Enterprise Technology Stack & Vendor Relationships

Israeli-company technology integration. TECH5 and Pangea delivered a multi-modal biometric matching solution to the Electoral Commission of Jamaica, TECH5 announced on 20 February 2024. TECH5 says Pangea won tender ECJ/ABIS:2021 and integrated the centralized voter registration system, including TECH5’s T5-OmniMatch ABIS for face and fingerprint deduplication, identification and verification. Pangea says its R&D centre is at its headquarters in Israel. Its website imprint identifies the site owner as Pangea NGU Ltd at 1 Sapir Street, Herzliya, registered in Israel under number 512161738. The TECH5 release calls its partner “Pangea” without specifying the contracting legal entity. This establishes Israeli-company participation in an overseas biometric technology deployment, not TECH5 procurement of Israeli software for its internal enterprise stack or provision to an Israeli state customer.^{1, 2, 3}

Technical scope and dependency. TECH5 says Pangea installed and commissioned T5-OmniMatch ABIS, integrated it with Jamaica’s Electoral Registration System, migrated existing face and fingerprint records, and helped deliver registration hardware and software. Its named matching system was central to the described deployment. The release states that a Jamaica-based IT company was subcontracted for five years of after-sale maintenance and support; it does not independently establish subsequent performance dates.¹

Other named suppliers and integrators. TECH5 USA’s SOC 3 description names AWS, specifically AWS GovCloud, as infrastructure for its separate Law Enforcement 2.0 system during 1 February–31 October 2025. It also names Jira, GitHub, Salesforce and PagerDuty as significant supporting tools. TECH5 documents separate projects or integrations with International Technology Group in Honduras, SmartMS in Mauritania, uqudo, Axon Wireless, Visa and AJARI. Those records do not establish Israeli origin or an Israeli customer for these suppliers and engagements.^{4, 5, 6, 7, 8, 9, 10}

Specific vendor checks. No public evidence identified of TECH5 licensing or integrating Check Point, Wiz, SentinelOne, CyberArk, NICE, Verint, Claroty or Palo Alto Networks. No additional Israeli-origin enterprise software supplier was verified.

Surveillance, Biometrics & Retail Technology

TECH5 capabilities and verified use. TECH5 develops contactless face and fingerprint capture, liveness detection and biometric matching. Its T5-AirSnap description says captured data may be sent to T5-OmniMatch ABIS or a third-party central identity system, or used for local-device verification. TECH5 USA’s 2025 system description identifies law-enforcement capture, identification and investigation workflows. The Jamaican electoral registry is a verified deployment of TECH5’s biometric matching technology through Pangea’s integration work; the Israeli location of Pangea’s R&D does not establish where the Jamaican system was developed or operated.^{11, 4, 1, 2}

Israeli-origin surveillance products. No public evidence identified that TECH5 procured or bundled Trigo, BriefCam, AnyVision/Oosto, Trax or a comparable Israeli-origin facial-recognition, retail analytics, gait-analysis or behavioural-monitoring product. No public evidence identified of Israeli-origin predictive policing, sentiment analysis, social-media monitoring or workforce-surveillance tools used by TECH5.

Third-party deployment. Pangea’s integration of TECH5’s T5-OmniMatch ABIS into Jamaica’s voter registry is a verified third-party technology channel. The reviewed documents do not identify a further Israeli-origin surveillance component in that registry, or establish that personnel at Pangea’s Israeli headquarters or R&D centre accessed its biometric records.^{1, 2, 3}

Cloud Infrastructure, Data Residency & Sovereign Cloud Participation

Israel facilities and cloud contracts. No public evidence identified of TECH5 operating or leasing an Israeli data centre, or participating in Project Nimbus or another identified Israeli government-cloud contract. TECH5’s 2022 R&D announcement names facilities in the United States, Portugal and India. Its contact page names offices in Switzerland, Portugal, the United States, India, the UAE and Australia. These named locations are not a complete inventory of hosting, personnel or remote access.^{12, 13}

Documented US hosting boundary. TECH5 USA’s SOC 3 report covers its Law Enforcement 2.0 system from 1 February to 31 October 2025. It says each customer environment has separate AWS infrastructure, identifies AWS GovCloud, and places the resources and offerings within the report’s scope in the United States. The auditor carved AWS’s controls out of its examination. This report does not establish the hosting location of the Jamaican registry or all TECH5 Group products.⁴

Biometric data and Israeli access. TECH5 describes a product path that can transmit captured biometrics to its own or a third-party central identity system, and an alternative local-device verification path. TECH5 says it has access to depersonalized training images obtained through partners, projects, academia and biometric acquisition, but does not identify their jurisdictions. Its 2023 privacy policy identifies TECH5 SA in Geneva as controller for the processing described for its website; it is not a customer-specific biometric data-flow schedule.^{11, 14, 15}

The Jamaica release describes migration and integration of voter biometrics but gives no production or backup hosting location, remote-administration arrangement, personnel-access terms or cross-border transfer schedule. No public evidence identified that Jamaican voter records or other TECH5 customer or training data were stored, routed, processed or legally accessible in Israeli jurisdiction. Pangea’s Israeli domicile and R&D location do not establish such a transfer.^{1, 2, 3}

Sovereignty services. TECH5 describes its Honduras digital ID design using privacy and digital-sovereignty language; the identified customer is Honduras. No public evidence identified of a TECH5 data-sovereignty, residency or resilience service contracted to an Israeli state or military body.⁵

Defence, Intelligence & Security Sector Technology Relationships

Verified non-Israeli military relationship. On 12 October 2023, TECH5 announced a subcontract with Leidos for the US Army’s Biometric-Enabled Capability Increment 1 programme. TECH5 specified biometric matching software in a digital test environment to evaluate and combine algorithms, particularly voice, alongside test results and recommendations. The announcement does not identify an Israeli customer or deployment. Its described software is biometric identification technology rather than a product designed primarily to generate kinetic targeting decisions.¹⁶

Israeli security bodies and settlements. A US National Science Foundation centre’s public member list includes both TECH5 and the Israel National Cyber Directorate among many organizations. This establishes co-listing as displayed, not a bilateral contract, joint research result, technology delivery or data transfer. No public evidence identified of TECH5 supplying the Israeli Ministry of Defence, IDF, intelligence agencies, police or settlement authorities, directly or through Pangea, or deploying a TECH5 product in a settlement.¹⁷

Offensive cyber. No public evidence identified of TECH5 developing, selling, licensing or maintaining offensive cyber tools, zero-day exploits or digital weapons for Israeli actors.

AI, Algorithmic & Autonomous Systems

Capabilities and named applications. TECH5 describes in-house face, fingerprint and iris algorithms and AI-assisted biometric capture and matching. Its algorithm-development article says it obtains rights to depersonalized biometric images for training through partners, projects, academia and acquisition. A November 2025 TECH5 announcement describes planned integration of AJARI’s NISA conversational agent into T5-OmniTrust for digital public infrastructure. Neither document names an Israeli state customer.^{14, 11, 10}

Training data. No public evidence identified that TECH5 trained models on civilian-population data or intercepted communications originating in Israel or occupied territories, or supplied such datasets to an Israeli institution. The general reference to project and partner images does not disclose geographic origin.¹⁴

Autonomous systems. No public evidence identified of TECH5 providing general-purpose AI to Israeli state, military or security bodies. No public evidence identified of TECH5 supplying autonomous target generation, kinetic tracking or other purpose-built targeting software. A verified purpose-built weapons system would fall outside this Digital audit’s general-purpose technology boundary.

Technology Ecosystem & R&D Footprint

R&D locations. TECH5 announced in May 2022 that it had opened biometric R&D centres in Portugal and India alongside its main US R&D centre, focused on face, fingerprint and iris algorithms and identity-platform features. No public evidence identified of a TECH5-operated R&D centre in Israel. Pangea separately states that its own R&D centre is at its Israeli headquarters; these are distinct companies and facilities.^{12, 2}

Ownership and investments. TECH5 SA and Singapore-listed Totm Technologies announced in October 2021 that Totm had invested US$10.5 million through new shares and conversion of a loan. They described specified Asia-Pacific licensing and distribution rights and said Totm executive Pierre Prunier joined TECH5’s board at that time. Totm’s annual report for the year ended 31 May 2026 records 2,205,989 TECH5 SA shares, approximately 16.27% of issued capital. It says Totm lost significant influence and TECH5 ceased to be its associate on 22 May 2026, while Totm retained the investment. Totm is a reported substantial investor, not a parent of TECH5 established by these documents; Prunier’s present board tenure was not verified.^{18, 19}

TECH5 announced a non-dilutive growth loan from Salica Investments in January 2026. Its earlier announcement identifies an investment and technology partnership with uqudo. No public evidence identified of TECH5 acquiring or investing in an Israeli surveillance, cyber, AI or military-technology company, or of such a personal holding by its named founders or Totm in the materials reviewed. Complete current holdings of all principals were not available.^{20, 8, 19}

Patents and co-development. TECH5 describes proprietary biometric technology and integration opportunities for certified partners. No separate patent assignment or patent-licensing arrangement with an Israeli-domiciled entity or research institution was identified. Contractual licensing and development terms for the disclosed Pangea integration were not retrieved.^{1, 2, 11, 21}

Civil Society Scrutiny & Regulatory History

Target-specific scrutiny. No public evidence identified of a TECH5-specific finding in bounded online searches of the OHCHR settlement database, A/HRC/59/23, Who Profits, AFSC Investigate, Amnesty International, Human Rights Watch, Access Now, Citizen Lab, B’Tselem, Al-Haq, SOMO or Don’t Buy Into Occupation. The online OHCHR full-report PDFs returned HTTP 403 to the cloud worker, and the local NGO report library was inaccessible to it. This is a scoped researched absence, not a comprehensive exclusion.

Campaigns and response. No public evidence identified of an organized boycott, divestment or sanctions campaign specifically concerning TECH5’s technology provision, or a documented TECH5 response to one.

Regulatory and legal actions. No public evidence identified of an export-control, sanctions, procurement or regulatory action concerning TECH5 technology supplied to an Israeli state entity. This scoped finding does not cover unrelated matters involving a partner.

Post-notice continuity. TECH5’s Jamaica announcement is dated 20 February 2024, before the 19 July 2024 ICJ advisory opinion and the November 2024 ICC warrants specified in the research brief. It describes prospective five-year local maintenance, but no independently dated performance record reviewed here confirms that TECH5 or Pangea performed the contract after either threshold. No public evidence identified of post-threshold TECH5 technology provision to an Israeli state or settlement customer.¹
