Key Findings

  • Settlements: An October 2024 investigation by The Progressive reported that CapitIL Real Estate organised 113 events through Eventbrite during 2021–2024 to market property in Israel and East Jerusalem, including areas associated with Israeli settlements. The reporting identifies a connection between Eventbrite’s platform and a settlement-linked property-marketing enterprise, although individual property transactions remain unverified.1
  • Digital and Economic: Eventbrite provided event-publication and prospective-attendee registration infrastructure used by CapitIL. This enabled commercial promotion and potential customer acquisition. No verified CapitIL-specific Eventbrite ticketing revenue, completed property sale or settlement-property commission was identified.1, 2
  • Political: Eventbrite removed multiple Palestine-related event listings during 2023–2024, including an August 2024 fundraiser intended to support Palestinian healthcare. The removals restricted access to Eventbrite’s discovery and registration infrastructure. Other Palestine-related events remained available, and systematic discriminatory enforcement was not established.3, 4, 5, 6, 7
  • Not found: No public evidence identified of Eventbrite supplying weapons, military technology or contracted operational services to Israeli forces; Israeli state ownership; or verified direct financing of Israeli military or settlement institutions. The reviewed institutional settlement-company materials did not establish an Eventbrite-specific listing.8, 9, 10, 11

Executive Summary

Eventbrite is a United States-founded digital marketplace providing event discovery, registration, ticketing, payment facilitation and marketing infrastructure. Its fiscal 2025 annual report recorded approximately 4.6 million free and paid events, 258 million issued tickets and more than $3 billion in worldwide gross ticket sales. Following a transaction announced in December 2025 and completed on 10 March 2026, Eventbrite became a wholly owned subsidiary within the Italian Bending Spoons corporate group. The parent subsequently completed a public listing in July 2026. Eventbrite’s documented Israel-related activity arises principally through the availability and use of its commercial platform, rather than Israeli incorporation, ownership or physical operations.8, 18, 12, 13

The strongest settlement-related evidence concerns CapitIL Real Estate. On 3 October 2024, journalist Arvind Dilawar reported in The Progressive that CapitIL had organised 113 real-estate events through Eventbrite between 2021 and 2024, predominantly in the United States. The events reportedly promoted property purchases in Israel and East Jerusalem. CapitIL’s marketing included Ramot, which the investigation identified as an Israeli settlement neighbourhood in occupied East Jerusalem. The article linked to CapitIL’s Eventbrite organiser profile and an identifiable Woodmere property-marketing event. This establishes a documented reporting basis for Eventbrite’s role as a digital intermediary used to advertise property seminars and register prospective customers. The figure of 113 events remains the journalist’s count, and no completed settlement-property transaction was independently linked to an Eventbrite registration.1

The economic and digital findings therefore concern facilitation of settlement-linked property marketing. Eventbrite supplied general-purpose infrastructure through which an independently operating property agency could advertise seminars and receive prospective-attendee registrations. The documented downstream result was access to event-publication and registration services serving a settlement-linked enterprise. No public evidence identified quantifiable Eventbrite fees from the CapitIL events, a commission on property sales, completed conveyancing activity, or a dedicated commercial agreement for settlement-property services. The V6.5 adjudication nevertheless applies its settlement-specific Principle 7 treatment to the documented platform provision, producing Digital and Economic scores of 5.39 each.1, 2

A separate political and platform-governance record concerns removals of Palestine-related events. Contemporaneous reporting established that the Stop the Genocide! Free Palestine! listing was removed by 26 October 2023. Professor Neve Gordon separately documented removal of a Queen Mary University of London event featuring Palestinian BDS co-founder Omar Barghouti. In August 2024, The New Arab reported Eventbrite’s removal of a Doctors Against Genocide fundraiser intended to support Palestinian healthcare in Gaza and West Bank communities. These incidents demonstrate direct restrictions on identifiable event listings. However, they do not establish a continuous anti-Palestinian moderation campaign, a government-directed policy, discriminatory motivation or quantified humanitarian losses. Eventbrite also carried Palestine-related fundraising and solidarity listings during 2025–2026.3, 4, 5, 6, 7, 19

The military audit found no mechanically eligible military frame. No public evidence identified Israeli defence procurement, weapons supply, military-specific technology provision, military contracts or direct institutional military financing by Eventbrite. The reviewed OHCHR and specialist research materials did not establish an Eventbrite-specific military or settlement-company finding, although the searches were bounded and do not prove exhaustive historical absence. Under the fixed, examiner-adjudicated Complicity Index V6.5 method, Eventbrite receives BRS 493 - Tier C (Substantial Complicity). This is a framework-specific evidence score, not a judicial finding or an official United Nations designation.8, 9, 10, 11, 20

Corporate Overview

Eventbrite’s core business is the provision of infrastructure through which third-party organisers create, advertise, manage and monetise events. Its services include event pages, registration, ticketing, payment facilitation, marketing tools, analytics and related application interfaces. Eventbrite’s platform policies and terms distinguish the company’s marketplace functions from the responsibilities of organisers who create and manage individual events.8, 30

Historically, Eventbrite operated through international subsidiaries across Europe, Asia-Pacific and the Americas. Its fiscal 2024 subsidiary schedule included entities in Ireland, the United Kingdom, Germany, Spain, Singapore, India, Australia and other jurisdictions. The reviewed schedule did not identify an Israeli-incorporated subsidiary. This is a finding about the disclosed historical structure, rather than an exhaustive reconstruction of every subsidiary operating in October 2026.31

The company’s ownership changed materially in March 2026. Everest Merger Sub Inc. merged into Eventbrite, with Eventbrite surviving as a subsidiary of Bending Spoons US Inc., ultimately controlled by Bending Spoons S.p.A. UK Companies House subsequently recorded Bending Spoons S.p.A. as a person with significant control of Eventbrite UK Limited from 1 July 2026, with rights including at least 75% of shares and voting power.12, 32, 33

Before the acquisition, Eventbrite’s beneficial-ownership disclosures attributed overlapping voting interests to Kevin and Julia Hartz. The April 2025 proxy reported 51.5% voting power and 17.0% equity ownership for each, while the December 2025 merger materials reported 50.9% voting power and 16.6% equity ownership for each. The figures included shared trust holdings and cannot be added together or treated as two independent majority stakes. These positions are historical and were superseded by the acquisition.33, 14

The ultimate parent, Bending Spoons, completed a public listing in July 2026. September 2026 SEC disclosures identified Luca Ferrari as chair, co-founder and CEO. The four audits did not complete an exhaustive reconciliation of the parent’s current beneficial owners, private investment vehicles or entire subsidiary network. No public evidence identified Israeli beneficial control of Eventbrite or an attributable Israeli defence or settlement investment through its current parent.13, 15

Eventbrite maintains an Israel-facing event-discovery directory and previously published Israeli ticketing-fee rates of 2.99% under its legacy Essentials package and 4.99% under its legacy Professional package. These are published commercial terms, not evidence of realised Israeli revenue. Reviewed payout documentation did not identify Israel among supported direct Eventbrite Payment Processing payout countries, although alternative payment arrangements may be available. The direct retrieval limitations recorded in the digital audit prevent treating the supported-country list as conclusively current for every payment configuration.16, 17, 34, 35

No public evidence identified an Eventbrite-owned Israeli office, data centre, dedicated Israeli research facility, registered Israeli subsidiary or independently verified Israeli workforce. The evidence supports Israel-facing digital marketplace availability and third-party organiser activity, without establishing an Israeli physical operating business or strategic state partnership.8, 16, 31

Domain Summaries

Military: Military

Mechanism of Involvement

The military audit examined direct Israeli defence contracting, dual-use products, military-specific software, weapons manufacturing, supply-chain integration, military logistics, construction equipment, strategic systems, export licensing and corporate or controlling-principal relationships.

No public evidence identified of a qualifying direct military-supply mechanism.

Eventbrite’s disclosed commercial products are event-management, registration, ticketing and marketing services. The reviewed records did not establish contracts with the Israel Defense Forces, Israeli Ministry of Defence, Israeli Prison Service, Israel Border Police or another Israeli military procurement authority. No public evidence identified weapons manufacturing, military-specific technology development, military logistics contracts, military construction services, defence exports, or supply to Israeli weapons manufacturers.8, 9, 10

Two military-adjacent platform listings were identified.

A listing for a dedication ceremony advertised for 17 May 2026, organised by YEDIDIM USA INC, described Kfar Yedidim as a facility supporting Israeli soldiers who had served multiple tours. Another listing, organised by Jonathan Jacobson, advertised a Tel Aviv walking tour involving a guide described as an IDF soldier, with an optional Krav Maga session.36, 37

These listings demonstrate advertised uses of Eventbrite’s civilian platform by independent organisers. They do not establish Eventbrite’s contractual provision of military services, actual military procurement, completed event attendance, payment to military institutions or direct Eventbrite financing of Israeli forces.36, 37

Counter-Arguments and Evidence Limits

Eventbrite’s strongest military-domain defence is the absence of any documented military-specific product, defence procurement contract or attributable military financing mechanism.

Its civilian marketplace permits third parties to create events. A listing mentioning Israeli soldiers is insufficient to establish a military customer relationship or operational support contract.

No public evidence identified a qualifying military relationship through the company’s historical founders, current parent or disclosed subsidiaries. The audits also found no Eventbrite-specific military procurement finding in the specialist materials reviewed.8, 9, 10

These are bounded negative findings. They do not establish that every historical transaction, entity alias or third-party organiser has been exhaustively investigated.

The V6.5 eligibility process consequently identified no mechanically eligible military frame. The military domain received zero across all criteria.

Digital: Digital

Mechanism of Involvement

The principal digital finding concerns Eventbrite’s provision of event-publication and registration infrastructure to CapitIL Real Estate.

The Progressive reported that CapitIL organised 113 real-estate events through Eventbrite between 2021 and 2024. The article linked to the agency’s Eventbrite organiser profile and an identifiable event titled Woodmere: The Essential Guide to Buying Israel Real Estate, associated with ticket identifier 781641670277.1

The reported mechanism consisted of publishing property-marketing event pages, promoting attendance and enabling prospective customers to register for seminars concerning property purchases in Israel and East Jerusalem.

The investigation linked CapitIL’s marketing activities to Ramot in occupied East Jerusalem. It did not establish that all 113 events advertised settlement properties, that any particular attendee purchased property in Ramot, or that any identifiable Eventbrite registration led to a completed settlement-property transaction.1

Direct retrieval of the historical CapitIL organiser profile and Woodmere listing encountered HTTP 429 restrictions during the research. Consequently, the reported event count could not be independently reconstructed, and ticket categories, registration totals, prices and payment outcomes remain unverified.

The documented downstream digital result is the availability of Eventbrite’s publication and prospective-attendee registration infrastructure for a settlement-linked property-marketing programme.

This is the governing Digital scoring frame. The settlement-specific Principle 7 adjudication recognises the provision of digital services that facilitate the identified commercial programme without requiring proof of a completed property sale. The high impact score reflects that specific framework treatment; it does not establish dedicated settlement software, deliberate corporate endorsement or an executed settlement-authority technology contract.

Eventbrite also provides general commercial analytics, marketing pixels, registration tracking and payment-related software integrations. Its public subprocessor register identifies vendors including Amazon Web Services, Google, Salesforce, Stripe and other commercial providers. No public evidence identified direct licensing or deployment of named Israeli-origin surveillance products, Israeli military cloud systems, Project Nimbus infrastructure, or Israeli-hosted attendee-data processing.38, 39, 40, 41

A separate digital-access record concerns the company’s removal of Palestine-related listings.

The August 2024 Doctors Against Genocide fundraiser removal eliminated its Eventbrite page as a route for public discovery and ticket acquisition. Within Our Lifetime directed prospective attendees to an alternative ticketing destination. This demonstrates a direct platform-level restriction affecting organisers and intended Palestinian healthcare beneficiaries, without establishing cancellation of the underlying fundraiser or loss of a quantified amount of humanitarian assistance.3, 4

The October 2023 Tempest NYC removal and Queen Mary University event removal provide additional examples of Palestine-related digital restrictions. The Queen Mary event subsequently proceeded through Zoom.5, 6

These moderation incidents support the wider digital evidence record, while the examiner-adjudicated Digital score is governed by the documented CapitIL settlement-marketing relationship.

Counter-Arguments and Evidence Limits

Eventbrite operates a general-purpose marketplace. CapitIL independently controlled its property-marketing activities, and the reporting did not identify Eventbrite as a property broker, seller, conveyancer, mortgage provider or event co-organiser.1, 42

No evidence established Eventbrite’s knowledge of the precise properties promoted, its endorsement of their legal status, or a dedicated commercial arrangement with CapitIL beyond reported use of the platform.

The reported 113 events are not equivalent to 113 settlement-property transactions. The available material identifies neither individual property deeds nor a verified causal chain from registration to settlement-property purchase.

CapitIL’s current website describes an international Jerusalem real-estate business and identifies Ben Levene as its founder. Its claim of more than 500 property-related events worldwide cannot verify the historical Eventbrite-specific count or establish continuing Eventbrite use.42

No independently retrievable CapitIL Eventbrite event after October 2024 was established. The absence of a retrievable listing does not prove account suspension, removal, continued availability or deliberate retention.

The 2023–2024 moderation removals likewise do not establish a systematic platform-wide policy targeting Palestinians. Eventbrite’s continued publication of Palestine-related events provides material counterevidence to a categorical suppression finding.43, 7, 19

Economic: Economic

Mechanism of Involvement

Eventbrite’s economic nexus has two principal components: its general Israel-facing commercial marketplace and its documented historical provision of services used for settlement-linked property promotion.

The company maintains an Israel event-discovery interface and published legacy Israeli service-fee schedules. These establish commercial availability and historical pricing, while leaving realised Israel-specific transaction volumes and revenue unverified.16, 17

Individual October 2026 listings provide more concrete examples.

An event titled How To Access Inner Wisdom, organised by Tribe Tel Aviv and scheduled for 19 October 2026, was advertised as free with registration required. Separate TLV AI Tuesdays workshop listings, organised by Raphael BarAdam-Gross for 20 and 27 October 2026, described paid workshop packages, but the reviewed payment instructions directed purchasers to an external Square checkout.27, 28, 29

These examples establish named Israeli organiser activity and advertised platform use. They do not establish completed paid-ticket purchases, Eventbrite payment processing or attributable platform-fee receipts.

The settlement-related economic finding is more specific.

According to The Progressive, CapitIL used Eventbrite to advertise and organise seminars promoting real-estate purchases in Israel and East Jerusalem, including property marketing associated with occupied East Jerusalem.1

The economic mechanism was commercial promotion and prospective-customer acquisition through event registration. Eventbrite provided infrastructure that could help an independent property agency reach potential buyers.

The V6.5 examiner adjudication applies Principle 7’s settlement-specific treatment to this documented facilitation. Impact 6.5 reflects the framework’s classification of services supporting settlement-linked commercial activity, rather than Israeli foreign direct investment, settlement ownership, or quantified financial returns.

Magnitude 5.8 reflects the documented historical scale of the reported Eventbrite activity, tempered by uncertainty surrounding actual attendance, payments and transactions. Proximity 9.1 reflects Eventbrite’s direct provision of the relevant publication and registration functionality, not direct participation in property conveyancing.

No verified Eventbrite ticketing revenue, property commission, real-estate deposit, mortgage transaction, settlement-specific tax contribution or direct investment resulted from the reviewed evidence.

Eventbrite’s published pricing distinguishes free registrations from paid transactions and advertises free events without ticketing fees. Consequently, even an independently verified event registration would not automatically establish platform-fee revenue.2

A September 2025 report identified a CapitIL-associated property seminar in New Rochelle using a separately advertised registration destination. It did not establish that Eventbrite facilitated that event.26

Counter-Arguments and Evidence Limits

The strongest economic counterargument is the absence of a verified financial transfer between Eventbrite and a settlement-property transaction.

The audits did not establish that the reported CapitIL seminars generated paid Eventbrite tickets, that Eventbrite received advertising expenditure from CapitIL, or that Eventbrite earned any commission from resulting property transactions.

Eventbrite’s general commercial pricing does not prove that a particular organiser paid fees. The company’s alternative payment arrangements, including PayPal and external checkouts, further limit assumptions about its role as merchant of record for individual events.2, 34, 35

The 113-event figure is a reported organiser-activity count. It cannot be converted into a fee estimate, number of completed events, property-sales count or settlement revenue calculation.

The parent-company acquisition was conducted by an Italian corporate group through US acquisition entities. No public evidence identified an Israeli purchaser, Israeli controlling investor or Israeli operating subsidiary acquired through the transaction.18, 12

No public evidence identified Eventbrite holding Israeli sovereign debt, financing Israeli settlement development, operating an Israeli manufacturing business or making a direct investment in occupied-territory infrastructure.

The reviewed OHCHR settlement-company materials did not establish an Eventbrite-specific entry. That absence is a bounded research finding and does not itself resolve every question of indirect commercial facilitation.11

Political: Political

Mechanism of Involvement

The political audit identified documented content-moderation decisions affecting Palestine-related events, together with congressional scrutiny of Eventbrite’s moderation procedures.

The clearest directly attributable actions concern event removals.

On 26 October 2023, OutKick reported that Eventbrite had removed the listing for Stop the Genocide! Free Palestine!, a planned 1 November panel organised by Tempest NYC at New York City’s LGBT Community Center.6

The subsequent congressional report referred to a December removal, but the contemporaneous report establishes that the listing was already reported removed by 26 October. No independently verified restoration, second removal decision or complete enforcement history was established. Accordingly, the evidence does not support attributing the original removal to December congressional scrutiny.6, 23

A separate removal affected the Queen Mary University of London School of Law event Carnage in Palestine: Oppression, Complicity and Ethical Responsibility, featuring Palestinian BDS co-founder Omar Barghouti. Professor Neve Gordon reported that organisers received an Eventbrite removal notice on 26 October 2023 referring to the company’s guidelines and antisemitism. The organisers retained contact with registrants and held the event through Zoom.5

On 29 August 2024, The New Arab reported that Eventbrite removed a Doctors Against Genocide fundraiser intended to support Palestinian maternal healthcare in Gaza and medical needs in West Bank communities.

The reported Eventbrite notice cited its Community Guidelines and Terms of Service, asserting that the event could contribute to a risk of harm or incite violence. A statement attributed to Within Our Lifetime corroborated the organisers’ account and their demand for reinstatement.3, 4

The documented political consequence was the restriction of existing routes for Palestinian solidarity organising and fundraising through Eventbrite.

The August 2024 incident provides a particularly clear affected-party nexus: identified organisers included Palestinian-led Within Our Lifetime, while the advertised beneficiaries included Palestinian healthcare and West Bank communities.

The evidence establishes the platform-level restriction. It does not establish the organisers’ ultimate financial losses, failed medical deliveries or an intention by Eventbrite to discriminate against Palestinians.

A broader governance controversy developed in December 2023.

On 7 December, Republican congressional lawmakers questioned Eventbrite about allegedly inconsistent content enforcement, particularly following removal of a separate event involving Riley Gaines. Their correspondence contrasted that decision with Palestine-related events permitted on the platform.22

A subsequent Senate committee report described an 18 December briefing during which Eventbrite reportedly discussed expanded algorithmic keywords intended to identify potentially antisemitic events after 7 October 2023. The report also recorded Eventbrite’s explanation that moderation could miss relevant speaker statements made after initial review.23

These records establish scrutiny and reported procedural explanations. They do not independently prove that the company adopted a uniform anti-Palestinian enforcement rule.

The Political score reflects documented direct moderation interventions and their effects, constrained by the absence of evidence for broader political coordination, systematic suppression or quantified downstream losses.

The settlement-related evidence may also inform the framework’s political assessment under its Principle 7 settlement treatment. However, Eventbrite’s provision of settlement-linked marketing infrastructure does not independently establish corporate endorsement of settlement expansion or a state-directed political programme.

Counter-Arguments and Evidence Limits

Eventbrite’s strongest political defence rests on its published general-purpose moderation policies and the record of differing enforcement outcomes across politically contentious events.

Its Trust and Safety Values identify expression, physical safety, authenticity and dignity as governing principles. Published moderation documentation describes automated detection, user reporting, human review and restrictions for content assessed as violating marketplace rules.43, 44

Eventbrite’s earlier removal of a webinar featuring Leila Khaled was accompanied by a reported explanation referring to affiliation with a US-designated foreign terrorist organisation. Its removal of a separate Riley Gaines event also demonstrates that controversial enforcement decisions were not confined to Palestinian political activity.22, 21

Crucially, Eventbrite continued carrying Palestine-related events.

Examples include a London fundraiser benefiting Medical Aid for Palestinians in May 2026 and an August 2026 education fundraiser for Gaza. Other documented Palestine-related listings appeared during 2025–2026.7, 19

These examples disprove a categorical claim that Eventbrite prohibited Palestine-related organising throughout the reviewed period.

No independent comparative enforcement study established disproportionate removal rates for Palestinian events. No public evidence identified an Israeli government instruction, formal state takedown order, settlement-authority intervention or documented internal policy directing preferential suppression of Palestinian political expression.

The three principal removal incidents cannot establish platform-wide intent or a continuous moderation campaign.

Nor did the reviewed materials establish corporate donations to Israeli military institutions, formal sponsorship of settlement expansion, geopolitical lobbying for Israeli policies or an official corporate statement endorsing Israeli military operations.

These limits are integral to the moderate political impact and low magnitude reflected in the final V6.5 scores.

Counter-Arguments

The strongest defence available to Eventbrite is that its primary business is operating a general-purpose marketplace for independently organised events. The company supplies event discovery, registration and ticketing infrastructure; organisers determine the subjects of their events and the commercial activities they promote.8, 30

This distinction substantially limits the interpretation of the CapitIL evidence. The property-marketing activity was attributed to CapitIL, and the reviewed reporting did not establish Eventbrite’s ownership of settlement property, participation in real-estate transactions, knowledge of specific properties or receipt of settlement-property commissions. No completed property sale could be traced to an Eventbrite registration.1, 42

The financial evidence is also incomplete. The reported 113 events do not establish ticket sales or platform fees. Eventbrite provides free registration without ticketing fees, and its payment documentation permits alternative processing arrangements. The absence of verified transaction data prevents any reliable calculation of Eventbrite’s financial benefit from CapitIL’s activities.2, 34, 35, 1

The political evidence supports a similarly bounded conclusion. Eventbrite removed identifiable Palestine-related listings, but it also permitted numerous Palestinian solidarity and humanitarian events. Its published content policies identify general marketplace safety concerns, and the congressional record demonstrates scrutiny of moderation involving multiple political perspectives. No independent study established systematic discriminatory enforcement or a deliberate corporate policy targeting Palestinians.5, 22, 23, 43, 7, 19

The August 2024 Doctors Against Genocide removal is nevertheless an independently documented platform restriction involving Palestinian organisers and intended beneficiaries. The existence of a stated moderation rationale does not eliminate the observable loss of the Eventbrite distribution channel. Equally, the removal does not prove that the underlying fundraiser failed or that medical assistance was withheld.3, 4

The absence of a military contracting record is a material exculpatory finding. The reviewed research identified no Eventbrite weapons supply, military technology agreement, direct military funding or qualifying parent-company defence relationship. The company’s historical founders and current parent cannot be assigned military or political conduct through unsupported personal or corporate associations.8, 9, 10

Finally, the September 2025 OHCHR settlement-company update did not yield an established Eventbrite-specific entry in the reviewed audit material. The Complicity Index classification therefore represents an internally vetted assessment of documented facilitation and moderation, rather than an official UN determination that Eventbrite committed an internationally wrongful act.11

Complicity Index Score

Method: Complicity Index V6.5, deterministic eligibility and examiner-adjudicated evidence scoring.

Status: Complete. All four domain audits passed the canonical pre-score gate, and the final scoring bands were retained following examiner review. The review reported no blockers.

DomainIMPV-Domain Score
Military0.000.000.000.00
Digital6.505.809.105.39
Economic6.505.809.105.39
Political4.503.809.002.44

The maximum domain score of 5.39 is shared by Digital and Economic. Both derive from Eventbrite’s documented provision of publication and registration services used by CapitIL’s settlement-linked property-marketing programme, with the final impact bands determined under the V6.5 settlement-specific adjudication. The political score reflects direct moderation decisions, constrained by their documented scale and unresolved motivations; the military score remains zero because no eligible military mechanism was established.

The BRS calculation uses the maximum domain score and a weighted contribution from the other domains:

V = I × min(M/7, 1) × min(P/7, 1)

BRS = ((V_MAX + 0.2 × Avg_OTHERS) / 12) × 1000

Using the fixed domain scores, the resulting BRS is 493, placing Eventbrite within Tier C (400–599): Substantial Complicity.

The method is scale-free and evidence-only: impact reflects the qualifying activity type, magnitude reflects its documented scale, and proximity reflects how directly the company’s own conduct connects to the qualifying effect. High proximity does not independently establish knowledge, intent or legal culpability. The final figures are fixed, human-vetted V6.5 scores.
