Corporate Communications & Public Stance

Statements on the conflict. No public evidence identified of a Škoda Auto-originated corporate statement on Gaza, Palestine or the Israel-Hamas war on its press site in the pages retrieved, as of the 3 November 2026 research date 1, 2. On 11 October 2023, Czech outlet e15 reported that Škoda did not comment officially on reports that its Israeli partner had closed showrooms, that spokesperson Pavel Jína said the company has no employees in the region, and that VW and Škoda reacted with shock and dismay, condemned the kidnappings and hostage-taking of civilians, and hoped for a quick end to the fighting 3. In an earlier escalation, e15 reported on 17 May 2021 that Škoda spokesperson Martin Ježek said Škoda was monitoring the situation and that deliveries and sales in Israel were “not significantly restricted” at that point 4. Volkswagen AG appears among the signatories (listed as “VW” and Audi) of an October 2023 joint statement of German companies under the hashtag #niewiederistjetzt condemning the 7 October Hamas attack and expressing shock at civilian suffering in Israel and Gaza, and the chronology page does not mention Škoda 5. The same group-level pattern is recorded for Porsche AG, a Volkswagen Group sibling, which donated EUR 1,000,000 on 22 November 2023 to the alliance Aktion Deutschland Hilft for Middle East emergency relief, with Oliver Blume quoted as “greatly saddened by the hostilities in the Middle East” 6. That donation is humanitarian-framed to a German aid alliance and the page names no Israeli military or settlement recipient 6.

Comparative silence / Ukraine. Škoda Auto published a statement on 1 March 2022 saying it was “dismayed by the military attack on Ukraine,” and listed donations: CZK 10 million to People in Need, CZK 1 million each for Mladá Boleslav and a Tiachiv hospital fundraiser, CZK 500,000 each for Rychnov nad Kněžnou and Vrchlabí, and a Volkswagen Group EUR 1 million donation to UNHCR 1. A 31 March 2022 Škoda release reported more than CZK 20 million released, twelve Škoda Logistics trucks carrying aid to Ukraine, and a Ukrainian learning centre for about 600 children and adults 7. A Volkswagen Group statement posted on Škoda’s site on 3 March 2022 said vehicle production and exports to Russia were halted until further notice 8. By contrast, the retrieved pages record no Škoda-issued statement or aid programme on Palestinian civilian harm, and the only Škoda-attributed remarks in the Gaza period are the spokesperson’s reported comments of 11 October 2023 3. Status: the Ukraine statement is dated March 2022 and persisted on the Škoda site as retrieved in 2026, and its audience and duration beyond that are not stated 1.

Market framing. Škoda’s own release of 31 October 2019 [pre-2020] frames Israel as a standard sales market: the “strongest European brand in Israel” with about 8% share, over 16,700 vehicles delivered January to September 2019, and more than 231,700 since the 1990s 2. A December 2018 Škoda release [pre-2020] presented a Tel Aviv world premiere of the Scala, describing Tel Aviv as a start-up hotspot 9. Earlier Škoda Israel volumes: about 20,400 cars in 2016, up nearly 15% on 2015 (e15, 6 March 2017) [pre-2020], and 19,568 in 2019, down 6.4%, with Škoda the fourth most popular brand (Czech Embassy trade article, undated in the retrieved text) [pre-2020] 10, 11. Correction to the prior audit: the figure of 19,460 vehicles, up about 7%, is 2021 data. The Israel-Czech Chamber of Commerce and Industry item of 12 January 2022 says Champion Motors “sold about 7 % more (19,460 vehicles) compared to the year 2020”, and the e15 report of 11 October 2023 cites the Czech-Israeli chamber for the same figures and 1991-2021 total of nearly 300,000 but labels them “last year”, which the chamber item shows to be 2021 and not 2022 12, 3. A market blog’s full-year 2022 report for Israel records Škoda down 27.2% in 2022, which is inconsistent with a 2022 gain of 7% 13. e15 also described Škoda as consistently fourth in Israel 3. An undated Ynet article puts Champion Motors (Škoda, SEAT, Volkswagen, Audi) at 12% of the Israeli market 14. On 13 December 2025 the Jerusalem Post reported Champion Motors’ Škoda division publishing its 2026 price list, status: continuing sales as of that date 15. A Jerusalem Post/Walla report of 10 March 2026 put Škoda sixth among brands in Israel with 5,486 new-car deliveries year to date per the Licensing Authority, with the Scala (1,145), Octavia (1,085) and Fabia (1,010) in the top 20 models, and it did not mention Champion Motors 16.

Operations in Occupied or Contested Territories

Territorial presence. Champion Motors is the dedicated Škoda importer, distributes nationwide and sells directly to end customers, so Škoda needs no separate dealer network (release dated 31 October 2019, [pre-2020], continuing status reported by the 2025 price list) 2, 15. No public evidence identified of a Škoda or Champion Motors branch, dealership or service centre in an Israeli settlement, East Jerusalem or the Golan in the pages retrieved 2, 17. A September 2021 iPrima report quoted Škoda Auto spokesperson Martin Ježek saying the company has five sales points in the West Bank, including a showroom in Nablus opened in 2016, and that Škoda has been among the top three brands in Palestine for about ten years; the article names no importer or dealer, does not locate any outlet in a settlement and does not mention Gaza, and the status after 2021 is unknown 18. For contrast, Who Profits records a General Motors distributor service centre in the Mishor Adumim industrial zone, and the same type of record is absent from the Volkswagen Group profile for Škoda or Champion Motors 19, 17.

State and security-force sales (Israel). Škoda stated that in 2018 Champion Motors won a contract to supply vehicles to ministries, the army, the police and other authorities 2. The Škoda release of 6 December 2018 reported about 850 vehicles delivered to government institutions in 2016 9. A Radio Prague article of 9 November 2007 [pre-2020] reported that Škoda Auto and Audi won a tender to supply vehicles to the Israeli government, and Israeli minister Yitzhak Cohen said he would boycott the deal because the cars were connected to a German concern; the Prague Jewish Community called such division by country of origin inappropriate 20. Whether any of these relationships ended is unknown, and the latest dated Škoda statement on state supply is 2019 2.

Legal and regulatory scrutiny. Who Profits’ Volkswagen Group profile (stated valid until 09/06/2025, ambiguous format) lists Champion Motors as VW’s Israeli importer, states that three of four models in a Ministry of Defense leasing pool belong to the Volkswagen Group, that Volkswagen Passats are used as Israel Police traffic vehicles, that MAN trucks provide chassis for water cannon and riot-control vehicles used by Border Police and YASAM, and that MAN supplies buses to the Egged Group, which operates lines to West Bank and East Jerusalem settlements; these are NGO claims, and Škoda is named there only as a Group brand 17. A UN OHCHR update of the database of business enterprises involved in settlement-related activities was presented at the Human Rights Council’s 60th session as report A/HRC/60/19 (September 2025), and no public evidence identified in the retrieved text that Škoda, Champion Motors or Volkswagen AG are listed 21. A search of a third-party mirror of the OHCHR list (OpenSanctions dataset, last processed 27 October 2026) for “volkswagen” returned no matching entities; Škoda and Champion Motors were not separately searched there, and the mirror carries a reliability caveat 22. No public evidence identified that A/HRC/59/23 names Škoda or Champion Motors in the sources retrieved 17, 21.

Boycott campaign history. No public evidence identified of an organised BDS campaign targeting Škoda or Champion Motors in the pages retrieved 23, 24. The October 2019 [pre-2020] Czech Chamber of Deputies resolution condemned “all activities and statements by groups calling for a boycott of the State of Israel” and named no companies 24, 23. The 2007 Cohen boycott statement was an Israeli minister’s objection to German ownership, not a campaign for Palestinian rights 20.

Rafael / Osnabrück (Volkswagen AG, group level, 2026). Anadolu reported on 1 April 2026 that VW confirmed talks with several defence companies about the Osnabrück site and the FT reported the Rafael talks concern Iron Dome support components; CEO Oliver Blume was reported as limiting involvement to military transport vehicles 25. Middle East Monitor reported on 30 April 2026 that CDU lawmaker Bastian Ernst said “There are talks between Rafael and Volkswagen,” and Blume told Bild “We will not produce weapons” 26. An undated Ynet page, apparently July 2026, relays Bild reporting that the Qatar Investment Authority (about 10.4% of shares, about 17% of voting rights) opposed the deal and that Volkswagen confirmed its Qatari shareholders blocked the cooperation 27. A later Ynet piece reports a letter of intent signed by Lower Saxony, Rafael and Aurelius Capital, with Volkswagen not a signatory, and Lower Saxony investing about EUR 200 million, with no date in the retrieved text 28. JNS, citing a German magazine, reported that the deal had not been derailed and Qatar’s stake was not currently blocking it, with the date not shown in the retrieved text 29. The engineering outlet ingenieur.de reported on 7 September 2026 that key points were agreed under which Rafael Advanced Defense Systems is planned as the first anchor project at the plant, Aurelius Capital is to hold the majority of a new company with a stake for Lower Saxony, VW is to hand over the plant, the sale is not yet final, VW has not made public which products would be made, and a formal Qatari veto was “not evidenced” 30. The entity is Volkswagen AG, not Škoda Auto, and the status at the research date is a pending, not final, transfer 30, 28.

Internal Governance, Content & Retail Policies

Employee relations. No public evidence identified of reports, controversies or legal actions on Škoda HR enforcement regarding employee speech, political symbols or union activity related to Israel-Palestine in the pages retrieved 3, 1. The e15 report quoted a spokesperson that Škoda has no employees in the region 3. Škoda’s Ukraine response was agreed with the social partner KOVO and included union donations, which is the only union-linked conflict response found 1.

Platform and editorial policy. No public evidence identified of independent reports, academic studies or regulatory inquiries on content moderation or editorial stance related to the conflict for Škoda, which operates no such platform in the sources retrieved 31, 2.

Retail and supply chain. No public evidence identified of reports or regulatory actions on labelling or sourcing of products from settlements by Škoda or Champion Motors 17, 2. Volkswagen AG’s 4 November 2019 [pre-2020] human rights statement on the Business and Human Rights Resource Centre says it is integrating group-wide human rights due diligence into its compliance management system, and the retrieved page does not mention Israel or Palestine 32.

Brand Heritage & State Partnerships

Marketing positioning. No public evidence identified that Škoda uses military heritage, defence ties or state-security origins in its Israel branding in the pages retrieved 2, 9.

State-led business delegation, July 2026. The Czech Foreign Ministry’s pre-visit release of 10 July 2026 said Deputy Prime Minister and Foreign Minister Petr Macinka would visit Israel on 13-14 July 2026 with more than 30 Czech companies for the Czech-Israeli business forum in Tel Aviv, and it names no companies 33. Blesk (Magdaléna Škapová, 18 July 2026) reported that Macinka took more than 30 Czech firms who met about 170 Israeli partners at a joint business forum, “mezi nimi Škoda Auto” alongside Česká zbrojovka of the Colt CZ holding and STV Group; this is the only retrieved source that names Škoda Auto as a participant 34. Blesk does not name the person who represented Škoda and quotes no Škoda statement 34. The Czech Embassy in Tel Aviv page of 22 July 2026 describes about 200 Czech and Israeli companies and business leaders, more than 100 B2B meetings, sectors including defence, cybersecurity, healthcare and public transport, and a Joint Declaration signed by the two foreign ministers, and it names neither Škoda nor any other company and lists no concrete business contracts 35, 36. JNS reported an economic cooperation agreement signed by Macinka and Israeli Foreign Minister Gideon Sa’ar in Tel Aviv on 14 July 2026, and the retrieved portion of that page did not mention Škoda 37. The delegation event ended on 14 July 2026, and whether Škoda continues state-linked business engagement afterwards is not shown in the retrieved pages 34, 35.

Joint declarations: date correction. České noviny (ČTK) reported on 14 April 2026 that Macinka and Sa’ar signed in Jerusalem that day a declaration on setting up a joint commission during a one-day working visit 38. The Czech Foreign Ministry release of 20 May 2026 and a Czech Embassy page of 11 June 2026 both place the declaration establishing a joint commission in April 2026 during the Israel trip, and the June page names no company 39, 40. The Czech Embassy page of 22 July 2026 and a Ynet report separately describe a Joint Declaration signed by the foreign ministers at the July business forum, covering economic cooperation, and the 10 July release announced that signing in advance 35, 41, 33. The sources therefore support two signings, April 2026 for the joint commission and July 2026 for the forum declaration, and the earlier statement that the dates conflicted is withdrawn; that these are two separate documents is an inference from their described content, and the texts were not retrieved 38, 39, 35.

Škoda cyber-hub agreement reported by Blesk. Blesk reports an agreement between Škoda Auto, its university and Ben-Gurion University of the Negev to establish an innovation hub for cybersecurity in Mladá Boleslav, without a signing date or signatories 34. Škoda Auto University (ŠAVŠ) published on 20 May 2026 the signing of a trilateral memorandum of understanding between ŠAVŠ, Ben-Gurion University of the Negev and Base Camp, plus an Erasmus+ inter-institutional agreement between ŠAVŠ and Ben-Gurion University, covering academic exchange, mobility, joint projects and knowledge sharing, and the page mentions neither a cybersecurity hub nor the Macinka visit 42. Whether the Blesk report refers to this memorandum or a separate agreement is not established, no second source for the hub was identified, and the hub’s status is unknown 34, 42.

Institutional ties and sponsorships. The December 2017 Škoda release [pre-2020] announced a JV between Škoda AUTO DigiLab and Champion Motors in Tel Aviv, signed 14 December 2017 at the Rudolfinum, Prague, by Bernhard Maier (then Škoda CEO) and Dan Orenstein (Champion Motors CEO); it states that a joint innovation platform was planned with support from the Israeli-Czech Chamber of Commerce and Industry, and that Škoda focus areas included cyber security and big data 43. The release said the JV would work with start-ups and universities and gave no ownership split 43. A Czech Embassy page of 29 May 2018 [pre-2020] says DigiLab Israel opened in January 2018 as a JV with Champion Motors Ltd, had worked with ten start-ups including Guardian, XM Cyber and Anagog, and that Maier and Champion Motors chairman Prof. Itzhak Swary signed a cooperation memorandum in August 2017 44. A ČTK report in e15 of 25 May 2018 [pre-2020] quotes Škoda spokesperson Tomáš Kotera on the Tel Aviv team’s focus on start-ups of a certain maturity and states the JV had operated since the start of 2018 with chamber support, with no amounts disclosed 45. In October 2019 [pre-2020] Škoda stated that it held shares in the Israeli company Anagog and that DigiLab Israel was a JV based in Tel Aviv 2. A Jerusalem Post interview dated 30 November 2020 carried the byline title of Vít Lichtenstein as head of technology scouting at ŠKODA AUTO DigiLab Israel Ltd, which is the latest dated sign of the entity found, and its current status and that of the Anagog holding are unknown 46. No public evidence identified of state honours, hosted government officials or “Brand Israel” sponsorships in the pages retrieved 43, 9.

Lobbying, Advocacy, Financing & Logistics

Political lobbying. Volkswagen AG is registered in the EU Transparency Register (ID 6504541970-40, first registered 15 January 2009) with declared 2025 lobbying costs of EUR 2,750,000 to EUR 2,999,999, 16.35 FTE, 182 listed high-level Commission meetings, membership of ACEA and no declared major contributions 47. The register data covers the Volkswagen AG entity and lists Škoda only as a brand within its CORE group, and the retrieved page does not show Israel-Palestine-specific lobbying 47. No public evidence identified of Škoda or Champion Motors lobbying or PAC activity on regional policy, BDS or trade legislation in the pages retrieved 47, 23. Participation in a ministerial business delegation is recorded separately above and is not a lobbying-register entry 34.

Financial contributions. No public evidence identified of Škoda Auto, Champion Motors, Allied or Volkswagen AG donations to IDF, FIDF, JNF, settlement organisations or military-welfare funds in the pages retrieved 6, 17, 48. The nearest group-level donation found is Porsche AG’s EUR 1,000,000 of 22 November 2023 to Aktion Deutschland Hilft 6.

Commercial technology ties (post-ICJ and post-ICC). Škoda Auto announced a partnership with Upstream Security Ltd on 13 January 2026 to consolidate cyber threat intelligence, risk signals and compliance reporting for its connected vehicles, supporting UNECE R155 obligations, with Škoda threat-intelligence expert Miroslav Sivous quoted and Upstream co-founder and CEO Yoav Levy also quoted, on the vendor’s own website 49. The Jerusalem Post reported the same partnership on 13-14 January 2026 and describes Upstream as an Israeli startup 50. The partnership post-dates both the 19 July 2024 ICJ opinion and the November 2024 ICC warrants, and its continuation status is unknown 49, 50. The retrieved pages describe it as a commercial cybersecurity contract and name no military or state recipient 49, 50.

Crisis asset mobilisation. No public evidence identified of Škoda directing logistics, services or infrastructure to Israeli state or military efforts during the conflict 3, 2. For comparison, Škoda Logistics trucks carried aid to Ukraine in March 2022 7. e15 reported on 11 October 2023 that Champion Motors closed its showrooms and followed government orders, according to an unnamed source 3.

Corporate Structure & Primary Mission

Ownership. Škoda Auto’s corporate page states that it has a sole shareholder, Volkswagen Finance Luxembourg S.A., that no general meeting is held, and that it is registered at the Municipal Court in Prague (B 332); the Board of Management lists Holger Peters as acting chair 31. Volkswagen AG’s 2025 annual report records voting rights at 31 December 2025 of Porsche Automobil Holding SE 53.3%, State of Lower Saxony 20.0%, Qatar Holding LLC 17.0% and free float 9.7% 51. Who Profits lists the equity stakes as Porsche SE 31.9%, Lower Saxony 11.8% and Qatar Holdings 10.4% (stated valid until 09/06/2025) 17. Porsche SE states that its 153,125,000 ordinary shares are indirectly held “exclusively by members of the Porsche and Piëch families” as of 31 December 2025 52.

Importer ownership. Globes reported on 16 October 2019 [pre-2020] that Allied is the parent company of Champion Motors, which imports Audi, Volkswagen, SEAT and Skoda cars to Israel, that Allied is a holding company active in real estate, electronics, infrastructure and the auto industry, and that its chairman is Prof. Itzhak Swary 48. No shareholder list for Allied was retrieved, and the current ownership is unknown 48.

Foundational mandate. No public evidence identified that Škoda’s charter or ownership ties its mission to state geopolitical goals, and the retrieved corporate page shows a standard commercial structure 31. The State of Lower Saxony’s 20.0% voting position in Volkswagen AG is recorded, and the retrieved page does not describe any special rights 51.

Executive & Leadership Footprint

Named-entity search record (each searched for Israel-Palestine political topics):

Act record (acting entity, recipient, channel, earliest and latest observation, status):

Personal philanthropy and financing. No public evidence identified of personal donations, family foundation grants or fundraising by Škoda or VW executives, Prof. Swary or the Porsche/Piëch families to IDF, FIDF, JNF, settlement groups or military-welfare funds in the pages retrieved 52, 6, 48.

Public advocacy and statements. Blume’s reported Osnabrück statements (Anadolu 1 April 2026; Bild via MEMO 30 April 2026) are the only leadership statements on Israel-linked matters found 25, 26. Bernhard Maier’s 2017 quote concerns innovation [pre-2020] 43. Blume’s 2023 quote concerns hostilities in the Middle East generally 6. No Škoda executive statement from the July 2026 Tel Aviv forum was identified 34, 35.

Board memberships and affiliations. No public evidence identified of executives or principals holding seats in CFI, AIPAC, USISTF, FIDF or settlement organisations in the pages retrieved 31, 52. A Jerusalem Post interview (2020) is the only retrieved item linking Škoda’s Israeli unit to the Czech-Israeli chamber ecosystem, and no Škoda board seat at the chamber was identified 46.

Constructive notice (post-19 July 2024 and post-November 2024). Continuing conduct recorded after those dates: Champion Motors’ Škoda 2026 price list (13 December 2025), the Upstream Security partnership (13 January 2026), the ŠAVŠ memorandum with Ben-Gurion University (20 May 2026), 2026 Israeli sales reporting (10 March 2026), Blesk’s report of Škoda Auto’s presence in the 13-14 July 2026 ministerial delegation, and the 2026 Rafael/Osnabrück plan at Volkswagen AG level up to 7 September 2026 15, 49, 42, 16, 34, 30. Whether Škoda altered any relationship after those dates is not shown in the retrieved pages 2.
