleging retaliation for protected concerted activity ⁴⁰⁴¹⁴², and a federal judge subsequently allowed a related retaliation lawsuit to proceed ⁴³. In 2026, Google DeepMind’s UK staff voted - reported as 98% in a CWU-organized ballot - to unionize, citing military-AI and Israel-related grievances alongside objections to a Pentagon AI-services contract, and seeking a right to conscientiously object to specific projects ⁴⁵⁴⁶. That Pentagon deal, reported in 2026 as providing AI services for classified military use, has separately been described as fueling internal employee backlash reminiscent of Google’s 2018 Project Maven controversy ⁴⁷⁴⁸⁴⁹.

In February 2025, Google removed language from its AI Principles pledging not to use AI for weapons or surveillance applications ⁵⁰⁵¹⁵².

Google Cloud’s logo was listed as a sponsor of the “IT for IDF 2024” Israeli military-technology conference through 8 July 2024 and was removed by 9 July after internal employee pressure; the organizer said it was “possible” the logo appeared “by mistake,” and Google did not respond to press inquiries ⁵³. Regarding Amnesty International’s February 2022 “apartheid” report on Israel, reporting states that StandWithUs purchased Google Ads attacking the report as “apartheid lies” that appeared atop search results for “Amnesty International,” while YouTube applied content warnings to a related Amnesty video, prompting Amnesty’s technical team to raise the issue directly with Google ⁵⁴. Google’s Supplier Responsibility Reports (2022–2026) address forced-labor and modern-slavery-act compliance across the UK, Australia, California, Canada, and Switzerland ⁵⁵. Brand Heritage & State Partnerships

No public evidence identified of Google using military heritage or defense-sector origin as commercial branding, unlike some Israeli defense contractors. Reporting on Google’s Israel R&D pipeline and its 2026 Wiz acquisition documents a talent pipeline from Israeli military intelligence Unit 8200 into Google Cloud’s security leadership, including Amos Stern - a former Unit 8200 commander and Siemplify founder now serving as Director of Google Cloud Security - and Alon Cohen, Siemplify’s co-founder, who managed Google Cloud Services in Israel from 2022 to 2025 ⁹. Lobbying, Advocacy, Financing & Logistics

Google maintains a federal political action committee, Google Inc. PAC (FEC ID C00428623), tracked by OpenSecrets within a broader pro-Israel-linked donor and industry landscape that OpenSecrets tracks separately ⁶¹⁶². No public evidence identified of Google lobbying disclosures specifically targeting anti-BDS or Israel-boycott legislation. The Anti-Defamation League and JLens publicly urged Alphabet shareholders, on 12–13 May 2025, to vote against Proposal 9 - the Nimbus-related human-rights-audit resolution - characterizing it as “a thinly disguised ploy to weaken Israel’s national security” aligned with BDS objectives ⁶³.

Google’s Benevity-administered employee donation-matching program has been reported, in December 2024, to match contributions to Friends of the Israeli Defense Forces (FIDF, which reported raising $34.5 million since 7 October 2023), HaYovel (a Missouri-based Christian Zionist group that sends volunteers to West Bank settlement farms and reported $3.5 million in security-equipment purchases for settler communities since 7 October), and IsraelGives, a crowdfunding platform whose funds have reportedly flowed to settlements and military units ⁶⁴. Google stated on the record that it has “for more than 15 years… given employees a credit to donate to a charity of their choosing at the end of each year,” with Benevity vetting eligibility ⁶⁴. Google signed a $45 million contract, reported in June 2025, with LAPAM - the Israeli government advertising agency reporting to Prime Minister Netanyahu’s office - to run a global YouTube and Display & Video 360 advertising campaign that Israeli government documents themselves term “hasbara” (state propaganda), including ads reportedly disputing Gaza famine reports and targeting UNRWA and the Hind Rajab Foundation; UN Special Rapporteur Albanese publicly accused Google of “profiting from the Gaza genocide” over the contract ⁶⁵⁶⁶⁶⁷. Corporate Structure & Primary Mission

Alphabet Inc. is a Delaware-incorporated, publicly traded, shareholder-owned corporation with no state-held golden shares, per its SEC filings ⁷². Google’s stated corporate mission - “to organize the world’s information” - is framed as a general commercial mandate rather than a state-linked one. No public evidence identified of any founding document, charter amendment, or ownership structure explicitly subordinating Alphabet’s mission to Israeli or any other state’s geopolitical or infrastructure goals.

Executive & Leadership Footprint

Sundar Pichai’s 9 October 2023 employee email and the subsequent 19 October 2023 announcement of an $8 million relief commitment remain the primary on-record executive statements addressing the Israel-Gaza war ¹³². No public evidence identified of op-eds, signed letters, or social-media advocacy by Pichai, Larry Page, Sergey Brin, or Ruth Porat specifically endorsing Israeli government policy, IDF operations, or settlement activity, nor of comparable individual executive statements on Ukraine offered for direct comparison. No public evidence identified of personal donations by Pichai, Page, Brin, or Porat to FIDF, JNF, or settlement-support organizations, or of Alphabet board members holding personal board or advisory positions with the ADL, AIPAC, CFI, USISTF, or comparable pro-Israel advocacy organizations.
