Entity and evidence boundary
Nebius describes itself as an Amsterdam-based AI cloud company. Its 2024 Form 20-F identifies Nebius Israel Ltd. among principal operating subsidiaries and records operations in Israel. The company described its 2024 separation and subsequent AI infrastructure focus in its launch announcement and October 2024 corporate update.1, 2, 3 Its current group disclosures also distinguish the AI cloud business from Avride’s civilian driverless-car and delivery-robot activity and from interests in other AI businesses.4, 5
The material Israeli public-sector relationship located in this review is the Israel Innovation Authority’s 14 May 2025 selection of Nebius to establish the national AI supercomputer. The Authority announced total investment exceeding NIS 500 million, including NIS 160 million in government support, and described model-training access for startups, companies, researchers and potentially public-sector innovators.6 On 18 January 2026, it reported the infrastructure operational and opened discounted access applications for 1,000 Nvidia B200 accelerators: 70% for high-tech companies and 30% for basic research groups.7 These documents establish a continuing Israeli state-supported, general-purpose computing relationship. They do not identify an IMOD or IDF purchase, a military user allocation, or a Nebius system designed to produce targets or weapons effects.6, 7, 8
The Authority states that an October 2021 infrastructure RFI was jointly prepared with the Ministry of Defense’s Directorate of Defense R&D (MAFAT). This is [pre-2020] not applicable: the event occurred in 2021, before the current Nebius award; participation by the present Nebius group in that RFI is unknown. Its December 2024 large-model laboratory call describes R&D services for Israeli corporations and research institutions.8 The May 2025 award release places the supercomputer alongside wider national initiatives in industry, government, academia and defence, and says the national AI status report was prepared with agencies including MAFAT. Those programme-level associations do not establish a Nebius–MAFAT defence contract.6, 9
Controlling principals and group attribution
The current board roster and August 2026 AGM identify CEO and founder Arkady Volozh, chair John Boynton, COO Ophir Nave, and directors including Elena Bunina, Kira Radinsky, Charles Ryan, Arne Grimme and Matthew Weigand.10, 11 Nebius’s own profiles describe Volozh’s technology investments, Boynton’s technology and sports interests, Nave’s corporate and legal work, Bunina’s academic and management background, and Radinsky’s technology and health-data work.12, 13, 14, 15, 16 No current defence-board post, defence-prime equity position, FIDF or reservist-fund donation, or military-channel corporate act by these principals was established from those records or focused searches. A biographical association, without a dated transaction or corporate act, is insufficient to establish supply.10, 12, 13, 14, 15, 16
Nebius announced in May 2026 that it would welcome Clarifai’s core team and license inference intellectual property. It expressly stated that the transaction does not include Clarifai’s legacy computer-vision models or any intellectual property, products, services or commercial arrangements associated with Clarifai’s US government and defence programmes. The 2026 group interim disclosure records the inference-technology licence. The legacy programmes therefore cannot be attributed to Nebius on the basis of this transaction.17, 18
Direct Defence Contracting & Procurement
IMOD, IDF, prisons and police. No public evidence identified of a Nebius contract, tender award, framework agreement or memorandum with IMOD, the IDF, Israel Prison Service or Israel Border Police. The verified 2025–ongoing award is from the Israel Innovation Authority and describes general-purpose AI model-training infrastructure; its public documentation does not name a military procurer or user.6, 7, 8
Directories and announcements. No public evidence identified of a Nebius SIBAT defence-export directory entry, defence exhibition contract listing, or company announcement of Israeli defence cooperation. Nebius’s October 2025 Israel deployment announcement describes publicly available Blackwell-based AI cloud capacity.19
Dual-Use Products & Tactical Variants
Products and distinction. Nebius markets GPU cloud, model training and inference infrastructure. Its supercomputer product describes access for AI projects, language models and high-performance computing; the 2025 Israel deployment was publicly available cloud infrastructure.19, 20 These are potentially dual-use capabilities, but no public evidence identified of a militarised, ruggedised or contract-modified Nebius product sold to Israeli security forces. The company’s 2026 Clarifai announcement specifically excludes legacy US defence arrangements from its licensed technology and team transaction.17
Certification and licensing. No public evidence identified of an end-user certificate or export-control decision for a Nebius sale to an Israeli defence or security end user.
Heavy Machinery, Construction & Infrastructure
Occupied territories. No public evidence identified of Nebius machinery, vehicles or construction equipment used at a settlement, separation barrier, checkpoint, demolition site or military installation in the West Bank, East Jerusalem or Golan Heights. The company’s publicly described equipment is computing infrastructure; its Israeli data-centre deployment is not evidence of construction in occupied territory.19, 20
Dealers and engineering. No public evidence identified of an authorised dealer, resale chain or construction or maintenance contract for settlement or military infrastructure. No applicable equipment end-use monitoring policy was identified.
Supply Chain Integration with Defence Primes
Components and co-development. No public evidence identified of Nebius supplying Elbit Systems, Israel Aerospace Industries, Rafael or IMI/Elbit Land with components, dedicated AI targeting software, specialist manufacturing, licensed production or co-developed weapons technology. The Innovation Authority award is for accessible computing resources and does not identify any such prime as a purchaser or user.6, 7
MAFAT distinction. The Authority’s historical MAFAT-linked RFI and wider government AI programme are documented, but neither source identifies a Nebius component supply or joint development programme with MAFAT or a defence prime.6, 8
Logistical Sustainment & Base Services
Bases and installations. No public evidence identified of catering, fuel, transport, telecommunications, cloud service or facilities contracts by Nebius for an IDF base, training facility, detention centre or security installation. No geographic scope within the West Bank, Golan Heights, East Jerusalem or Negev can therefore be assigned.
Military freight. No public evidence identified of Nebius handling military cargo, arms shipments, freight forwarding or port services. Avride’s 2024 disclosed work concerned civilian autonomous cars and delivery robots, including a commercial Uber partnership, rather than an identified military logistics service.5
Munitions, Weapons Systems & Strategic Platforms
Weapons, materials and sub-systems. No public evidence identified of Nebius manufacturing or supplying firearms, munitions, explosives, armed drones, military vehicles, warships, missile-defence components, aircraft parts, guidance electronics, fire-control systems or targeting software purpose-built to create kinetic effects. Its disclosed supercomputer and AI cloud offerings support general model training and inference; no retrieved primary source identifies a designed targeting decision or weapons effect as their output.1, 17, 20
Export Licensing, Regulatory & Legal History
Licences and compliance. No public evidence identified of a grant, denial, suspension or revocation of an export licence for Nebius products destined for an Israeli military or security end user, or of a Nebius arms-embargo or defence-trade enforcement action.
Proceedings. No public evidence identified of litigation or judicial review concerning Nebius defence supply to Israel. The 2024 and 2025 SEC annual reports establish the group and its Israeli operations but do not themselves evidence a military export decision or contract.1, 21
Civil Society Scrutiny & Documented Investigations
UN and NGO screens. The reviewed UN Special Rapporteur report A/HRC/59/23 addresses military and surveillance corporate relationships; Nebius was not identified as a named company in the reviewed report. The reviewed OHCHR settlement database reports likewise produced no identified Nebius listing. These are bounded document checks, not a finding that every potential customer or activity has been excluded.22, 23, 24 Focused searches of Who Profits, AFSC Investigate and other named civil-society sources did not yield a verified Nebius-specific military-supply investigation.
Campaigns and response. No public evidence identified of a Nebius-specific organised defence-sector boycott, institutional divestment decision on that ground, or Nebius response or end-use policy addressing Israeli military supply.
Timing, constructive notice and settlement nexus
The Innovation Authority selected Nebius in May 2025, after 19 July 2024 and November 2024; it reported the infrastructure operational in January 2026.6, 7 Continuity of that public AI project is verified. A military-purpose Nebius activity, continued after either date, is not established by these documents. No public evidence identified of a shareholder resolution, employee letter, NGO notice or sanctions notice specifically addressing Nebius military supply to Israel.
No public evidence identified of military-adjacent Nebius supply, construction, demolition or logistics in or to a settlement. The reviewed OHCHR records do not identify Nebius; the Israeli operating subsidiary and Israeli computing deployment alone do not establish an occupied-territory location or end user.1, 19, 23, 24
