Enterprise Technology Stack & Vendor Relationships

• Samsung SDS’s shareholder FAQ states that Samsung Electronics held 23% of Samsung SDS shares as at 31 December 2025.¹ Samsung Electronics’ FY2025 statements classify Samsung SDS as an associate, rather than a consolidated subsidiary, and report 22.6% ownership; Samsung SDS’s FY2025 audited accounts identify Samsung Electronics Co., Ltd. and its subsidiaries as exercising significant influence over the Samsung SDS group.^{2, 3}

• Samsung Electronics’ FY2024 and Q1 2025 accounts disclose continuing related-party transactions with Samsung SDS, including FY2024 sales of KRW 104.837 billion and purchases of KRW 2.130 trillion, and Q1 2025 sales and other income of KRW 58.947 billion and purchases and other costs of KRW 532.755 billion.^{4, 5} FY2025 disclosures report KRW 110.512 billion in sales and KRW 2.219 trillion in purchases with Samsung SDS.² Samsung SDS’s FY2025 accounts report receivables from Samsung Electronics of KRW 820.7 billion and payables of KRW 91.4 billion at 31 December 2025.³

• Israel’s Ministry of Finance states that Google, as winner of the first stage of Project Nimbus, began operating a local cloud zone in Israel in October 2022, with government information processed and stored inside Israel.²⁰

Defence, Intelligence & Security Sector Technology Relationships

• No public evidence identified of a direct Samsung contract, partnership, or service agreement with the Israeli Ministry of Defence, IDF, intelligence agencies, Israeli police, or another Israeli security body.^{22, 23, 2, 6, 24, 25}

• The 2025 Don’t Buy Into Occupation report’s Cellcom profile states that Cellcom won an Israeli Ministry of Defence cellular tender in September 2024, reportedly worth more than NIS 40 million for three years and including communications services, iPhone and Samsung devices, 5G packages, and overseas browsing packages for approximately 40,000 permanent military personnel.²⁴ Who Profits repeats this account in its Cellcom profile and states that the information was valid through 23 January 2025.²⁵

Civil Society Scrutiny & Regulatory History

• The BDS Movement’s technology-campaign page contains a short Samsung entry stating that Samsung Next would shut down Tel Aviv operations in April 2024, but it provides no underlying source; The New Arab independently reported the closure at the press-reporting level, while neither source establishes a Samsung-specific technology-provision campaign.^{35, 34}
